Allow me to emphasize the vital role that architects play in nation building for they provide the design and style of infrastructure development both in the government and private sector. It is my firm belief that architects can also be effective local government leaders who can make a difference and do great things as far as development and progress is concerned. By instilling excellence in the profession, they can significantly contribute to the developmental plan of the government to achieve tangible improvements focusing on elements towards development. It is our responsibility to shape the future, to build the world for our own good and for the coming generations. Warm greetings to you all! I and the two (2) Members of the PRBoA, namely Architects Angeline T. Chua Chiaco, fuap, apec ar, and Marietta B. Segovia, uap, congratulate the United Architects of the Philippines (UAP), the integrated and accredited professional organization of architects (IAPOA), its National President (NP), Ar Ana Mangalino-Ling, fuap, apec ar, the UAP Vice President (VP) for Area A, Arch. Editha P. de Vera, uap, the UAP Chairman of the Area A Assembly, Arch. Emmanuel P. Palaganas, uap, and the UAP-IAPOA officer corps, on the occasion of the AREA A ASSEMBLY on 06 - 08 November 2009. The PRBoA also extends its felicitations to our dear and Honored Guests and to the UAP-IAPOA members in attendance/ elsewhere. It is the PRBoA’s express and continuing desire that many more areas of cooperation between the PRBoA and the UAP-IAPOA shall be realized in the current UAP fiscal year and that these are kept evolving and moving forward in order to help attain our shared primary goal of the full implementation and enforcement of Republic Act No. 9266 (The Architecture Act of 2004), its implementing rules and regulations (IRR) and derivative regulations such as the issued 2007 & 2008 resolutions governing architectural firm registration and the issuance of temporary/ special permits (TSPs) to foreign architects (FAs) practicing in the country. The PRBoA hastens to add its wish that all UAP-IAPOA chapters nationwide be mobilized to do volunteer civic duties with their respective LGUs so that the public and private sectors can truly know the value and true worth of the registered and licensed architects (RLAs) and the UAP-IAPOA to their host communities. This may include the possibility of UAP-IAPOA Members becoming Bid and Award Committee (BAC) Observers at infrastructure and/or consulting service procurement activities under R.A. No. 9184 (Government Procurement Reform Act/ GPRA of 2003) and Sec. 13 of its July 22 2009 IRR. It is also the wish of the PRBoA that it is able to receive the full and continuing UAPIAPOA national, district and chapter support on the current and future PRBoA initiatives toward this end, particularly the matter of identifying, monitoring and holding accountable the many different violators of R.A. No. 9266, which may also include local and national government officials, as well as certain RLAs or registered architects (RAs) who continue to defy the law and to hurt the profession and its upright practitioners.

The PRBoA also continues to hope to receive the national and local governments’ full support in attaining the full implementation and enforcement of R.A. No. 9266, especially under the bureaus, agencies, offices and instrumentalities that use, prepare, review and implement architectural plans, designs and documents for all types of building projects nationwide. Again, the PRBoA’s extends its wishes of continuing success to the UAP-IAPOA and its assembled members, to our Honored Guests, and to all of you in attendance! It is my privilege and honor to greet the officers and members of the United Architects of the Philippines Area A on the occasion of this second in the series of UAP Area Assemblies for this Administrative Year which brings the biggest number of chapters and districts under one roof, gathering in the spirit of “NANDARAGUPAN”. This paves the way to the UAP National Administration’s concept of bringing the Administration closer to the general membership, without them having to travel to the UAP headquarters in Quezon City, the “fountainhead” of the Organization’s policies and programs. We are very glad that Area “A” has formulated an osmotic interpretation of this Administration’s thrust on “The Filipino Architect: Aiming Towards a Meritorious Legacy” with its own theme: “New Aspirations: Networking for Developing and Advancing Regional Advocacies and Global Concerns - United in Promoting and Preserving Area A New Directions.” This will truly ventilate the UAP’s mission and its vision for the following generations of architects to benefit from. We highly appreciate the hard work being put in by the officers and members of UAP Area A, composed of seven Regional Districts and 48 Chapters, specifically in coordinating with LGU units for the implementation of RA 9266, for the Green Architecture Initiative, for research, Conservation and all the other programs of UAP. For, in this cooperation that we find reality to the oft – repeated Greek adage: “Tell me and I may forget; show me and I may remember; involve me and I will understand.” Dear colleagues, from the National Board of UAP, congratulations and keep up the good work!

Greetings! As the 2009 UAP Area A Conference officially commence, allow me to extend my warmest welcome to all delegates and guests to my beloved province, Pangasinan. The choice of the conference venue is a fitting complement to our conference theme “NEW ASPIRATIONS: Networking for Developing and Advancing Regional Advocacies and Global Concerns - United in Promoting and Preserving Area A’s New Direction”. We are on the threshold of a bringing together a brighter beginning for our organization, a new milestone that will empower each and every architect to practice and pursue professional excellence without barriers and impediments in the same manner that the Province of Pangasinan has risen above the setbacks that it has encountered before and is now relentlessly moving towards an environment of unprecedented progress and development. The holding of a UAP event in the grounds of a government institution is very much consistent with the UAP thrust of bringing our organization closer to our local government units. My gratitude goes to the UAP Executive Committee and National Board of Directors for their strong support to this year’s Area A Assembly. I wish to congratulate the host chapter, UAP Pangasinan-Dagupan City Chapter, for the great effort that their officers and members have extended to ensure that the conference will be a successful one. Much appreciation and gratitude also goes to our District Directors for providing their invaluable assistance to the hosting task. Resilience Amidst the Storm

It is with great enthusiasm that the Office of the Secretary General wishes to pay tribute to a good leader and friend who has been tasked to rally the powerhouse Luzon architects to this vibrant paradise of Lingayen in the Province of Pangasinan. UAP Area A Vice-President Edith ParaynoDe Vera, of the venerable Pangasinan-Dagupan Chapter, in her most humble way, has proven time and time again that Area A programs can easily transform adversities into opportunities. The recent debacle in the province brought about by Typhoon Pepeng not only strengthened the resolve of this woman but also the unique solidarity nurtured by those working around her. This is why we at UAP National Administration also take our hats off to the gutsy, energetic, and highly resilient men and women of UAP Area A who have worked hard to make this assembly not only a reality but a truly meaningful gathering of fun-loving colleagues. I am particularly excited with the program framework prepared for the three-day assembly for it gives generous focus to the achievements and challenges of the Ana Mangalino-Ling administration. Much acknowledgement is likewise in order for my Area A colleagues in the Area-A Council. They are among the backbones that we rely on when it comes to the vital affairs of this UAP unit. My sincere gratitude goes to an old friend Angel Soriano of Pasig, Zosimo Ganaden of Pangasinan-Dagupan, Mike Tomeldan of Diliman, District Directors Rey Florentino, Dominador Macatuggal, Teboh Ramirez, Jr., Menchie Manalo, Richard Garcia, Tito Antonio and Gerry Yatco. Welcome to the home province of the Miraculous Our Lady of Manaoag, the Hundred Islands and the Bangus Capital of the world, welcome to Pangasinan.Greetings to all delegates, colleagues and friends and we hope that you may have a safe and relaxing journey. It was a few months ago when the working committees of this assembly were organized and everyone were all eager and enthusiastic about the event, but due to unpredictable circumstances super typhoons like Ondoy and Pepeng have devastated the landscape and the country was on the state of National Calamity. Nevertheless, and spite of the catastrophe the working committee was even more determined to prepare the programs and activities for the Area A Assembly Theme as ”NANDARAGUPAN” or the central meeting place. Our gratitude and thanks to those who greatly supported us for the success of this event, the City Government of Dagupan and to our Honorable Mayor ALIPIO F. In behalf of the architects of Cagayan Valley which I represent, I would like give due recognition and credit to our ever active Vice President for area A Architect Edith de Vera. Despite of the typhoons and floods that struck the North leaving severe damages to the structures and agriculture, notwithstanding the effect of these calamities the action must go on, pushing hard for the area A assembly 2009.

This area assembly is a call of time for us Architects of the North to give hands to our very own brothers who are affected of these calamities, by sharing the love and blessings thru the services that we can offer. Let us not think of the remuneration that we get, rather we share our skills, talents and our profession to build, rebuild structures, by doing this I am sure we can easily recover from the crisis brought by these catastrophes. Nandaragupan – means central place for meeting. The Untied Architects of the Philippines Assemble here in Dagupan for a purpose. May we come to realize that the purpose of this assembly is Architected by our Almighty Architect in heaven. As we had witnessed the crisis situation made by these calamities, maybe the Lords had a message for us Architects. And the message is, “Architects can rebuild structures, can rebuild environment, can rebuild the mother nature.” Yes, we Architects Can!. God Bless the United Architects of the Philippines.

In behalf of my District with four Chapters under it, I would like to commend all individuals and groups who stood and firmly decided upon the pushing through with our own Area Assembly in spite of growing calls to ask for its postponement for the reasons we all not wanted to happen. If the Bible says that for every rain will be followed by rainbow, then I consider this Area Assembly the rainbow after the great rain. Represented by seven colors, the seven (7) districts of Area A will proved the tenacity and glowing pride of the whole organization of the United Architects of the Philippines. Area A which covers most of the heavily devastated places brought about by typhoons. We showed resiliency and strength to face what may be unbearable to others. Like any trials and hardships, our brilliance and steadiness were being polished after dissolving such part of life’s obstacles. Yet still many are still not recovered from their losses, our fate will not change if we will not move either backward or forward. Positive or negative movement was part of life’s on-going cycle and what we should think of was what we learned in every step we made. NANDARAGUPAN in Pangasinan will somehow ease our burdens. It will bring pride to Area A participants that what we experienced was bearable and that we can adjust in every situation. Let us all participate in this yearly endeavor and feel the color in us. It will make the colors of the rainbow sharper. Again let us be reminded that there are purposes in what are happening to us. With such assembly, we are destined to share part of what we possess, give something on what we have, learn on things we do not know, rebuild on part of us that were perished, teach on what made us strong, participate on what we can do and let us all stand up on every fall.

Architecture is one of those professions were ingenuity stems out of love. It is a profession where one strives out of his/her aspiration to craft the best ambience possible in the celebration of life. That is what architecture is all about- it is not only about planning, but about designing for people, who just like the architect are exploring through life. In this assembly, we hope to attain knowledge of the different cultural context of each UAP Area A Districts and Chapter’s Communities through exchange of cultural and social practices and traditions. AMADO P. DE JESUS, JR., FUAP

Arch. Amado P. de Jesus, Jr. is the Chairman of the Green Architecture Movement of the United Architects of the Philippines. He was conferred the title of UAP Fellow in 1995. He is an honorary member of the Philippine Institute of Environmental Planners. He is the Immediate Past Secretary of the College of Fellows of the United Architects of the Philippines. Amado de Jesus, Jr. was the Philippine representative for seven years to theAssociation of Southeast Asian Nations (ASEAN) Energy Awards, a ten-year annual competition of the most energy-efficient green buildings in ASEAN ending in 2009. He was unanimously elected Chairman of the Board of Judges of the ASEAN Energy Awards in 2006-2007, after being ViceChairman in 2004-2005. De Jesus attended the World Conference on Green Architecture in South Korea in 2000. As Philippine representative to the ASEAN Energy Awards, he visited ASEAN countries twice a year to judge the latest architectural design innovations in green architecture for possible replication in other countries, and for conferences in Energy Efficiency. De Jesus attended a two-week seminar on Energy Efficiency and Conservation in Yokkaichi, Japan in December 2007. He is a Fellow of the Salzburg Global Seminar, an international conference that dealt with Sustainable Design and Climate Change which he attended in July 2008. He presented Green Architecture in Asia in the World Sustainable Energy Days in Feb. 2009 in Austria. De Jesus presented Green Architecture and Climate Change Mitigation at the Congress on Climate Change in MalacaĂąang Palace, Manila in October 2008. Amado de Jesus, Jr. promotes the principles of green architecture in the most widelyread daily newspaper in the Philippines, the Philippine Daily Inquirer, through his bimonthly column, Green Architrends. De Jesus has given presentations on Green Architecture to architects, engineers, developers, business and civic groups, and university students. He was invited to give a presentation on Best Practices in Energy Efficient Buildings in Hanoi in 2006, Laos in 2007, and Singapore in 2008.

Hence our speaker, ARCHITECT CARMEN BETTINA SILAO BULAONG aims at helping professionals and the public understand the value of preservation in fostering development that is environmentally, economically, and socially sustainable. A dedicated architectural professional who has made exceptional contributions to the knowledge and promotion of historic preservation through her design, research, education and publications, ARCHITECT CARMEN BETTINA SILAO BULAONG earned her Bachelor of Science in Architecture at the College of Architecture, University of the Philippines in 1990 and her Master of Arts in Architecture specializing in Restoration of Monuments Escuela Nacional de Conservación, Restauración y Museografía “Manuel Castillo de Negrete” México, D.F. in 2002. ARCHITECT CARMEN BETTINA SILAO BULAONG has dedicated her career to the field of historic preservation. She has worked since 1990 in different positions such as Junior Architect/ Researcher at Environs Systems Group, Inc./Rod Bernardo & Partners; Architect / Heritage Projects Coordinator of Planning Resources & Operations Sys. –Architects & Engineers; Associate Architect, Luna Design Architect; Partner/Associate Architect at Proforma Construction & Development Corp.; Researcher at Hessische Stiftung Friedens- und Konfliktforschung (Peace Research Institute Frankfurt) in Germany; as Lecturer, Filipino Language at Südostasienwissenschaften (Southeast Asian Studies) Johann Wolfgang Goethe University Frankfurt, Germany. Her commitment to architecture and the practice of architecture has been driven by the potential of finding new life for older structures and by her appreciation of the inherent qualities in historic design, materials, and craftsmanship. Her ability to identify relevant uses for obsolete buildings and develop methodologies to revitalize historic structures has led her to focus on the integration of modern technology within historic structures to meet contemporary standards of life safety, environmental conditioning, security, and accessibility. Currently, she is the Work Coordinator at Escuela Taller de Intramuros in Manila and a Senior Lecturer I at her alma mater, The College of Architecture of the University of the Philippines. Jaime G. Silva, FUAP

Jaime Silva is a blind architect, but inspite of his disability, continues to be self-reliant. He is presently employed as an Administrative and Leasing Manager, overseeing office and commercial buildings, golf course, and other facilities. Aside from pursuing a successful career in property management, he has actively involved himself in the promotion of a barrier-free environment for persons with disability, in the Philippines. His emergence to the sector of disability and commitment to the implementation of the Accessibility Law began in 1996, when the United Architects of the Philippines assisted the National Council for the Welfare of Disabled Persons, presently known as the National Council on Disability Affairs [NCDA], in its thrust to have a barrier-free environment.

Since then, Jaime Silva had involved himself in various government and non-government organizations that advanced the dissemination and implementation of the Accessibility Law. Throughout those years of active participation, has earned him the “Apolonario Mabini Presidential Award” in 2002. Only 8 individuals have been granted this award since 1978. This is the highest honor given to an individual as recognition for the works done for the sector of Filipinos with disability. In April 2003, he was elevated to the “College of Fellows” of the United Architects of the Philippines. Only 1% of the total number of members of the United Architects of the Philippines has been elevated to this status. Currently, Jaime Silva chairs the Committee on Accessibility of the United Architects of the Philippines, and also Vice Chairs the Committee on Accessibility on Built Environment and Transportation of the National Council on Disability Affairs. Through these two committees, he lectures on the Accessibility Law and conducts audit trainings to evaluate buildings if compliant to the Accessibility Law. Furthermore, he also chairs several other projects, one of which is the Core Group Committee of the “Creation of a Non Handicapping Environment for Persons with Disability in the Rural Areas”, which is a partnership project of the NCDA, Japan International Cooperation Agency [JICA], and the Committee on Accessibility of the United Architects of the Philippines. The project’s objective is to bring accessibility to the rural municipalities. The other project he chairs is the “Search for the PWD - Friendly Tourist Establishments in Makati”, a partnership project of the Makati City, Makati Tourism Foundation and the Committee on accessibility of the United Architects of the Philippines. The project’s objective is to give recognition to disabled friendly establishments, including annotating them in the Makati Tourist Map as disabled friendly.
