A system of truss girders spanning the width of the site suspend programmatic volumes and connecting walkways which shift around a cental atrium. The town hall for Owego is envisioned as an urban microcosm which rescales, internalizes, and reenacts the interchange and activity of a town. Public functions are contain within stratified volumes which are suspended from a matrix of truss girders. A glazed ceiling canopy, perforated facade, and interior circulatory armatures are also hung from this structural system. Lighting conditions vary between spaces; the meeting room receives indirect reflected light from light monitors, light enters the atrium through a suspended fritted glass ceiling, and smaller volumes facing the street receive northern light filtered through a perforated screen. “Exterior� views join seemingly disparate and isolated spaces to one another. Due to the slippage and shifting of programmatic volumes, multiple spaces may be inhabited, both physically and visually, simultaneously.

MECHANICAL SYSTEMS Air is delivered into the atrium and adjacent spaces from a mechanical room in the basement. Ducts occupy the plenum between suspended volumes and travel underneath the spanning bridges, allowing for the placement of diffusers at multiple elevations. The meeting space is served by its own system whose equipment is located on the roof of the egress stair tower.

CIRCULATION The town hall is served by two stair towers on at the Northwestern and Southeastern corners of the building. The Northwestern core contains an elevator with access to all floors. The cores double as structural elements, acting as rigid bracing elements. Primary circulation occurs on the stairs, ramps, and walkways in the central atrium. These circulatory elements terminate in balconies which overlook the atrium space. TOWN2HALL | 13


DAYLIGHTING AND SHADING Light is dealt with differently based on programmatic necessity. Working and learning spaces on the north side of the building receive diffuse northern light through the facade screen, and borrowed light from the atrium. The atrium itself and the spaces below are lit through a fritted glass ceiling canopy which minimizes heat gain while allowing light and views to the structure above. The meeting space on the southern end of the building is top-lit exclusively, with deep light monitors reflecting light into the space. The overhanging volume of the meeting space acts as a shading device, shielding the recessed patio and day-care from harsh sunlight and permitting glazing for views of the river.
