Middlefield adopts budget with 2% lower mill rate 2By Lauren Takores Town Times

Middlefield has adopted a revised budget that lowers the mill rate and is adjusted to cuts from state revenue.

First Selectman Ed Bailey set that process in motion at the end of October to lower the mill rate to 34.49, due to the town receiving around $335,000 more state aid than anticipated.

After a public hearing on Monday, Nov. 27, the Board of Finance approved changes that include a revised mill rate of 34.96, a drop from 36.61. A revised tax bill will be sent to property owners in early December for the Jan. 1 installment. For those that have already paid taxes in full, a tax refund check will be issued, although when that will be is yet to be determined, finance director Al Rusilowicz said. Mill rate adjustment usually moves through the normal budget process; the first selectman presents a revised budget to the finance board before it’s presented

Since then, the state legislature has given authority, for this fiscal year only and prior to Jan. 1, to local boards of selectmen to adjust their mill rates, but Middlefield stuck to its plan of going through the normal budget process. ‘Benchwarmers’ gymnasium to be dedicated By Lauren Takores Town Times

Regional School District 13 will celebrate the naming of the Strong Middle School gymnasium in honor of the Benchwarmers organization at an event hosted by the Board of Education and district administrators. The public is invited to attend the dedication ceremony at 3:45 p.m. Saturday, Dec. 9 in the Strong gym, according to a news release. All current and former RSD13 athletes in attendance will be acknowledged.

A private reception for members of the Benchwarmers organization and other invited guests will be held earlier in the day. The school board recognized the Benchwarmers last year for 50 years of support for district athletics and planned to dedicate the gymnasium this school year after the gym floor was refinished and painted with the “Benchwarmer” name.

Longtime arborist retires after 40 years, loss of hand By Lauren Takores Town Times

Retirement is always an adjustment, but one local man has to adjust to so much more. Allan Poole, of Allan’s Tree Service, is retiring after 40 years as an arborist after losing a hand in a mechanical accident two months ago. Allan’s Tree Service served the greater Middletown area for more than 30 years. Poole got his arborist license in 1976 and began his business in earnest in 1984. It started as a one-person business that grew to add crews and office workers. Poole’s career always had him outside. He worked as a state honeybee inspector, inspecting colonies of domestic honeybees for diseases, pruning apple

trees for several central Connecticut orchards and renting bees for pollination. He said he liked being outside and active, and working with machinery. Tree work “seemed like the right fit,” he said. Poole’s wife, Nancy WinshipPoole, said tree service “is not a job or a career, it is a lifestyle.” In addition to her own job and motherhood, she did the books and took care of the office. About 15 years ago, they hired an office manager. “We lived and breathed it all the time,” Winship-Poole said. “We answered phones during dinner. We got calls at 4 a.m. when a tree See Arborist, A8

Accidental Harmony to sing ‘Songs of Christmas’

The Connecticut Association of Public School Superintendents awarded Charlotte Planeta and Alexander Stephan with the Superintendent/Student Recognition Award for leadership service to the school, academic achievement and community service. The students will be recognized at the Wednesday, Dec. 13 school board meeting at 7 p.m. in the CRHS library. The school district's Teacher of the Year, Deborah Mariani, also will

be recognized at the meeting. In other district school news, teams made up of students, teachers, parents and community members will participate in the annual community roundup, 9 a.m. to noon, Saturday, Dec. 2. Students will travel in teams on assigned routes in Durham and Middlefield to collect non-perishable items, canned goods, monetary donations and gift cards to be distributed to the needy through Amazing Grace food pantry in Middletown.

The Pupil Services Office of Regional School District 13 will destroy any and all special education/504 records of students who graduated or would have graduated with the Class of 2011. These records may be helpful or necessary for future referrals to Social Security and other state services. These records will be destroyed on Dec. 28, 2017. Dear Santa ...

Well, it’s that time of year again. It’s time for my annual letter to you, Monsieur Claus, wherein I try to convince you that I should be on your Nice list, as opposed to your Naughty list (where I may have landed myself more than a few times.) Remember how good I was when I was a kid, right before your anticipated visit? I believe I did not talk back to the folks as much. I was better at cleaning my room. I may even have taken out the trash a time or two. I hope you were impressed.

I have been on a mission to prevent state bureaucrats from putting a new tax on home heating oil and propane in Connecticut. The people of this state are taxed enough – we don’t need mandatory new taxes on our energy bills. There currently are more than 322,000 Connecticut households that can’t afford to pay their energy bills.

Bailey’s proposed reduction brought it down to 34.49, but with the $172,330 additional reduction, that number changed to 34.96, an increase of about half a mill from October’s proposal.

It is envisioned that this group will hold a series of feedback sessions for busi-

nesses, non profit and community projects and entities; provide social and business networking gatherings at local venues; and host various civic, service, and professional education events and activities with leading experts in business.

Be on the lookout for ‘kindness’ rocks Strong Middle School students and staff went to the movies to see “Wonder” recently. The movie is based on the award-winning novel of the same name by acclaimed author R.J. Palaccio. “Wonder” tells the inspiring and heartwarming story of August Pullman. Born with facial differences that, up until now, have prevented him from going to a mainstream school, Auggie becomes the most unlikely of heroes when he enters the local fifth grade. As his family, his new classmates, and the larger community all struggle to find their compassion and acceptance, Auggie’s extraordinary journey will unite them all and prove you can’t blend in when you were born to stand out. As a follow-up to the movie, and as a connection
