STRONG GROWTH OF INDUSTRY, JOBS, AND
RETAIL EXPANSION
As summer winds down, Temecula’s economy is still going strong. The City of Temecula has experienced strong growth of its varied industry sectors including manufacturing, retail and hospitality, all of which provide additional jobs to the Temecula Valley economy. Western Plastics, an industry leader of manufacturing plastic wrap and foil for large-scale industrial users and the restaurant industry, has recently acquired a newly constructed 140,000+ square foot industrial building. This is the largest newly built industrial facility in the City of Temecula. By acquiring this new building, Western Plastics has more than doubled their former space, which will allow continued growth for years to come. This expansion led to an opportunity for NaturVet, another highly successful Temecula manufacturer of natural pet supplements, to expand into the former Western Plastics facility while keeping their existing three facilities. NaturVet’s products, which focus on dog, cat and horse supplements are available with online retailers such as Petco, Chewy. com, Allivet and iHerb.
2014 in the City of Temecula – equating to more than 5,300 jobs created since first quarter 2014. Reports state jobs at an all-time high with second quarter 2017 statistics reporting 54,231 total jobs within city limits. The increase in employment has been a direct benefit of highly desirable brands locating to Temecula and existing companies growing and expanding their operations. This job growth cycle is also due in large part to our local employers such as Pechanga Resort & Casino, Temecula Valley Unified School District and Abbott Vascular who represent our top three largest employing bodies. As Temecula continues to embrace growth and a full-circle ecosystem, the addition of the future state-of-the-art Mt. San Jacinto College campus among other higher education opportunities such as California State University San Marcos at Temecula campus is on the horizon, which will create more opportunity to capitalize on growing industries in Temecula and provide families with quality postsecondary education options. This continuous growth will provide residents the opportunity to live, work and play with an enhanced quality of life that conveniently offers resources and amenities locally.
Highly desirable brands such as The Cheesecake Factory and exciting family-friendly concepts such as Round One Entertainment, an indoor bowling and entertainment center, have selected Temecula as their new home. Temecula also experiences the expansion of existing brands such as AMC Theatres, who recently received Planning Commission approval to upgrade its theater to a luxury cinema with the ability to serve alcohol and restaurant quality food. Hotel development has also been a booming reality for Temecula. Uptown Temecula, located on the Jefferson Ave corridor has seen a huge rise in hotel interest and development that has resulted in eight new hotels entering the pipeline in the area. This development interest will support the continuous growth of tourism, which currently equates to 2.7 million visitors annually. Several hotels include Best Western Plus, Home2 Suites by Hilton and a Four-Star Luxury Hotel by Truax Development that will consist of 108 standard rooms, 21 deluxe, 16 premium, 3 luxury and 3 penthouses. The addition of all eight future hotels will account for over 700 rooms available for hotel stays in Temecula. With all of the growth Temecula has seen over the years, job creation also has been evident. The State of California Employment Development Department (EDD) reported a 10% rise in employment rates since

There were some 800 bills our legislators voted on during the last two weeks of the current session – 800! Naturally there was ample opportunity and time for substantive debate on all these issues and support or opposition reflected bi-partisan agreement. Sadly neither of those statements is true. There was no time or opportunity for discussion as most bills are introduced to the floor and voted on within minutes. And if the rules prohibit that, the rules are simply suspended. Further, more than 70% of the time there is no bi-partisan concurrence and bills are either passed or defeated on a party line vote.
A SIGH OF RELIEF! Mark Twain famously opined “No man’s life, liberty, or property are safe while the legislature is in session.” Fortunately for Californian’s, we have entered that period of relative safety as of August 31st. And not a moment too soon as this just completed legislative session has wreaked havoc on our business community and abrogated even more of our personal freedoms, rights and responsibilities.
Following the Governor’s approval or veto of these bills, the Southwest California Legislative Council will publish our annual Legislative Report Card summarizing the results on the 98 bills we adopted positions on this year and how our local legislators voted. We will also be publishing the results of research done by our members on the 11 propositions you will face on the November ballot. California is justifiably proud of the fact that we currently rank as the 5th or 6th largest economy in the world (depending on the source). But it seems that too often our legislators take that as a challenge to see how far they can push, regulate or tax our business community without breaking them. Or in some cases, they will break them. Take, for example, SB 10 (Hertzberg), the bill recently signed by the Governor to end California’s system of bail bonding for pre-trial release. Whether you supported or opposed this bill (the Southwest California legislative Council OPPOSED it), among other things this bill killed the bail bond industry in the state putting an estimated 3,200 bail agents and their employees out of work. Who’s next? Not you? Ask the automobile industry, or aerospace, or furniture manufacturers or the timber industry. These formerly robust industry segments that helped build and support the California economy are all but gone from our state today. But even if your business is not targeted for extinction, your efforts to comply with new regulations dealing with overtime, flex-time, family leave, minimum wage and hiring practices will be further regulated in 2019 requiring additional hours dedicated to compliance, HR, and legal challenges. If you are a California based corporation, you will be mandated to include a certain number of women on your board of directors (SB 826 Jackson) or face fines up to $300,000. Law enforcement agencies will be forced to detail how they will use surveillance technology and have their plan approved by their governing agency before they can purchase or use the technology, and file full reports on their usage providing would be criminals with a roadmap of how to avoid the surveillance (SB 1186 Hill). If you are looking to hire a new employee, you may be prohibited from obtaining any criminal history on the applicant before you make them an offer of employment (AB 1412 Bradford). There have been two efforts to add another tax to the water you drink (SB 845 Monning). And the list goes on.
