Middlefield fire company gets grant Durham special meeting set for Aug. 27

By Bailey Wright Record-Journal staff

The Middlefield Volunteer Fire Company recently was awarded an Assistance to Firefighters Grant from the Federal Emergency Management Agency to replace out-dated breathing apparatus. The company plans to use the $152,620 grant to purchase 24 new Self Contained Breathing Apparatus (SCBA) and 10 spare breathing units and pieces.

By Bailey Wright Record-Journal staff

The award was granted on Aug. 10, as part of the 2017 year grantee list. It was specified for personal protective equipment, and provides 95 percent of needed funded if a department can fund the last five percent themselves.

A special town meeting will be held Monday to set a date for a referendum vote on the Road Culvert and Pavement Project Resolution, as well as discuss the resolution, transfer funds and adopt amendments to a tax ordinance.

This is the first time the fire company has received the grant. Fire Chief Peter Tyc said the company’s current breathing units don’t allow all firefighters to have individual apparatus and are set to expire next year.

The meeting will be Monday, Aug. 27, at 8 p.m. in the third floor meeting room of the town hall, 30 Town House Road.

“This will meet the latest standards and conditions and the recommendations,” Tyc said. He added sanitary conditions will greatly improve. Middlefield was one of 13 municipalities in the state to receive the grant, which varies by need. North Haven also received a $18,000 grant for operations and safety equipment. The primary goal of the Assistance to Firefighters Grant is to help meet the needs of fire and emergency response departments and nonaffiliated emer-

gency medical service organizations. “Since 2001, AFG has helped firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for

protecting the public and emergency personnel from fire and related hazards,” says to the grant’s description. bwright@record-journal.com 203-317-2316 Twitter: @baileyfaywright

On the agenda is setting a date and time for a referendum vote on a resolution to authorize an appropriation of $2,100,000 for the costs of road culvert replacement work associated with Indian Lane, Bear Rock Road, Haddam Quarter Road, Seward Road and Cream Pot Road, as well as road pavement See Meeting, A5

SHELTER PET Cruiser, 2, was found as a stray. He is a sweet boy who loves to cuddle and will follow you around for attention. He also loves to play. Loud noises and busy homes with young children scare him, so he would do best in a quiet home or a home with older children who are calm and treat cats with kindness. Cruiser would make a good companion, so come meet him! For more information, call 860-344-9043, email info@CatTalesCT.org or visit www.CatTalesCT.org/cats/Cruiser

At the CRHS Scholarship night a total of $125,000 was given out to Coginchaug Class of 2018 graduating seniors in June. In addition to private scholarships, EVERY Coginchaug graduating senior who applies receives a scholarship from the CRHS Scholarship Committee. We are able to do this due to the generous support of the following businesses in our community who donated to our Annual Scholarship Social this past spring. It is due to the continuous support of community members who attend our event, donors and those who bid on the items that we are able to give each graduating senior funds. Our other large fundraiser will be coming up this September at the 99th Durham Fair…. We will once be selling our famous chocolate covered bananas. Thank you for your continued support and we will see you at the fair!

Summer says she’ll stick around for awhile To Whom It May Concern (And It Seems to Concern a Lot of You): I have been getting letters from people (from one person in particular; you know who you are) regarding their trepidation regarding me hightailing it out of here shortly. You can put your fears to rest, my dears. I have no intention of giving up the allotted time due to me. As you may recall, I came late to the party this year because that rascal, ‘Ol Man Winter, was loathe to leave. I thought it rather piggish of him, to take up so much of the year. But I’m here now,

and I’m having a grand time. I’d like to stay a while, if you don’t mind. And I’m sure you don’t. Now I know that more than a few of you have been complaining about the heat. My darlings, it’s all good. I have always thought hopping into a sauna was a great idea-you

know, for sweating out the toxins-but I don’t see a lot of you doing that. So I have decided to step up to the plate and be your sauna. So don’t say, “It’s unbearably hot. When will this ever end?” Say, “Yay! I’m detoxing.” I realize it may take you some time to get there.

But really, I take such delight in your delights. I watch with glee (yes, actual glee) as you splash around in your pools, and invite friends over for a barbeque, and spend the day boating, and sit out on your decks in the evening, listening to my summer sounds. I love to watch the kids playing outside all day. I love how they chase the ice cream truck down the road in order to get their heavenly treats. (Actually, I’ve seen some moms and dads do that). I’m especially fond of those of you, children and adults who are young-at-heart, who lie on your backs, seeing

shapes in the passing clouds. I like that some of you kick off your shoes and run barefoot. More of that is needed, I think. The earth is so healing. And it just plain feels good. And not to brag, but I think the fresh veggies were outstanding this year. You’re welcome. I was particularly pleased with the summer squash. It does feel good to see so many of you eating more veggies. You don’t do that a lot in the winter. That’s when those baked goodies have the strongest pull, I know. Now I know that some of you have concerns about the dwindling days. I know how you love waking up to the sun, instead of a dark night. It puts more giddy-up in your step. And although it is not tar-black yet when you get up at, say 5 a.m., things are not like they used to be. And night is coming in just a bit sooner, too. You all tend to complain about this a lot. My dears, if I could I would give you sunshine that never quits, but there are rules, you see. I mustn’t take up more than my share of “air time.” (‘Ol Man Winter, are you hearing this?) The time will come when I must bow out gracefully, and I will do that as slowly and painlessly as I can. But no worries, dear hearts. You know that I will always be back. And besides, once you get over mourning me taking my leave, you all seem to love Autumn. I’m glad, because she is a lovely girl. She has many delights, too, in store for you. I will be leaving you in good hands.

Foothills Road Culvert Metal Beam Rail Improvements This project is out to bid and should be completed before the end of year and entails new guard rail over the culvert near the Middletown Town Line. Local funds are budgeted. When a contractor is in place, more information will be disseminated to residents regarding schedule, detours and/or road closures. Culvert Replacements and Road Improvements DiNatale Drive Subdivision The Board of Selectmen and Board of Finance voted to ask the Town Meeting on Aug. 27 for approval to put a referendum question on the November ballot seeking bond authorization for 2.1 million dollars to fund the replacement of culverts on Indian Lane over Parmelee Brook, Cream Pot Road over Chalker Brook, Haddam Quarter Road over Sumner Brook, Bear Rock Road and Seward Road. These aged culverts are all made from corrugated pipes that have rotted past normal life expectancy. Also included in this bond, will be the final installment of a capital plan to rebuild the roads in the DiNatale Subdivision. Also, at the August Town Meeting, there will be a request to take funds out of the Major Culvert Reserve fund for engineering costs for the above projects. Korn School Renovation for a Community Center A committee is working with Silver Petrucelli & Assoc. architects and engineers on a feasibility study to renovate the former elementary building to be used as a community center. There was an informational meeting held on July 31 which outlined progress to date. Divorce and the family home By Lisa J. Cappalli, Esq.

One of the awkward situations for the divorcing couple, unless they have separated, either voluntarily or by court order, is that they continue to live together in the same house until the divorce is final. One spouse doesn’t have to move out in order to start a divorce or just because a divorce is pending. There are many reasons why a divorcing person would endure discomfort or misery in the family home rather than move out. Some are financial – there isn’t enough money to support two residences. Some are practical – a person

doesn’t want the disruption or expense of moving while the divorce is pending and again when it is final, or Cappalli doesn’t have family or friends to stay with.

separating even when the environment at home is toxic. But moving out doesn’t necessarily mean abandonment of the other spouse, conceding any claim to the house, or giving up custody of the children. There are, however, disadvantages that need to be considered.

Some will stay to hurt, harass or intimidate the other spouse.

Many divorcing people are surprised to learn that the law provides only very limited reasons for forcing one Fear of giving the other spouse spouse to move out of the an advantage in the divorce family home before the dioften prevents people from vorce is finalized.

For example, a history of domestic abuse, substance abuse or other illegal activities occurring in the home, or other behavior that puts the other spouse or couple’s children at genuine risk of physical or serious emotional harm. Typically, a judge won’t order a spouse to vacate the house simply because they are having an affair, ignore the children, or is a bully. Conversely, the law doesn’t reward a person with the right to live in the home just because they pay the bills or the title to the house is in their name only. Getting a judge to order one spouse to move out isn’t automatic. There are specific, sometimes time consuming

and expensive court procedures which must be followed, typically including a court hearing. And if there is a less drastic way to keep the home environment reasonably peaceful, such as by allocating the home between the spouses by days of the week or rooms, judges are inclined to order these alternatives.
