Permanent Mission of the United Arab Emirates to the International Atomic Energy Agency

FACT SHEET August 2014

The United Arab Emirates (UAE) has been a Member State to the International Atomic Energy Agency (IAEA) since 1976. The Permanent Mission of the UAE to the IAEA in Vienna, Austria, was established in July 2008. The Permanent Mission acts as the main liaison between the UAE Government and the International Atomic Energy Agency (IAEA) and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) in Vienna, Austria. The UAE has embarked for the first time on a peaceful nuclear energy programme and, in doing so, the country adheres to the highest international standards in all areas of its programme. The objective of the Permanent Mission is to advance the interests of the UAE government in the area of peaceful uses of nuclear energy through effective diplomacy, negotiations and daily engagement with the IAEA and CTBTO. It facilitates cooperation in nuclear safety, ty, nuclear security, non-proliferation, safeguards, technical cooperaation and the implementation of relevant international obligations.

The Permanent Mission is headed by H.E. Ambassador Hamad ad Alkaabi, UAE Permanent Representative to the IAEA & CTBTO and nd the Special Representative for International Nuclear Cooperation. The Permanent Mission is also designated as the National Liaison Office for Technical Cooperation to facilitate cooperation on technical projects between the Agency and national stakeholders. Through its active engagement with the international organizations in Vienna, the Permanent Mission represents the UAE government in various for including the IAEA General Conference, IAEA Board of Governors, meetings on International Conventions, IAEA committees and working groups, review conferences, CTBTO Preparatory Commission meetings, among others. The Board of Governors consistes of 35 Member States and constitutes titutes the most important decision-making body of the IAEA. The UAE first held a seat on the IAEA Board of Governors (BoG) from 2010-2012. In September 2013, the IAEA General Conference (GC) re-elected the UAE to the BoG membership for the 2013-2015 term. This membership enables the UAE to play an active role in determining the policies and work of the Agency in the fields of nuclear energy, nuclear security, nuclear safety and non-proliferation of nuclear weapons, in accordance with its Nuclear Policy. Decisions made at the Board of Governors result in recommendations to the General Conference. The Permanent Mission maintains close working relations with representatives of the IAEA Member States and Agency Officials. The Permanent Mission also fosters similar engagement with the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) to promote the mandate of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and its entry into force. Through cooperation with different regional-group representatives, the Permanent Mission diplomats represent the UAE government’s interests within the Group of 77 (G77), the Non-Aligned Movement (NAM), the Gulf Cooperation Council (GCC), the League of Arab States (LAS) and at other specialized committees, meetings and conferences.

Permanent Mission Online The launch of the Permanent Mission’s new website, which offers quick and easy access to information related to the UAE’s cooperation activities with the IAEA and up-to-date information on the UAE’s nuclear energy programme, is part of the Mission’s on-going efforts to enhance the quality and availability of information to the public. The website boasts an easy-to-naviwww.uae-iaea.org gate design, which provides detailed information on all aspects of the Permanent Mission’s functions includes downloads of various documents such as: policies and laws, reports, statements, Mission publications and many other relevant documents. The Permanent Mission’s website is also connected to social media through the platforms of Twitter, YouTube, and Instagram, to provide the public with various communication tools to stay updated on the UAE nuclear power programme progress.
