Overcoming Global Challenges to the Architectural Profession: Unified Action Geared Towards Professional Excellence Every year, UAP Area A’s more than 40 chapters convene to work on area-specific concerns that help achieve objectives of the national organization. The Area A Assembly 2009 (AAA-09) will be held in the Subic Freeport Zone in beautiful Subic Bay. The theme “Overcoming Global Challenges to the Architectural Profession” seeks to tackle the challenges facing Filipino Architects in the context of current worldwide economic recession and global environmental issues. Seminar topics include Amendments to the Fire Code, trends in Global Architecture, environment-friendly building materials, and Interior and Exterior Design Software. In addition, the Area Assembly will take up important issues such as updates to the Standards of Professional Practice, hold product exhibits, and recognize achievements of Chapters and individual Chapter members in the Third Area A Excellence Awards. The Area A Assembly 2009 (AAA-09) is another endeavor that demonstrates UAP’s “Unified Action Geared Towards Professional Excellence”.

Tejuco, Jr. The Assembly logo shows mountains and water to capture the essence of Subic, which is the site of the Area A Assembly 2009 (AAA ’09 - Subic). The three A’s in three shades of green are the mountains while the waves in blue represent the pristine waters of Subic Bay. Also in the logo, is the sun rising over Subic, which combines with the number 9 to form ’09 or the year 2009. The orange sun also symbolizes UAP Area A, with seven rays representing the seven Districts that all contribute to keep it shining brightly. Once again, the chapters of UAP Area A converge to work as a unified organization, to strengthen their ties, and to prepare for the challenges that 2009 will bring. The logo AAA ’09 – Subic conveys the event, the time (or the year), the place, and the festive spirit of the Area A Assembly 2009.
Trendy and Eco-Friendly Souvenir Kits Area-A remains true to its commitment to green revolution, this time, through the use of souvenir kits from recycled tarpaulin. This display of creativity and sensitivity was the product of Hawak Kamay Producers Cooperative of Mandaluyong City, a group aimed at fighting poverty through entrepreneurship. Hawak Kamay was conceptualized by the city leaders of Mandaluyong City, Hon. Benhur Abalos and Rene Sta Maria, mayor and vice mayor, respectively. It was formalized and registered on 7 February 2008. Since then, the group had been conducting livelihood trainings on candle and soap making; textured soy protein manufacturing and sewing wherein inmates of Bureau of Jail Management and Penology (BJMP) of Mandaluyong City Jail make use of high speed sewing machines to create bags out of used tarpaulins which benefited the inmates and their families. The principle behind the tarpaulin bags can be associated with green architecture, the use of recycled materials similar to heritage preservation. Greetings to the officers and members of the United Architects of the Philippines Area A on the occasion of their assembly in the Subic Bay Freeport Zone on February 20-21, 2009! On behalf of the Subic Bay Metropolitan Authority, I warmly welcome all of you to one of the country’s premier investment and tourism destinations. No less than Sir Winston Churchill acknowledged the value of architecture as a profession when he said in the 1960s, “We shape our buildings, thereafter, they shape us”. Within the words of this notable statesman and writer, I believe, can be found the enduring challenge to all architects of all times and ages – and that is, to build not only for today but rather with posterity in mind. Today’s architectural trend towards sustainability – whether in design, materials or the utilization of energy and natural resources – is a most apt response to this challenge. By consciously incorporating environmentally beneficial decisions in your planning and building activities, you can help create profound changes for mankind and future generations. Warm greetings to you all! I and the two (2) Members of the PRBoA, namely Architects Angeline T. Chua Chiaco, fuap and Marietta B. Segovia, uap, congratulate Area A of the United Architects of the Philippines (UAP), the integrated and accredited professional organization of architects (IAPOA), and the UAP-IAPOA Area A officer corps, on the occasion of the UAP-IAPOA Area A Assembly set on 20-21 February 2009 in the Subic Bay Freeport Zone-Olongapo City, Zambales Province. Under the UAP-IAPOA Area A theme “Overcoming Challenges to the Architectural Practice: Unified Action Geared Towards Professional Excellence”, it is the PRBoA’s express wish that many more areas of cooperation between the PRBoA and the UAP-IAPOA (particularly through the UAP Area A) shall be opened in the remaining half of the UAP fiscal year, and that these are kept evolving and moving forward in order to help attain our shared primary goal of the full implementation and enforcement of Republic Act No. 9266 (The Architecture Act of 2004), a valid and subsisting special law and its implementing rules and regulations (IRR),which both specifically limit the signing and sealing of architectural documents only to registered and licensed architects (RLAs), as well as their derivative regulations such as the issued 2007 & 2008 PRBoA resolutions governing architectural firm registration and the issuance of temporary/special permits (TSPs) to foreign architects (FAs) practicing in the country. It is also the wish of the PRBoA that it is able to receive the full and continuing UAP-IAPOA Area A support on the current and future PRBoA initiatives toward this end, particularly the matter of identifying, monitoring and holding accountable the many different violators of R.A. No. 9266, which may also include other state-regulated professionals such as civil engineers (CEs), unregistered persons and certain RLAs who all continue to defy the law and to hurt the profession and its upright practitioners. Again, the PRBoA’s extends its heartfelt congratulations and wishes of continuing success to the UAP-IAPOA Area A, its incumbent officers, and to all of you in attendance! MY FELLOW ARCHITECTS! On behalf of the United Architects of the Philippines, the Integrated and Accredited Professional Organization of Architects (UAP), it is my distinct pleasure to extend my most cordial felicitations to the officers and members of UAP AREA A on their AREA ASSEMBLY which will be held from February 20-21, 2009 with the theme: “Overcoming Global Challenges to the Architectural Practice: Unified Action Geared Towards Professional Excellence”. Through the years, UAP AREA A has been in the forefront, performing its mission as a vital cog and component of the UAP. Despite its modest resources, it continues to play a multi-faceted role in supporting the national agenda of the UAP, and because of your support, for the Fiscal Year 2008-2009: • UAP was re-accredited by the Professional Regulation Commission for the next three years which made UAP one of the very first APOs to pass the re-accreditation requirements set by the PRC; • The Quezon City Government named UAP as an NGO partner after having satisfactorily complied with the requirements for accreditation prescribed under Republic Act No. 7160; • UAP was awarded the PRC Most Outstanding Accredited Professional Organization for the third time; • UAP has received the most prestigious distinction of being the first and only APO to receive the Most Outstanding APO Award thrice in the award’s fourteen-year history, and the only APO to win the award in consecutive years; • UAP has won two cases filed by Civil Engineers against us; • UAP was entrusted to serve as the Secretariat for two years, 2009 and 2010 of the APEC Architect Central Council, and at the same time, was supported by 13 member-countries to host the 2010 APEC Architect Central Council meeting; • The Department of Energy recognized UAP as the first Accredited Professional Organization which gave its Pledge of Commitment to the Department for supporting the government’s National Energy Efficiency and Conservation Program (NEECP). UAP is really fortunate. We have a committed and hard-working national leaders and very supportive members. Together, each of us brings abundant intelligence, a passion for learning and the vital energy needed to move us to the top as prime professional organization of architects. However, I always enjoin you to continually support the national leadership in its continuing quest for greatness and let us make the most of the opportunities that abound and face the challenges ahead through action, working together as empowered individual in bringing the United Architects of the Philippines to the peak of greatness. So guided both by our hearts and our heads, with our dedicated missions and values intact, our pride in UAP strong, and our commitment to the next generation of leaders as deep as our predecessors’ commitment was to us, it’s our turn to take care of this place called UAP. The Assembly attempts to deal with some of these global issues but takes on local concerns as well. The Area A Assembly will have seminars that update the architects’ knowledge, consultative sessions about how the architectural practice can adjust to the times, exhibits that get us better acquainted with the latest building materials, and opportunities for fellowship that unify the Area A community. Empowerment by Humility: A Legacy Synonymous to UAP Area A Leadership It is with utmost enthusiasm that the Office of the Secretary General wishes to acknowledge the fired-up programs beautifully crafted for this year by the brains behind the leadership of UAP Area A. Special mention are the dynamic plans and programs of a humble friend and contemporary, Vice-President Michael V. Tomeldan, the pride of UAP QC-Diliman Chapter, in whose hands the enormous responsibility of running the largest area in the UAP today is entrusted. He has inherited an enviable record of successes and milestones from his predecessor, Don Ramon Mendoza, whose exploits during his time are honorably inscribed today in the halls of UAP. Michael’s vision is rooted on motivation with humility. I should know, he has been one of our inspiring beacons in steering our ship of leadership away from the confusing influence of envy and indifference. UAP ought to be proud of having in its fold this very humble leader whose big heart can always accommodate countless number of friends and associates. There is no doubt in my mind that the unique concept of this year’s Area A Assembly to be held in Subic Bay is just another manifestation of a vast, but highly motivated, framework of putting empowered but humble energies together. DISTRICT A1b is composed of four (4) chapters occupying the eastern half of Luzon more popularly known as Cagayan Valley. Nueva Vizcaya Chapter is at the gateway followed by Isabela – Sierra Madre Chapter and at the northern tip is Cagayan Valley Chapter, the Mother Chapter and the youngest chapter which is Cagayan North. Geographically we seemed so very far apart but professionally it doesn’t stop us from having our regular District Council Meetings, Sportsfest and Fellowships. My assumption to the Directorship of UAP DISTRICT A1b came at a time when the UNITED ARCHITECTS of the PHILIPPINES was at a crossroads. A time when decisive and crucial decisions were to be made. A time when old and new friendships were to be strengthened and forged. At stake was the credibility of the Profession and the Organization. Thanks to the able leadership of our National President, Arch. Medeliano T. Roldan, the UNITED ARCHITECTS of the PHILIPPINES stayed on course. I would like to take this opportunity to thank all the Chapter Officers and the General Membership for their unconditional support. To Arch. resource speakers EDILBERTO F. FLORENTINO, fuap, likha awardee Architect Arch. Edilberto F. Florentino, one of the principal architects of E. F. Florentino, E. C. Florentino and Associates, is a product of the Mapua Institute of Technology, which recognized him as the Outstanding Mapuan in Architecture in 1992. Later, he attended post graduate studies at the University of the Philippines, as an honorific scholar. He was Member of the Board of Architecture from 1993-1994 and was chosen the Outstanding Professional of the Year 2002 in the field of Architecture by the Professional Regulation Commission. Today he is an Accredited Arbitrator and Mediator of the Construction Industry Arbitration Commission. Arch. Florentino is past Chancellor of the College of Fellows of UAP. As President of the League of the Philippine Architects (LPA), he was part of the Negotiating Panel that formed the UAP; he is a Past President of UAP-Quezon City Chapter and has been continuously involved in legislation for the profession, having worked towards the legislative approval of “Architecture Act of 2004”. Aside of being an architect of note, he is also a registered Environmental Planner, and holder of Eleven (11) approved patents in Building Technology. His being here today is by virtue of his being member of the Task Force on Standards of Professional Practice, in which he chairs Document 207; Design Build.
JAN GARRY D. LUNAS, RME, Ph.D. Chief, Fire Safety Enforcement Unit, Station 4 Engr. Jan Garry D. Lunas is a Registered Mechanical Engineer by profession. He was an Academic Scholar of Bicol University and became one of the Members of its Board of Regents in 1999-2000 as a Student Regent. Engr. Lunas also holds a Masters Degree in Business Administration and a graduate of Doctor of Philosophy in Developmental Education. He joined the Bureau of Fire Protection in 2002 initially as a Civilian Employee (Engineer) and later joined the uniformed service in 2008 as INSPECTOR (LIEUTENANT). Presently is one of the members of the Technical Working Group formulating the Implementing Rules and Regulations of the New Fire Code of the Philippines. He is the Chief of the Fire Safety Enforcement Unit of the Quezon City Fire District.
EDSON CABALFIN Ph.D. Candidate History of Architecture and Urbanism Program Department of Architecture Cornell University Edson Cabalfin is currently a Ph.D. candidate in the History of Architecture and Urbanism Program in the Department of Architecture at Cornell University. He was formerly a Fulbright Fellow from 2001 to 2003 at the University of Cincinnati where he received his M.S. Architecture degree. He received his B.S. Architecture (cum laude) and Master of Architecture degrees from the University of the Philippines in 1996 and 2001 respectively. His current dissertation research investigates the complex relationship between nationalism and post-World War II/ post-independence architectures of the Philippines. Edson has previously taught at Cornell University, University of the Philippines, Far Eastern University, University of Santo Tomas and De La Salle University – College of St. Benilde. He is also at present a Design Architect at Cadiz International, an international architectural consultancy firm based in Dubai and Manila working on projects in the Middle East and Southeast Asia.
