Introduction The Turlock Irrigation District (“District”) is accepting SOQs from qualified firms to provide professional civil engineering and/or land surveying services upon request from the District on an “as needed” basis. The District will enter into an agreement with the individuals or firms selected to provide these services. All interested parties are required to submit a SOQ in accordance with the conditions and dates outlined in this RFQ.

Background The Turlock Irrigation District is a publicly owned irrigation district and electric utility which was founded in 1887. It is located approximately 100 miles east of San Francisco and 90 miles south of Sacramento. The District covers 662 square miles in portions of Stanislaus, Tuolumne, Merced, and Mariposa counties. The District maintains several different types of annual, professional service agreements for use on an “as needed” basis. The professional service agreement allows the District to request services of the retained Consultant on an individual project basis as the need arises. Prior to commencement of any project under the professional service agreement, a specific service request must be approved for each project, specifically delineating the requested services, with fees for said services based upon rates identified in the retainer agreement and in conjunction with a jointly agreeable, negotiated maximum fee for said services. A sample Service Request form is attached to this RFQ. Should the District fail to successfully negotiate an acceptable maximum fee for services for a specific project with the Consultant involved, the District reserves the right to seek and retain said services through other means or contractors.

Scope of Services The proposed scope of services would include, but would not be limited to the following: 1. Provide Consulting and/or Professional services upon the request of the District for projects related to District properties and/or structures; 2. Review the District’s requested project and/or task to be accomplished and provide preliminary consultation, research and/or evaluation of same; 3. Third party review consultation related to documents prepared by the District’s Civil Engineering Department and/or other consultants retained by the District; and 4. Provide the following Land Surveying and/or Engineering services: LAND SURVEYING: a. b. c. d. e. f. g.

Boundary surveying Topographic surveying Construction surveying Control/Geodetic surveying Computer aided drafting (CAD) of deliverables in connection with the above Cost estimates for tasks contemplated by this RFQ Any other related land surveying services necessary to support District’s projects AND/OR

ENGINEERING: a. Civil engineering design b. Engineering services during the design and/or construction bid process c. Engineering services during construction (submittal and RFI review) 2


d. Computer aided drafting (CAD) of deliverables in connection with the above e. Cost estimates for tasks contemplated by this RFQ f. Any other related engineering services necessary to support District’s projects

Assumptions Upon District approval, successful Consultant(s) shall enter into a professional services agreement for engineering and land surveying services (“Agreement”) with the District. Deliverables such as drawings, specifications, designs, engineering and survey reports, and any other technical data shall be provided to the District in the form of AutoCAD .dwg, Microsoft Office and PDF documents. Hard copies may be requested on occasion. The projects to be delivered under the Agreement shall not include federally funded projects. Therefore, there is no Disadvantaged Business Enterprise (DBE) goal associated with the work performed under the Professional Services Agreement. The Survey/Right of Way Manager, or his designee, will be the main point of contact to facilitate the various services requested. Questions regarding this RFQ are to be directed to the contact person specified on the front page of this RFQ. Questions sent to any other District staff may be subject to delay or may not be received at all. The District requests that consultants submit their questions no less than five (5) days prior to the stated SOQ submission deadline. Questions received after this time will not be answered. The District will screen and evaluate SOQs primarily on the basis of demonstrated professional expertise. The Consultant shall be chosen on the basis of the firm’s demonstrated competence, abilities and overall professional qualifications. The District reserves the right to enter into agreements with multiple consultants.

Information Requested Each SOQ must include the following information: 1. General Information – Provide the name, address, and telephone number of the individual or firm, as well as the name of the person authorized to negotiate contract terms and make binding agreements. Include the professional qualifications necessary for completing the work; 2. Background and Experience – Provide background and history of the company’s consulting experience which specifically addresses the organization’s knowledge and experience. Use of a resume attachment is acceptable; 3. Services and History– Provide a list of available services as well as a listing and description of work completed; 4. Response Time – Description of individual or firm’s resources that allow for a timely delivery of services, including the names and qualifications of the firm’s staff that would be working with the Turlock Irrigation District; 5. Public Agencies – Include narrative description of experience with public agencies, if any;

6. References – Provide contact information for three or more references that can supply information on the quality of the services provided by your firm during the past three years. In addition, include descriptions of three projects that contain, at a minimum: the name or title of the project, the location(s) of the project, the name of the contracting agency, the total project budget, 3


and a brief project description. The District is not requesting copies of any deliverables provided as part of the previous work; rather, a summary of the work performed. The three individuals provided as references may or may not be affiliated with the three reference projects; and 7. Fees – In a separately sealed envelope, provide a fee schedule including hourly staff rates. This information will not be used as a selection criteria but will be used as a basis of compensation for service requests as part of an Agreement;

The District requires each interested consultant to submit a SOQ clearly addressing all of the requirements outlined in the RFQ. The proposal shall be limited to 30 pages. A cover sheet, table of contents, and organizing tabs are not counted against the 30-page limit. Resumes may be provided in an Appendix at the back of the proposal and do not count against the 30-page limit. Consultants may submit a SOQ organized according to their preference so long as it is clear and concise.

SOQ Submission The consultant shall provide one (1) electronic copy (in PDF format) of their SOQ via email or USB flash drive to be considered responsive. The consultant shall hand-deliver or mail their SOQ to the District at the address listed on the front page of the RFQ so that the SOQ is received no later than the date and time specified. Postmark dates will not be recognized. SOQs received after the deadline will be rejected and returned unopened. All materials submitted will become property of the District and returned only at the District’s discretion. Once submitted, all SOQs become public records and subject to disclosure, either in part or in whole, under the California Public Records Act.

Consultant Selection SOQs will be reviewed by District staff and evaluated to determine which SOQs best meet the criteria of the RFQ. The final selection(s) will be based on completeness, qualifications, experience, technical merit, and responsiveness. The District reserves the right to contract with multiple firms for the specified services. The District reserves the right to: 1. Reject all SOQs. 2. Exercise discretion and apply its judgment with respect to any SOQ received 3. Select SOQs which qualify based on the following factors: a. Understanding of the work to be done b. Demonstrated technical ability c. Staff qualifications d. Responsiveness e. Experience with similar kinds of work f. Capability of developing innovative or advanced techniques g. Financial responsibility, 4. Review and rank SOQs received from consultants and recommend the consultant(s) to receive a PSA for the work type specified within this RFQ.

Selection Interviews The District reserves the right to hold selection interviews with any consultant submitting a SOQ under this solicitation. These interviews will be held solely at the discretion of the District and after the SOQ ranking process. The interviews, if held, shall be attended by representatives of the District as well as the 4


Consultant’s Licensed Professional(s) who shall be in responsible charge of the work contemplated under the PSA performed for the District’s projects. The selection interview will be used to gain further insight into the consultant’s capabilities for the purpose of making a selection recommendation. The District reserves the right to disqualify any consultant who does not attend a requested selection interview or who does not identify at least one Licensed Professional who shall be in responsible charge of any and all work contemplated herein. Only those Licensed Professionals who attend the Selection Interview may be designated as the licensee in responsible charge of any Service Request items.

Anticipated Schedule Staff anticipates ranking SOQs and conducting interviews, if any, in July and providing recommendations to District management for agreement execution shortly thereafter.

SERVICE REQUEST NO. ___-___ CONSULTANT: ________________________ PROJECT: ____________________________ THIS SERVICE REQUEST dated _____________________, is an addendum to the Agreement for Land Surveying Services (“Agreement”) dated August 2, 2021, between the Turlock Irrigation District (“District”) and _____________________ (“Consultant“). WHEREAS, upon execution, this Service Request shall be considered a part of the Agreement; and WHEREAS, this Service Request establishes the Scope of Work and compensation amounts for specific engineering and surveying services and authorizes Consultant to proceed with the project. NOW, THEREFORE, the parties mutually agree as follows: SCOPE OF WORK 1.

District agrees to compensate Consultant for the required work in accordance with the terms of payment stipulated in the Agreement and this addendum. An itemized list of tasks and a detailed cost for the completion of the required work is attached hereto as Exhibit A to this Service Request No. ____. The cost for completion of the items of work shall not exceed _______________ and no/100 ths Dollars ($____________).

Except as herein modified, all terms and conditions in the Agreement remain unchanged and are in full force and effect.
