KEYNOTE SPEAKER Michael Ramsdell was born and raised in Bear River, Utah. Upon graduation from Utah State University, he was commissioned an officer in the Military Intelligence Corps. After post graduate studies at the University of Utah, he began his military active duty as a graduate from the Defense Language Institute

(Russian and German) in Washington, D.C. Mike’s career specialty in Russian/Soviet counterintelligence has taken him on missions throughout Europe, Russia, Scandinavia, and Asia. Mike served with both the US and NATO military, various intelligence agencies, and the US Department of State. His last foreign assignment was for a six-year period in Moscow and Gorky, Russia. Mike currently lives in northern Utah with his wife, Bonnie, and their three cats; Gorbachev, Yeltsin, and Putin. His national best seller, “A Train to Potevka,” has prompted the creation of a movie that is to be released in late 2012.


ENTERTAINMENT Voice Male has been made up of six very different individuals who somehow found each other over 16 years ago. John Luthy came up with the Voice Male concept while singing with some of the guys in the Logan LDS Institute Choir. Soon nine

guys set out to sing at every event they could get their hands on. A year later, they lost three members and unfortunately, none of them were ever found. Over the years, they expanded their reach further and further, traveling to several states and to Mexico, performing over 120 songs for thousands of fans. They have been blessed to have many enriching opportunities to perform in great locations for great people. They all graduated into careers ranging from Computer Networking to Real Estate to Law. When they are not working or singing, they are enjoying time with their supportive wives and children.


GENERAL BREAKOUTS UAC will again offer three choices of general breakout sessions following the Opening General Session on Thursday. These general breakout sessions will be held from 11:15 to Noon in Ballrooms C, G, and H. Ballroom B & C: Why NACo? Want to get more involved with the National Association of Counties (NACo)? Want to attend their meetings and learn why nearly 51 of your peers in other counties are already serving on NACo boards and committees? Want to be included in meetings with members of the Utah congressional delegation? In this session you will find out how to be appointed to serve on one of NACo’s 13 steering committees, Brent Gardner how their federal legislative policies are developed and lobbied through congress, how you can influence that policy process and have a voice in determining what NACo will actively promote on the hill, how to protect programs such as PILT and SRS. NACo is the only national organization that represents county government in the United States. Ballroom D: Business Travel on a Budget No other major expense is handled quite the same way by companies and organizations. It’s hard to image a company of any size saying to employees, “Just go make contracts, buy inventory, and order whatever you want, at any cost; it’s OK. We’ll look over your credit card statement or reimburse you at the end of the month.” As crazy as that sounds, that is exactly what happens much of the time with the purchase of business travel, the second or third largest expense for many organizations. This breakout session will explore ways in which organizations can understand, manage, and control travel, and get best value for dollars spent.

What are YOUR top secrets to good governing? Everyone has learned pearls of wisdom in their service as county officials. We thought it would be interesting and helpful to survey officials and publish these findings. So, here’s what YOU said are your top sercrets to good governing. "Remember who you work for and be approachable." "Spend tax money as if it is your own money, because it is!" "The best preparation for good work tomorrow is to do good work today." "When you want to encourage a greater sense of responsibility in others (and yourself), emphasize the anticipation of accomplishment, not the penalties for failure."
