Lawmakers at odds over organ donor legislation

HARTFORD — Looking to increase the supply of available organ donations for those on waiting lists, Sen. Ted Kennedy Jr. is proposing a change that would automatically enroll Connecticut residents.

During the series of meetings concerning the proposed Regional School District 13 budget, discussion has returned to the expenses of some sports. Interscholastic sports at Strong Middle School have been the topic of debate since the proposed budget changes the school’s sports to an intramural system, saving about $56,000 and promoting “play for play’s sake.” Though not proposed to change in the 2017-2018 budget, football at Coginchaug Regional High School emerged as a subject at the Board of Education’s March 8

Football is one of the more expensive sports a school can offer. Athletic Director Nick Barbieri briefly discussed the idea of changing CRHS’ football program to a co-operative, allowing in players from other schools in response to a declining number of players.

BOE member Nancy Boyle, who comes from a football family, said she was surprised at the low numbers. If freshmen and sophomores are called on to play varsity because of declining numbers, Boyle said, it could be a safety issue. Without sufficient numbers, Boyle said, it might not be safe or practical to offer football. “I can’t believe I’m saying that out loud,” Boyle said.

According to Barbieri, the team is likely to have only 18-21 returning players next year and could benefit from combining with Hale-Ray High School. Residents currently can choose to become a donor while getting or renewing their driver’s license, but Kennedy, D-Branford, is proposing that they instead be considered donors unless they opt out. According to www.organdonor.gov, a website maintained by the federal government, 119,000 people nationwide are currently on a waiting list for donations. “I just wanted to put out an idea that would really spark a needed discussion,” Kennedy said Thursday, March 9. According to the website, 95 percent of adults support organ donation, but only 48 percent sign up to become a donor. The bill has also drawn criticism from people who support the intention but worry about the effects of automatic enrollment, something Kennedy said he expected would happen. “I knew this proposal was controversial,” he said. Alexandra K. Glazer, president of New England Donor Services, Inc., is concerned that requiring residents to opt out could actually result in fewer donors. Glazer said many European countries experience drops in donors after adopting an opt-out requirement. Medical organizations also expressed concerns about legal complications. See Organ, A5

The Durham Clean Energy and Sustainability Task Force has scheduled a Bike-Ped Information Night for Tuesday, Marcy 28, 7 p.m., at the Durham Public Library. A goal of the CE&STF for 2017 is to develop a BikePed Plan, which will make the community eligible for various grants from agencies such as the Department of Transportation. The task force is looking for people who are interested in improving bike-ped opportunities to help with this project. During the meeting, attendees will identify areas of town that could use bike-ped improvements, such as line painting, signage, widened shoulders, and side-walks. The task force plans to start collecting data on the number of people who are biking or walking to commute to work or school, as well as those that are doing so for exercise. The task force also hopes to identify roads frequently used for bicycling and walking, as well as areas that could use a new path or sidewalk.

You watched me climb the 40 million steps to kiss the Blarney Stone. Though I am not a fan of either heights or crowds, you saw me persevere and finally make it to the tippy-top. Then came the real terror of watching people bend backwards over the side while a man held them by the waist, so that they, in this upside down fashion, could kiss the aforementioned Blarney Stone. I thought I would just melt into a puddle right on the spot. That man, the one who would be holding my life in his hands, seemed a bit elderly and not all that sturdy. I was hoping he was having a good day. But I did it! I sailed through the air with my eyes closed, and I planted a smooch on that legend. Of course, when we got back

Oh, and Ireland, your people! They are amazing. So friendly and kind. Strangers hugged me, everyone talked to me. One woman who was staying at the same hotel as my bus mates and me, after learning of my plans to go solo to a Riverdance, walked me there so that I wouldn’t get lost. She was so lively and so funny, and we laughed the whole way. I thoroughly enjoyed the show, but panic set in when I realized I didn’t remember how to get back to the hotel. It was shortlived, though. Because then I

thought, “It’s 11 and not dark yet (and how cool is that!), this town is beautiful, there’s music floating out of the pubs. And it’s Ireland! It’s all good.” And it was. I relaxed, bought an ice cream cone, and eventually made my way back to the hotel.

Obituaries Alexander M. Wallach ROCKFALL — Alexander M. Wallach, 81, of Rockfall, passed away on Thursday, March 9, 2017 at Middlesex Hospital. A devoted and courageous husband, father, grandfather, and brother, he was born on June 13, 1935 in Manhattan. Alex was the son of the late Hyman and Ethel (Cohen) Wallach. Raised in the Bronx, N.Y., he attended local schools and Roosevelt High School. He graduated in 1960 with a BS degree from Pratt Institute, Brook-

Victor Gerald Peplau lyn, N.Y. Alex served in the United States Army from 1954–1956, stationed in Japan as an Ammunition Supply Specialist. He is a member of the Middlefield VFW Post #10362. He worked as an Assistant Director of Dining Services at the University of Rhode Island before moving to Connecticut, where he began his career in food sales with Monarch Foods and later US Foodservice until his retirement. Among his hobbies and interests, Alex was an avid fan of the New York Yankees and enjoyed sharing his enthusiasm with family and friends. He joined the Lions Club of Middlefield in 1976. He was a lifetime member and recipient in 2005 of the Melvin Jones Fellow Award, the highest form of recognition for members who embody hu-

Born on October 27, 1957, to Mary and Gustav Peplau, he was a resident of Middletown and had also lived in Durham. He owned a high-end furniture shop, The White Goose, for custom carpentry, antique repairs, and reproductions. He is survived by daughters, Tansy Peplau, of Virginia, and Ailis Peplau, of California; siblings, Maria Peplau, Anne Waldman, John Peplau, and James Peplau. He is preceded in death by parents, Mary and Gustav Peplau. A memorial service was held on Saturday, March 11, for family and close friends.

The Connecticut Nurses Association, meanwhile, expressed concern that the vast majority of residents won’t fully understand the implications, estimating that only 12 percent of the public is “health literate.” “If people want to donate their organs after death, I have no problem with that at all, but it should not be coercive in any way,” said Sen.

Joe Markley, R-Southington, said he agrees with the intent, but added that the solution is more awareness of the issue. “It’s a bill that would seem to indicate that the state owns your body unless you say otherwise,” Markley said. When asked about the criticism, Kennedy reiterated that his intention was to start a discussion and that he’s open to other solutions.

Senate President Martin M. Looney, D-New Haven, himself the recipient of a donated kidney in late December, has proposed a tax credit of up to $10,000 for donors. Kennedy co-sponsored Looney’s bill, but said it’s a benefit that only entices donations from people who are living, something that it limited to healthy people willing to offer a kidney, lung, or part of the liver, intestines, or pancreas.
