Fewer on the streets Latest homeless survey shows half as many since 2008 count

The spate of warm weather last week didn’t just send sun bathers to beaches and gardeners to nurseries — it also drew bears from their winter lairs. Coquitlam Bear Aware co-ordinator Drake Stephens said he has fielded numerous calls from Westwood Plateau residents about a bear that has been entering people’s properties looking for food. “He’s moving from L a n s d ow n e [ D r ive ] to the 2900-block of Panorama [Drive]. He’s a problem; he’s entering garages if they’re not closed and going up on porches.” This bold bear has been relocated once before and will likely have to be dealt with soon, Stephens said. He wouldn’t say what steps he expected the conservation officers would take but, in the past, some problem bears have been shot. Por t Moody and Port Coquitlam have also had their share of bear calls. Bears have been sighted along the Shoreline Trail at Noons Creek and on the Trans Canada Trail on Schoolhouse Creek, and signs have gone up warning walkers about bears in the area. M e a n w h i l e, P o r t Coquitlam and Coquitlam have had about four calls a week, with more expected as the weather warms up and bears come out of hiber nation to start feeding.

As the weather heats up, Bear Aware co-ordinator Drake Stephens recommends people freeze kitchen waste before depositing it in the green waste receptacle on garbage day as freezing kitchen scraps prevents odours that might attract bears.

By Todd Coyne THE TRI-CITY NEWS

The number of homeless people in the TriCities has fallen by half since 2008, according a report released yesterday. The March 16 Metro Vancouver Homeless Count found just 47 homeless people in the Tri-Cities, exactly half as many as the 94 homeless people counted in 2008. Of those 47 Tri-City homeless, 20 were sleeping in shelters — up from 18 in 2008 — and 27 were outside, down from the 76 sleeping rough in 2008. The Tri-Cities Homelessness Task Group chair, Sandy Burpee, said that the one-day count in the Tri-Cities likely only accounts for half of the total homeless population, meaning there are currently close to 100 homeless people in the Tri-Cities. But he said the snapshot count is highly accurate in gauging the fluctuation in homeless numbers from year to year. The task group, which conducts the count in partnership with Metro Vancouver, credited Tri-City outreach workers, church volunteers and the winter shelter mat program with both reducing the number of people sleeping outside and getting former shelter dwellers into permanent housing. see NO-GROWTH, NO GROWTH, page A6

Back to drawing board on United Blvd. extension By Diane Strandberg THE TRI-CITY NEWS

Coquitlam Mayor Richard Stewart hopes to work with his New Westminster counterpart to resurrect the United Boulevard Extension (UBE) after fielding complaints from truckers and business owners concerned about the shelving of the $155-million overpass project. see EMBARRASSING EMBARRASSING,, page A3

The Tri-Cities host several Terry Fox Runs each September. And the Terry Fox Foundation is looking for volunteers to take on the organization of the Coquitlam and Port Moody runs for 2011.

Organizers needed for Coquitlam, PoMo Fox Runs Officials with the Terry Fox Foundation are looking for help to organize the 31st annual Terry Fox Runs in Coquitlam and Port Moody. Donna Louie, who was in charge of the first Coquitlam run last year, is now working with the provincial charity based in Port

Coquitlam and is not allowed to be a volunteer run organizer. “There are already many things in place and the sooner you start, the easier it is,” Louie said, noting the 2011 Coquitlam run has funding from the city via casino revenues. And in Port Moody, the Rotary Club wants

to take a back seat for this year’s event but will offer its services again if no one steps forward, she said. The 31st annual Terry Fox Run happens on Sunday, Sept. 18, with the National School Run Day scheduled for Wednesday, Sept. 28. Since Fox, a PoCo hometown hero, started

his Marathon of Hope across Canada in 1980, more than $500 million has been raised in his memory to fight cancer. • Coquitlam and Port Moody run organizing candidates can call the foundation at 604464-2666 to apply. jwarren@tricitynews.com

‘Embarrassing’: Stewart Truck gridlock feared

if NFPR is scrapped

continued from front page

Calling the bailey bridge and at-grade rail crossing at the New Westminster/Coquitlam boundary “embarrassing,” Stewart said people are bewildered that there is as yet no fix for the traffic blockage after TransLink balked at recommending a design option because it didn’t have community support. Stewart said Tuesday he wants to meet with New West Mayor Wayne Wright or have the two councils talk about the issue. “This should have been resolved years ago and I’m confident we can put some minds together and come to a solution,” he said. He said it’s not reasonable to give one city a veto over a regional transportation project but admitted some trade-offs and additional mitigation may be required to get New Westminster to accept the project. “I think we do need to find out whether individual communities have veto on regional transportation. I think it’s a fair question,” he said, adding, “The entire region should be embarrassed about the situation at the bailey bridge.” Improving traffic flow and goods movement could also have economic spin-offs, he said, because adjacent industrial lands could be more intensely used, generating more jobs. “They are the most valuable industrial lands in the region because they are so central. Once we solve these goods-movement challenges, the job creation that can happen on those lands is enormous.” He said giving up $65 million in federal funding for the project is not an option and pointed out the plans have been on the books for decades — the SkyTrain Millennium Line was even built with a dip in it to accommodate an overpass. “Both communities have to accept that this line will be built,” he said.

By Jeff Nagel BLACK PRESS

MARIO BARTEL/BLACK PRESS

The North Fraser Perimeter Road was intended to help move truck traffic through the region. “The challenge will be to make it meet the needs of both communities and the needs of the broader region.” TransLink’s proposal would have made a portion of Brunette Avenue a local road and funnelled freeway traffic onto Braid Street while ferrying United Boulevard traffic onto an overpass that crosses the railway tracks and the SkyTrain line, eventually connecting with Brunette Avenue further south. It would have tied into a new six-lane Pattullo Bridge and the North Fraser Perimeter Road, and would have included some traffic calming, a bike/pedestrian overpass and some intersection improvements. But TransLink concluded the project had little community support in the Royal City while options generated through consultation would have increased traffic delays and greenhouse gas emissions because of the need for intersections and traffic signals. With the shelving of the UBE, TransLink said it will plan for a four-lane replacement bridge and halt plans for the North Fraser Perimeter Road. dstrandberg@tricitynews.com

FA S T E R

Truckers are dismayed while freeway opponents are elated after TransLink’s decision to freeze plans for the key first phase of the North Fraser Perimeter Road (NFPR) due to opposition in New Westminster. The United Boulevard Extension, which would connect the Coquitlam artery to Brunette Avenue in New West, would have created a major new east-west route for goods movement in the heart of Metro Vancouver. But the project is on hold after TransLink concluded it can’t bridge the divide between neighbourhood concerns in the Royal City and the regional need for the new link. “We’re very disappointed,” B.C. Trucking Association president and CEO Paul Landry said. “It may not be all over yet, but it certainly doesn’t look very good.” Unless New Westminster council has a change of heart, he said, it appears the only chance of the project proceeding is if the provincial government intervenes. “I don’t pretend to know what the opportunities would be there,” Landry said. “As long as we have pinch points like this it’s going to impair economic growth in the region and the province, I think, needs to consider that.” New West’s central location in the region means heavy traffic is inevitable, he said, adding it makes more sense to build the perimeter road and try to speed traffic through the area than allow congestion, vehicle emissions and other impacts to persist and perhaps worsen. “It’s in all our best interests to make it as

S T R O N G E R

L E A N E R

easy as possible for that traffic to navigate through New Westminster.” TransLink concluded no option can meet the needs of both the regional road network and local interests and asked New Westminster and Coquitlam councils to give further advice on whether to ultimately scrap the project. Eric Doherty, a campaigner opposing freeway expansion, said he hopes the decision kills the North Fraser Perimeter Road for good. “I think it’s great,” he said. “I think it marks a turning point for the whole region.” Doherty said the road would create a waterfront highway, degrade New Westminster’s downtown and run counter to the vision for a pleasant liveable city along the Fraser River. Stopping the perimeter road blocks a project he said would increase traffic and greenhouse gas emissions and allow the money to instead be shifted to public transit. Doherty said he wants to see a regional goods movement strategy developed to reduce the number of trucks on the roads and instead move more cargo by rail and short sea shipping. The North Fraser Perimeter Road has for years been a regional priority for TransLink to improve goods movement from the north end of the Queensborough Bridge to the northeast sector through New Westminster, via Front Street and Brunette. The $150-million project has committed federal Pacific Gateway funding of $65 million, with the rest to be raised by TransLink from other sources. jnagel@blackpress.ca

“I’m sure they’d love to see some berries now,” said Stephens, noting the berry season is likely to be late this year due to the cold, wet spring. Still, Stephens wo u l d n’ t s p e c u l at e whether this would be a high-conflict year for bears like last year, when 12 were killed in the Tri-Cities, or a lowconflict year like 2009, when few bears came to the area and there were fewer complaints (930 in Coquitlam in 2010, compared to 476 in 2009) and only one killed in Coquitlam. Bears are opportunistic and will eat just about everything. In the mountains they’ll be looking for new green shoots, insects and carrion from winter kill but if food is hard to find, they may be tempted to move into urban areas. And if they become habituated to human food and get used to being around people, they could become prob-

The CEO of Metro Vancouver says the regional government and the city of Coquitlam are close to starting negotiations on the regional growth strategy (RGS). But Coquitlam Mayor Richard Stewart said the two gover nment bodies are as far apart as ever and he doesn’t know when the first meeting will be. Last week, CEO Johnny Carline told The Tri-City News the process for the non-binding resolution is now being ironed out. Coquitlam i s t h e o n ly L owe r Mainland municipality opposing the blueprint that will replace the outdated Liveable Regional Strategic Plan. Metro Vancouver politicians had asked for arbitration to resolve the impasse but the provincial government sided with Coquitlam and ruled the dispute was to be mediated. The 60-day non-binding process was supposed to have started last Monday. “ We ’ re t r y i n g t o get a lot of work done by the start of the

Federation of Canadian Municipalities’ conference in early June, Carline said, adding that Metro Vancouver and Coquitlam have until June 30 to wrap up their work. Other municipal officials will be invited to participate in the mediation but the public won’t. “We’ve already had a public hearing, Carline said. Stewart said he’s disappointed with the delays. “We put forward a motion that started this process six weeks ago, he said. “We would have been done by now but we still haven’t got Metro Vancouver to agree to the conditions of the mediation. M e t ro Va n c o u ve r “has disagreed with much of the legislative requirements and many of the suggestions from the minister and her staff, to the point where I have less and less confidence that both parties want this to be resolved amicably, he said. Coquitlam councillors say the plan is too inconsistent from city to city because multiple exemptions were made to win each council’s ap-

Conditional sentence for Fitzgerald A woman convicted of obstructing justice for attempting to cover up a crime allegedly committed by her son has been given a 15-month conditional sentence. In B.C. Supreme Court in New Westminster yesterday, Allyne Fitzgerald was told that means she is allowed to go to work and medical appointments, and can go grocery shopping, but must otherwise stay at home. She must also provide a DNA sample and work 120 hours of community service. Her conviction relates to the hit-and-run death of Robert Staines in 2006. The Crown alleged Fitzgerald’s son, James High, drove the car that struck Staines. And during the trial, the Crown showed Fitzgerald helped hide her son’s car in her garage and paid for repairs, despite knowing it was involved in the fatality. (Charges against High were stayed.) Prosecutors had asked the judge to sentence Fitzgerald to 18 months in jail, a sentence the defence said was too severe. Defence lawyer Joe Doyle asked that his client be allowed to serve her sentence in the community, adding that the Crown concedes Fitzgerald is not a risk to re-offend. He also said Fitzgerald has suffered severe emotional distress as a result of the incident and the media attention she has received. “She is very much in the public eye,” Doyle said. “There is no way to make friends in that situation.” In her victim impact statement, Jocelyn Staines, mother of Robert Staines, wrote: “My heart is broken and my trust in other human beings has been shattered” and “I can’t think of a way that our life hasn’t changed and nothing for the better.” gmckenna@tricitynews.com

‘No-growth situation’ continued from front page

Burpee said that while homelessness numbers were slightly up in Maple Ridge and relatively static in New Westminster, across the board, homelessness was down. “There’s been some movement here and there but generally it’s been a no-growth situation, which, after the increase from 2005 to 2008, that’s good news,” Burpee said. Metro Vancouver started counting the region’s homeless people in 2002 and has done a count every three years since. The total number of homeless people in Metro Vancouver dropped by 1% from 2,660 in 2008 to 2,623 in 2011, while the number of homeless people sleeping outside dropped by more than half from 1,574 in 2008 to 731 in 2011. Shelter use also increased dramatically this year, credited in large part to the opening of new shelters in Vancouver, with 1,086 people using shelters in 2008 compared to 1,892 using them this year. Youth homelessness also appears to be on the decline in the Tri-Cities as the 2008 count found 18 homeless youth compared to just eight this year. tcoyne@tricitynews.com

Como housing to open in ’12 By Janis Warren THE TRI-CITY NEWS

It began with the donation of city of Coquitlam-owned land worth $1.8 million. It continued with a million bucks and a commitment from the YWCA. And now, with $7.3 million in provincial government funding, Como Lake Gardens is set to be built and is scheduled to open its doors next spring to single mothers and their children. The four-storey, 30unit building is being built at the same time as the YWCA’s Alder Gardens, a 36-unit facility in Surrey also aimed at low-income moms and their kids. Built to Leadership in Energy and Environmental Design (LEED) gold standards, Como Lake Gardens will include a common amenity room, indoor play areas and meeting space for outreach services — but no on-site daycare. The residents will be referrals to the YWCA. Janet Austin, the YWCA’s CEO, told The Tri-City News that priority for Como Lake Gardens will be given to women currently living or working in Coquitlam. She also said the average length of stay in a YWCA transition facility is less than five years. Already on the waiting list is Maureen Cleary, 39, a single mother to a

five-year-old, who works i n C oq u i t l a m w i t h mentally challenged adults and attended last Friday’s “celebration of construction 528 Como Lake Ave. to talk about her past two years at the YWCA’s facility in Langley, where she said she received excellent support. Work on Como Lake Gardens was set to start two years ago but funding from the provincial gover nment was delayed. Its $7.3-million grant is in addition to the $1.8 million in city land and the $1 million in contributions from the YWCA. Refer ring to past

opposition to the project, Coquitlam Mayor Richard Stewart said he hopes Como Lake Gardens will “blend in with the community. “I hope all will come to accept it and come to see it is a great project that really contributes to a complete neighbourhood, he said. “I believe it will. Meanwhile, B.C. Housing Minister Rich Coleman also updated The Tri-City Newss about the permanent homeless shelter proposed for a city lot at 3030 Gordon Ave. in Coquitlam, which the city rezoned last November. “I’m awaiting ap-

proval for some capital funds. It’s the priority project that’s on the list so it’s the next project that I will manage to get funding [for], he said. “Hopefully in the next couple of months.

on’t be complacent about bears in the TriCities. There here, they’re hungry and your garbage is as good as fine dining for these omnivorous creatures. While they aren’t the cuddly cuties portrayed in toilet paper ads, they aren’t man-eating terrors, either. Although they appear placid with the fixed goal of fattening themselves and their cubs for denning, and will in most instances avoid meeting people, they can be unpredictable when provoked. Garbage-habituated bears are a particular concern because they will hang around places where there is unsecured garbage, and therein lies the problem. It’s best to treat these creatures with respect. There have been only two known bear attacks in the Tri-Cities out of hundreds, even thousands of sightings over the years, and only 12 fatalities involving black bears in B.C. in 110 years. Still, it’s best to be cautions. When bears do attack, it’s usually because they were provoked and garbage was the lure. The best course of action, experts say, is to eliminate bear attractants from your yard. If everybody does this, bears have no reason to hang around. If they do visit a trail for berries, new green shoots and insects, common sense is the best approach to take. Stay calm and back away, keep your dogs and children close and travel in groups. Carry noise makers, such as loud whistles or air horns, and blow them periodically to warn bears away. Chances are the bear you will meet is a female with cubs and she has no interest in engaging in a scrap, according to the research. Nevertheless, it’s best to take these precautions, even when “Bear in Area” signs haven’t been posted. It’s hard to believe that normally forest-dwelling black bears are making their home in the Tri-Cities with all the traffic, concrete, bright lights and city noise. But their intelligence makes them highly adaptable and to live with them safely, we mustn’t take them for granted.

The HST debate is heating up as the vote nears BC VIEWS Tom Fletcher VICTORIA My feedback on the harmonized sales tax debate is running hotter as taxpayers await Premier Christy Clark’s “bold” changes to the tax, due to be revealed any day. In response to several angry readers, I will restate what I had hoped was obvious by now: All but the poorest consumers (myself included) are paying more tax under the HST than they were under the old provincial sales tax. The richest pay by far the most. The “embedded” PST has been removed from many products but evidence isn’t yet clear that this is being passed on to consumers, as economists predicted. What is clear is that businesses are benefiting. What is still in dispute is what businesses are helped most. Doug Donaldson, the NDP MLA for

Stikine, objected to my statement last week that he was wrong about the HST beneficiaries being “Liberal donor corporations.” So again I will state the obvious, that forest, mining and other resource companies donate to the BC Liberals. (The NDP is on record as wanting to increase corporate income and capital taxes.) Donaldson goes wrong when he specifies “corporations” rather than small business. Consider the forest industry: Over the past 20 years, the entire B.C. industry contracted out its harvesting operations, based on the well-tested principle that independent contractors are more efficient than inflexible, strike-prone major forest operators. That has been a painful process, not just economically but in terms of worker safety. But it’s exactly the kind of global-market shift that is being imposed on B.C. As mentioned last week, you may not like that but you shouldn’t believe those who try to pretend it’s not happening. And those big “corporations” had their major machinery and equipment exempted from sales tax long

TRI-CITY NEWS [CCAB AUDITED CIRCULATION 53,469 (MARCH 2009)] 1405 Broadway St., Port Coquitlam, B.C. V3C 6L6 telephone: 604-525-6397 • fax: 604-944-0703

before the HST. It’s the small contractors who are now getting the benefit. NDP finance critic Bruce Ralston notes that anyone can incorporate for tax purposes. It’s common for doctors, dentists and lawyers such as Ralston. But is it practical to expect the owner-operator of a logging truck to do that? The independent truck drivers I’ve met are more concerned about paying their next fuel bill than hiring a lawyer to incorporate them. Increasingly, it is immigrants who drive trucks, out-working the “resident population” to get ahead as immigrants have always had to do. Speaking of immigrants, the situation in Vancouver real estate is worth noting. One of the things HST was supposed to severely depress was high-end new housing, now subject to the 7% provincial portion of HST once the prices exceeds $525,000. What has happened? Offshore buyers are pushing costs out of the reach of B.C. residents who aspire to an ocean view. In many cases, these are “satellite families” taking

advantage of our clean, stable, safe jurisdiction on the Pacific Rim. Mom may drive the kids to private school in a Range Rover but the family reports little or no Canadian income. The only way these residents will pay a share is through consumption taxes. I have also argued that migration of retirees will dominate B.C.’s population growth in the coming years. This is another group that reports less income but has significant consumption. A recent BC Stats study shows that I overstated the impact of retirees. Since 1961, only 7% of migrants to B.C. have been 65 or older. Younger people are coming here to work, and increasingly they will be self-employed or in small business. The NDP supports lowering small business income tax to zero. It should also support the HST. About that extra $3.4M... The Editor, Re. “Welcome. That will cost $50k” (The Tri-City News, May 18). I can’t believe that the city of Coquitlam is looking at ways on how to spend a $3.4 million surplus of taxpayers’ money. I agree with Coun. Lou Sekora that this money should have been appropriately allocated during the fall budget deliberation. It this were Telus, Hydro, Fortis, ICBC or the like, we would be getting a refund of our premiums. But it seems that when it comes to governments, local and otherwise, they just look for another way to blow that money. That is our money and any surplus should be returned to ratepayers. Governments are too quick to finds unique ways to waste our thinning tax dollars; for example, it is suggested money be used to install more roadside signage indicating one is entering Coquitlam. What a waste of money. Just look at the two signs erected on

Tourism key to city’s interest in resident’s ‘love locks’ idea By Todd Coyne

CRAIG HODGE/THE TRI-CITY NEWS

THE TRI-CITY NEWS

Paris, Florence and... Port Moody? Resident Linda Balzer wants to put Moody on the map by introducing “love locks” to the Rocky Point pier. It’s a tradition that has taken off in romantic locales around the world: Lovers write their names onto a padlock, then fasten it to a public structure like a bridge or a fence before throwing away the key, binding their ties forever. Balzer first witnessed the romantic ritual recently while travelling in Italy and decided a similar initiative in Port Moody

Linda Balzer, with her husband George, wants the city of Port Moody to have a “love locks” installation at the Rocky Point Park pier. could turn the city into the lovers’ Mecca of the Lower Mainland. “The pier in Italy was almost identical to what we have in Port Moody and so I thought, ‘Why not? It’s perfect,’” said the happily married PoMo resident. Balzer brought the idea to city council last Tuesday and received explicit support for the idea. see A DESTINATION, S O , page g A4

Coquitlam council votes to spend surplus cash on signs, and some on safety equipment By Janis Warren THE TRI-CITY NEWS

More “Welcome to Coquitlam” signs will spring up at major entrances in the city after council this week voted to spend $50,000 on the project. The move comes after city council on Monday was presented with a list of seven high-priority items for which it could allocate last year’s $3.4-million surplus. Also on the list: • $1 million for the city’s vehicle replacement reserve; • $1 million for the city’s tax appeal fund;

• $800,000 to advance construction of Mackin Park amenities; • $75,000 for the winter light program; • $50,000 to update bylaws and other outdated rules; • and $50,000 to speed up replacement of Coquitlam Fire and Rescue’s self-contained breathing units. On the latter item, Fire Chief Tony Delmonico told council the department doesn’t have enough money in its budget to buy spare units “so only our front-line units will be replaced with the newest version.” Coun. Brent Asmundson moved a motion to have the $50,000 slated for welcome signs instead rolled into the fire department’s unit replacement program, saying, “I think it’s important. It’s a necessity for them.” see FIGHT G OVER O C S , page CASH, g A12

Lougheed Highway. Instead of a simple board mounted on two posts indicating “Welcome To Coquitlam,” we have artistic signs made of concrete, and stone work that cost a fortune, not to mention the useless landscaping surrounding them that will need to be maintained. We have got to get government spending under control. Money should be spent on what’s required, not what’s nice to have.

More traffic tie-ups could be on the way in the United Boulevard area as construction crews for the Por t Mann/Highway 1 project begin transporting giant concrete segments from their fabrication yard near Coleman Avenue. The pre-fabricated concrete spans, which are approximately 3 m wide and 5 m high, will be moved between 9 p.m. and 5 a.m. to avoid snarling daytime traffic. Se gments will be hauled along the eastbound lanes of United Boulevard from King Edward to the bridge construction site several nights a week. Trucks transporting the pieces will be accompanied by pilot cars and will likely move at about 30 km/h. The process of moving the pieces will begin this week and is expected to continue for close to a year. Drivers are asked to proceed with caution when travelling through

The bears are back in town and won’t be going anywhere for months. Does this put your or your family at risk? While experts say black bear attacks on humans are rare, there are still steps you can take to keep the bruins out or your way and you out of theirs – and you’ll both be safer because of them.

Prevention is the keyy to minimizing bear danger By Diane Strandberg

Do you know your local black bear?

THE TRI-CITY NEWS

T

he nightmare scenario of a 300 lb. black bear attacking and killing someone is the stuff of Hollywood myth-making, not reality, says a former B.C. conservation officer. In fact, you’re 20 times more likely to be killed by lightning than a bear in Canada, yet many see these large, mostly insect- and plant-eating mammals as a threat. Dan LeGrandeur, who develops bear conflict management plans and trains police, oil and gas workers and other personnel in techniques for keeping bears away, said black bears rarely attack and kill humans, although people should still be cautious when they are on local trails and in the back country. “Unless you have a lot of interactions with bears, there’s all sorts of pre-conceived ideas that What’s your they are man-eaters, story? Double-bagging food in reclosable plastic bags is also a good idea to reduce enticing odours, he says, and he advises against using perfumed soaps, colognes or heavily scented shampoos when heading into the back country. He also carries a can of bear spray and will use it on any bear that comes close. The active ingredient, capsaicin, causes inflammation and pain in the eyes, nose and lungs,

WHAT’S YOUR BEAR STORY?

CRAIG HODGE/THE TRI-CITY NEWS

A sign next to the inlet bike path in Port Moody spreads the word that there are bears in the area as a warning to those who use the popular recreation route. Such signs are common in the region.

BEARS IN AREA, PART 4 – JUNE 29: Is killing bears the answer? and the hissing noise when the trigger is deployed surprises the bear — they’ll often run away before the spray hits them. “It’s a very good close type of defensive tool,” LeGrandeur said. In his business, LeGrandeur teaches how to scare bears away using devices such as rubber bullets, bear bangers and pyrotechnics. But he doesn’t advise using bear bangers (similar to firecrackers, only enclosed and launched from a pen-like device) on the trail because they may startle a bear and provoke it into an aggressive charge. He also doesn’t recommend bear bells because their quiet tinkle can attract curious bears. It’s also best to hike in groups because a recent study of people killed in bear attacks across North America found that 91% of people who died were by themselves or with one other person. And none of the people killed carried bear spray, another notch in favour of such devices. see GIVE BEARS, BEARS, page A15

Q. How strong is a bear’s sense of smell? A. Bears are thought to have the best sense of smell of any animal on Earth. A bear’s sense of smell is seven times better than a bloodhound’s or 2,100 times better than a human’s. This is because the surface area inside their noses has hundreds of times more scent receptors than a human’s. Bears rely on this sense of smell to locate mates, detect and avoid danger, identify cubs and find food. According to americanbear. org, bears have been known to travel many miles — up to 40 miles in one reported case— to reach a prey animal or carcass they have detected. As for locating garbage within city limits? For black bears it’s a no brainer. Q. Are black bears smart? A. Black bears’ ability to adapt to human activities, locate human food sources and get into them is legendary. In fact, bears are considered by some authorities to be as smart as the great apes, according to Dan LeGrandeur, Bear Scare trainer and educator. Q. Can black bears run fast? A. The bulk of the average black bear does not slow them down. Over short distances, they can run up to 55 km/h. Q. What do bears eat in the wild? A. Black bears will eat almost anything available. Most of their food is vegetation and this time of year it will be new green shoots. In late summer, when berries, fruits and nuts are in season, they will also eat blueberries, strawberries, salmonberries, cherries and apples, acorns and hazelnuts. They will overturn logs, old stumps and stones to find insects such as ants and grasshoppers. They will also eat salmon, newborn moose calves and deer fawn, and carrion of any sort. They drink frequently and are often found near water. Q. When is bears’ mating season? A. Bears typically mate during June and July and the cubs are born the following January or February, while the female is still in her winter den.

Staying safe on trails All of the Tri-Cities is bear country, especially this time of year, so if you’re visiting local trails, stay in groups, make some noise, and keep your dogs leashed and children close, experts say. If you do encounter a bear, stay calm. Stop and back up slowly. Never approach a bear. For more information about Bear Scare, visit www.bearscare. ca. Taking care of trash WRAP IT UP

To minimize odours in a green cart (Port Moody and Port Coquitlam) or a green can (Coquitlam), wrap food in newspaper or a paper towel and freeze it before dropping it in the can on garbage day and/or: • alternate layers of food scraps with layers of yard trimmings; • periodically rinse out the cart or can with a hose, detergent and a water/vinegar solution; • sprinkle a small amount of garden lime, baking soda or powdered laundry detergent (no bleach) in the cart;

LOCK IT UP

Secure garbage in a wildlife-resistant container, locked storage shed or (in Port Coquitlam) with a city-approved lock. (In all three cities, carts must be left at the curb between 5:30 to 7:30 a.m. on collection days.)

Give bears a clear, consistent message continued from page A14

Still, LeGrandeur is careful to note that fatalities are rare. The study published in the Jour nal of Wildlife Management last year noted there have been only 63 fatalities in 59 incidents in the U.S. and Canada between 1900 and 2009 — a 110year period — and the vast majority of attacks were in August, when bears are fattening for denning, and it was mostly lone male bears, not females or female with cubs, that carried out the attacks. In 38% of the deaths, edible garbage or human food was the lure and LeGrandeur says managing attractants is key whether you’re on the trail or in your backyard. “Bears have to receive a clear, consistent message from everybody. One of the best ways to keep bears from getting into your backyard is managing what’s in your backyard,” he says. Get rid of bird feeders and hummingbird feeders in the summer and get a bird bath or plant pink and red flowers instead, LeGrandeur suggests; reduce compost

hange starts in your own backyard — literally — and this spring, as late as it is, is the perfect time to start your own “zero-mile diet” garden. The motivation to do so can come from two books: the late Rachel Carson’s Silent Spring and David R. Montgomery’s Dirt. Originally published in 1962, Silent Spring was the public’s first introduction to the dangers of chemical pesticides, both on our environment and our health. Carson, who began her career as a marine biologist and then became a full-time writer and conservationist, gathered field data about pesticide use (namely, DDT) as well as toxicology statistics dating back to the 1940s — all information once only accessible to specialists collecting and studying them but then made public. After some initial controversy and an April 1963 CBS Reports TV special, pesticide use became a widespread public issue. Carson died in 1964. Dirt: The Erosion of Civilizations looks at a much older issue: the history of intensive farming and its depletion of topsoil, leading to the decline of the economies (and societies) of the ancient near east, Egypt, Greece, Rome, China and the

organic agriculture followed by chapters on finding farmable land, assessing soil quality, planting and maintaining an orchard, raising livestock and selling farm produce. Looking ahead, Year Around Harvest: Winter Gardening on the Coast, written by Victoria-area farmer Linda Gilkeson, features plenty of valuable tips on growing hearty greens and root vegetables over the winter. Other topics covered include the storing and preserving of fruit and vegetables and the storing and saving of seeds. So get growing and make every day Earth Day with these and other organic gardening titles. A Good Read is a column by Tri-City librarians that is published every Wednesday. Anna Levy (left) and Jane Hayes play Levy’s two grand pianos in the lower suite of her College Park home, where the Yarilo concerts will be staged.

A little Sunday salon music By Janis Warren

If the series is successful, Levy said she and her husband plan more. “When you have it in your own home, you’re free to do so much,” she said. • Tickets at $20/$15 are available by calling 604936-9752 or emailing ustav@shaw.ca or annalevypiano@gmail.com. Seating is limited to about 70 guests. Light refreshments will be served after the concerts. jwarren@tricitynews.com

nna Levy has been waiting a lifetime for this. The Place des Arts’ faculty member who has a doctorate in piano and musicology from the Moscow Conservatory has her dream house, a home at the end of Shoreline Circle and at the top of the College Park neighbourhood in Port Moody that overlooks part of the city and Burrard Inlet. The Bulgarian native and her husband, Gregory Myers, also a doctor in musicology, moved into the residence last September with their two grand pianos and recently finished renovating the lower floor for their teaching studio. And starting this Sunday, it will also be a place for public recitals. “This is very traditional to open your home up,” Levy said. “People did it centuries ago, within the Classical era, and they are still doing it today in Vancouver. I think we should be doing in Port Moody, too, having friends and music lovers over to hear good music.” Fees to rent halls for concerts have become exorbitant so transitioning into a more intimate — and virtually, free — venue was natural, Levy said. For their inaugural series, the couple, which have incorporated a non-profit society called Yarilo Contemporary Music Society (yarilomusic.com), will host four chamber music shows on Sunday afternoons — timed specially for their European audience to view the performances via a live stream on the internet. The first show, titled Fur Nikolai, Time and Again, marks the 10th anniversary of the death of Nikolai Korndorf, a composer and conductor who was also a Moscow Conservatory alumnus and was famous in Russia and Vancouver. Levy and pianist Jane Hayes will play his Lullaby for two pianos while Levy will join cellist Ariel Barnes for Triptych. Also on the program is work from Giya Kancheli (Time and Again for violin and piano, with Marc Destrubé on violin) and Canadian com-

ABOUT THE HOSTS

• Anna Levy received her bachelor’s and master’s of music degrees in piano from the State Academy in Sofia, Bulgaria, in 1980. She was on the piano faculty at the State Music Preparatory School and the State Academy when, in 1987, she won a scholarship to attend the Moscow Conservatory. She studied under Margarita Fyodorova and in the musicology department, earning her doctorate in 1991. Through the Canada Council for the Arts, she has championed Russian music and, recently, has appeared as a soloist at Kwantlen University, Simon Fraser University, Douglas College and Capilano University. In March, she and Myers were in New York City to present a lecture recital at the Bulgarian Consulate to mark the 1330th anniversary of the founding of Bulgaria. CRAIG HODGE/THE TRI-CITY NEWS

Gregory Myers will speak about the history of each piece at the Yarilo Contemporary Music Society’s concerts, which happen on Sunday at 2 p.m. in Port Moody. poser Jocelyn Morlock’s Half-Light and Somnolent Rainss for two pianos, another tribute to Korndorf. For the second show, called Modus Operandi, on June 19, Colin MacDonald and his Pocket Orchestra will be featured. The June 26 concert is titled Path to Simplicity and is a tribute to the late Estonian composer Lepo Sumera while the last event on July 10 is named The Classics, a program for two pianos highlighting Variations on a Theme of Haydn by Johannes Brahms, the Paganini Variationss by Witold Lutoslawski and Sergei Rachmaninoff ’s Symphonic Dances.

• Gregory Myers is an instructor of music history at Kwantlen University. He holds a master’s degree in musicology from the University of Virginia, a master’s degree in library and information studies and a PhD in historical musicology from the University of B.C. His principal area of research is Byzantine and medieval Slavic musical relations with a special focus on Kievan Rus’ and the medieval Balkan Slavs. Myers attended the Moscow Conservatory and has built strong working relations with the Bulgarian Academy Sciences and the Ivan Dujcev Centre for Slavo-Byzantine Studies in Sofia, Bulgaria. Myers has a roster of articles, papers, translations and reviews on Russian and EastEuropean music topics. As well, Myers is founder of Vox Bulgarica Music Publishers.

Phil Moriarity started his career with the Royal Canadian Engineers but got out of the military in 1968. He then joined his father’s real estate company “but that wasn’t exciting enough for me” so the Ontario native moved his family to the West Coast in 1977 and he signed up as a police officer. Until his retirement with the Vancouver Police Department in 1994, Moriarity served with the K-9 unit, as an undercover cop and on regular uniformed patrol before ending his work in charge of the inter national crime section of VPD’s intelligence division. His life, the father of seven admits, has been a rather extraordinary journey but he said, “I’m getting more excitement and more enjoyment out of doing a couple of hours on stage than anything else that I’ve done.” Moriarity star ted singing his favourites — i.e., Frank Sinatra, Andy Williams, Tom Jones — years ago in out-of-town karaoke bars “because I didn’t want to be standing in front of someone that I had just put in jail,” he said. He tur ned professional in 2004 after someone in the studio suggested he should take his act on the road. He landed a gig at Federico’s Supper Club on Commercial Drive in Vancouver and has had regular bookings ever since. This Friday, Moriarity will play a sold-out show at the Inlet Theatre in Port Moody with his 12piece orchestra; special guest Andrea Superstein will also join him. Moriarity said he prefers to sing the old stuff “because that’s what I was brought up with,” adding, “I think there’s a thirst for good music where you can actually hear the lyrics and a melody that is infectious, as opposed to something that just keeps thumping and you can’t really understand it. When you’re being entertained, you like some familiarity with the music.”

SD43 bands at Rocky Point Expect to see waves of music students — with instruments in hand — converge on Port Moody’s Rocky Point Park this Saturday. About 800 teens from nine middle and secondary schools will perform at the bandshell, close to Moody Inlet, for the third annual Bands in the Park, a four-hour concert organized by School District 43 music teachers. Marcia Carmichael, Pinetree secondary’s music instructor and co-chair of the Coquitlam Music Teachers’ Association executive, said the free event will run from 11 a.m. to 3 p.m. with the 16 bands playing marches as well as movie and Broadway tunes. In the past, school concert band shows were staged at night, in a gymnasium, “and it was only accessible to people in concert bands so, a few years ago, we thought we needed to bring our music out

to the public... and say, ‘This is what’s happening in our schools these days,’” Carmichael said. “We felt it was important to share the talent.” The show is also a good way for young musicians to hear what’s going on at other schools, she said. The first two annual Bands in the Park were held at Town Centre Park in Coquitlam “and we’ve always had good weather so we’re hoping for the same” at the Port Moody venue, Carmichael said, noting next year’s show will likely be in Port Coquitlam as SD43 is made up of the three cities plus the villages of Anmore and Belcarra. Stands, chairs and other equipment are being donated by Pinetree and Port Moody secondaries while ReMax is providing a set-up tent “so we’ll have a continuous flow of music throughout the day,” Carmichael said. jwarren@tricitynews.com

Electronics mix with woodwinds for show Computers versus clarinets? T hat’s what the Pacific Symphonic Wind Ensemble (PSWE) has in store for its show at Coquitlam’s Evergreen Cultural Centre this Saturday when it presents the experimental piece Ecstatic Waters. Written in 2008, the wind ensemble and electronic work is described — in not so easy terms — by composer Steven Bryant as “music of dialectical tension, a juxtaposition of contradictory or opposing musical and extra-musical elements and an attempt to resolve them,” he writes on his website. “The five connected movements hint at a narrative that touches upon naiveté, divination, fanaticism, posthuman possibilities, anarchy, order and the Jungian collective unconscious. “Or, as I have described it more colloquially: W.B. Yeats meets

Ray Kurzweil in the Matrix,” Bryant adds. D a v i d B r a n t e r, PSWE’s acting musical director, sums it up simply as “a really cool piece.” Branter said his 45-member band wanted to play a contemporary program to wrap up its season at Evergreen, which it calls home. But its performances have always had an edge. For its Halloween show at Evergreen last October, it featured spooky works of Berlioz, Bach and Witacre; its Christmas event had Ukrainian Bell Carol, Leroy Anderson’s Sleigh Ride and Ian McDougal’s Bellss while its penultimate concert highlighted New York City. For the last session, PSWE will include “a rather fun first-half prog ram,” Branter said, that focuses on two works by the late Australian composer Percy Grainger (Molly

on the Shore, and Ye Banks and Braes ‘o Bonnie Doon) and Brant Kar rick’s whimsical Bayou Breakdown; PSWE will launch the second half with Ecstatic Waters, which runs about 25 minutes. Overseeing the concert will be Robert Taylor. Branter said the audience can also expect “other weird things” happening for Ecstatic Waters, including a crystal glass array to project ethereal music, humming and singing by the band and “loud bangs.” As for the computergenerated sounds, Branter said PSWE downloaded them directly from Bryant’s website when it obtained the licensing rights. “It’s fairly complicated. Bryant often comes himself to operate the electronics [for performances] but we couldn’t afford him.”

The 45-piece Pacific Symphonic Wind Ensemble, which calls the Evergreen Cultural Centre home, will perform at the Coquitlam facility at 8 p.m. on May 28 in a show called Ecstatic Waters, which is based on a piece written by American composer Steven Bryant and which PSWE will play in the second half of its concert. Tickets at $12/$20/$25 are available through the ECC box office at 604-927-6555 or online at evergreenculturalcentre.ca.

A’s swamp Lakers in WLA debut Multiple scorers key in lopsided win By Larry Pruner THE TRI-CITY NEWS

It’s no surprise on the Coquitlam Adanacs when goals come from big guns like Dane Dobbie, Daryl Veltman and Jason Jones. When unheralded names like Jon Diplock, Russell Thomas and Jon Harnett start nailing the net as well, it can spell disaster for the opposition. Destroyed must be exactly how the Burnaby Lakers felt Friday, when they were bombed 15-8 by the A’s in Coquitlam’s Western Lacrosse Association season opener at Bill IN QUOTES Copeland Arena. T h e A’s t h i rd round (18th overall) selection in the 2010 WLA daft, Diplock d e l ive r e d t h r e e goals as the A’s roasted the Lakers, who bounced the visiting Nanaimo Timbermen 13-9 in A’s GM Les Wingrove their own regularseason starter the previous Friday. Newly acquired Russell Thomas, who like Diplock is a Nanaimo transplant, and fellow-defender Jon Harnett also contributed nicely offensively for the A’s with two points apiece, with Thomas scoring twice and Harnett tallying once and adding an assist. Toss in a three-point effort on a goal and two helpers from another relative newbie Spencer Martin, a Coquitlam native and former Jr. Adanacs standout, and the Sr. A’s appear to have plenty of dependable triggermen to point to this campaign. “I think we’ve got quite a bit of depth this season and I think we’ll get more scoring from our back end,” said Adanacs general manager Les Wingrove. Dobbie, Veltman and Jones also did their part, netting two goals apiece, as did Veltman’s brother, Peter. Dobbie added four assists for a game-high six-point night, while Cory Conway chipped in with five assists. Daryl Veltman, Conway, Dobbie and Martin were all forwards with the NLL’s Calgary Roughnecks this winter-pro campaign, and all took a meagre week off after the team’s playoff surge to the May 7 semifinals before returning to the A’s. “Our NLL guys, for the most part, are pretty young and are eager to play,” Wingrove said. “They showed up for one practice [before Friday] and we’re ready to go come game time.” It was also sweet for the A’s to get a quick callback from goalie Brandon Atherton from the NLL’s Edmonton Rush. Despite Coquitlam being outshot 56-51 by Burnaby, Atherton was strong in stopping 48 shots and allowing the A’s offensive weapons to go to work. Coquitlam scored five goals in each of the three periods. RAG LINE: The A’s visit the Langley Thunder tonight (Wednesday) before opening their home season Saturday at Poirier Sports and Leisure Complex versus the Maple Ridge Burrards, 7 p.m. Ridge beat Langley 9-6 on Sunday. Saturday’s game is being dubbed ‘Kid’s Night’ with those 16 and under admitted free. There is also a tail-gate part set for the front entrance to the arena starting at 5:30 p.m....The A’s are also looking forward to the debut that night of Robbie Campbell, a former Jr. Adanacs star who was key to the team winning last year’s Minto Cup national title and was the A’s first selection (fifth overall) in this year’s entry draft. Campbell is just finishing up his university year at New York’s Stony Brook, where he played midfield in the game’s field version.

“I think we’ve got quite a bit of depth this season and... we’ll get more scoring from our back end .”

The Jr. A’s out-scored the host Burnaby Jr. Lakers 7-2 in the middle frame on way to a convincing 14-7 triumph at Bill Copeland Arena. The victory boosted the defending Minto Cup-champion Jr. A’s to 7-0 in the eight-team loop, while the once-mighty Jr. Lakers slid to 2-4. Matthew Dinsdale and Travis Cornwall rallied the Jr. A’s with eight-point outings apiece. Cornwall scored four

First-place Blaze blast Reds in doubleheader The difference between first place and eighth in the 13-team B.C. Premier Baseball League was most apparent Sunday. Sixteen runs. That was the scoring gap in a doubleheader featuring the top-drawer Langley Blaze and the Coquitlam Reds, who were drubbed 11-0 in the opening game of a doubleheader before falling 9-4 in the nightcap at Mundy Park. The Blaze erupted to five runs in the top of

the second inning on way to their first-game win, in which the Reds managed just one hit –– a single by Jordan Varga –– while surrendering 10. The Reds also committed four errors to none for Langley. In g ame two, the Reds led 3-0 after two innings before the Blaze out-scored them 9-1 the rest of the way. Varga, Steven Kandborg and Mitchell Jackman had two hits apiece for the Reds, who dipped to 9-11. The Blaze are 18-3.

After playing five games in 10 days, members of the Dr. Charles Best Blue Devils senior girls soccer squad did not show any signs of fatigue when they took on their heated Tri-City rivals, the Centennial Centaurs, Thursday night. The Blue Devils came out of the gates running, scoring their first goal in the first minute, and the team quickly tallied a second marker late in the first half as they cruised to a 2-1 victory. The result left them in third place in the Fraser Valley AAA high school championships.
