Durham, Middlefield, Rockfall: A year in review By Lauren Takores Town Times
Here’s a look at the news and events that shaped life in Durham, Middlefield and Rockfall in 2017. The most read story of the year is a profile of Allan Poole, a Middlefield resident and long-time arborist who retired in November after losing his right hand in a mechanical accident two months earlier. The local election brought out voters and supporters. In Durham, residents watched the races for contested seats on the Planning and Zoning Commission and the Zoning Board of Appeals closely, while in Middlefield residents were surprised by a last-minute write-in candidate for First Selectman. The impact of the state budget continues to unfold, as elected officials contended this year with town budget shortfalls. “Our budgets were turned

Property taxes had to face increases, he said, “and as result, we’ve had to do a lot of revamping of town budget to try squeeze some savings out.” Bailey said reductions in state revenue made it a “challenge” to maintain services and opportunities for recreation while approving the mill rate refund. Durham, which reduced its mill rate this year, also felt the impact of the unfinished state budget. “We were hindered by the state budget this year in term of our planning process,” said Durham First Selectman Laura Francis on Dec. 21.

Not only were current projects put on hold, she said moving forward with future planning was difficult. “We went six months back and forth with different budget scenarios while waiting for state budget approval,”

Regional School District 13 announces kindergarten visitations, registration
In Regional School District 13, children may attend kindergarten in either the Contemporary Program or the Integrated Day Program. Parents need to choose the appropriate program for their child prior to kindergarten registration. School visits and information available at the schools will assist parents in making their choice. The Contemporary Program serves children in grades K-3 and is housed at Brewster School. Grade 4 students currently attend Memorial Middle School. State police charge 28 with DUI over Christmas weekend State police charged 28 motorists with driving under the influence over Christmas weekend. Authorities also cited 1,104 drivers with hazardous moving violations and investigated 521 accidents, state police said in a statement. Robberies probed in Durham, Killingworth State police are searching for a man suspected of robberies at two local convenience stores Wednesday. According to a news release, a lone white male in his early 40s reportedly got into a physical altercation with a person in the parking lot of Country Cloverleaf gas station, 237 Route 81 in Killingworth, around 5:10 a.m. Wednesday. The suspect wore black gloves and dark-colored knit hat, and left in a silver sedan. At about 6:25 a.m. the same suspect reportedly robbed the Krauszer’s Food Store, 459 Madison Road in Durham. Tax changes worry nonprofits By Mary Ellen Godin Record-Journal staff
Nonprofits in Connecticut and around the nation are worried that new tax reforms could harm charities, hospitals, foundations, and universities. The recently-enacted Tax Cuts and Jobs Act increased the standard deduction to $24,000 for couples and $12,000 for individuals. It is estimated the change could reduce annual giving by $13 billion, according to The NonProfit Times. The law retains existing deductions for charitable donations, but the increased standard deduction is expected to prompt about 30 million tax filers to stop itemizing, the NonProfit Times said. Local accountants are advising clients to accelerate charitable giving before the end of the year so they can take a deduction on their 2017 tax return because the option won’t be available if they take the standard deduction in 2018. “This tip is for taxpayers who have itemized in previous years, but are unsure if they will itemize in future years in light of the increased stan-

dard deduction,” Carlton Helming, of Helming & Co. in Wallingford, wrote in a newsletter to clients. “Consider paying 2018 donations to charities and/or churches before the end of 2017 to ensure you are able to claim them as a deduction.” Helming feels tax filers with “pet agencies” will continue to support them regardless of the tax write-off.
Any reduction in giving will come at a time when the state and federal governments are flat-funding or cutting social programs and reducing funding for nonprofits. The Indiana University Lilly Family School of Philanthropy estimated that changes in the standard deduction would reduce charitable giving by $4.9 billion to $13.1 billion.

Local ice skating rinks expect to open soon By Devin Leith-Yessian Record-Journal staff

So far, temperatures have remained too warm for local outdoor ice rinks to open, but towns are hoping residents will be skating soon.
Mer iden’s Park and Recreation Director Chris Bourdon hopes to have the rink at City Park open in the coming weeks. He said his department has plans to fill it in with water next w eek.
“We’re very eager for it to be open,” Cheshire Parks and Recreation Director Joshua Medeiros said of the town’s rink at Bartlem Park. “I think people are going to get a lot of use out of it.” Medeiros said the rink will probably open next month.
The public ice skating rink at Bartlem Park is being prepped for the skating season.
Meriden’s rink will also be free to the public and open at all hours, although it has no lighting. If the rink is regularly being used at night, Bourdon said the city may add temporary lights.
“We have to wait for mother nature” he said.

Obituaries Jeffrey M. Hoffman DURHAM — It is with a heavy heart, we say goodbye to Jeffrey Mark Hoffman, 58, of Durham, beloved husband and soul mate of Leila (Crane) Hoffman. Jeffrey passed away peacefully on Tuesday, Dec. 19, 2017, after a courageous battle with cancer. Born in Greenwich, he was the son of the late William and Wilma (Smith) Hoffman. Jeff was a proud lifelong hippie, a fan of the Grateful Dead, Hot Tuna, Bela Fleck, Neil Young, and The Beatles. He loved music and playing string instruments, his favorite being the guitar. He enjoyed reading about Native American history. A master craftsman and carpenter, Jeff became a site supervisor, overseeing the construction and renovation of award winning homes in Fairfield County. Jeff was a beautiful, peaceful soul with a sharp mind, quick wit and a passionate, adventurous spirit. He will be missed more than words can express. Along with his wife, Jeff
is survived by four children, Katie Hoffman, of Warwick, R.I., Leila Hoffman, of Fitchburg, Mass., Dana Hoffman, of Durham, and Jacob Hoffman, of Durham; and a brother, Hank Hoffman, of Wallingford. Besides his parents, Jeff was predeceased by his brother, Peter Hoffman. Jeff’s family would like to say thank you to all of his friends, co-workers and clients who shared their love and support with Jeff this year, to the staff of Middlesex Hospital Hospice and Palliative Care for their professional and compassionate care and to those who have donated to his daughter Dana’s Gofundme page to help with Jeff’s care. Funeral services were held on Wednesday, Dec. 27, at the Doolittle Funeral Home, 14 Old Church St., Middletown. Burial will be at the convenience of the family.
