A closer look at proposed budgets By Lauren Takores Town Times

Middlefield and Durham have wrapped up work on proposed town budgets for the 2018-19 fiscal year. Education costs remain a big concern as state aid shrinks and towns aren’t able to make up the difference. Here’s a closer look at where the proposed budgets stand. For the second time in seven years, the Coginchaug girls basketball team is a state champion.

The Blue Devils rolled over SMSA, 7142, Saturday morning at Mohegan Sun Arena to claim the CIAC Class S state championship.

Jessica King led a balanced Coginchaug scoring attack with 25 points. Also hitting double-figures for the victors were Jessica Berens (12 points), Virginia Benbow (11) and Carly Lane (10), who also had 10 re-

bounds.

Benbow dished out seven assists. Coginchaug coach Chris Watson said the finals matchup went “far better then I would have ever imagined.” “Going into it I felt like we had the better team, but to execute our game See Champs, A8

“In light of the recent threats to CRHS, and the travesty at Parkland, we felt it necessary to join the movement,” said walkout organizer Hayden Hurlbert, a senior.

“I felt that those that died in Parkland, and those who have died in previous massacres, should be honored,” Hurlbert said. “For it is their involuntary sacrifice that gets people to notice that, perhaps, schools aren't the safest place.”

Police arrested two students, one in late February and one in early March, charged in three separate incidents of reportedly disruptive or harassing so-

Middlefield First Selectman Ed Bailey’s released Middlefield's proposed town budget March 8. The total proposed budget is $16,839,919, a slight decrease of .29 percent. The proposed mill rate of 34.66 would be a slight drop from the current mill rate of 34.96. A $250,000 home at the proposed mill rate would owe a tax of $8,665. The grand list shows growth of 2.71 percent, which Bailey said was a combination of personal property and motor vehicle increases. The budget would reflect small changes on spending, including decreases in computer network support and municipal insurance. “We’ve skinnied up our expenditures by scrutinizing our expenditures,” Bailey said, “looking for economics in town hall building expenses, whether it be energy consumption or copy maSee Budgets, A2

Shane Lockwood, PlainvilleSouthington Regional Health District director, is currently serving as Middlefield’s acting health director.

The grand list grew 1.29 percent, mostly in personal property and vehicle assessments, First Selectman Laura Francis said.

Middlefield would pay a fee to join the health district. Although it’s not a done deal yet, “we believe that everything will work out,” Bailey said.

Under capital projects, the budget would increase by about $100,000, including $55,000 to cover the salary of

Thru-hiking the Appalachian Trail the subject of talk On Tuesday, March 27 at the Durham Public Library, Sam Ducharme will give a presentation on his experience hiking the Appalachian Trail. The program begins at 7 p.m.

During his six-month journey, Ducharme documented the rugged beauty of the Appalachian Mountains. His presentation will highlight the trail towns he visited and mountaintops he climbed.

Without any prior backpacking experience, Ducharme set out on a 2,180-mile, 14state backpacking trip from Springer Mountain, Georgia to Mount Katahdin, Maine.

Also, he will also give his audience insight about the gear he wore, how he learned to cook and what it was like sleeping in a hammock for six months through three seasons.

There’s nothing bigger than the little things Birthday Month is chugging right along, and with it my determination to celebrate every day, in some way. And determination is not too strong a word. I make it my job, and I put a lot of pressure on myself to get it right. Okay, what to do today? I would stretch and strain my poor little noggin, trying to come up with something that was fun. Which I felt I had to do. It’s Birthday Month, for heaven’s sake! It’s mandatory. And then I realized that I wasn’t having fun trying to come up with something fun. And more often than not, when I lay my wee head down on my pillow that night, and I realized that I had totally bypassed the fun thing, I felt like I had blown it somehow. I had let the Birthday Gods down.

I am now honoring myself in the best way possible, I think. By letting go. By seeing the best in everything, and in myself. By loving my life, every day, no matter what it brings. By being grateful for everything, even the stuff I used to label awful. So the next day I would pick up right where I had left off. Okay, what to do, what to do? I could drive down to the beach. Nah, I don’t feel like going anywhere today. And I don’t want to do anything that requires me to part with my shekels, so that narrows things down a bit. I could visit a friend, but nobody seems to be around. I was coming up empty-handed. But then a new notion seeped into me, slowly but surely. If the mission of Birthday Month is to slide

Scripture BitsBits Scripture

into self-care and self-love and a genuine love of life, why am I doing this to myself? Why am I putting so much pressure on myself to have fun, and then being so hard on myself when I’m not having any? It kind of defeats the purpose, I would say. So I have decided to take a different path. I am no longer scrambling every day to come up with some monumental thing that marks the celebration of my arrival on this planet. I am now honoring myself in the best way possible, I think. By letting go. By see-

ing the best in everything, and in myself. By loving my life, every day, no matter what it brings. By being grateful for everything, even the stuff I used to label awful. By dropping all the cares and concerns and worries. By letting go of the steering wheel, as they say, and just trusting that I am fine, and I always will be. Now that’s self-care. And lest I sound like I have morphed into Buddha (I haven’t), let me qualify this by saying that I am a work in progress. And the progress seems to inch along at a snail’s pace. This is going to take some practice, to step out of my daily dramas and

YIL EUI OZLSLIWT SY KL

just go with the flow. I keep getting sucked back in, because it’s such a habit with me. But on the occasions when I stop, take a deep breath, and remember that life really is a hoot, I am so happy. I pause, look around at my life – really look – and think, “This is good. This is real good.” And this letting go, this sifting through my days and scooping out the best of them, is the best gift I can give to myself. It’s the gift that keeps on giving. And it’s, well, fun. Best Birthday Month ever!

Winning a state championship was a goal we set for ourselves, but to actually make it happen is something else. “These girls wanted this badly and worked hard every day to make it happen, because they weren’t going to let any setbacks slow them down. It’s a fantastic group of girls that were a joy

to coach this season. We had wonderful support all season from the school and town. I can’t thank everyone enough for being part of this amazing season. It truly is a dream come true.” Coginchaug looked tough throughout the tournament. The locals bested No. 24 Tourtellotte, 66-30, in the opening round, and No. 8 Bolton, 56-30, in Round 2. From there, the Blue Devils took down No. 17 Wamogo, 64-28, and No. 20 Weaver, 67-

During the 17-minute ceremony, students read poems, one of which was by a victim of the shooting. The CRHS chamber choir performed “Prayer of the Children” by composer Kurt Bestor and students read the names of the victims. “I would say it was a little tense in the beginning,” said sophomore Dylan Sartor, “but when the choir started to sing, it felt like everyone really engaged for a moment.” The nationwide walkout was

a way for students across the country to advocate for change, but many schools were not supportive of student participation in the walkout. In Wallingford, administrators warned students at Sheehan High School that walking out could result in suspension. No students at Sheehan were disciplined after going forward with a walkout. CRHS administration created a schedule accommodating the walkout so students, staff and administration

could participate without missing class.

“Our goal was to allow students the opportunity to express their feelings while respecting the rights of the student who did not want to participate in the walk-

gun safety.

Others said they were there to show that many students do not feel safe in schools and want change of some

Student organizers of the walkout said they feel they proved that high school students are not too young to have a voice. Sarah Locascio and Camryn Thayer are reporters at the Devil’s Advocate, the student newspaper of Coginchaug Regional High School. Town Times reporter Lauren Takores contributed to this story.

Bailey’s remarks mirrored Francis’. “We did have an in-

crease in educational costs in our budget of $177,000 and that has been offset by the decrease in expenses,” he said.

“We have common goals,” Francis said. “We certainly have common constituents. We just have different respon-

sibilities. But we should agree that quality of life includes absolutely the best education we can give our kids.”
