This means traffic is backed up as far as the Porterfield turn-off on the R27,” Lepnik explained. “We would like to know what research and study went into this configuration beforehand,” says another committee member Mike Channing. Both men also question the width of the walkway of the MyCiTi bus station. “Why does it have to be so wide?” Channing wondered, adding that a walkway that can accommodate three individuals side-by-side would be more than sufficient. “If they made the walkway narrower there will be room for a second right turning lane,” he said. The traffic congestion at a busy intersection in Table View is the cause of great frustration to drivers. The traffic flow at the Blaauwberg Road and Pentz Drive intersection in peak times has been described as chaotic by some residents. One group who has been very vocal in asking for a solution is the Table View Ratepayers’ Association (TVRA). “There used to be two lanes that turn right out of Blaauwberg Road into Pentz Drive,” says Alex Lepnik, committee member of the TVRA. “After the MyCiTi Bus Station was built one lane was removed. Now there is only room for eight cars to stack up in the remaining right turning lane. This causes a

As the station is situated in Pentz Drive about 100m from the intersection, it is the first stop where many irate drivers can vent their frustration. “One person would complain about people not obeying the traffic laws with regards to the intersections. The next day when we are out issuing fines to help remedy the situation, people say we are wasting our time and ask why we aren’t out catching criminals instead,” Vosloo said. “People are frustrated with the situation at the intersections and we are the nearest and easiest public officials to whom they can complain,” he said. Peter Paine, a retired traffic officer who lives in Norton’s Place, says the situation seems to be one that

is here to stay. “The road design has not kept up with the population growth of Table View,” he says adding that he also has reservations about the way the IRT was designed. “It is a very good idea but the IRT station should never have been built there,” in reference to the Table View Station. “The City should have found a large piece of land where they could have built a big parking area with the bus terminus,” he says. Paine says a short-term solution to keeping the intersections clear would be to have point guards on duty. “But it’s short-term. The real solution is effective road engineering. One cannot force people to make use of public transport through bad road engineering,” he said. He says the traffic situation is even more chaotic at the Blaauwberg and Koeberg roads intersec-

tion. “Much of the congestion in the afternoon peak times could be remedied by lengthening the right turning lane into Gie Road all the way to Koeberg Road; there is a wide meridian that they can use,” he said. “They say there isn’t money for it, but I am sure money can be found.” Another irate road user is Agi Orfanos from West Beach. “This is bad planning. One cannot force taxpayers out of their vehicles. It is a free choice whether to use public transport. After all petrol tax is one of the biggest revenue sources and helps fund buses and bus routes,” Orfanos said. He echoes the view that any new bus lanes should complement road networks and not compromise them. “All the stubbornness of the authorities will achieve, is a bus system fighting traffic to access bus lanes from public roads. . Rape cases need more care LEON STEENKAMP

Residents of Atlantis have had enough of the high occurence of rape and feel someone should take responsibility. A group of about 150 people marched on the Atlantis Magistrate’s Court demanding stricter sentencing of rapists and a more humane approach to rape victims by doctors from the Saxon Sea Clinic last Thursday. Local ward councillor Barbara Rass was happy with the unified front the community showed during the march. “This is the first march we have had in the last seven years and I am happy because at last the community united behind one cause,” Rass said. “We came together because of the high occurence of rape and the way the system fails us,” she added. “In any rape case a J88 form needs to be filled out by the doctor examining the victim.

Sometimes the victim is so traumatised that she only goes to the clinic a week or two after the rape. “In these case the doctors don’t fill out the forms as it is too long after the rape or the form is filled out incorrectly. The doctors then have an attitude,” Rass explained. “The petition we handed over was just a reminder that we will be monitoring them,” Rass warned. The petition also addressed the way the local court handles rape cases. “The system of the court demoralises the victims and their families. The senior state prosecutor calls in the victim and family to discuss the case and then she decides whether the case goes to court,” Rass said. She added that this reliving of the incident is traumatic on everyone involved and if the case is then not taken further, it disheartens the victim. The petition also addressed the issue of the

granting of bail to rapists. “I one case one person raped five people,” Rass said, highlighting what could happen if more care is not given to keeping possible repeat offenders behind bars. Trevor Lombard, chairman of the Atlantis Community Outreach Centre, who offers counselling to rape victims said the problem is often the investigation of these cases. “If the investigating officer doesn’t give the senior state prosecutor enough evidence to merit a court case, there is nothing she can do,” Lombard said. He said these investigations are largely very cumbersome. “The cases take long because it involves factors such as forensic evidence and often the investigating officers are inexperienced. They should have a specific unit that only focusses on investigating rape cases,” Lombard explained. He said alcohol and drug abuse are the main causes in most rape cases.

feeder platforms on the opposite median (east of Pentz Drive), but due to the requirements from the National Department of Transport on closed feeder/trunk transfers and the revised fare policy, we had to move this feeder platform,” she said. “The feeder platform will require a loading lane and a passing lane, and the increased width required, has meant that we need to remove the second general traffic right turn lane.” Hatton said a traffic engineering assessment of the reduction of the second right turn lane showed a “marginal effect on the performance of the intersection”. She added there will be a reallocation of green time in the intersection timing plan, to allow more

opportunity for the right turning traffic (in one lane), to move through the intersection. “While the City’s studies show that the removal of this right turn lane will have a minimal impact on traffic flow in the area, it is also important to note that as part of the City’s focus on improving public transport we are giving priority to public transport infrastructure over private transport infrastructure. In the Table View area the City is providing a viable and affordable alternative to car use. “Public transport is more affordable to more residents, improves traffic flow and is more sustainable and as such will receive priority over private transport infrastructure,” Hatton said.

Dumping ‘promotes squatting’ LEON STEENKAMP

Local police have become more vocal in their campaign to clear a piece of overgrown land after a murder took place there last week. A man was stabbed to death in Rietvleibos, the bush area located between the Melkbosstrand Police Station and the Birkenhead Shopping Centre, last Wednesday. The incident happened at around 20:00. “The victim and a woman were arguing when the woman hit him with a cooking pot. Her boyfriend then joined the argument and stabbed the man three times,” says Melkbosstrand Police Station Commander Captain Ronita van der Toorn. “The man died on the scene. He had three stab wounds in the chest and back.” A 40-year-old man was arrested on a charge of murder. There are a handful of shacks that have been illegally erected on the land with some

Every couple of weeks we call in the Land Invasion Unit to remove the people but a week later they are back,” says John Taylor, acting chair-

man of the Melkbosstrand Neighbourhood Watch. “The other problem is the rogue dumping that takes place here. Which means there is always some form of building material lying around which they can use to build structures,” Taylor explained. “As soon as the area is cleared it will be much easier to police,” he added. Taylor said they have been involved with City officials to clear the area of alien vegetation. “They say the bushes will be cleared once the new fire station is built there, but we need it to be sooner,” he said. Taylor says Rietbos is part of a bigger area that stretches over a couple of hectares. In correspondence to Taylor, the City’s property management department confirmed they are in the process of investigating the areas that fall under property management and will see to having it cleared as soon as possible. An exact indication of when this would happen was not available at the time of going to press.

Community participation in the prevention of crime will hopefully get a boost following the facelift of the local neighbourhood watch. The new Table View Neighbourhood Watch (TVNW) was formerly known as the Flamingo Vlei Neighbourhood Watch, a registered body that has been operational for almost four years. The extension and coupled name change was borne out of the need expressed by local residents. “We used to only patrol the Flamingo Vlei area but because of requests by the commu-

nity we decided to extend it to the whole police precinct,” said Chairman Ryno Roberts. The TVNW will now act as the parent body for smaller structures such as street watches that will operate in areas including Blouberg, Sunningdale, Parklands and West Beach. “At last count he have about 70 members,” said Roberts. Captain Alwyn Jenkins co-ordinates proceedings between the neighbourhood watch, Table View Police and local security response companies. Last week saw the official opening of the neighbourhood watch control room at the Parklands Police Station.

“All necessary equipment will be booked out at this station and members will also be co-ordinated via radio from here. This station also has a direct radio link with the Table View Police Station,” Jenkins explained. Jenkins says members of the neighbourhood watch patrol during the week and over weekends. “Ideally we would like volunteers to patrol for an hour or two and have five to six vehicles on the road. “Each volunteer uses his own time and vehicle to do patrols,” he explained. Hope for less violence LEON STEENKAMP

A burning torch symbolising the hope of less violence in local communities made its way from the five corners of the province last week. Eight very fit police members – five runners and three cyclists – stopped at the police stations of Melkbosstrand, Table View and Milnerton on Wednesday last week as part of a provincial awareness campaign around the 16 Days of Activism against Women and Child Abuse. The group, one of four across the province, set off from Vredendal on 15 November. “The team have done well. It’s been warm and windy on the road but we have managed to complete between 50 and 80 kilometres a day,” said Colonel Johan Vorster who led the West Coast contingent.

He added their trip to Melkbosstrand has seen them travel 495km. The group of athletes were welcomed at the parking area of the Birkenhead Centre by members of the Melkbosstrand Police Station, Community Police Forum (CPF) and the Class R of of the ACVV Koeberg’s Clever Kids Academy. After being enthusiastically cheered on over the last stretch and heartily welcomed, Vorster shared the message of non-violence and safety with the group. The other torch-carrying groups followed the respective routes along the N1 and N2 stopping off at the various towns on their way to the Police College in Philippi where the official launch of the 16 Days campaign took place on Friday. “On Friday another torch group will set off from Simon’s Town and make their way to Philippi,” Vorster said.

Fellows for Cancer is a Melkbosstrandbased charity organisation that raises funds to financially support local residents who need cancer treatment. The event, held at the Atlantic Beach Hotel on Saturday evening, again saw a host of sports memorabilia, wine and art auctioned off to a very receptive crowd of 160 guests. “It was a beautiful event. We are very happy with the way the evening went. In total we raised close to R400 000,” said one of the organisation’s trustees Hugo Schlecter. Fellows for Cancer was founded three years ago after Schlecter’s brother Dirk passed away due to melanoma.

The third gala evening of the Fellows for Cancer was a huge success with close to R400 000 being raised for the charity.

One local resident who supports the good work done by the Fellows is artist Robert Scott. “I believe it is all about local guys supporting Melkbos and also supporting any charity. It’s about keeping it tight and giving,” said Scott who donated four paintings for the auction. Recent beneficiaries of the Fellows for Cancer trust were Celine van Heerden (15) and Siebert Neethling (24) who were diagnosed with leukemia and non-Hodgkin’s lymphoma. “We want to support more people who are struggling with cancer. Test and win a means to end The Western Cape government’s announcement that money can be won in an HIV/Aids campaign, has been castigated by the South African Medical Association (Sama), who went as far as to call it unethical. Unethical? It’s a means to an end. It’s time organisations such as Sama get off their high horses and find workable solutions to problems such as the high rate of HIV/Aids infections. It was a brilliant idea by the Western Cape premier to get the average Joe Soap excited about a touchy issue. Who wouldn’t want to win R50 000 in cash, especially before Christmas? Just as the 16 Days of Activism for No Violence Against Women and Children campaign, which kicked of last week Friday, was starting to lose momentum, our premier had a lightbulb moment. It’s not as if the Western Cape’s voluntary testing programme hasn’t been a success (1 042 902 people have been tested this past year), there are still way too many who haven’t. And this is where the risk lies. Zille has a point when she says urgent intervention is required to protect women and children from becoming infected with HIV/Aids – directly linked to high levels of sexual violence. If it takes a bit of money to persuade people to get tested, why not?

Het ek as wettige eienaar nie die reg om in my eie huis en op my eie werf, na ’n lang dag by die werk en ure in die verkeer, rus en vrede te geniet nie? Daar is niks wat so irriterend is soos die aanhoudende geblaf van honde nie. Gaan ry in Proteahoogte, Brackenfell – spesifiek in Fidelio-, Lotus-, Herta- en Lamentostraat – en luister hoe klink dit van Maandag tot weer Maandag. Moet bewoners dan eers gewaarsku word deur wetstoepassing en gedreig word met prokureursbriewe en hofsake? Wat het geword van goeie buurmanskap en respek vir ander rondom jou? Watter soort mens gaan bedags werk, voel vere vir sy sogenaamde “troeteldier”, en gee saans met tuiskoms ook geen aandag aan hierdie dier nie? Die meeste honde kry ook geen oefening nie en word bedags in ’n klein agterplasie gelaat. En dan noem hulle hulleself diereliefhebbers! Mense moenie voorgee dat hulle diereliefhebbers is en honde aanhou om diewe en inbrekers af te skrik nie. Dit is ’n ou afgesaagde storie en beteken nie veel nie. Die ergste is egter dat bewoners ook nie Saterdae en Sondae wanneer hulle wel tuis is, die honde stilmaak nie. As jy by wetstoepassing kla, is dit ’n uitgerekte storie wat maande duur en na skriftelike waarskuwings en ’n boete, is dit geen uitgemaakte saak dat die probleem opgelos gaan word nie. Daar is ’n wet wat sê ’n hond kan vir elke halfuur vir drie minute aaneen blaf en elke uur vir ses minute, maar as die hele buurt se honde aanhoudend blaf, is dit om enige persoon teen die mure uit te dryf. Ek was nog altyd ’n hondeliefhebber maar na dese voel ek net uiters gefrustreerd oor honde wat sonder ophou blaf, som vir twee ure aaneen.

Hierdie saak kort dringende aandag en baie strenger wetgewing. Ek glo dat mense presies weet wanneer hulle honde ’n oorlas, sonde en ergernis vir hulle bure is. Om egter ’n ordentlike gesprek daaroor met hulle te voer, is hopeloos. Jy word in die vieslikste taal denkbaar gevloek. As mense nie eers respek vir hulleself het nie, watter respek, omgee en deernis het hulle vir hulle diere? En daar is nog altyd eienaars wat nie hulle honde aan leibande hou nie en hulle laat los rondhardloop in woonbuurte. Hoe skrikwekkend is dit nie vir mense en ander diere nie! En spreek jy só ’n eienaar oor sy onverskilligheid aan, word jy óf geïgnoreer óf gevloek. Ek sou baie graag wou sien dat munisipale honderegulasies by munisipale diensterekenings ingesluit word, sodat alle inwoners dit kan sien en lees wat dit behels en dienooreenkomstig daarop kan reageer. Ons is almal mense, alhoewel nie almal eenders nie. En omdat ons nie almal eenders is nie, dink ons verskillend, voel ons verskillend, reageer ons verskillend en tree ons verskillend op. Omtrent 99% van hondegedrag is die eienaars se eie skuld. Behandel jou hond soos jy jouself en jou kind behandel. Sal jy jou kind dag en nag laat huil en by die deur laat uithardloop die ooptes in? Diere kan nie praat nie en kan nie hulleself help nie. Hulle is aan die genade van die mens oorgelaat. Gee jou hond die nodige liefdevolle aandag, oefening, genoeg kos en water, die nodige spasie. As jy dit nié kan doen nie, moenie honde aanhou nie! Die spreekwoord sê: “ ’n Hond is die mens se beste vriend.” Ek is baie dankbaar dat ek nie ’n hond is wat aan die genade van ’n mens oorgelaat is nie! I live at 35 Gie Road. I understand that they are creating a pathway for cyclists. I am concerned about my lawn and plants. The Municipality has cut my irrigation pipes. As a result, my lawn and plants are not getting any water. For obvious reasons, I do not have a tap at the front, so I cannot water manually at the front. Some of my plants were planted recently, so I am very worried that they will die. When is the Municipality repairing my irrigation system? Horse death still saddens Upon reading the article “Horse died of abuse”, TygerBurger 23 November, I cannot describe how saddened and shocked I felt that a human being, if you could call them that, could be so cruel to a harmless animal. No, these are definitely not humans; one could only call them cruel heartless unfeeling Barbarians who for three days abused the horse, Mr Lonely, by riding it until it could no longer stand and then beating him with a rubber hose on his testicles until he had open welts. On top of this Mr Lonely was totally dehydrated, shocked and fatigued. No, R3 000 bail should not have been allowed by the court. These perpetrators of cruelty should not be given any leniency and when it comes to sentencing have 15 strokes of the cane included, plus a maximum fine of R10 000 applied, even these measures are not enough to erase the animal’s painful death from my mind. Do business with City The City of Cape Town invites all business owners to attend briefings where they can learn more about how to do business with the City. “We have as one of our objectives for the city, the creation of an enabling economic environment in which investment can grow and jobs can be created,” said the City’s executive deputy mayor and mayoral committee member for finance, Alderman Ian Neilson. “We want business owners to interact with us, and to trade with us. But they need to know how to do this and understand the rules of our procurement processes.” In the last quarter 66,6 percent of the service providers used by the City, and pay-

ments to the value of R1,4 billion were made to, were historically disadvantaged individuals. “We know that by engaging with businesses we can increase these figures and encourage more businesses, especially small businesses, to do business with us,” said Neilson. The new card system will see customers benefit from a range of products including “transit products” that make provision for monthly and weekly users as well as concessions for specific users such as learners and pensioners. The Myconnect card will address issues such as fare evasion and the need for passengers to use cash to pay for transport. Myconnect cards have been available at the Table View and Civic Centre station kiosks since 26 November as the first step in the incremental roll-out. Paper tickets will continue to be sold for two months creating an overlap period during the transition phase from a paper-based system to a smartcard system. This process will be com-

The cards are the first step of a gradual implementation to convert MyCiTi from a cash and paper-based system to an electronic, cashless fare system. This process will be rolled-out over the next two months. Further phases will come into effect in the middle of next year. This incremental roll-out is to ensure that the systems are in full working order before introducing another aspect of the

pleted by the end of January 2012. Loading value onto a Myconnect card is as easy as topping up cellphone airtime or loading pre-paid electricity. A card is bought from the station kiosk for R20, value is then loaded onto the e-purse. Commuters tap the card against a validator that automatically deducts the correct fare from the card balance. The initial two weeks is a trial period for the new system with tickets available at the Civic Centre and Table View stations (but not at the stations in-between until 9 December) and on all feeder buses. Passengers who choose to use their cards to pay for their fares during this trial do so at their own risk, since the system is still in a test phase during the trial. During the trial period some functionality will not be available, such as the special beep when the balance of value on the card is low. The change from ticket to Myconnect card will be complete by early 2012, after which the Myconnect card will be mandato-

ry. It is recommended that a minimum of R65 be loaded onto the card at any time, although smaller amounts are also available. The Myconnect card is a bank card, issued by Absa. As with other banking products, bank fees are charged. In this case the bank fees of 2,5 percent of the value loaded is charged by the bank, with a minimum bank fee of R1,50 per value load. No additional fee is charged when the card is used to pay for fares on the MyCiTi system. For example: If the value load is R65 it will be allocated as follows: R63,37 (value load on the card) + R1,63 (bank fees of 2,5 percent) = R65. The maximum you can load at any one time onto the card is R1 500. You may not load more than R3 000 in total in any 30 day period. The maximum transaction is R200. This maximum load value will change after this initial phase of the roll-out of the myconnect system. When you get your card and have it activated you will have to select a pin.

Back in CT where blues scene rules LOUISA STEYL

“Improvisation on blues is where the purity comes from.” So says Riaan Smit, front man for Crimson House Blues, who know all about improvisation. Riaan explains that while they do do some of their songs on stage, most of what they do is improvised on the spot. Even the band’s inception was thanks to a bit of improvisation. Riaan was doing a solo set and pulled in the band’s current banjo player and lead guitarist, Arno van Zyl. Later, sitting at the bar after the show, the two discussed the idea of forming a band and so, Crimson House Blues was born. Originally from Namibia, the band members are now based in Table View, Monte Vista and Durbanville with Jacques Jansen van Rensburg on bass and Christoph De Chavonnes Vrugt on drums. Music fans may recognise some of the band members from their previous bands, Azrail and The Broken Result.

Wind back for Primi Downwind After being somewhat absent in recent weeks, the wind was back in full force for the fourth edition of the Primi Naish Downwind Dash Series. A combined start for all paddlers was a first for the year as athletes had to challenge some big waves. There wasn’t much wind on the first quarter of the run but Chris Bertish again set the pace, with junior Dylan Frick and Greg Bertish in pursuit. Bertish chose a very narrow line along the coast with the rest of the field opting to go much wider. Widest of all was Ivan van Vuuren who had a lot of ground to make up after a poor start. His strategy however paid off as he was hot on Greg Bertish’s heels heading into Big Bay. A low tide and big swell made it necessary to approach the beach through Big Bay as conditons at Small Bay were too dangerous. Chris Bertish entered Big Bay first along with surfskier Richard Kohler who had started 10 minutes later in the second surfski start. Both caught a great wave from the back to the beach to take category wins. The other Bertish brother managed to just hold out van Vuuren for second spot as the latter got tangled with surfskiers. Andrew Cillie had just managed to drop Peter Petersen and Pietro Muscas at the entrance to Big Bay and also rode a fine wave in past van Vuuren to snatch third spot. Brigette van Aswegen continued her domination in the women’s field of five stand up paddlers by beating Karina Figl and Monika Wohlgemuth by some margin. Wohlgemuth finished well downwind of timekeepers and received a corrected time as she was initially not counted.

Upcoming star:

Ethan Lindeque from Melkbosstrand won the u8 category at the recent Boland Surfing Championship that was held in Strand in three to four foot wave conditions. Another local rider, Julian Zens won the u10 category.

Jake Montandon (27) from Sunningdale recently competed in the Jetwaves 2011 World Championship in Brazil where he won the amateur category in freeriding. This discipline of jetski riding resembles a combination of motoX and surfing with riders performing big aerial manoeuvres by launching off the wave face. Montandan also proved that he could run with the big dogs after finishing third in the professional category. This was only his second appearance on the international circuit after competing in the second leg of the tour in Oregon, America. Montandon took the plunge into international waters after befriending world ranked number two jetskier Ross Champion on Facebook. “I took a chance earlier this year and asked Ross if he could help me with a sponsored ski for the competition in Oregon,” said Montandon, who has been jetskiing seriously for the last four years. Competition sponsor Blowsion made a ski available and it was up to Montandon to prove himself. “It was nerve racking. I struggled a lot because it was my first competition and I was riding someone else’s ski. It was set up differently and took some getting used

to. “I went down a week before the competition but the ski wasn’t ready and I eventually only got it an hour before the first heat,” he explained. Montandon, the only participant from South Africa, still managed to finish a respectable second place in the Amateur Freeride class and 15th in the Open Class. “It was great riding with all the big names that you see on TV.” This talent and skill did not go by unnoticed and Montandon was invited to the World Championship in Brazil. Having settled into things, Montandon fared much better. “In Brazil I had cleaned my head and gave it my all. I got my head around having to adapt and I had two days before the competition started to get used to the ski,” he says, explaining the reason for his good results. He now has his sights on competing in the whole tour next and year and improving his current sixth place world ranking. Montandon also hopes his performance could help blow life into the sport locally. “Jetski use to be very big in South Africa but he the sport has died. Some big names in the industry are trying to revive it though ... A new ski will cost you around R60 000 but you could pick up a really good second-hand one for half of that. All the guys kind of help each other, the engines are all two-stroke so they are easy to maintain,” he said.
