Project Synopsis

As the earliest developed district in Taipei, the religious festival has still happened annually in Wanhua district.

What is the relationship between architecture and cultural events? As an architecture student who grows up in Taiwan where has influenced by different cultures such as indigenous, China, Japan, Nederland, and Spain. This question profoundly impacts my perspective of understanding the urban phenomenon. Wanhua district in Taipei has faced a challenge of urban decay in different aspects in the last few decades. Although the city government has spent an enormous amount of resources in the area, the issue has not been solved at all. Instead of spending the resources on the new construction or trying to reconstruct the district into a modern city, this project aims to follow the context of the religious festival which is the representation of ancient urban life in Taiwan to purpose an urban strategy of Wanhua district. The religious festival in Taiwan and even Sinosphere area is usually a local annual event which happens in a local context and creating a local economy model for the neighborhood. The religion is the vital but central role in the events and is also the element build up the difference between different cities. As a result, this project is divided into three main chapters which start from the general background, and current challenges of Wanhan to the relationship of religious festivals in the Sinosphere area. After the background, a series of the introduction of Taiwanese religious festival and the religious context of Wanhua area are the next chapter. The final part is the strategy of program approaching and the spatial strategy of the project.

Taipei has developed rapidly in the last decades. The urban development strategy in the city has focused on efficiency and convenience which brought remarkable achievements to the city. Because of this quick growth, Wanhua district has been neglected in the urban planning and, in some instances, is even considered as an impoverished symbol. Therefore, introducing current challenges, economic background, and Taipei city government`s 2050 vision is the beginning of this chapter. Besides, the general background and the relationship of the religious festival in the Sinosphere area are also mentioned in this chapter.

Chart 1 / Program structure

As the earliest developed area in Taipei, Wanhua is also the most diverse area in the city regarding culture, commercial, and population. Besides, the organization of Wanhua`s religious festival constructs the life of city or community invisibly. As a result, the design proposal will focus on the sites in three different scale, namely, temple yard, folk club, and installation for the street.

Wanhua is still the poorest district with the unsatisfied living quality in Taipei after a serise of government investments, and it seems even worse than ten years ago.

Wanhua district is the earliest developed area in Taipei where faces a series of challenges today. However, it is also because this Wanhua district is the most diverse area in Taipei regarding culture, commercial, and population. Also, these factors are presented correctly on the pilgrimage route and celebrations of Qingshan festival. During the past decades, Taipei city government has invested billions of budget into Wanhua to improve its urban environment in several aspects. However, according to the static of 2016 by the city government, the average income is the lowest in the city, and the low-income family has increased by 50% during 2005-2010.

In 2015, the mayor of Tapei, Wen-Je Ko announced the 2050 vision of Taipei which included a regenerate plan for Wanhua district. The city government is planning to invest 344 billion (NTD) in the district in the next 35 years. However, building dozens of young social housing and skyscrapers are still the same purpose of the plan which failed ten years ago. For example, in the social housing part, the housing for 35 million residents is planned to be built in Wanhua district where the current infrastructure can not and will not afford this super ambition. Building new social housing without improving the living environment and respecting the current urban context to attract young people to move into the area is not a solution for the old district

As the earliest developed are in Taipei, the complete context of temples and diverse industries made Wanhua the wealthiest area in the northern part of Taipei for almost three centuries. However, the old urban context was destroyed during the Japanese colonial period for the first time due to the traffic infrastructure and political purpose which was Japanese imperialization movement.

Despite the high urbanization, the religious festival is held annually in Wanhua district , and the context of the festival is almost complete.

Although the original urban context was destroyed, the religious festival is still existing in this high urbanization area. The religious festival in Taiwan can be understood as a religious city which consisted of temples, folk clubs, routes, and temple yards. Besides, the pilgrimage parade is divided into several teams, and every single group represents the temple which they belong to. In general, the team consists of a strict order which is operated by the folk club. The pilgrimage team starts from a pioneer who announces the team is approaching. The next is the flag and lantern group which is showing how delicate the items made by each folk club is. After this, the team is followed by a series of performances such as drum band, concert band, and traditional dance. Because of this phenomenon, what is the potential advantage of the festival can be used as an urban renovation strategy is the central concept of this project.

The religious festivals in Sinosphere* area share several common patterns. For example, most of them are highly related to the local temple which is the community center in traditional society. In addition, the pilgrimage involves most of these festivals which all consist of temples. Because of these patterns, this project will take the Qingshan festival in Taipei as an example to analysis and generate an urban renovation strategy.

Although China was the biggest country and culture region in Sinosphere, its difficult to find a live religious festival in China because of the cultural revolution in China during 1966-1976 which was a catastrophe for Chinese culture in modern history.

In the last few decades, major sporting and cultural events such as the Olympic Games have become a significant element of public policy, particularly in efforts to achieve urban regeneration. However, the investment on the international events such as the Olympic game seems not as what the government expects in recent years.

The international organization usually organizes the major international events and become a one-way system which means the effect is limited to a specific period. On the other hand, religious events are usually organized by the local community and create a sustainable system. As a result, although the effect of a religious festival is not as vast as the international event in a short period, it creates an infinity circulation and at the same time build up the local culture character which is value is beyond estimation.

Mazu pilgrimage festival

The traditional belief plays an essential role in the development history of Taiwan which is also the foundation of the pilgrimage festivals. The early urbanization in Taiwan was started from the three important ports in the west coast of Taiwan which including Wanhua ( Taipei ), Anping ( Tainan), Lukang ( Changhua ). Because of this background, the main pilgrimage festivals are held intensively in these areas.

The traditional belief in Taiwan has formed up by several cultures due to the turbulent history of domination such as Spain, Nederland, China, U.S., and Japan. However, the traditional belief in Taiwan has mainly influenced by Chinese immigrants which merge Buddhism and Taoism. Because of this phenomenon, the population of traditional belief is almost 80 percent of the total according to the report of international religious freedom by U.S. Department of State in 2017.

In 2009, Mazu belief and customs was selected as the intangible cultural heritage of humanity by UNESCO, and Mazu pilgrimage festival in Taiwan is the iconical event of the belief which was called one of the three biggest festivals in the world by Discovery channel. Although the festival cannot be recognized offically due to the political reason between Taiwan and China, Mazu pilgrimage festival attracts millions of people to Taiwan annually.

Cities in Taiwan can be see as a serise of combination of temples

In the agriculture society, the folk club plays the role as the community center and even in modern society the club still has a strong influence in the local community. People gather to practice traditional instruments and performance as their daily leisure activity. Because of this phenomenon, the folk club creates a sense of belonging for the resident and make a strong influence on the neighborhood.

Folk club is the daily extension of the religious festival.

During the festival, the club is the most important organization for holding the ceremony and the performance in Taiwan. The folk club is usually the organization under the temple and consisted by the resident in the community. However, during the daily time, the folk club practices the performance and prepare the ceremony for the festival as a community workshop or classroom. Because this character between the festival and daily life, the club is the critical element that extends the festival effect to the daily life.

The four main temples of Wanhua are the community centers in the area.

Temple in Taiwanese society is not only a religious center but also a community center. People gather and interact with each other around the temple where then create commercial activities. Because of this, the temple can be understood as the origin of urban life in Taiwanese society.

The Strategy Following and recovering the festival context

The urban planning in Taiwan has been domain by the vision of modernization which has made the urban design for the vehicle instead of resident or festival since last century. Because of this, people are forced to celebrate the festival with traffic when the pilgrimage process on the street. As a result, instead of planning or renovation by the block system, the strategy of this project is to follow the context of the festival regarding the phrase, the scale, and the program. By doing this, the goal is recreating the identity of the area of the site where is between the two major commercial areas in Wanhua.

Today`s urban renewal strategy is usually planned by blocks which are often destroying the context of urban life.

As the previous chapter has mentioned, the religious festival can create a substantial economic benefit due to the sustainable economic system. Therefore, the financial model of this project is to argue how the city government spent the budget and also cooperate with the committee of the local neighborhood such as temple, market, and community.

The religious festival in Taiwan does not only have consuming relationship with society but also has strongly space identity. This relationship is a guide for people to analyze the community culture logically. For example, the folk club is the connection between the festival and the resident`s day to day life. Also, the identity of space is an index for systematically formalizing the strategy. For instance, the spaces during the festival all have a specific function, and more importantly, it is an appropriate way to intervene with this strict hierarchy. As a result, this strategy will construct on the context consisted of temples and divided into different phase according to the hierarchy.

The street design in this project has the ambition to re-plan the infrastructure of the district such as the street system, and sidewalk landscape. People are forced to celebrate the festival with traffic when the pilgrimage process on the street today. The temple yard has a significant influence on the community where is also used to be the center of people’s lives in the early stage of society. As a result, the strategy is to use this vital spot as the first intervention for the city. In the temple yard, the renovation strategy is to merge the spacial elements between the festival and daily life. For example, the temple yard is turned into a massive stage for the ceremony and performance during the festival. On the other hand, the yard is transformed into an urban living room during the daily time. People use the yard as a kitchen for outdoor catering, like a food court for the street food market, as a trade center for the transitional market, and even as the event hall for the wedding.

The previous chapter has introduced how the folk club is an interface between the human world and religion world where have a high value of the physical culture of the religious festival. In another aspect, the folk club is also the space people practice the dance, the performance, and the traditional band for the religious festival. Consequently, the strategy is targeted to transform the club into a community school for the celebration and also a community museum for the cultural items. By doing this, the strategy is also to try to create an attraction point for the tourist which can benefit the local business and community.

Background Professional background/ I possess a diverse and international professional experience through different fields. Recently, I cooperated with several friends and local consults to join a competition in Taiwan which we against more than 30 professional company and received the final list award. Last year, I worked at the competition team at Schmidt Hammer Lassen architects (Copenhagen, Demark) for seven months as an architectural intern. During this period, I participated in four competitions and won the international competition to design the headquarters for the chemical company, Solvay. Also, I was working as an intern at Kengo Kuma & Associates (Tokyo, Japan) which I mainly participated in façade design and interior design after my bachelor graduation. During my bachelor study, I also worked as an intern at Shanghai and Taipei which involved commercial design and interior design. Beyond architecture/ As a Taiwanese where have culturally influenced by China and Japan, I am fascinated with the temple culture among these countries. For example, the urban phenomenon of the temple in Taiwan and garden culture of the Japanese temple. Apart from the interest in temples, I am also a big fan of the transportation field which including aviation and railway system.
