SITE ANALYSIS / COMMUNITY PROCESS


PARK HISTORY

1902 Fillmore & Turk MUNI Substation constructed.

1906 Substation survives Earthquake & fire enabling Fillmore to become San Francisco’s temporary downtown.

1968 The storage lot of the substation is

Turk & Fillmore Substation relatively unscathed. 1906

turned into the Fillmore Turk Mini Park as part of A-2 redevelopment.

1978

Substation declared surplus and made into SF Landmark #105. First documented recognition of Fillmore Turk Mini Park in city real estate records.

2007

100 plants planted by community members, Recreation and Park Department, and Neighborhood Park.

One month after 1906 Earthquake, Fillmore Street bustling with businesses that relcated after the earthquake and fire.

2010

OPPORTUNITIES AND CONSTRAINTS VACANT MUNI SUBSTATION HISTORIC MUNI-SUBSTATION

The park shares its lot with the MUNI Substation Landmark, which has been empty since 1978 while remaining unused, it is a constraint for the park.

OPPORTUNITY BRICK WALL

Due to the MUNI substation historic status, the windowless brick wall is the only area of the facade that can be altered the ability to provide access from exterior to interior

POOR DRAINAGE

The park’s drainage is minimal, with pools of water developing during any period of rain. This renders the lawn and walkways of the already small space unusable. Park space is nearing the low-point of San Francisco’s watershed and may have the opportunity to due a minor part in watershed management through a bio-swale or pervious paving.

FILLMORE STREET

POOR CONDITION OF TREES /LAWNS / DG OPPORTUNITY STAGE

The stage offers an opportunity for a variety of activities and improvements. This includes: - Small live music events (sound and space constaint) - Performance Stage (Children’s performane, Speaking, events, Slam Poetry) - Stage is not accessible - provide better access

STAGE MATERIAL / ACCESSIBILITY

The stage, while one of the biggest opportunities for the park, is in disrepair. The decomposed granite has eroded over time and makes performances difficult.

IMPROVED SEATING / MULTI-USE TABLES

There is currently only one table that is in high demand by park users for games, like chess, checkers, etc. There could be an increase in the amount of seating and tables. In addition, the benches are situated poorly. There is an opportunity to create a more dynamic seating arrangement to encourage interaction.

In order to make the park more visible from the street and to increase the small area, there is an opportunity to extend the park into the street parking area, permenantly removing the parking. These parking spaces could be thought of as a flexible zone for food trucks or be replaced permanently by additional green space and game tables/seating. N

FILLMORE TURK MINI-PARK COMMUNITY SURVEY This survey is the first step in a series of meetings to establish community consensus around an initiative to improve the Fillmore Turk Mini Park. The intiative is seeking a grant from SF Recreation & Park’s Community Opportunity Fund. This fund allocates money to organized community members that want to make a difference in their neighborhood parks. New Community Leadership Foundation and the Fillmore Neighborhood Association, in collaboration with TS Studio, will compile this feedback and incorporate it into park improvements. WHAT ASPECTS DO YOU WANT TO SEE IN YOUR PARK? LARGER STAGE

We want to see a larger stage for various events- from music to speaking, to exercise, to movie nights. The larger stage will facilitate much more for the community. The idea of a green backdrop along with the exisitng site walls was desired. Providing accessibility to the stage was critical. The existing stage is in dis-repair and is too small and the surface is inadequate for music performances.

THE LAWN

We like the lawn where it is on the site, and think it is important to maintain to keep the integrity of the existing site. To make sure that the re-design is familiar to those who use the park now.

CURVED BENCHES AND AMPHITHEATRE

We like the idea of having curved amphitheatre and seating, to facilitate different types of interaction. We like the way the playfulness of curves on the site.

MULTI-USE TABLES

Multi- use tables for picnics, wifi/computer use, dominoes, chess...etc.

SOLAR PANEL TRELLIS - WIFI

Bringing power to the park and WIFI is very important to the community.

ENTREPRENEURSHIP

Bringing opportunities for food trucks was desirable.

TREES IN THE LAWN

This item was controversial- some users wanted trees out of the lawn as they feared they would block views into the park. Other people wanted trees in the lawn to allow for shaded seating for picnic / blankets. Consensus - The type of tree selected should not block views into the park, and in general the lawn should be left fairly open for events.
