ROCKFALL — Frank Ruffino, Sr., 91, of Rockfall, husband of the late Frances (Harris) Ruffino, passed away on Monday, Oct. 23, 2017, at his home. Born in Middletown, he was the son of the late Sebastian and Nicolena (Bonarrigo) Ruffino. Frank lived in Rockfall most of his life and was member of the Middlefield Volunteer Fire Department. He was a member and worked for Laborer Union Local 611 retiring after 25 years. Frank is survived by two sons, Frank Ruffino, Jr., and his wife, Cathy, of West Yarmouth, Mass., and William C. Ruffino, of Rockfall; two daughters, Lori Helmedach and her husband, Kenneth, of Middlefield, and Michele Priest and her husband,
Jim, of Middletown; a sister, Constance Siecienski, of Portland; seven grandchildren; 12 great-grandchildren; and many nieces and nephews. Along with his wife and parents, Frank was predeceased by his son, Louis Ruffino; three brothers; and seven sisters. Funeral services were held on Monday, Oct. 30, at Doolittle Funeral Home, 14 Old Church St., Middletown. Burial was followed in Middlefield Cemetery. In lieu of flowers, donations in Frank’s memory and in honor of his grandson, Jimmy may be made to Muscular Dystrophy Association, 148 Eastern Boulevard, first floor, Glastonbury, CT 06033. Make your voice heard on Election Day By Josh Eddinger
Many of us can remember a high school class about government where a teacher proclaimed that local government is the most important of all levels of government. This lesson was likely remembered for the test, but we seem to have forgotten it now as shown in voter turnout for local elections. Voting statistics within Durham paints a picture, that despite having a more engaged electorate than state and national averages, we are still much more involved during presidential races than we are for races for local municipal boards. To give you a sense of the disparity from one year to the next, I compiled some statistics on Durham’s voter turnout over the last four years : n 2016
Presidential election – 82 percent n 2015
Municipal election (with Selectman race) – 32 percent n 2014
Gubernatorial election – 65 percent n 2013

(without Selectman race) – 23 percent Durham’s elections are by and large on a 4-year cycle, so, sadly, this year I would expect similar engagement to what we saw in 2013. Learning that local government is important at 15-yearsold is probably a lesson that can’t be expected to stick, but when you join a community later in life it is probably time to reconsider, and, if needed, take a refresher course. Why should we care? Not an exhaustive list, but I want to provide my top three reasons to care who serves in our local government: Local government is responsible for a lot of our money Taxes are one metric for measuring the importance of local government, and at first glance maybe its place at the bottom is right. Local governments only collect 11 percent of total tax dollars compared to 28 percent by state governments and 61 percent by the federal government. However, more important than who is collecting the tax-
es is who is spending them. A study by the Tax Policy Center, which analyzed tax receipts and distributions in 2015, found that after tax receipts were transferred from state and national sources, Local governments spent 21 percent of all tax dollars received. This is only slightly less than state spending of 28 percent of all taxes. Local government impacts our day to day lives more than any other level of government I think in this day and age we take many services provided by all levels of government for granted, so as a thought exercise I tried to think through a very ordinary day, and “keep score” on where various benefits my family and I receive come from. In the morning my son and I sat on the stoop of our house on Main Street (Historic Commission) to wait for the bus to Memorial school (BOE). When he was on his way, I got in my car and drove to work (Public Works and State DOT). Later that morning, my wife took our youngest daughter to the library (Durham Public Library). That evening after work I picked up my daughter
from soccer practice (Coginchaug Soccer Club), and we went home for dinner, some homework, and bed.

For this very ordinary day I score 5 for local government, 1 for state government, and 0 for federal government.
Meeting Senator Dodd was the only time in my life I have had a meeting with a leader representing me in Washington. My hit rate is slightly better for state representatives, but I can certainly count the meetings on one hand. For my local representatives, I talk with them at board meetings and soccer games and school events and when trick-ortreating. I send them emails when I have questions or concerns and get prompt replies.
Now I know this is a simplified version of what government provides and almost certainly the state and federal government had a hand in the laws that kept me safe on the road driving to work, and provided economic stability for my employer to give me a job. This was also a normal day in Durham, CT, not in Houston or Puerto Rico. There is a place for all levels of government, I just think local should at least be held at the same level as state and federal governments. We have much more access and can have influence in our local governments if we choose to When I was much younger I went on a school trip to Washington D.C. to learn about government. Both Middlefield’s and Durham's town charters provide that a First Selectman candidate who loses the First Selectman position but receives more votes than a Board of Selectmen candidate gets seated on the Board of Selectmen. The remaining selectman would be chosen based on any of the candidates running for that office who receives the highest number of votes.

Property owners may see a tax reduction or even a refund if the voters approve a revised budget that reduces the mill rate. First Selectman Ed Bailey said Monday the Board of Selectmen is preparing an amended town budget to submit to the Board of Finance, the first step in the budget approval process, which will reduce the current 36.61 mill rate on real estate and personal property by as much as 2.4 mills, equaling 6.5 percent. That could save the average homeowner $380, Bailey said.
The current budget was approved in May, and amendments must go through the normal budget process. The First Selectmen produces a budget and presents it to the Board of Finance. The board reviews and has
the opportunity to revise the proposed budget before it’s presented at public hearings. The Board of Finance then approves the budget, and town residents vote to approve it at a town budget meeting. Bailey and Bob Yamartino, Board of Finance chairman, expect to complete the process in time to allow for a revised tax bill reflecting the savings in early December. For those that have already paid taxes in full, a tax refund check will be issued. The town’s motor vehicle tax, currently set at 32 mills, is expected to be unchanged. My house always looks like Halloween, year-‘round. I don’t mean for it to, but the cobwebs do give it a permanent haunted house feel. I don’t do this on purpose. But it seems that these cobwebs have a life of their own. I think they’re in cahoots with the dust bunnies. It’s a mutiny, is what it is. I’m so used to them that I don’t even notice them anymore. Oh, I swat them down with a broom every now and then, when they’ve made themselves impossible to ignore. But they grow back, and they come back even bigger, and so I tend to chuck the whole idea of dispensing with them. It feels like a losing battle. And besides, I like to think of them as décor. I’d make a great interior designer, wouldn’t I?

However, it seems that the occasional visitor is not so enthralled with my décor. I’d become so oblivious to the whole matter, that I was surprised when my friend suggested I knock a few of these buggers down. And I have another friend who is terrified of spiders, and keeps a watchful eye on my “décor” the whole time she’s here, aware that its weaver is never far away. I think she has nightmares.

The odd thing is, I rarely see a spider in my house. They must be all snuggled up in their cobwebery, apparently not inclined to venture out very often. I guess they can see everything from their lofty viewpoint, and so they don’t really feel the need to wander about. I think I’m being watched!

But seriously, these things grow by leaps and bounds. There will be nothing one moment, or so I think, and when I come back into the room a short time later there are sheets of the filmy stuff, just dangling from the walls or the ceiling or the lamps, or whatever they can hook them-
selves onto. Those are some busy spiders, to be able to put up a house in the blink of an eye.
So out comes my broom, because these things will fall on my head and tangle me up. I just know it. And then I fear I will be prey for some monstrous spider that will be home any minute. And when I go into my bathroom to brush my teeth, and there’s a humongous cobweb draped across my mirror, I can’t see if I’m smearing toothpaste all over my face or not. I probably am. So I swing and I swat, so that I will have room to sit somewhere (actually, they would almost be pretty if they did not smack of a lack of attention to housecleaning), and then I figure it’s about time for a walkabout around the house, with the aforementioned broom in hand. And I am shocked at all the places where these cobwebs have been hanging out. They have wrapped themselves around a goodly amount of things. But now they are under siege, and they are gone. For now. For a very short “now.” They must like it here. Maybe I should stop fighting them and just go along, because they do seem to have the upper hand. Perhaps I could position lights behind them, and put on some kind of a light show. That would be entertaining.
Perhaps I could drape them over the back of my futon, and tell everyone they are part of the pattern. I could use them as a canopy for my bed. I could swing on them to get from one room to the other. No matter what, though, I do think it would behoove me to befriend them, lest they smother me in my sleep. So if you’re feeling a big nostalgic for Halloween, feel free to pop on over to my house. Halloween never dies here. You might have to duck a lot, though.

Andie, age 1, is a very affectionate boy who is becoming more confident every day. He was rescued as a stray, then was over-vaccinated, making him very sick. The Coginchaug Hale-Ray defense, led by captains Pat Ladas and Kevin Cross, did a great job executing Coach Peter Ladas's game plan for stopping the punishing Ram ground attack. On offense, the Blue Devils were not able to make the plays needed to pick up first downs and score points.
