The new look Two Wells
A guide to the potential layout of the Two Wells town centre project has been endorsed with option four gaining approval from six councillors to be approved by District Council of Mallala (DCM). The design features an open air market place, pedestrian/cycle path to connect the town, commercial outlets such as Target and Foodland, sufficient car parking, integrated bus interchange and a roundabout.

The plan also includes community open space and designated areas for future development. This design “provides a consolidated urban form for the town centre, with better inter connectivity from the historic wells to the main street and establishes a green belt area
for community space.” Council appointed design consultants JPE and Wax designs to draft three planning options to be viewed during public consultations. Landscape Architect from JPE designs, David Gregory, said the project had been progressing well with the help of the public. “We have been working with the council, community and other key stakeholders to develop planning option four, following on
from earlier consultation with the Two Wells community,” Mr Gregory said. Option four is a slight variation on option three, which was the preferred option during consultation. During a non-sitting week, a lot of John’s time is spent out of the office in the country and northern suburbs, where he likes to focus a lot of attention. During a sitting week, as Opposition Whip, John’s Mondays are spent organising the sitting while Tuesday, Wednesday and Thursday are sitting days. My tour of Parliament House was complete with commentary about dignitaries who are captured in paintings on the walls. Over a coffee in the comfortably furnished lounge including leather arm chairs, John ex-

The sitting weeks consist of more office-bound work. As my tour continued through the wide corridors, John introduced me to co-workers and there was a friendly atmosphere. The corridors of power were less intimidating from the inside. Johns’ assistants, Stacey Musolino and Todd Hacking and other people we crossed in the hallways were also very friendly. Along with an active support for Two Wells
Football Club, John is involved with several other organisations and believes in community spirit. “I’m a strong believer in the strength of communities,” he said. He has been involved with the Rotary Club of Gawler, Gawler and Districts Softball Association, Adelaide Plains Football League, Gawler Agricultural, Horticultural and Floricultural Society, Operation Flinders Foundation, Operation Flinders Gawler Chapter, Salvation Army Red Shield Appeal, Tea Tree Gully RSL, Northern Agricultural Shows Association, Gawler River Uniting Church and Gawler Tourism and Trade Authority. Community spirit, he said, was very evident in Two Wells. “I delight in seeing the way volunteers commit to their community, and I see it a lot in Two Wells” he said. “Two Wells has a terrific future.” But John said communities like Two Wells need to deal with balancing growth so the community doesn’t become divided.

n From Page 1 Adjustments were also made to the size of the market plaza and to ensure buildings facing the main street were in line with the existing character of the town. Mr Gregory said designers were looking to advance to the next stage – development of the Design Guidelines and Character Statements. DCM chief executive officer, Charles Mansueto said the next step for council was to work with the State government to access Crown land to allow the town centre to be developed. “The process for this will include the development of a land access strategy by staff which is being proposed to be presented to council this month,” Mr Mansueto said. Mr Mansueto said it was difficult to determine when construction would
begin until a clearer timeframe of access to Crown land was determined and how this land would be financed/acquired. “It is proposed to initially focus on the area from the Two Wells Visitor Infomation Centre through to about adjacent to the post office and to the rear of these areas,” he said. Other areas will be developed as demand increases for additional services from residential growth. By council endorsing the layout, work will begin on acquiring land, appropriate zoning/planning and a process to attract developers. Once access to Crown land has been resolved, a tender process to attract and identify developers for the facilities within the town centre will happen.

Beach patrols scuttle hoons Two Wells policemen Grant Devlin and Mick Pool, in conjunction with Mallala officer Paul Bruggemann have been busy with ‘operation beach’. This operation targets the coastal areas of the district, with several fines issued for illegal motorbike riding and hoon driving in recent months. • Pictured is Tony Lange assisting police to recover a car from the beach at Port Gawler in June. A large quantity of rubbish was also recovered from the beach. The police vehicles have recently been fitted with speed radar cameras on the roof. The devices will help to detect speeding violations on the district’s roads. They have already proved a success with speeding fines issued on several occasions to people speeding on Dawkins and Hayman roads. Another area police have been homing in on recently is underage drinking and breaches to liquor licensing laws.

Wet weather driving Allow a little extra time when having to drive in the wet weather. Your safety and the safety of those around you is worth the effort. Some points to remember: • Slow Down! Avoid driving through puddles of water at speed. Water splashing up into the engine can cause the vehicle to stall. • Keep a safe distance from the vehicle in front of you. Vehicles driving on wet bitumen need two to three times more stopping distance. • If possible avoid lanes where water collects near the kerb during heavy rainfall.

The new boat ramp at Middle Beach will be officially opened on September 19. After 15 years in planning, the boat ramp has finally come to fruition, completed recently by WATPAC Civil Contractors. The boat ramp is the result of the culmination of many hours of work in seeking funding from the Mallala Foreshore Advisory Committee and the Steering Committee which consisted of John Drexel, Malcolm Frost, Steve Kennedy, Barb Reid and Sam Williams. Representatives from Federal, State and Local Government will be invited to attend the event, as will representatives from DAFF, SABFAC and the Mallala Foreshore Committee. Official proceedings start at 3pm. Members of the public are invited to attend this momentous occasion. The ramp has been funded by Federal, State and Local governments, SA Boating and Fish-
New website for council District Council of Mallala’s revamped website is available to view from Wednesday, August 4. A fresh new look has given the website a more contemporary facelift and made navigation of the site much easier. Continuing to provide the basic information previously included, a more specific content structure has now been implemented, with the website’s appearance undergoing a major revamp. DCM chief executive officer, Charles Mansueto said the site would be a great benefit by reaching the whole district. “Council is committed to improving its interaction with the community and recognises that a progressive council needs the appropriate systems to ensure this is achieved.” “This comprehensive redevelopment of the website now provides a more user friendly connection to the on-line customer service centre, simplifying access to key information categories and ensuring the community is kept up to date on council’s services,” Mr Mansueto said. Railway crossing safer
Installation of a pedestrian crossing at the railway track on Gawler road is set to be completed during the next financial year.This is a welcome addition to the town, which will ensure pedestrian safety, especially for residents from Tangari Estate. Children will now be able to walk or ride to school safely from the estate. Council budgeted $50,000 for the installation in 2009-10 budget, but due to delays in getting appropriate approvals, the project is expected to be completed during the 2010/11 financial year.

ill Barclay is driven by the motto “I’m not afraid of dying, I’m afraid of not having lived.� And it’s fair to say she has honoured that motto so far in her life. The mover and shaker is a born and bred local girl from a Lower Light farm. Despite her many endeavours, she returned to Two Wells about eight years ago. Some of her accomplishments include renovating houses, growing olives, studying psychology, travelling, political activism, studying forensic science, art school, an open garden and a perfect SACE score, not to mention work around planning and improving Two Wells. Following school and after 18-months in Woomera with Weapons Research Establishment, Jill returned to Adelaide to work at Department of Employment, Education and Training, working with trade apprentices and trainees. By the 1970s, she was an executive officer and on the board of 15 Group Training Schemes, which included the Master Builders Association. In 1977, Jill had bought her first house in Hawthorn which needed a lot of work, and her renovating addiction began. Due to her renovating hobby, which tallies eight homes and a training centre for DEET, she was responsible for introducing young women to nontraditional trade areas in South Australia. Upon returning to Two Wells late in the 1990s, Jill joined the Two Wells volunteer community group, now the Regional Action Team, and lobbied to get plans drawn up to renovate the town centre. he group pushed for street parking and footpaths on the main street, to cover holes Jill said, “could swallow children.� “Finally footpaths were paved, street trees and ground cover roses planted in the median strips, shops filled up, we finally got a little restaurant and Cafe Style shops, and our little town became a lot more visitor friendly,� Jill said. A University degree in Psychology was ticked off Jill’s bucket list when she was in her mid 40s, majoring in Fine Arts and IT. After deciding to convert a small farm in Two Wells to an olive grove, Jill sailed off to Italy to find out everything she could about olive growing. Her travels extended to the Middle East, including Egypt, Israel, Dubai and Jordan. She recalls noticing burnt trees and landscapes in Israel, and commented to the local guide ‘do you have bush fires here?’ “The guide said, “no we have bombs.� Following the olive farm, which included 600 olive trees, Jill bought a Nu-Steel kit and built herself a little cottage in Two Wells. “To surround the house, I decided to plan an open garden,� she said. A one year horticulture course got Jill on her way to making her first, and last, open garden. “In three years, I moved 33 tons of top soil, dolomite, sand, gravel and mulch in my faithful little wheelbarrow,� she said. “Open gardens are really hard work!� Now in her 60s, Jill still believes there is much to be achieved, and has recently headed back to the University of South Australia, studying a Bachelor of Arts, writing and creative communication. What’s next? A politically incorrect book about everything.

Two Wells Community Centre is set to go for your next function Members of the Two Wells Community Centre committee are worried their invaluable building has been forgotten. The committee recently received a grant of $3,780 to install speaker system technology which will enhance sound for people who wear hearing aids. The Two Wells Community Centre is a great attribute to the town and is used for several annual events each year, such as the melodrama, RSL concerts, blue
light discos and the football and netball club, Redlow. But the committee is aiming to increase awareness of this facility. Committee member, Yolanda Cannizzaro, said the group would like to see it hired more often. “We’re a bit scared the centre is going to become a white elephant of the town,” Mrs Cannizzaro said. “It’s a great facility but locals tend to overlook it when having an event.”
The centre boasts excellent kitchen and bar facilities, a stage and tables and chairs, which are all in good condition, courtesy of the dedicated committee. Located behind the Two Wells football and netball club rooms, the centre is out of the way and can go unnoticed. At a very competitive rate, the centre can be hired for $275 plus $300 bond, which is fully refunded if there are no damages.
Local reserves vital as fauna habitat corridor Over the last three issues of the Echo I have given you an overview of three reserves within the Lewiston area– Aunger Ponds, Camel Reserve and the Lewiston Wetlands. All of these reserves are accessible to walkers and horses, and the great advantage of these reserves is each of them are interconnected and can be accessed by the crossing of Hayman and Aunger roads. These reserves are a representative of the vegetation associations within the Adelaide Plains. Since European settlement native vegetation has been subjected to broad scale clearing resulting in only 14 per cent of pre-European vegetation cover remaining within the Adelaide Mount Lofty Ranges region. The district of Mallala is within this region with only one per cent of the original vegetation remaining and much of this on roadsides. Lewiston Wetlands and Aunger ponds offer an opportunity to view improved land management practices in revegetation and regeneration techniques, while Camel reserve exhibits majestic examples of remanent communities. These reserves play an important role within the region as a habitat corridor enabling fauna to safely travel throughout the area. For this reason it is important to recognise the complex and significant role of the local biota of this landscape. Planting similar species of plants on your property will provide vital habitats for native animals, prevent erosion, guard against soil salinity and will be the basis for healthy catchments. You will also be a contributing to the environmental assets of the Adelaide Plains. Together we can all make a difference to our environment. This quote from G.H. Brundtland, a former Prime Minister of Norway, is appropriate: “We must consider our planet to be on loan from our children, rather than being a gift from our ancestors.” Two Wells, Lewiston and Districts Landcare group, established May 1998, is in its 12th year. Two Wells gets five day service centre
Two Wells will have a multipurpose service centre open five days a week from 9am to 5pm as of January 2011. The centre will remain as a visitor information centre, but will cohabitate with a service centre for District Council of Mallala (DCM). Council will determine the exact operating plan in the next three months. While nothing is set in concrete, initial proposals indicate there is a view to endorse voluntary positions to continue operating the visitor centre. President of Two Wells Regional Action Team and DCM councillor Steve Kennedy said this was an excellent step for the town. “It’s what the regional action team has always wanted. We have persevered and this is a huge leap forward for Two Wells,” Mr Kennedy said. The Regional Action Team, including current centre manager, Davina Smythe, also supported the proposed plans. The committee endorsed council’s plans and the motion was carried unanimously. “I think this will be a great opportunity to build a stronger service centre for visitors and residents,” Mrs Smythe said. “It will really benefit the community to have a council office in Two Wells,” she said.

Two Wells Community Craft Shop will receive $1,177.60 and Two Wells Equestrian and Pony Club will receive $2,000 under the Labor government’s Volunteer Grants initiative. A total of 46 volunteer community groups across the Wakefield electorate will benefit from the grant funding, aimed to help cover the costs of petrol and the purchase of much needed equipment. The grants will also help organisations meet the costs of training their volunteers and completing background and police checks. In total, community groups in Wakefield will receive almost $150,000 in funding.

GrowSA in Virginia was visited by Californian Secretary of the Department of Food and Agriculture, A.G Kawamura on Tuesday, July 20 to discuss priority water issues facing South Australia and California. Secretary Kawamura visited Adelaide as part of a national visit which includes looking at how the State government manages South Australia’s water supply. GrowSA chief executive officer, Mike Redmond said the visit was very worthwhile. “He talked about government leadership in this sort of area, and that we need to be mindful that we look at these issues in a wholistic manner,” Mr Redmond said. Secretary Kawamura decided to tour Australia after attending a ‘G’day USA’ session in the United States. His visit included a look at the Bolivar Treatment Plant, where SA treats wastewater to ensure it is suitable for direct irrigation of market gardeners. Water Minister, Paul Caica said Mr Kawamura’s visit would strengthen the relationship between South Australia and California, which are both working to secure their urban and agricultural water futures. “Like California, we in South Australia are investigating and implementing ways to secure water for our cities and regions, as well as industry and environment,” Mr Caica said.

• A hot air balloon ride set the romantic scene when Mallala couple Jessica Walker and Cameron Lamont celebrated their engagement. Plans are under way for an engagement party, with the wedding to follow late next year. Jessica is the daughter of John and Julie Walker of Gawler and Cameron is the son of Meg Lamont of Mallala and Peter Lamont of Mintaro, formerly of Two Wells.
With Ian Laughton (Radar) Leader On the June long weekend the Two Wells cub pack and a few scouts went on a “Bike Hike” camp to Clare. They camped on the Clare show grounds and, on the Sunday, rode their bikes on the Riesling Trail from Clare to Auburn. With lunch on the trail, they all enjoyed the ride through some of the Clare Valley. Some parents provided back-up support with vehicles for the lunch stop and in case a Cub was unable to continue, but all finished the ride. The scout group usually has two or three camps a year where the Joey Scouts (6-8 years), the cub scouts (8-11 years) and the scouts (11-14 years) learn the skills of camping, cooking and bush safety, as well as having lots of fun. A family camp is planned to be held at Halbury in October. For this camp, all members of families in the Scout Group are invited.

District Council of Mallala councillor Rudi Fabrici explains…
Why we need an animal management plan It is the intention of the Animal Management Plan Review Committee to keep members of the community within the District Council of Mallala informed about progress. Through a regular column, councillor and chairman of the Animal Management Plan Advisory Committee, Rudi Fabrici will endeavour to keep Echo readers informed and up to date. •The recently-formed committee consists of seven members from the community as well as three council elected members including a chairperson who was appointed by council. The members of the committee are: John Spoolder, Doctor John Katakasi (Veterinarian), John Newton, Karen McColl, Sandy Foote, councillor Anne Picard, councillor Terry Keen and councillor Rudi Fabrici (Chairman). These are all people from within
the council area who bring to the table a great deal of knowledge and experience in orderly animal keeping, particularly in regard to ownership of dogs and horses. The committee also will receive support from council’s Steve Bateman, senior manager community services, Peter Buttery, council’s dog management officer and Paula Agar, minute secretary. Two vacancies still exist and these will be filled from additional expressions of interest from members of the community at the next council meeting. In essence, the committee’s task is to conduct a review of council’s current Animal Management Plan and to bring to council for its consideration an amended Animal Management Plan, including a minimum Code of Practice, as a means of promoting orderly ownership of domesticated animal/animals within

During late 2009 and early 2010, Mallala Council consulted its community regarding the limiting of the number of Dogs for the purpose of Management and Control of Dogs in Council’s area –“ draft By-Law No 4 – dogs”. On April 27, 2010, council resolved to take no further action with respect to the Draft By –Law No 4 – dogs. Given the above-average population of domestic animals in the area, and in order to promote orderly and sustainable animal keeping, council directed its Animal Management Committee to submit a draft policy for the management of domestic animals and present it to council

Fun for all at Uniting Church There is something for everyone at Two Wells Uniting Church. The fellowship has been busy over the past month with the recommencement of FLAG (Families Learning and Growing), an outing to Virginia Nursery and a goods and services auction on Friday night, July 23. About 100 people attended the goods and services auction at Two
Wells Uniting Church hall last Friday night. The crowd was made up of Uniting Church communities across the Adelaide Plains. Goods ranging from a cruise on the Port River to freshly baked scones and everything in between were auctioned. TWCCC, under the professional expertise of childcare director Sharon McGrath and pre-school director Sarah Wormald, has efficiently implemented the Framework, which has a strong emphasis on play-based learning whilst also recognising the importance of communication and language (including early literacy and numeracy) and social and emotional development. Children’s activities throughout the day are recorded in individual portfolios, and workers and teachers can be approached at any time to discuss the care and education of children. Recent research conducted by Dr Katina D’Onise of the University of South Australia found that attending pre-school provided many health benefits, both physical and emotional, that appeared to be long lasting. The theory is that children who go to pre-school have access to better education and life skills which should lead to better health through making healthier choices. She also found that pre-school supports greater social cohesion, so children are more likely to flow into a socially acceptable peer group and avoid delinquent behaviour. Children learn easily and well at the ages of three and four, so it is important to take advantage of these young years.

With Natalie Centenera Two Wells Community Children’s Centre (TWCCC) is an integrated centre, which means that under one roof you will find childcare for children aged six weeks to five years and a DECS, Department of Education and Children’s Services, pre-school. Recently, the Adelaide Mobile Zoo, which is a travelling Zoo experience, complete with live animals, habitat scenery and a zoo educator, visited the centre. The children loved the experience of touching soft ducklings and slimy frogs and seeing stick insects Last year the centre was rated as ‘High Quality� in all areas of moderation and accredited for two and a half years which is the maximum granted. Research has found that integrated centres, like TWCCC, which has a single site for childcare and pre-school, are amongst the most effective in ensuring better intellectual progress for children. Both childcare and pre-school workers are qualified and experienced professionals who provide a high quality of care, and follow a planned and structured program. Have you heard of ELYF? We have over the last few years achieved the status of being a Premier Club, which is a title we do not wish to relinquish without a fight. To maintain this position we require new members in both male and female competitions. Our membership is gradually being reduced through the age of members, deaths, and some moving to other parts of Australia. Our playing personnel are aged up to 95 years, which is marvellous to have active people in this age bracket. So our major requirement for the future is to acquire new members both male and female from the age of 12 years on. SO WHY NOT GIVE BOWLS AGO? I only took up bowls 13 years ago when I moved to the Lewiston area. I found the club and its members made me very welcome and also I got to know many new people which I would not have done if I had stayed at home. Our greenkeepers have started preparing the greens but at this stage they cannot do too much until the weather starts warming up, encouraging the grass to grow. We have received information concerning playing dates for the season and the grades we will be playing in. Don’t forget our season opening will be held on Sunday, September 26 at 12.30pm. All new members and prospective members are most welcome to attend. The following open tournaments have been programmed to enable members to get in some match practise. Sunday September 19 – Men’s Fours. Sunday October 10 – Mixed Pairs. Tuesday October 26 – Publicans’ Day It is on a sad note that I have to close this report with the death of one of our members, Dean Godfrey, who passed away recently after a long illness. Dean was only 69 years old but had suffered for many years. He was still an active bowler until the end. For the last three years of his life he mastered the art of bowling from a wheelchair. Dean will be missed around the various clubs, especially ours.

A Poll to Determine if the Composition of Council (Positioning Chairperson Vs Mayor) will be Altered In accordance with the provisions of Section 12 of the Local Government Act 1999, the District Council of Mallala is conducting a poll of electors on the question of Council operating with a Mayor elected by the community rather than a Chairperson elected by Council members, as is the current practice. Should the community support such a change and Council resolves to proceed with the change, the change will not occur until the commencement of the 2014 Council term.

Tails wagging at Two Wells show

T was a big event for the Adelaide Plains Kennel and Obedience Club (APKOC) dog shows at the Two Wells grounds. The club held two shows in the morning and afternoon on Saturday, July 17. Avril Bilney, APKOC treasurer, said there was a good turn out, but numbers were probably a bit down on last year. Avril said the dog shows were another enjoyable feature of the club, which has operated in Two Wells for more than 20 years. “As we are a self-funded club this is one way to help raise money to be able to offer training in both obedience and confirmation to people and dogs residing in the area,� Avril said. Obedience is offered for people to have a well trained and sociable dog or to continue on to compete in obedience trials. Confirmation is for show dog owners who want to perfect their skills. Obedience classes are held on Wednesday nights with beginners starting at 7pm and class three and up start at 7.30pm. The next show will be a championship show held in December.
