Thefinalprogramtweaksto theupcomingrecreationcentrecomeasaresultofpublic feedbacktosuitthegrowing needsforcurrentandfuture residentsonBurkeMountain, TedUhrich,thecity’smanager ofparksandfacilityplanning, toldthecommittee.

Insteadoftheinitialfour lanesenvisionedforthenew lappool,therewillnowbesix lanesplusaleisurepoolwith

twolanes,awhirlpool,sauna andsteamroom.

Aswell,therewillbeadoublegymforsports,largefitness classes,specialeventsand campsforyouth,inadditionto athirdbranchoftheCoquitlam PublicLibrary.

Now,Uhrichsaid,aproject managementteamwillbe hiredtosteertheconstruction ofthe$152-millionvenuethat’s designedtobeasocial,learningandplayhubnexttothe yet-unbuiltBurkeMountain Village—thecommercialzone inthePartingtonCreekneighbourhood.

CoquitlamSARtoaskcityfor$35Kfornewstoragetrailer

ACoquitlamvolunteer-run organizationthatsaveslivesis askingthecitytohelppayfor partofanewhomeforitsrescue gear.

OnMonday(July31),the presidentofCoquitlamSearch andRescue(SAR)toldcouncil-in-committeethatitwould soonbeapplyingforaSpiritof Coquitlamgrantfor$35,000for anewpurpose-builttrailerto storeitsequipmentandtools.

HelenaMichelissaidtheclimate-controlledtrailerwillmeasure10’x24’andcanbeused asaremotecommandcentrein thefuture.

The60-membergrouphas alreadysecured$40,000through aB.C.gaminggrantforthenew centre,whichwillreplacethe trailerthatSARcurrentlyuseson

theNo.1firehallgroundsinthe CityCentreneighbourhood.

Michelissaidtheorganization islookingforsuitablelandin theareatobaseitsoperations permanentlyasthefirehalland

trainingzoneareexpandingto meetthegrowingpopulation demandandneedsitsfullsite— notasharedspace.

AccordingtoSAR’sannualreport,2022wasanotherbusyyear fortheteamwith58incidents, aswellasparticipationin267 trainingexercises,scenariosand communityeventsthatresulted in15,695volunteerhours.

Thisyearlookstobeeven busier,Michelissaid:Todate, thegrouphasrespondedto32 incidentsandoffered9,358volunteerhours.

Lastyearwasalsotheteam’s 50thanniversaryanditcelebratedwithacommunityopen houseatLafargeLake—showingthegroup’sfleetandskills —plusanAdventureSkills Challengecompetitionaswellas

ateamandalumnidinner.

MichelissaidSARalsoinvited adozennewvolunteerslast year;theywillgraduatebythe fallof2024.

Coquitlam’se-scooterand e-bikeprogrammaybeexpandingtootherhigh-trafficareasin thecity.

It’sbeenamonthsincethe electric-poweredmicromobility deviceswereplacedaroundthe CityCentreareawiththeaimto reducethenumberofvehicle rides,andbyallaccountsithas beenasuccess.

Lastmonth,citystafftold councilhowmicromobility(e.g., bicycles,scooters,skateboards, self-balancingboardsandtheir electrifiedforms)isbecoming morepopularwithcommutersandwillrequireseparated lanesaroundbusylocationslike SkyTrainstations.

They’reproposingamicromobilitynetworkby2050 toreplacethecurrentcycling network,graduallyexpanding theinfrastructureovertime— largelyoverflatsurfaces.

Neuron,whichhastheorange-colouredvehiclesand launchedbeforeCanadaDay (July1),saidridersinCoquitlam havetravelledcloseto50,000kilometresoverthepastmonth.

“Riderandresidentresponse totheprogramhasbeenover-

whelminglypositiveandwewill continuetoassessfeedbackto improvetheridingexperience wherewecan,”IsaacRansom, headofcorporateaffairsfor NeuronMobility,toldthe TriCityNews inastatement.

AndSoniaKandola,directorofgovernmentrelationsat Lime,saidhercompanyhas seennearly5,000rides,“which isanexcellentstartaswework toincreaseourfleetsizeand meetthesignificantdemand Coquitlamhasforshared

e-scootersande-bikes.”

Neitherserviceprovidersaid therehasbeenseriousinjuries intheCoquitlampilotprogram.

Meanwhile,citystaffhaveput togetheran updateonthecivic website togivemicromobility ridingtips,andoffereducational workshopswithHUBCycling; thenextsessionswillbeheldin LotEofTownCentrePark(1299 PinetreeWay)onAug.16and Aug.28,from5to7p.m.

DouglasMcLeod,Coquitlam’s directoroftransportation,said withmorethan16,000tripsin thefirstmonthofthepilotprogram,thecityisaveragingabout 600tripsaday.

“Thecityhasreceivedonly twodozenservicerequestswith feedbackrangingacrossconcernswithoperations,speed, accessibilityandsidewalkparking.”

Inresponse,thecityhas:

Itwillalsosolicittheprovincialandfederalgovernmentsfor increasedsupportsforpeople livingwithaddiction.

Thecity’sresponsetotheescalatingdrugcrisisisbasedon compassionandempathy,said MayorMeghanLahtiduring lastTuesday’s(July25)council meetingafteramotionintroducedbyCoun.KylaKnowlesto prohibittheuseofcertaindrugs inparksandplaygroundswas rejected.

Lahtisaidwhileabanmay hidetheproblemofopendrug useinpublicspaces,itdoesn’t solveit,especiallyifcommunitiesdon’thavetheresources tobeabletohelppeoplerather thanpunishthem.

“Ithinkweneedtosenda clearmessagetoourfederaland provincialgovernmentsthatwe needtheresourcessopeople canactuallygethelpwhenthey needit,”Lahtisaid.

Inintroducinghermotion, Knowlessaidadecisionbythe B.C.governmentlastJanuary todecriminalizethepossession anduseofsmallquantitiesof someillicitdrugsforaperiodof atleastthreeyearshasdownloadedsomeoftheresponsibilityforthepublichealth emergencydeclaredin2016

becauseofatoxicdrugsupplyto municipalities.

“Theproblemisreal,”she said.“Thesupportsareinadequate.”

Still,Knowlessaid,thecityhas aresponsibilitytoprovideclean, saferecreationalspacestoits residents.

Lubik,kickingpeopleusing drugsfrompublicparksstigmatizesthem,pushingtheproblem evenfurtherintotheshadows.

“Let’slookathowwecansave livesinsteadofpushingpeople whouseaside,”shesaid.

Coun.HavenLurbeickisaid crackingdownondrugusers only“divertsattentionaway fromsociety’sbroaderfailings.”

Sheaddedcriminalizingdrug useinpublicparkswithout providingsupports“isthevery definitionofaharm-basedapproach”todealingwithcrisis.

KeirMacdonald,theco-chair oftheTri-CityHomelessness andHousingTaskForce,agrees.

Inaninterviewwiththe TriCityNews,hesaidpeoplewho usedrugsaresaferwhenthey’re inthecompanyofothers,orcan beseenbyothersincasesomethinggoeswrong.

“Noonewantstoseedrug useinparks,butyouwantto advocatetoprovidesolutionsso they’renotatgreaterrisk.”

Andwithonlyoneshelterand nooverdosepreventionsitecurrentlyintheTri-Cities,solutions intheareaareinadequate. Anothercommentertold counciluserswithoutanyplace

togoheadtoparksbecause that’swheretheyfeelsafe.

“Thisiswheretheygrewup. Theylovedthiscommunity whentheywerehomed.”

InJune,PortCoquitlam amendeditsbylawstoforbidthe useofopioidslikefentanyl,cocaine,methamphetamineand MDMAinitsparksandpublic spaces.

Othercommunitiesthat haveenactedsimilarbans,or areconsideringthem,include Kamloops,Kelowna,Penticton, PrinceGeorgeandCampbell River.

PoCoMayorBradWestsaid thelimitationmakes“common sense,”adding,“Youdon’t wantsomeoneusingfentanyl —whichcankillachildifthey evencomeincontactwithit— inaplayground.”

ButCoun.SamanthaAgtarap saidshehasn’tseenevidence oframpantdruguseinPort Moody’sparks,anobservationechoedbyCoun.Callan Morrison.

Theydon’tgetthekindofmedia attentionthatnewhospitalopeningsorexpansionsreceive,but thefactisthatnewlong-termcare(LTC) facilitiesarebecomingthedominant kindofbuildingprojectinthehealth-care system.

Inthepastfourmonthsalone,sixnew LTCfacilitiesthatwilladdalmost1,300 additionalbedswereannouncedforconstruction.

TheyaretobeinVancouver,Delta, Richmond,Abbotsford,Colwoodand CampbellRiver.

Thesenewfacilitiescannotbebuiltfast enough,fortworeasons.

Foronething,B.C.hasalotofaging LTCfacilitiesthatfallwoefullyshortof providingacceptablelevelsofcare.

Infact,oftheexisting127LTCand assistedlivingfacilitiesoperatedbythe healthauthorities,45werebuiltbefore 1980and17werebuiltbefore1970,or morethan50yearsago.

Secondly,ourseniorpopulationis growingquicklyandisprojectedtorise evenfasteroverthenext20years.

Anadditional55,000peopleoverthe ageof75areprojectedtobeaddedto theprovince’spopulationoverthattime period.

By2040,the75-and-overpopulation isexpectedtorepresent14percentofall BritishColumbians,almostdoublethe currentpercentageof8.5percent.

Theaverageageofourcurrentfacilities is37years.

Fordecades,welackedurgencywhen

itcametobuildingnewfacilities. IntheIslandHealthregion(whichhas thehighestproportionofseniors),just threenewfacilitieswereopenedinthe past22years,creatingjust231beds.

DespitetherecentspateofnewLTC projectsbeingannounced,moremustbe done.

B.C.seniors’advocateIsobel Mackenzierecentlyreleasedareporturgingthegovernmenttoquicklybuildmore assistedlivingfacilitiestoaccommodate theincreaseddemand.

Veryfewnewunitswereaddedduring thelastfiveyearsdespitethesteadyrise inthenumberofpeoplewhoneedthem, herreportfound(asanaside,Mackenzie issteppingdownnextspringandher fierceadvocacywillbesorelymissed).

BuildingmoreLTCandassistedliving facilitieswouldhaveadirectandpositive impactonourhealthcaresystem.Most obviously,morefacilitiesmeanfewerfrail seniorswilloccupyhospitalbeds,and willreceivebettercareinanon-hospital facility.

Ourpopulationisgreying,anditis greyingquickly.

Big-tickethealthprojectslikethenew St.Paul’sHospitalandanewBurnaby GeneralHospitalmaygeneratetheheadlines,butthefactisthatagrowingnumberofcommunitieslikelywillputthe constructionofnewLTCfacilitieshigher ontheirprioritylistthannewhospitalsin thecomingyears.

LastTuesday(July25),BC Hockeyannouncedtheprovince’sthreeJuniorBcircuits —thePJHL,aswellasthe VancouverIslandJuniorand KootenayInternationalhockey leagues,comprisedof45teams —havebeenpromotedtoJunior Astatus,effectiveforthe2023–24 season.

Themove,whichwassupportedunanimouslybyBC Hockey’sboardofdirectors, fillsinthegapleftintheHockey Canadadevelopmentmodel whentheBCHockeyLeague brokeawayfromtheadministrativeumbrellasofthesport’s provincialandnationalgoverningbodiesonJune1tooperate independently.

BrianWiebe,thegeneral managerofthePortMoody Panthers,saidthenewstatusis anendorsementofthequalityof hockeybeingplayedinleagues thathavetraditionallybeen thoughtofas“secondrate.”

“We’realwaysstrivingto putthebestteamthatwecan,” Wiebesaid.

Infact,in2021,Carson Latimerbecamethefirstalum-

nusofthePantherstobedrafted intotheNationalHockeyLeague

whenhewasselected123rd overallbytheOttawaSenators. Aswell,severalplayershave movedonfromPortMoody toplaycollegiatehockeyin theUnitedStatesandCanada, includingmostrecentlygoaltenderAdamGoodywho’snow attheUniversityofMinnesotaCrookstonintheNCAADiv.II.
