Studies continue to shape Korn closing discussion By Mark Dionne Town Times

Three significant outside studies conducted by demographic and educational planning professionals continue to drive the reconfiguration of District 13 schools. Two of those studies predicted a steep drop in the student population. Although they utilize dry or odd-sounding phrases like “cohort survival rates” and “population of child-bearing females,” both population studies as well as projections state-wide predict a dramatic student enrollment drop that will alter D13 schools for the foreseeable future. The third study describes options for reconfiguring the

six public schools in Durham and Middlefield to respond to that declining enrollment. Information and suggestions from these studies continue to drive discussion at Board of Education meetings and led to the recommendation in June by the BOE’s Utilization Committee to close Korn Elementary School after the upcoming school year. In 2011, the BOE hired H.C. Planning Consultants to conduct a demographic study of the region. Usually called “the Chung report,” after Hyung Chung who conducted the research, this first study predicted as much as a 20 percent drop in student enrollment between 2011 and See Korn / Page 5

Ground water ordinance headed to town meeting Mark Dionne Town Times

A proposed ground water ordinance mandating connection to public water for approximately 110 properties in central Durham will be voted on at a Durham town meeting likely to take place in October. At the Aug. 10 Durham Board of Selectmen meeting, board members decided to rely on letters mailed directly to the impacted property owners and the discussion allowed at town meetings instead of holding another public hearing in

advance of the vote. There have been two public hearings devoted specifically to the ordinance. “I think we’re ready to go to a town meeting,” Durham First Selectman Laura Francis said. Impacted property owners will get a mailing containing information about the ordinance and methods for asking questions. The ordinance has changed slightly since the last public hearing on June 3, when some residents pushed for the ability to opt out. See Ordinance / Page 6

The Durham & Middlefield Youth and Family Services held a “Canvas and Cupcakes” class at the Middlefield Community Center on Tuesday, Aug. 18. Carroll M. Custy in her final years. He loved and cherished spending time with his children and grandchildren. He was his grandchildrens biggest fan, cheering them on in their sporting events and school endeavors. Carroll spent many mornings with his pals at McDonalds talking about old times. He was a kind and caring man who had a wonderful sense of humor. He will be dearly missed. He is survived by four children, Tim Custy and his wife, Julie, of South Meriden, Eileen Custy and her fiancé, William Janssen, of Northford, Mary Ann Amarante and her husband, Vincent, of Middlefield, and Patricia Yale and her husband, John, of Middlefield; 11 grandchildren, John and Tim Custy, Michael, Nicholas and Alex Amarante, Carolyn and Melissa Grime, and Mary, Megan, Molly and Matthew Yale. He is also survived by many nieces and nephews; grand nieces and grand nephews. He was predeceased by two brothers, Raymond and Jack Custy; and a sister, Doris Pronovost. The funeral was held on Monday, Aug.17, from the John J. Ferry & Sons Funeral Home, 88 E. Main St.,

Meriden and at St. Rose of Lima Church for a Mass of Christian burial. Burial with military honors took place in Sacred Heart Cemetery. MERIDEN — Carroll M. Custy, 94, of Meriden, beloved husband of the late Mary (Conlon) Custy, died on Wednesday, Aug. 12, 2015, at Middlesex Hospital after a brief illness. Born in Meriden on Nov. 20, 1920, he was the son of the late John and Johanna (Caffrey) Custy and had attended St. Joseph School and was a graduate of Meriden High School, class of 1938. Mr. Custy was employed by the U.S. Postal Service as a supervisor, owned Custy’s Rug Cleaning Service and after his retirement, was a toll collector on the Wilbur Cross Parkway. He was a veteran of World War II, having served with the U.S. Navy, in the Atlantic Theatre on the Destroyer USS Ludlow. Mr. Custy was a very active parishioner and lector of St. Rose of Lima Church. He was a coach for many years for Meriden Little League and the Intermediate League in Meriden. He was one of the founding members of the Meriden Sports Hall of Fame, a member of the Meriden Hall of Fame, a Board Member of the Meriden Boys Club and a member of Friends of the Library. He organized the Meriden High School, class of 1938 reunions, and was a proud performer in the St. Rose of Lima Variety Shows. Mr. Custy loved playing sports and was on the Meriden High School baseball and basketball teams and many other basketball league teams. He was an avid fan of the Boston Red Sox and the UConn girls basketball team. He enjoyed traveling the world with his beloved wife of 58 years Mary, to whom he was a devoted caregiver

Ervin Barker DURHAM — Ervin Stuart Barker peacefully passed on Sunday, Aug. 16, 2015, after battling cancer. Born on Nov. 17, 1929, Erv grew up in Branford with his parents, Leon and Bertha; his brother, Raymond; and sisters, Leona, Dorothy and Jean. Erv married Dorothy Goulet in 1951, and served in the Korean War. They

A celebration of Erv’s life was held on Thursday, Aug. 20, and he was buried at the State Veterans Cemetery on Friday, Aug. 1. The Utilization Committee has scheduled meetings on Thursday, Aug. 20, Thursday, Sept. 3, and Tuesday, Sept. 22. The committee meets at 6 p.m. in the Central Office Building. School officials are also planning a public forum for October.

The Interim Report reads, “[T]he Committee does not support all aspects of the ‘C3’ option proposed by DRA. Specifically, based on current projections, the Committee does not support the addition of four classrooms to Brewster school.� The report does acknowl-

Representatives from DRA held three community workshops where they listened to residents and heard parents express a desire to maintain the integrity of the two school programs. The option endorsed by the Utilization Committee, which is called “C-3,� comes from the DRA Report. Option C-3 closes Korn and Lyman and converts Memorial to an elementary school for a two K-5 elementary schools, one 6-8 middle school, and one high school configuration. A vari-

2021. Two years later, the BOE commissioned an updated demographic study along with a utilization report from Drummey Rosane Anderson (DRA), an architectural and educational planning firm. The DRA’s demographic study predicted an even steeper drop than the Chung report. For example, the Chung report predicts a total student population in 2021 of 1,556 while the DRA projects a figure below 1,300. For comparison’s sake, the student population in school year 2003-2004 was 2,180. At the Utilization Committee’s Aug. 6 meeting, BOE chair Kerrie Flanagan expressed confidence in both studies. “We’ve seen nothing to tell us that the trend is reversing,� said Flanagan. “It’s not only declining, it’s declining rapidly.� According to the Interim Report issued in June, 2015 by the Utilization Committee, actual enrollment has followed the projections. “We’ve seen less than a 2 percent variation from prediction,� said Flanagan. “In all cases actual enrollment has been less than projected.� The first concrete recommendation in the Interim Report is for updated studies. The report reads, “Given the importance of these projections and their dependence on current births, economics, housing and other exter-

nal factors, the [Utilization] Committee strongly recommends that updates to the demographic forecasts be commissioned at least bi-annually for the next 2 to 4 years during which time the process of re-configuration and building design is underway.� The demographic studies examine factors like the numbers of adults and children in the population, the local economy, housing sales, housing developments, and birth rates. Flanagan and Superintendent of Schools Kathryn Veronesi recently attended a meeting with officials from across the state. Veronesi and Flanagan reported to the Utilization Committee that declining enrollment is a statewide trend, effecting 150 out of about 169 districts. Some BOE members in other districts were hearing this information for the first time, according to Flanagan. “I feel like we are way ahead of the game in District 13,� Veronesi said. The third study, called the DRA Report and issued in

EPA officials want everyone within the Groundwater Management Zone, even those properties with currently clean wells, to hook up to public water because once the pumping of the groundwater decreases, the plume may move. About half of the properties in the Groundwater Management Zone have tested positive for contaminants. “They [the EPA] want this

to be as much a permanent a solution as possible,” said Francis. Hooking up to the public water and well abandonment is free as long as it is done when initially offered, but property owners will have to pay for monthly water usage. The EPA wants properties to abandon their wells to prevent future use of the potentially contaminated water and to eliminate the risk of cross contamination from a home connected both to the ground water and the public system. Call it the story that wouldn’t go away. Nearly seven months after Deflategate became a household word, this bizarre saga involving Tom Brady, the New England Patriots and air pressure in footballs continues to be debated. A synopsis: The Patriots are accused of tampering with footballs — a no-no, of course — during their 2015 AFC Championship Game victory over the Indianapolis Colts. The story goes that Brady and a pair of Patriot locker room attendants

conspired to let air out of the team’s game balls, making them easier to pass and catch, potentially. While all parties believed to be involved in the caper deny this happened, a months-long investigation sanctioned by the National Football League determined this was very likely what had occurred. The report, prepared by attorney Ted Wells for the NFL, states “... that it is more probable than not that Tom Brady ... was at least generally aware of the inappropriate activities ... involving the release of air from Patriots game

After a while it just became funny. The kids and I would rock back and forth, trying to give her a little boost, yelling “C’mon, Nellybelle, you can do it.” I always hoped the person behind me wasn’t in a hurry. And the poor thing really felt the cruel slings and arrows of winter. So at night I would put a blanket over her hood, hoping to keep the cold air out of her ancient engine, so that maybe, just maybe, she would see fit to start up the next morning. Friends would drive by and say, “Oh, Diana has tucked in her car for the night.” Then came Samuel, another Chevy. Samuel broke down so often that AAA became my BFF. During an emissions test he had a com-

plete breakdown. When the tester stepped on the gas pedal, smoke billowed out of the engine. The man quickly retreated, saying “I never saw anything like that before.” One Halloween night Samuel quit on my boys and me while we were trick or treating. We were within walking distance of home, but nevertheless I was a bit disgruntled. That is, until my little Jordan chirped, “Mama, look at the full moon. What a nice night for a walk.” It was. Out of the mouths of babes, you know. Eventually Samuel had so much rust that his wheels were falling off. I don’t know

much about cars, but I knew I needed my wheels. And that brings us to Lila, my golden girl, who never lets me down. All her parts stay in place and in good working order. Her doors open, every time. Winter doesn’t faze her a bit; she starts up on the coldest days. And she bounds up Sand Hill Road like she’s a young pup. Lila, where have you been all my life?! Communities like Branford have shown us that school grounds and all municipal property can be effectively managed without the use of pesticides. Letters To the editor: Making the Durham Fair as sustainable as possible honors the fair’s mission to celebrate our agricultural heritage in CT. The maintenance committee does a Herculean job of sorting and recycling. We are lucky to have the Coginchaug Eco Club/Scout bottle recycling program and our growing compost program removing tons of organic waste under the direction of our towns’ Clean Energy and Sustainability Task Force. It’s not news to anyone that, even with these programs in place, the fair generates a mountain of trash. The fair positively impacts so many areas, but it’s important to keep looking at what we might do to lessen the fair’s negative environmental impact.

One relatively easy place we could begin to make a difference is to look at the kinds of disposable food service items used by food vendors. Expanded polystyrene (often referred to by the proprietary name Styrofoam) is not recycled, and it breaks down into tiny chemical particles that find their way into every level of the food chain and into every body of water. On Wednesday, July 1, New York City joined more than 70 cities nationwide in banning expanded polystyrene use in favor of better alternatives, including simple cardboard and paper items (which can go right into the fair compost program’s industrial compost bin) and truly compostable, bio-origin items.
