Task teams crack down on liquor ANDRÉ BAKKES

The City of Cape Town is taking a “zero tolerance approach” this festive season in their crackdown on non-compliant liquor outlets. On Monday the Western Cape minister of finance, economic development and tourism, Alan Winde, joined various officials when they surprised 34 outlets in the Wallacedene and Bloekombos area. A huge entourage of vehicles snaked its way through the narrow streets of Wallacedene and stopped sporadically to perform yet another inspection. Virtually at every stop they discovered illegalities and concentrated drink of mass-produced concoctions called “ale” were everpresent. “This stuff is tik in a bottle and it’s manufactured for one purpose only: to get people motherlessly drunk,” said Winde during the blitz. “What’s worse is that it’s cheaper than water. I will be exploring every possible avenue to have it declared an illegal substance so that we can eradicate it from our communities. Every festive season, I think about those families that are broken to pieces because of deaths as a result of alcohol. This must stop.”

Western Cape minister of finance, economic development and tourism, Alan Winde, is dwarfed by the bottles of beer which ‘poisons’ places like Wallacedene. Photo: André Bakkes Winde also posed a metaphorical question when he asked, “How many murders do we sell here? How many rapes? This poison is tearing our communities apart!” Winde was joined by liquor board inspectors, Kraaifontein police, the

City of Cape Town law enforcement officials and the Kraaifontein Community Policing Forum. In several cases, fines were issued for selling liquor from incorrectly zoned parts of the premises and for not having working fire extinguishers. Other

transgressions that the inspectors were on the lookout for included serving alcohol to minors, selling alcohol for off-consumption with an on-consumption licence, lapsed licences and the violation of trading hours. Since April, joint operations

teams have conducted 1 700 inspections across the province and have issued fines in excess of R120 000. “A further 400 raids are planned for the December and January festive period. In addition, law enforcement will keep a close watch on premises that have already been inspected to ensure that non-compliant behaviour has ceased,” said Winde. Chairperson of the Kraaifontein Community Policing Forum, Clamen Solomons, welcomed the blitz. “The community will continue to work with SAPS and all other stakeholders to squeeze crime to zero. Alcohol abuse in our area is currently creating violent crimes,” said the chairperson of the liquor board, Raybin Windvogel. Winde concluded: “The Western Cape government is taking a hard stance against sellers who don’t obey the law. We understand that liquor is an important income and employment generator for our province, but this must be weighed against its harms. If licensed outlets abide by the rules, we’ll see a significant drop in the negative effects of alcohol. “We encourage them to get their houses in order now. This December and January, we are ramping up inspections ...” If liquor outlets have any queries relating to licensing, they can call the Western Cape government liquor board on: 0860 555 134.

Final beach cleanup: Organis ers of the regular Blouberg Beach Cleanup were grateful to everyone who braved the blistering southeast er and came to help out at their last beach cleanup for the year. Much rub bish including bottles and broken glass was picked up. The group of vol unteers this year helped to clean more than two tonnes of rubbish from the beach. “We would love to see more schools and sports teams in volved in the cleanups next year! It is a great day out and you are doing something great for the environ ment,” said organiser Gregory Player. Anyone keen on getting involved in the cleanups for next year, can con tact him on gregory_player@hot mail.com or follow the Facebook page Blouberg Beach Cleanup.

Guest house scam warning ESMÉ ERASMUS

Prospective “guests” turned out to be thieves after they stole items at a guest house in Kenridge while pretending to be looking for accommodation. According to the guest house owner in Van Riebeeck Avenue in Kenridge, two women and a man – all three dressed in black only and in their 20s – arrived at the guest house at about 21:00 on Wednesday 30 November. They said they have just arrived from Mossel Bay and were looking for accommodation. When the three said they heard about the

guest house from the petrol attendants at the petrol station at Kenridge Centre, the owner thought it plausible as he was well-known to the attendants. The youngsters told his wife and him they have another friend that was waiting in the car. However, he could see no car from the window. “They did not seem to be interested in the rooms. While two of them looked at everything, walked around and enquired about all sorts of things such as braai and swimming facilities, the one woman was very quiet. “She must have slipped off to a private adjoining room where she stole my wallet and a digital camera,” he said.

They became nervous when the owner of the guest house asked them for identification and the registration number of their vehicle. The youngsters left all of a sudden and disappeared outside while his wife was writing down their particulars, he said. Only then did he discover the items were missing. He had R500 cash in his wallet. The value of the camera is R2 000. He recalled a similar incident in which two men and a “pregnant” woman had the same modus operandi. He has subsequently warned all the guest house owners who are members of their guest house association by email, the owner said.

bullying! Miss Manners from Manners4Minors recently presented Bully Workshops to the schools in the community as part of the company’s Social Responsibility Project. Bullying can cause a huge amount of stress in children no matter their age. By show ing them how to deal with a bully children are empowered to control what happens to them and gives them muchneeded confidence. The Bully workshops have been a great success and have been enjoyed by many schools in the area, mainly in the fourth term, such as at Blouber grandt PrePrimary, Blouberg Ridge Primary, El kanah House, Play Planet, Blouberg Interna tional School, CBC St John’s Parklands, Milner ton PrePrimary School, Christopher Robin PrePrimary (Parklands College) and ZooZoo Land. The children have left the workshop know ing how to identify a bully, understanding the different types of bullying and most importantly, knowing how to deal with being bullied. Here Miss Manners teaches Carter, Calla, Cailin and Keanu of Bloubergrant PrePrimary School to stand up against Rodney Rude during a recent bully workshop.

Gee ons Kersvader ’n rooi swembroek!

Soli Philander waves to shore during his ride on the floater.

Floater of the turd kind wins at fest to a few laughs too,” said David Olivier from Drainmen’s head office. Olivier said Gary Charnley from their head office took three days to build the boat named “Floater”. “When he finished it looked great … well it looked interesting!” he said. All entry fees from the float competition went towards NSRI Melkbosstrand. Drainmen added to the cause by offering paid rides on the Floater and donating that money to the NSRI as well. Well-known personality Soli Philander from The Taxi Radio also attended the festival broadcasting from the venue. Organiser Marnette Meyer from Paparazzi Studios said they were happy with the turnout. “With a consistently good turnout for the beer festival two years in a row we will definitely be organising this event again next year,” she said. “Namibian Breweries may join next year and we want to extend into a full-blown German beerfest including an Oompah band and more food stalls,” Marnett added.

LEON STEENKAMP

Float builders at this year’s Durbanville Beerfest took the idea of being pooped after a hard day of drinking to a different level. When a local plumbing company heard about the Anything That Floats competition at the beerfest they came up with a very creative way of both entering the competition and marketing their services. Although the “Floater” – a glorified piece of floating poo – was an unsightly vessel set against the amazing backdrop of the waterfilled quarry of the Hillcrest Estate, it won the competition hands down. Saturday’s festival saw some 2 000 people relax on the lawn and enjoy beer and drinks from a handful of different brewers while listening to the sound of among others 2011 Idols finalist Mark Haze. “This was the brilliant idea of Kerryn, our general manager, who came up with the concept of a floating turd. The idea was not only to promote our services but lead

Vals sneeu – polistereenballetjies, wit spuitverf, wit tinsel, watte – is walglik. Ja, my vriendin, ek het seker ’n paar “dingetjies”.

sailed out of Cape Town on her last voyage. The plaque was researched and designed by Jay Gates and Sydney Cullis, as part of the plans of the V&A Waterfront owners to open up the heritage of the Waterfront to tourists. Gates (vice-president), Cullis and Table View resident Pat Downing are members of the Ship Society of South Africa (SSSA), a society founded in 1953 by maritime enthusiasts which aims to record, collect and share with the public the history of the shipping world. The SSSA organised the placement of the plaque following a request from the waterfront managers. “This is the first such plaque in the V&A and we have already been asked to do at least two more for them,” Downing said. Captain Steven Bentley, the harbour master of the V&A Waterfront requested that the plaque be unveiled to coincide with the final sailing of the SA polar supply ship to the South African National Antarctic Expedition (SANAE). The vessel left the harbour for Antarctica for the last time before she is retired in 2012. The ceremony took place next to the ship itself. Also present at the unveiling were department of environmental affairs representatives Dr Monde Mayakiso, deputy director general oceans and coast, and Henry Valentine, director of Antartica and islands. In his speech Gates focused on the significance of Cape Town as a har-

Jay Gates addresses the crowd at the unveiling of the Gateway to Antartica plaque. Photos: Pat Downing bour, both historically and today, in being an Antarctic Gateway. He was sad that its history, and that of the V&A Waterfront, was unknown to most Capetonians and South Africans due to this history being of no interest or significance to previous administrations. “Cape Town is the single most important city in the world when it comes to its place in exploration and research expeditions from around the world from 1739 onwards.” This holds especially true in the opening up of Antarctica. James Cook, the greatest mari-

time navigator and explorer of all time, stopped over in Cape Town no fewer than four times. Two of the greatest Antarctic seafarers of the “Golden Age” of Antarctic exploration, John Fion MacLear and John King Davis, were themselves Capetonians. The privilege of the actual unveiling went to Captain William Leith, a retired SA Agulhas captain who served on her for 21 years. “The sailing of the SA Agulhas brings to an end an era ... however, a new and more modern ship, the SA Agulhas II will be brought into service in 2012,” Downing said.

The humble bench was auctioned off at the 2010 gala event of the Fellows for Cancer, a charity that helps local cancer suffers pay for their treatment. The bench was bought by Pieter Visser and Morné Simon for R12 000. Visser then suggested that plaques with the names of each contributor be mounted on the bench. These are sold for R1 000 each. “This means that the bench will continue to raise funds at every gala event,” Schlecter said. To date 53 plaques have been sold and mounted on the bench, which brings its total fundraising value to R65 000.

To ensure the bench also creates awareness of the Fellows for Cancer, Visser thought it a good idea to place it close to his home in the Atlantic Beach Golf Estate. Following an approval process by the Atlantic Beach Home Owners’ Association, the bench found a final resting place near the 12th tee just over a month ago. Schlecter says it is rather fitting that the bench ended up there in reference to his late brother Dirk, who founded the Fellows group. “Dirk was very involved with the development of the estate through his earth moving company. “This is the area where he made his money and he also had a house here,” Schlechter said. “It is a nice spot,” Schlecter said, adding that the bench and plaques will be regularly maintained to protect it from the onslaught of the harsh coastal conditions.

Cape ‘ready’ for fires Teams of wildland firefighters and a fleet of dedicated wildfire fighting aircraft will be on stand-by to assist Western Cape firefighters combat runaway fires as the fire season begins in the Western Cape this month. Wildland firefighters from the Working on Fire Programme (WoF) recently demonstrated their prowess at Fisantekraal airfield on the Cape West Coast. The airfield is one of many bases from which wildland firefighters and FFA (Forest Fire Association) Group Aviation firefighting aircraft, including water bombers and Huey helicopters carrying “bambi” buckets, are dispatched. For the season opener 25 fixedwing aircraft and helicopters gathered at Fisantekraal before being allocated to their various bases. The FFA Group implements the WoF programme on behalf of govern-

ment. “The current global negotiations on mitigating the effects of climate change have a distinct relationship to the threat of uncontrolled veld fires,” said Trevor Abrahams, executive chairman of FFA Operations. “By all accounts, global warming increases the risk of devastating veld fires. As we prepare for the Cape fire season, we are sure of the readiness of our ground and aerial resources. “We can only hope that our preparedness is matched by a global commitment to combat the debilitating effects of climate change, including the increased risk of uncontrolled fires,” he said. The Cape fire season officially started on 1 December and runs until 30 April, although climate change is mitigating longer burning seasons. According to Graham Barlow, gen-

eral manager of Working on Fire Western Cape, changing weather patterns are a concern. “Vegetation is dry, which means higher fuel loads and whilst fynbos is a fire regenerated vegetation, too many wildfires too soon in the natural cycle will destroy fynbos, allowing alien species to become established. “Once aliens are established, fuel loads increase rapidly and wildfire becomes a regular occurrence. It’s a vicious cycle,” he said. WoF is a government-funded programme, implemented by the FFA Group that trains and employs young people from impoverished communities to fight veld and forest fires. Its firefighters are organised into “Hotshot” teams. This fire season 22 WoF “hotshot” teams will be based in an area stretching from the Cederberg through to George.

Wildland firefighters from the Lamietberg and Fisantekraal ground teams presented live demonstrations of their air and ground wildland firefighting techniques to be deployed in the Western Cape. Pilots from the FFA aerial wing, deployed in support of Working on Fire (WoF) wildland firefighters, also demonstrated their aerial firefighting techniques.

Cape Town to be more ‘caring’ city Cape Town is en route to becoming a more caring city. This is in sight after the City of Cape Town’s social and early childhood development directorate and the provincial department of social development recently renewed the protocol agreement initially entered into between the two parties whilst Cape Town executive mayor Patricia de Lille was still the Western Cape minister of social development. It was therefore fitting that De Lille signed the agreement with the current Western Cape minister of social development, Albert Fritz in her new role as mayor.

The protocol agreement allows the City to undertake a range of programmes and initiatives in support of its commitment to being a caring city, which follows the functions of local government as listed in the Constitution. The agreement further allows the City the ability to undertake some of the work ascribed to the provincial department of social development, especially in areas where local government is better placed to do so. Under such circumstances, the City would normally deliver these development interventions at its own cost and with its own resources.

This agreement gives the City the opportunity to increase its capacity and its ability to focus on intervention in respect of street people, substance abuse, youth development, poverty alleviation, disability, gender, early childhood development and social crime prevention. “I am elated that we were able to renew this agreement which allows us to move forward ... It is especially helpful in terms of early childhood development and social entrepreneurship programmes,” said the City’s mayco member for social and early childhood development, Beverley Cortje-Alcock.

SEO industry expands in SA The local online industry received a welcome boost last week with the founding of White Hatters SA. Professor Melius Weideman from Protea Valley is one of the three founding members of this non-profit organisation offering a platform for those interested in the fields of search engine optimisation and digital marketing. “White Hatters SA is a non-profit organisation that is committed to promoting, educating and growing search engine optimisation (SEO) in South Africa and Africa. Our aim is to increase the quality of search engine marketing (SEM) practices in South Africa, to share knowledge and empower members to maximise the advantages of implementing best practice SEO and SEM,” Weideman explained. “The term ‘white hat’ refers to the ethics side of the process to adapt a website to be highly visible for search engine robots,” he adds. Weideman does research on website visibility and usability at the Cape Peninsula University of Technology (CPUT). The other founding members are Shaune Jordaan of Synergize and Allen Jaffe of ROIMedia. Established in 1999, Synergize was one of the first companies in the country to offer a service in search optimisation.

ROIMedia is an agency that specialises in conceptual solutions for web traffic as well as successful optimisation. The company has business partners in New York, Ireland, the UK and Australasia. Both companies have their head offices in Cape Town. There was great interest in the Whitehatters SA project with the launch event being sold out within one week. A group of 130 SEO professionals from across the country packed the auditorium at the Two Oceans Aquarium on 30 November. Weidemann said the great attendance was telling of the support and enthusiasm towards an ethical SEO industry in South Africa. “The event was the first of its kind on African soil, and brought together the strongest SEO minds in order to change the perceptions and face of SEO in South Africa,” he said. Jaffe and Jordaan each gave a presentation on the current state of the industry in Cape Town with Weideman concluding with a talk about interesting research results in the field. There were many questions and everyone agreed that the Whitehatters is the beginning of great things for Cape Town’s search engine optimisation industry. For more details visit www.whitehatters.co.za.

Big award:

Canal Walk Shopping Centre in Cape Town scooped two of the country’s four top retail property awards at the South African Council of Shopping Centres’ (SACSC) Spectrum Awards this week. Marketing Concepts under takes the marketing of Canal Walk. Canal Walk Snow, the centre’s marketing campaign for the 2010 summer holidays, clinched the Spectrum trophy. The shopping mall also received a gold Footprint Marketing Award for Canal Walk ‘Gets Social’, making it the only double finalist in the hotlycontested marketing awards category. Cape Union Mart Adventure Centre at Canal Walk Shopping Centre in Cape Town was also top of its category at the awards and triumphed in the National Retailer of the Year Award, for delivering firstrate service. LEWENSKIEKIE

Average Joe can impact climate While the outcome of the COP 17 negotiations has been met with mixed reactions, the world is increasingly aware of the devastating effect climate change could have on our planet. The conference resolution encompasses a series of agreements that leaders of 197 nations have reached to reduce the emission of greenhouse gases and manage the impact that climate change will inevitably have. The level of greenhouse gas emissions present in the atmosphere is higher than at any other time during the last 150 000 years. As this increases, so does the world’s temperature, which in turn has catastrophic effects on food security. Despite the technical jargon around the subject, the far reaching impact the average person can have is not to be scoffed at. What can the average person do to prevent climate change? Use less fuel by choosing a fuel-efficient car or use transport requiring less fossil fuel such as trains, subways, buses, car pools, walking and biking. Buy efficient appliances that use less electricity, reduce everyday electrical consumption. Arguably more importantly, we should all start talking about global warming, write letters to local, regional and national media to spread the message and thereby start a movement.

“All you need”! Indeed, that all I need is to pay some smart a** R20 non-refundable for a piece of plastic to allow me to pay and use the public bus system. Some company got rich before when CT Council introduced parking meters that could only be loaded with such pieces of plastic. It did not take long and they threw the whole system on the scrap heap, and the cards, for which we paid R10 “deposit” we could throw away, like putting a match to a R10 note. Now we have paid for a pricy new bus system through our taxes which might improve traffic conditions provided enough people use it, but instead of buying a straight ticket we first have to buy a plastic card.

At Gautrain, too I got caught like that, as the advertised price is not what one pays the first time, having to buy a plastic card before one can actually pay for the fare. Living in CT I now “own” a Gautrain piece of plastic, but if I don’t re-use it within a couple of years, it’ll be “de-activated”. Some very smart guy(s) got themselves some good money making deals here producing useless pieces of plastic which the public has to buy before being able to use the “service”. I wonder if that’s not unconstitutional? So from my side, no “proper” ticket, no using MyCiTi! PETER SMULIK Rugby

Who approved bank greed? And we question, on what basis was the tender for the card system awarded and who on earth agreed to this rip-off? A brilliant service launched using taxpayers’ money, has now been sullied with the greed of a bank to carve off millions from commuters who now use the service. If 20 000 commuters use MyCiTi, this translates to over R2,6m in revenue that Absa pockets. Consider how many ticket office

staff could be employed with this budget! How could this agreement have been approved without commuter and taxpayer consultation? Please, on behalf of the paying few, share access to the process that delivered this blatant abuse. Thanks for a great paper, and we look forward to reading your report. LAWRENCE BROWN Email

It was recently brought to my attention that a local radio station arranged a donation for a family in need. This family in need do occur regular monthly medical costs. This family in need also has a threebedroomed home with swimming pool in a safe, well established area, two vehicles, running water, electricity, food and toiletries in their cupboards and satellite TV. Giving to people in need is our duty, but we need to re-look at what we consider “people in need”. Everybody has “needs” which is based on your standard of living. If your standard of living is above your income are you really in need? What about those that don’t earn any income? What about the children who live on the street with no home, no food, no parents? Or that pensioner that has to rely on the State for a minimal amount of money to live? Surely they are in need of physical and emotional support. It’s sad how people “in need” play on emotions especially at Christmas time to get things. I’ve learnt that those who shout the loudest do receive first and those that suffer in silence are actually the ones that really need. It’s concerning how companies give to get free advertising without even investigating the situation. Think about your situation and give to those that have less than you and it doesn’t have to be in the form of money either. Time spent chatting to a pensioner in a home, time spent baking cookies for that orphanage ... is just as valuable. The gift of giving should apply all year around, not only at Christmas time. MICHELLE Durbanville

MyCiTi ticket benefits Absa The MyCiTi bus service is a great and efficient service, even more user friendly than the Gautrain train and bus services in Gauteng. Regrettably, the new proposed payment system is not geared towards providing the same service to the public, but rather to tend to the interest of Absa bank. Whoever decided to go with this service

has either not considered the facts from the consumer’s point of view or was hoping that the consumer would not notice. To pay bank charges when purchasing a “bus ticket” is unacceptable. “Small” as you may think it is, it adds up. This system enriches an already abusive banking structure and takes from already needy people with no other alternative.

Don’t think that because the public continues to use the service that they are doing it voluntarily. The reality is that most of the public will not even be able to vote with their feet, since there is no alternative transport from Table View. Reconsider this abusive system and find one that is beneficial to both the commuter and the City, not the bank. I look forward to seeing your positive response. ANDRE BARNARD Email

Christmas meal for needy The annual Christmas meal for the homeless in Ysterplaat will this year also cater for the unemployed and pensioners. Organiser Elizabeth Viljoen is asking for food stuff donations to prepare a meal of chicken pasta, mince curry and trifle as well as coffee, tea or juice. “Any other donations such as additional vegetables will also be much appreciated. Anything that will fill a plate of food for these homeless people will be great,” Viljoen

Hanlie Snyman (left, owner of Bernina Durbanville, Paarl and Tygervalley) hands over the Berni na sewing machine to Asanda Capuko (Northlink College clothing production student). With them is Yvonne Olivier, clothing production lecturer at Northlink.

Her future stitched up One Northlink student’s future was recently changed for the better when she was awarded a fantastic prize worth R11 000. Asanda Capuko, final-year clothing production student at the Northlink Protea campus in Bellville, was awarded the Bernina Merit Award for 2011 valued at R11 000. She received this honour during the annual Northlink College fashion show, which is one of the highlights on the college’s calendar. This year’s event was held on 1 December. Students showcased their designs that they have been working on for the past year. The people in the fully packed hall of the Northlink College Protea Campus in Bellville showed their appreciation. Asanda’s award comprised a brand new Bernina sewing machine, with all the accessories and free training classes included.

According to her lecturer, Yvonne Olivier, Asanda has been a very dedicated and diligent student who always adhered to deadlines and was therefore a well deserved winner. Says Hanlie Snyman, owner of Bernina Durbanville, Paarl and Tygervalley: “We and Bernina South Africa wanted to give the machine to a student who would not have had the means to buy a machine herself and in the process, not only better the student’s chance to succeed in her industry, but make a substantial difference in the life of the student.” Says the winning student: “I am very happy and honoured to have received this award and will make everyone who believed in me proud.” Asanda plans to start with her training classes this month and will carry on producing clothing of the quality that she has during her years of study.

Top notch musicians at Hugo Two outstanding South African musicians, Sarah Jane Brandon (soprano) and James Baillieu (piano), who are both forging very impressive careers abroad, will be performing together at the Hugo Lambrechts Auditorium on Sunday 18 December. This is a rare opportunity to hear these two exceptional musicians together in a programme of opera arias, lieder and songs, to celebrate the spirit of Christmas. The enchanting soprano Sarah-Jane Brandon was the winner of the 2009 Kathleen Ferrier competition and studied at the Royal College of Music. She was a participant at the highly-regarded 2011 Salzburg Festival’s young singers project. She has performed with the London Symphony Orchestra, the Royal London Philharmonic Orchestra, the BBC Symphony Orchestra and the Radio Symphony National Orchestra under such prolific conductors as Bernard Haitink and Sir Andrew Davis. Sarah-Jane will also be one of the soloists in the St Andrew’s Spring/Summer Concert Series oratorio performance of Samson (Handel), to be staged in Cape Town on 15 and 16 December. Described by The Daily Telegraph as “in a class of his own”, James Baillieu has been the prize-winner of the Wigmore Hall Song Competition, Das Lied International Song Competition (in both 2009 & 2011), Kathleen Ferrier and Richard Tauber competitions. He was selected for representation by Young Classical Artists Trust (YCAT) in 2010. Born in South Africa, James graduated from the University of Cape Town with distinction in 2004. He went on to win a full scholarship to the Royal Academy of Music in London where he studied with Michael Dussek, Malcolm Martineau and Kathryn Stott. In 2011 he was appointed Professor of Piano Accompaniment at the Royal Academy of Music. The performance at the Hugo will start at 15:30. Tickets at R110, R70 (pensioners) and R50 (students/scholars) can be booked on www.webtickets.co.za or by phoning 021 461 3816 during office hours. Tickets will also be on sale at the door.

Their bark worse than their bite MARANA BRAND VAN HULSTEYN

About 60 percent of all complaints received by the City’s call centre, relate to barking dogs. During the past five months, about 15 of these calls were made by Etienne Jordaan and other residents of Pine Court in Wrench Road, Parow – with no satisfying outcome. Apart from the call centre’s figures, TygerBurger also gets inundated with calls from people complaining about neighbours’ barking dogs. In Jordaan’s case, Pine Court, some of the residents are shift workers. Pine Court has 10 units. “Two of the residents are blind, which means that their hearing is heightened. In short, the two barking dogs are inconveniencing the whole block and nothing is being done about the problem. Certain of the residents have had to resort to medication to be able to sleep,” he said. According to Richard Bosman, executive director: safety and security of the City of Cape Town, the current (new) Animal By-law makes enforcement and a reasonable outcome in these matters much easier, but the more complaints, the longer the turnaround time. “More and more people are working from home or sleeping during the day to work night shift, hence complaints have increased significantly over the past few years.” Unfortunately, “the turnaround time for dog complaints has decreased significantly since the implementation of the by-law, and is around seven days,” he said. Another problem is that although a dog owner can be summonsed before court where the magistrate may issue them with a fine, these fines have not been established yet. “The City is waiting for the magistrates to approve the fine schedule which will allow for law enforcement officers to issue spot fines. In the interim all offenders will be issued with court dates to appear before

a magistrate,” Bosman explains. When someone lodges a complaint at the City’s call centre, law enforcement will visit the premises and monitor the complaint. “A law enforcement officer will monitor the dog and if it is found to bark more than three minutes in the half hour or six minutes in the hour, such dog owner will be dealt with,” Bosman explains. This include the following: . They will issue a compliance notice to the owner to implement measures to prevent the barking. Warning notices are not issued. . If the barking continues, the dog will be impounded immediately. A summons may also be issued. . The owner will then have to provide the pound master with evidence of effective remedial intervention before the dog will be released. The owner will also have to pay all fees (impoundment/daily care and feeding) before release. “Owners are currently taking the threat of impoundment seriously and mostly offer their cooperation,” Bosman assured. Jordaan says this is not as easy – or effective – as it may sound. He said after numerous complaints, law enforcement dropped off a “Dog Monitor Form” to be completed. It called for information such as: “How many times does the dog bark, and why?” Jordaan said. “Firstly, we cannot see over the pre-cast wall to see why the dogs are barking. Then we were told that the form was incorrectly completed. We may not count each time the barking cacophony occurs, but each woof of the dog is to be counted. This is impossible! Besides which, there are two dogs who bark simultaneously!” Bosman urged dog owners to make sure their dogs do not cause disturbance. “Owners must ensure that their dogs are restrained and that they do not exceed the time limit on barking.” . Complaints about barking dogs can be logged with the City’s call centre on 107 (from a Telkom line) or 021 480 7700 (from a cellphone).

Few things are as annoying as a neighbour's barking dog.

A bronze coleus, one of the ideas for a gift this Christmas.

Give living gift this Christmas Give a living gift this festive season, something that’s simple, inexpensive and above all, environment friendly. Look out for mixed bowls or baskets filled with indoor plants such as the coleus, kalanchoe, African violet or love palm. Christmas poinsettias, ferns, chrysanthemums and peace lilies remain firm favourites. The poinsettia is the traditional Christmas flower and whilst red poinsettias are a traditional winner, also look out for pink and lime green varieties this festive season. Festive gifts If you are thinking of green Christmas presents for kids, look out for little animal pots that grow hair, gardening equipment, boots, gloves, those cool seed germinators, a worm farm, the Jiffy propagation products or even bug boxes. Fill a gardener’s stocking with twine, labels, marking pen, secateurs and packets of seeds or a basket with sunscreen, organic soap, hand lotion and garden gloves. A bird enthusiast can never have too many birdbaths, bird feeders and tables. For more information go to www.lifeisagarden.co.za. .Always check that house plants are not poisonous to pet cats and dogs - Ed.

Mofaya beach fun Vodacom will be hosting Mofaya Fun on the Beach at Ratanga Junction this weekend, starting on Friday (16 December). Activities include beach volleyball, dance-offs and giveaways, as well as a green screen for photo opportunities. Entrance is free.

MYCITI INTRODUCES THE SMARTCARD FARE SYSTEM. The City of Cape Town is introducing the myconnect card to provide commuters with a faster and more convenient way to use the MyCiTi public transport system. It’s the easiest way to pay for travel on the MyCiTi system – and can be used for low value retail transactions at merchants displaying the Mastercard PayPass™ or Mastercard Cash sign.

HOW TO USE THE CARD

The maximum amount of money that you can load at any one time onto the card is R1 500. You may not load more than R3 000 in total within a 30 day period. The maximum transaction amount is R200 per retail purchase.

MYCONNECT CARDS ARE NOW AVAILABLE

You will be issued with a card which has a default PIN of 1111. You will be prompted to select a PIN. Select a PIN you will remember, because without your PIN you cannot load money. In order to travel, you now need to load money onto the e-purse. Remember to keep your myconnect card safe as you would your cash. The card balance can be checked at the kiosk or when you validate at the station. Please inform the station conductor prior to tapping your card should you wish to check your balance.

1. Board the bus and hold your card against the validator.

Councillor Brett Herron and Marvin get their myconnect cards.

This is the first step to converting MyCiTi from a paper ticket system to an electronic fare system. The myconnect card is now on sale, and paper tickets will continue to be sold until 20 January 2012. Both paper tickets and myconnect cards can be used until 27 January 2012. As of this date, only the myconnect card will be accepted to pay for travel on MyCiTi. Loading money onto the e-purse of your myconnect card is as easy as buying prepaid electricity: •

Get your myconnect card from the station kiosk now.

Load money onto the myconnect card’s e-purse.

Tap the card against this symbol on a validator, and listen for the beep. The correct fare will be deducted from the e-purse.

When the balance on the card is less than R20.00, the validator will give two loud “beeps” as a warning. Top-up the e-purse on your card as soon as possible. An unsuccessful transaction will be indicated with five beeps. If the validation is unsuccessful, you can use a paper ticket (until 27 Jan) or one of the emergency tickets issued with the card. If you do not have emergency tickets, you will need to leave the bus or station. Visit a kiosk as soon as possible to resolve the problem.

The myconnect card is an ABSA issued bank card and therefore bank fees of 2.5% of the value loaded are applied, with a minimum fee of R1.50 per amount of money loaded on the myconnect card. No other fees are charged when paying MyCiTi fares. We suggest that you load a minimum of R65 onto the e-purse, if you can. This will reduce the amount of bank fees paid. You will always pay R1.50 regardless of the amount, when you load money less than R60.

HOW TO GET YOUR MYCONNECT CARD Step 1: Request a card, pay an issuing fee of R20 (this fee will increase to R22 on 1 January 2012). Keep your receipt in order to be able to return the card to the City for a refund of the original issue fee.

2. Your fare for the relevant route will be displayed on the screen, and you will be shown where and how to tap your card.

Step 2: The kiosk attendant will place the card into their device and will ask you whether you wish to proceed. By agreeing to PROCEED you agree to the MyCiTi Rules which govern travel on the service. Step 3: If you proceed, you will be prompted to enter the default PIN (1111). Then enter your chosen personal PIN code, and enter it a second time. Please choose a PIN that you will remember. NB:If you forget your PIN you will not be able to top up your card, or check your balance at the kiosk in future. Step 4: You can now load money onto the e-purse on the card. Only payment in cash is accepted.

3. Hold your card against the symbol on the validator.

NB: The fee for loading money onto the card is calculated as follows: A minimum fee of R1.50 will be charged for all amounts between R5.00 and R60.00. A 2.5% fee will be charged for all amounts greater than R60.00 (please refer to the fee table on this page). Step 5: Well done, you can now use your card.

4. Remove card and listen for the beeps, that indicate a successful validation.

Op Vrydag is hy by Ge Brody’s in Brackenfell. Op 17 Desember tree hy by die River Bar in Kuilsrvier op en vir Nuwejaarsaand reël hy ’n musiekfees by Tiekiedraai. Besoek Jacques G se Facebookblad vir meer inligting.

‘Blou man’ dink diep oor sy liedjies ’Munks chipwrecked LOUISA STEYL

Grant beplan tans ’n teater-vertoning in Februarie by Dorpstraat.

on an epic adventure along with the Chipettes (voiced by Anna Faris, Christina Applegate and Amy Poehler) aboard a luxury ocean liner which the ’Munks and the ’Ettes turn into their own personal playground. However, when their antics cause the ship to be wrecked on a supposedly deserted island they have to look for a way back to civilization, and the more they explore their new island habitat, the more obvious it becomes that they aren’t alone.

Riders bring home the rosettes Riders from the Thandeka Stables in Duynefontein shone at the recent Western Province Eventing Championship, that was held at Nelsons Creek in Paarl. Riders Ashleigh Paul, Jenna Lockhoff, Jamie Behrens and Nikki

Thurgood (owner of Thandeka) all brought home rosettes. Joining them were the rising stars Karla Schethler, Elmori Bester and Zune van der linde. Despite the adverse weather conditions all the riders competed well. Ashleigh Paul was part of the Western Province novice team

which placed third at the show. Jamie Behrens placed fifth in her class and her progress to the children’s interprovincial team in 2012 will be watched with interest. Jenna Lockhoff also took fifth place in her respective junior class. Nikki Thurgood was part of the adult open team, who were victori-

ous for a second year running. Thandeka stables will be hosting a year-end festive show jumping, dressage and eventing practise show from this Friday (16 December) to Sunday. Contact Wendy on 083 280 5801 or email sadijevents@mweb.co.za for more information.

Dutchman takes flag with two races to come Dutchman Rolf van der Vlugt claimed the top spot in the seventh stop of the Laguna Mall Racing Series. In between all the test work from the past two weeks for his sponsors here in Cape Town he proved why he is ranked fifth on the Professional Kiteboard Rid-

ers’ Association (PKRA) world tour rankings this year. Van der Vlugt was closely followed by local talented rider Oswald Smith (Airush) from Stellenbosch who even at one stage passed the leader and took the lead until he was overtaken on the upwind part of the course.

Finishing in third was Tiler Ryan (Airush) who managed to get passed Colin Heckroodt (North). It was Heckroodt’s worst performance since the start of the series and mostly to be blamed on the fact that he was unfortunate to lost his favourite board during last week’s race.

This after he tangled his lines with van der Vlugt as they vied for first position. Clintan Santillan put another victory behind his belt in the twin tip category. There still two more races left and the overall standings in the series are not yet written in stone.

– (Sarel Burger)

Optimists on heading to Champs Three local sailors will represent their country on the world stage at the end of the month. Travis Barret, 14, Ryan Barnardo and Daniel Spratley (both 15 years old), all members of the Milnerton Aquatics Club (Mac), will take part in the 2011 Optimist World Sailing Championship from 30 December to 10 January. The prestigious event will take place in Napier, New Zealand. At Optiworlds the top five sailors from some 50 countries will compete for the world title in a very technical and competitive 10-day event. The Optimist, Oppie or Opti for short, is a small, single-handed sailing dinghy, measuring 2,3m long by 1,1m wide, and intended for use by children up to the age of 15. It is recognised as an International Class by the International Sailing Federation (ISAF). Over 150 000 children in over 100 countries sail an Optimist, making it not only one of the biggest dinghy classes in the world, but also one of the fastest growing. Optimists provide real international competition because they are a one-design boat, manufactured to

the same specification by dozens of builders around the world. They all must conform to the same standard (the class rules), so the results of a race depend on the skill of the skipper rather than equipment superiority. Apart from the three Table View sailors the SA team also includes David Wilson and Emil Feuillette (aged 14). They will be accompanied by their coach Andrea Giovannini and their manager Kevin Bingham. Sailing is an endurance sport, which requires and tests one’s fitness, strength and one’s decisionmaking ability. Each contestant is alone in their boat and they are not allowed to be coached while racing. The sport currently receives very little support in South Africa and the boys and their families have had to cover their own costs to get to the competition. Sponsors have helped the boys with their team uniform and equipment needs. Over the next few weeks, the SA team will place high priority on getting as much time on the water to hone their skills. For more information about the world championships visit http:// www.optiworldsnz.org.nz.

sunglasses and R500. Entry forms can be collected from Bosman, McNulty and Du Toit Optometrists at 2 Kenridge Avenue, or email mcnulty.george@gmail.com.
