The City of Cape Town is taking a “zero tolerance approach” this festive season in their crackdown on non-compliant liquor outlets. On Monday the Western Cape minister of finance, economic development and tourism, Alan Winde, joined various officials when they surprised 34 outlets in the Wallacedene and Bloekombos area. A huge entourage of vehicles snaked its way through the narrow
streets of Wallacedene and stopped sporadically to perform yet another inspection. Virtually at every stop they discovered illegalities and concentrated mass-produced concoctions called “ale” were ever-present. “This stuff is tik in a bottle and it’s manufactured for one purpose only: to get people motherlessly drunk,” said Winde during the blitz. “What’s worse is that it’s cheaper than water. “I will be exploring every possible avenue to have it declared an illegal substance so that we can era-
dicate it from our communities. Every festive season, I think about those families that are broken to pieces because of deaths as a result of alcohol. This must stop.” Winde also posed a metaphorical question when he asked, “How many murders do we sell here? How many rapes? “This poison is tearing our communities apart!” Winde was joined by liquor board inspectors, Kraaifontein police, the City of Cape Town law enforcement officials and the Kraaifontein Community Policing Forum. Robbers kill father An armed robber shot and killed a 74-year-old-man who was visiting his family in Durbanville on Tuesday. At the time of going to press, the police declined to release the name of the victim. According to Lieutenant Colonel Andrè Traut from the South African Police Service Western Cape’s media centre, the deceased and his 73-yearold wife, as well as the homeowner’s mother-in-law, 76, were visiting from Durban. Traut elaborates: “At 07:20, three house robbers entered the home situated in the Tara neighbourhood through a patio door. Upon entering, the robbers confronted the homeowner (a 45-year-old female) and then one of the robbers proceeded upstairs, where he came face to face with the homeowner’s father.” The victim apparently sustained a gunshot wound to his chest during the confrontation. Traut says that the victim died shortly afterwards, but he adds the homeowner, her two six-year-old children and the other guests were unharmed. It is suspected that the robbers were anticipating no male presence in the house, because they made their move shortly after the homeowner’s husband left for work. The suspects fled the scene in a white light delivery vehicle with an undisclosed sum of cash. Traut concludes: “If you can provide valuable information, kindly call Crime Stop on 086 001 0111.”

Alleged rapist might plead guilty DESIREÉ RORKE
While the State might be negotiating a plea bargain with the man who stands accused of rape and sexual assault of five minor girls, the parents of the victims are fuming at the prospect that a guilty plea might land him a lesser sentence. The man who was arrested at his home in Brackenfell on 15 May, appeared in the Blue Downs Regional
Court last Wednesday, and will appear again today. He was charged on 10 counts of sexual assault and rape under its new definition. Two of the girls were his own daughters, aged 10 and 12 at the time, another three were friends of his daughters all aged 12 and another a 16-year old babysitter. TygerBurger has it on good authority that the accused is considering to plead guilty, depending on the jail sentence the State offers in
return. A reliable source informed the newspaper that an eight-year jail term has been discussed, but this could not be confirmed. “Should he plead guilty, the victims would not have to relive their trauma in a court of law, but it would strengthen his chance to get a lesser sentence,” CEO of Rape Wise SA, John Buswell told TygerBurger this week. Buswell is one of the founder members of Rape Wise South Africa, an organisation made up of legal
and healthcare professionals, dedicated to helping the youth. Over 35 000 educators, doctors, trauma sisters and psychologists, are trained annually by Rape Wise. Buswell also expressed his shock at the fact that a possible eight-year jail sentence has been discussed, saying that such a perpetrator might be out on good behaviour in as few as four or five years. According to Buswell the minimum sentence for child rape is 25 years, and the minimum sentence

liquor board, Raybin Windvogel. Winde concluded: “The Western Cape government is taking a hard stance against sellers who don’t obey the law. We understand that liquor is an important income and employment generator for our province, but this must be weighed against its harms. If licensed outlets abide by the rules, we’ll see a significant drop in the negative effects of alcohol. “We encourage them to get their houses in order now. Even in camera a clever advocate will tear a young girl’s testimony to shreds ... In such cases an offender often might walk free,” he says. According to Buswell: “On average the serial rapist rapes 27 times before he is arrested and once it has been established that a sexual predator has multiple victims, there is a 95 percent chance that he will commit the same offence after being released. The majority of perpetrators who rape children of this age, will certainly come out and do it again. They are chronic and cannot be rehabilitated,” he said. The parents of the victims are outraged at the possibility of a lighter sentence. “We don’t want him in Brackenfell ... we will never be safe again. If he comes out in four or five years our children will only be 17 or 18, and they are still scared of him,” one parent told TygerBurger. Buswell confirmed that the State in terms of law, must consult with the parents of the victims before they accept any deal in terms of a plea.

Twoyearold ‘killed by dogs’ ANDRÉ BAKKES
A two-year-old boy met with a tragic end last week Tuesday when he was apparently savaged by a dog on a farm in Joostenbergvlakte. The exact cause of Raymond Elton Olyn’s death is, however, still unknown, since the boy’s mangled body was found drifting near the edge of a dam. “At this stage we don’t know if he drowned before the dog attacked
him,” says Kraaifontein Police spokesperson, Captain Gerhard Niemand, before adding they are still awaiting results of the autopsy. “The information we have at the moment is sketchy to say the least. We were called to the farm at 14:00 and when we arrived we immediately noticed the wounds on the body,” he elaborates. “The possibility exist that the dog jumped into the dam and tried to save the floundering boy. . .” The farm’s foreman, who wishes to stay anonymous, says the mother
of the boy was cleaning up inside the house when the incident occurred. He continues, “The father told me the next day that the mother always dresses her boy and then he would undress himself again and play with the dogs.” The foreman goes on to emphasise that various of the mongrels on the farm are, indeed, aggressive. “We have rules – one dog per house (there are four houses for the labourers), and that these dogs should also be sufficiently chained so that none are roaming free. these rules were broken. I am, of course, also uncertain what exactly caused the boy’s death,” he concludes. Both him and Niemand give their condolences to the family, but the latter underlines the importance of proper supervision. “We must always be vigilant when children are near water. We are not blaming anyone for this tragedy, but we really don’t want to see these kind of things. Always remember that children under the age of twelve cannot really look after themselves,” concludes Niemand.

Well-known personality Soli Philander from The Taxi Radio also attended the festival broadcasting from the venue. Organiser Marnette Meyer from Paparazzi Studios said they were happy with the turnout. “With a consistently good turnout for the beer festival two years in a row we will definitely be organising this event again next year,” she said. “Namibian Breweries may join next year and we want to extend into a full-blown German beerfest including an Oompah band and more food stalls,” Marnett added.

When a local plumbing company heard about the Anything That Floats competition at the beerfest they came up with a very creative way of both entering the competition and marketing their services. Although the “Floater” – a glorified piece of floating poo – was an unsightly vessel set against the amazing backdrop of the waterfilled quarry of the Hillcrest Estate, it won the competition hands down. Saturday’s festival saw some 2 000 people relax on the lawn and enjoy beer and drinks from a handful of different brewers while listening to the sound of among others 2011 Idols finalist Mark Haze. “This was the brilliant idea of Kerryn, our general manager, who came up with the concept of a floating turd. The idea was not only to promote our services but lead to a few

Winelands tolling on hold for now DESIREÉ RORKE
Sanral has for now, agreed to halt all work on the N1/N2 Winelands Toll Road project, while the intergovernmental dispute process takes its course. This follows after the City of Cape Town filed an interdict application against Sanral, of which the case
has last week been postponed sine die (without a date), based on this agreement. According to the City’s mayoral committee member for transport, roads and stormwater, Councillor Brett Herron, the City has already appointed an advocate of the Johannesburg Bar to facilitate the dispute. An intergovernmental dispute is a dispute resolution process
instituted in terms of legislation. “This is an important victory for the City as we believe that the concerns of residents and City stakeholders will now be properly considered. The agreement reached today is the undertaking that the City has sought from Sanral over the past few months and formed the basis of our interdict application,” Herron said last week. “We are satisfied that we have
achieved what we sought to get from the interdict application – a commitment from Sanral that they would not continue with their tolling plans while the City engages to resolve the dispute. We are on record as expressing our concern over the socio-economic impact that tolling would have on Cape Town, particularly on disadvantaged communities.” He believes that this agreement has secured an opportunity for the City to engage constructively in the
intergovernmental dispute process and is in the best interests of all parties. Meanwhile, the City also prepares to take the ministers of transport and environmental affairs’ decision on the project on review, pending the outcome of the resolution process. “We believe from the outset that their decisions were unlawful, and that we have a very good prospect to have it overturned,” he told TygerBurger last week.

A security guard from the CapeGate shopping centre was arrested for theft last Wednesday. The arrest followed after a contractor who was working at the Lifestyle centre, spotted his stolen bore and sander at a second hand dealer at the centre. This equipment, according to W/O Erica Crouse of the Brackenfell police, was stolen between 29 and 30 November. After reporting it stolen, W/O Jaco van der Merwe accompanied the man to the secondhand dealer to trace the person who sold the goods to them. “At about 23:00 on the same day, a 29-year-

Die twee maatskappye het duisende geskenke vir die kinders gekoop. “Ons is hier om ’n verskil te maak in die gemeenskap,” sê Steenkamp met ’n glimlag. Die buurtwag het seker gemaak almal bly veilig en die kinders het gesorg vir die lawaai. Daar was speletjies, poppe, balle, sommer baie vleis en selfs ’n springkasteel Twigg sluit af: “Ek wil graag vir almal bedank wat ons gehelp het om hierdie Kersfees spesiaal te maak vir die kinders.”

Anthea Oostendorf from the CapeGate shopping centre said she was aware of this incident but could not comment at this stage as the investigation has not been finilised as yet. Garden Cities mega development approved The proposed Garden City development of about 14 400 houses outside Durbanville had been given the green light from the department of environmental affairs and development planning. A notification of environmental authorisation has been issued on 24 November. A correction to the environmental authorisation was issued thereafter on 1 December to correct the listed activities authorised. This authorises Garden Cities to construct the proposed Garden City new town development. It will consist of a maximum of 14 400 housing units of various hou-
sing types – including low income, finance-linked and bonded homes – with erf sizes varying between 80 m² and 450 m². There will also be land made available for crèches and schools, places of worship, a market area and transport nodes for public transport facilities. Provision is also made for commercial and light industrial premises, a police station, clinics, sports fields and open spaces or parks, as well as stormwater detention ponds, roads, wastewater and water infrastructure and an electrical substation. The proposed development is si-
tuated outside the urban edge of the City. An application for the amendment of the Urban Structure Plan was approved by the minister for local government, environmental affairs and development planning on 10 October. This came after it was recommended by the City’s Planning and Environmental Portfolio Committee that the application be approved as the site falls within a growth corridor, the Nort-East Development Corridor. An agricutural assessment and agricultural economic study indicated that the soil on the site are of low agricutural value. One reason
for the City’s recommendation was that there is a demand for housing, both onsite, in the immediate vicinity and within the larger City. By approving the development, it is anticipated that about 21 470 jobs will be created during the construction phases and about 24 890 jobs during the operational stages of the development. In its decision, it was also recommended by the Department of Environmental Affairs and Development Planning that labour contracts must be implimented in which contractors will be required to employ a certain percentage of local labour. Interested and affected
parties have the right to appeal in writing against the decision to the minister of the department of environmental affairs (DEA). An appellant must lodge a written notice of intention to appeal with the minister within 20 days of 24 November. An official Notice of Intention to Appeal form must be used. The formal appeal must be must be submitted within 30 days of the lapsing of the abovementioned 20 days. This must also be on an official Appeal Form. Average Joe can impact climate While the outcome of the COP 17 negotiations has been met with mixed reactions, the world is increasingly aware of the devastating effect climate change could have on our planet. The conference resolution encompasses a series of agreements that leaders of 197 nations have reached to reduce the emission of greenhouse gases and manage the impact that climate change will inevitably have. The level of greenhouse gas emissions present in the atmosphere is higher than at any other time during the last 150 000 years. As this increases, so does the world’s temperature, which in turn has catastrophic effects on food security. Despite the technical jargon around the subject, the far reaching impact the average person can have is not to be scoffed at. What can the average person do to prevent climate change? Use less fuel by choosing a fuel-efficient car or use transport requiring less fossil fuel such as trains, subways, buses, car pools, walking and biking. Buy efficient appliances that use less electricity, reduce everyday electrical consumption. Arguably more importantly, we should all start talking about global warming, write letters to local, regional and national media to spread the message and thereby start a movement.

Lost pet issue much more complicated Your article, “Pet detective sniffs out online solution” (TygerBurger, 7 December) refers. While Mr Geldenhuys’s heart is in the right place he is not doing anything new, and had he done his homework he would have noted that the animals being smuggled out of South Africa have often been sourced quite legally, from the internet, from “free to good home” adverts and buying from back yard breeders, etc. Welfare organisations who are aware of these dangers usually do not post Lost & Found notices on the internet as it makes it a lot easier for the wrong people to claim animals which are not theirs, well armed with a downloaded photo and description, particularly animals which are suitable for fighting or for security purposes. And it is even easier for the fraudster if the animal is being “claimed” from a private person who has decided not to give the animal over to a welfare organisation, usually for fear that it may be euthanased, since private
individuals do not have the skills to recognise if an animal does not belong to the claimant. These individuals also cause a problem for people looking for their lost pets and many animals sit with or have been re-homed (illegally) by finders who are waiting to see a lost advert in their local newspaper or on their vet’s bulletin board. By the way, the reason for going the claiming route is that the fraudster avoids the problem of being exposed by pre and post home checks. The best option when losing an animal is to make the effort to visit all the welfare organisations in the area regularly – don’t forget that your companion animal will also recognise you. Ensure that animals are microchipped and have collars and ID tags, it is but a small price to pay for that situation which one hopes will never arise but cannot guarantee. DAVE THORPE Table View

Die gehoor het hoofsaaklik uit Afrikaanssprekendes bestaan, maar is aan die begin in Engels en Duits verwelkom, maar geen Afrikaans nie. Daar is ook aangekondig dat die koor

Afrikaanssprekendes het deur die jare baie bygedra tot die sukses van die koor en om nou verdere finansiële ondersteuning te vra, deur Afrikaans uit te laat by die verwelkoming, sal die beursies toe hou. It was recently brought to my attention that a local radio station arranged a donation for a family in need. This family in need do occur regular monthly medical costs. This family in need also has a threebedroomed home with swimming pool in a safe, well established area, two vehicles, running water, electricity, food and toiletries in their cupboards and satellite television. Giving to people in need is our duty, but we need to re-look at what we consider “people in need”. Everybody has “needs” which is based on your standard of living. If your standard of living is above your income are you really in need? What about those that don’t earn any income? What about the children who live on the street with no home, no food, no parents? Or that pensioner that has to rely on the State for a minimal amount of money to live? Surely they are in need of physical and emotional support. It’s sad how people “in need” play on emotions especially at Christmas time to get things. I’ve learnt that those who shout the loudest do receive first and those that suffer in silence are actually the ones that really need. It’s concerning how companies give to get free advertising without even investigating the situation. Think about your situation and give to those that have less than you and it doesn’t have to be in the form of money either. Time spent chatting to a pensioner in a home, time spent baking cookies for that orphanage, time spent playing with a sick child that is bedridden or giving your neighbour who just lost their job a lift to a job interview is just as valuable. Last thought: The gift of giving should apply all year around, not only at Christmas time. MICHELLE Durbanville

Laerskool Fanie Theron en Aristea Primary se graad 1’s het die briefies aan Kersvader gerig, maar die koerant het sommer besluit om hiervan met die lesers te deel. Die kinders kan skaars skryf, maar ten spyte van hul “speling” en “woordeskot” is die wense nogtans opreg en dierbaar. “Ek soek kariek dat ek met dit kan ry. My broer soek ’n fiets, my mamma ’n kar en my pappa ’n bakie asieblief,” lees ’n briefie van Wilhelm. Cornelius skryf: “Ek is bay soet mag ek asseblief kar?” Karre, poppe en balle is die gunstelingspeelgoed vir graad 1’s as ’n mens so na die briefies kyk. Optimists on heading to Champs Three local sailors will represent their country on the world stage at the end of the month. Travis Barret, 14, Ryan Barnardo and Daniel Spratley (both 15 years old), all members of the Milnerton Aquatics Club (Mac), will take part in the 2011 Optimist World Sailing Championship from 30 December to 10 January. The prestigious event will take place in Napier, New Zealand. At Optiworlds the top five sailors from some 50 countries will compete for the world title in a very technical and competitive 10-day event. The Optimist, Oppie or Opti for short, is a small, single-handed sailing dinghy, measuring 2,3m long by 1,1m wide, and intended for use by children up to the age of 15. It is recognised as an International Class by the International Sailing Federation (ISAF). Over 150 000 children in over 100 countries sail an Optimist, making it not only one of the biggest dinghy classes in the world, but also one of the fastest growing. Optimists provide real international competition because they are a one-design boat, manufactured to
the same specification by dozens of builders around the world. They all must conform to the same standard (the class rules), so the results of a race depend on the skill of the skipper rather than equipment superiority. Apart from the three Table View sailors the SA team also includes David Wilson and Emil Feuillette (aged 14). They will be accompanied by their coach Andrea Giovannini and their manager Kevin Bingham. Sailing is an endurance sport, which requires and tests one’s fitness, strength and one’s decisionmaking ability. Each contestant is alone in their boat and they are not allowed to be coached while racing. The sport currently receives very little support in South Africa and the boys and their families have had to cover their own costs to get to the competition. Sponsors have helped the boys with their team uniform and equipment needs. Over the next few weeks, the SA team will place high priority on getting as much time on the water to hone their skills. Durbanville (181/9 in die toegelate 45 bbe.) het met behulp van GF Linde se 37 lopies verras deur Bellville (153) te klop en Sondag kon ook Ou Mutual (98) nie kers vashou by die Durbies (199) nie. Linde (65), Michael Thomas (39) en Brendon Viret (4/17) was Durbanville se staatma-
kers. Bellville het Sondag weer teen Claremont in die stof gebyt. Tygerberg-klub (182/7) was te sterk vir St. Augustine (135) maar Sondag het hy met 115 lopies teen Rondebosch (212) verloor. Luwaaz September (32*), Ashley Botha (32), Denver Carolus (30*) en Jancan Adams (4/24) was die uitblinkers teen St. Augustine terwyl Antley Adams (3/39) die beste teen Rondebosch gevaar het. Edgemead het naelskraapse nederlae (albei met vyf lopies) op die lyf geloop teen Monrose (206) sowel as Glamorgan (138).
Darryl Barnes (49) en Ryan Milne (3/17) het die beste vertoon teen Montrose, terwyl Sanni Singh (59) en Simon Blake (4/17) nie die nederlaag teen Glamorgan kon afweer nie. Glamorgan het egter met vyf paaltjies vasgeval teen WP-klub (128/5). Vir Milnerton was dit ’n blink naweek. Helderberg (131) is met 82 lopies verslaan ná stewige bydraes deur Faheem Bedford (49 en 3/7), Justin du Toit (43) en Zarin Hardenberg (32*). En Sondag was dit Robin van Harte (43 en 3/24) wat die grootste aandeel gehad het in Milnerton (134) se sege oor Vishoek (86).
