The Federal Housing Finance Agency recently announced changes to the Home Affordable Refinance Program (HARP) that will remove the current loan-to-value cap and allow borrowers who are current on their mortgages to refinance regardless of how deeply underwater they are. HARP is unique in that it is the only refinance program that enables borrowers who owe more than their home is worth to take advantage of low interest rates and other refinancing benefits. These changes should take effect March 2012. New program enhancements include:

Removing the 125% loan to value ceiling for fixed rate mortgages backed by Fannie Mae and Freddie MAC. If refinancing into an adjustable rate mortgage there is a 105% cap.

Eliminating the appraisal where there is a reliable computer-generated value estimate available.
