MESSAGE FROM THE VICE PROVOST

I

t’s been said that the one constant in life is change. For us personally, for our university and for our unit and our campuses, change is all around us.

As we move forward with the work of the Regional Campuses, it’s critical to remind ourselves of the strategies we have developed to help us accomplish the work that we do. I hope that you will review our plan occasionally; it should serve as a reminder of our goals, and the strategies we have developed to accomplish those goals. As a team, we will continue to look for ways to add value to the university’s mission. Of course, that means we will also need to find ways to measure the value we add. Change will continue to challenge us in the coming days, months and years. However, I’m confident that we are capable of making the necessary adjustments to enable us to be successful. Once again, thanks to you for all that you do to help our students succeed. Education can serve as a life-changing experience. Your work is important because it has the capability of changing the lives of the people we serve.

UCF Regional Campuses UCF Regional Campuses, which now include 9 sites in seven counties, traces its origins to the era in which coastal Florida became the center of America’s aerospace program. Between 1982-87, with then Brevard Community College (Eastern Florida State College) and then Daytona Beach Community College (Daytona State College), the university developed the state’s first full-service joint-use campuses in Cocoa and Daytona Beach, respectively.

A third joint-use facility was constructed by UCF and Eastern Florida State College in Palm Bay in 1999; and, an additional full-service campus was developed by UCF and Lake-Sumter State College in Clermont in 2002. Additionally, joint-use facilities were established with Seminole State and Valencia College in the 2009-10 academic year. Limited academic programming is also available at the Leesburg campus of Lake-Sumter State College and the Ocala campus of the College of Central Florida.

Vision UCF’s Regional Campuses is recognized as the model for university and Florida college partnerships to increase access to baccalaureate and graduate degrees, workforce training and professional certification, and unsurpassed educational value for students in communities throughout the greater Orlando citystate and Central Florida.

In achieving this vision we will become: • A model for university-college partnerships to increase baccalaureate degree productivity for the state of Florida • A statewide leader in 2+2 initiatives and a national benchmark for access and degree completion • A state leader in the creation of multiple pathways for students to complete associate and baccalaureate degrees

Through these partnerships, UCF Regional Campuses and its consortium partners will be recognized as national leaders in preparing students for success in the 21st century.

Mission UCF Regional Campuses is a partnership-driven organization designed to strategically extend UCF’s reach to the communities of Central Florida. We provide access to quality continuing and higher education for students who because of time, distance, preference, or life circumstance might not otherwise have the opportunity to pursue postsecondary education. We accomplish this by: • Extending access to a diverse array of students pursuing baccalaureate and advanced degrees through a steadfast commitment to Florida’s 2+2 articulation model and intensive partnerships with Florida colleges • Delivering quality educational opportunities that are affordable, convenient and responsive to the needs of busy students • Providing a student-centered learning environment featuring engaged faculty and personalized service to students • Striving to fulfill our promise of a quality educational experience that meets or exceeds students’ needs through rigorous assessment of the value delivered to students • Partnering with the academic, business and professional communities, through the Division of Continuing Education to provide local, state, national and international clients with distinctive, highquality and cost effective educational programs and services.

Goals The goals of UCF Regional Campuses are aligned with UCF’s goals of offering the best undergraduate education in Florida, becoming more inclusive and diverse, and becoming America’s leading partnership university. They are presented as a series of strategic priorities supported by specific actions and key performance indicators to monitor progress and ensure goal achievement.

GOAL ONE EXPAND ACCESS AND OPPORTUNITY FOR STUDENTS UCF Regional Campuses through our partnerships with partner Florida colleges, will provide access for students who have the ability and desire to earn a UCF degree. We provide access to educational and professional development pathways for students in an inclusive, open and supportive environment. CRITICAL ACTIONS We will: • Guarantee admission to UCF for graduates of partner colleges in accordance with university policy • Provide clear, expeditious, dependable pathways to degrees - Degree completion - Retention - Program maturity and expansion - Academic centers of excellence • Create an inclusive, open and supportive environment that is welcoming for students • Achieve parity in UCF Regional Campuses enrollment across key demographic measures compared with graduates of partner colleges • Utilize technology and flexible program delivery schedules to meet program and student needs of the 21st century

KEY PERFORMANCE INDICATORS • Number of degree programs, faculty and courses offered at UCF Regional Campuses annually • Number of Florida college transfers to UCF annually • Annual enrollment growth in UCF Regional Campuses • Annual number of UCF graduates from UCF Regional Campuses • Annual comparison of Florida college graduates’ profile with UCF Regional Campuses student demographics • Number of critical need program areas addressed by UCF Regional Campuses • Retention rates of transfer students from consortium partners

GOAL TWO PUT STUDENT SUCCESS AT THE CENTER OF EVERYTHING WE DO. UCF Regional Campuses will focus on degree completion through student-centered programs and services, clearly stated objectives for student outcomes, personalized service and a commitment to continuous assessment of value. CRITICAL ACTIONS We will: • Ensure that all students at a UCF Regional Campus have an individualized degree plan prior to first semester registration • Place the student at the center in the design and delivery of programs and services • Implement a program of continuous quality improvement to identify and implement solutions designed to enhance student retention and degree completion • Partner with students through the efforts of faculty and staff to help them achieve unique academic, career and personal goals • Employ student development programs that meet the unique needs of UCF Regional Campus students

KEY PERFORMANCE INDICATORS • Utilization of individualized degree plans by students incorporating scheduling options available to them • Maintenance of clear, dependable course sequencing and scheduling to reflect the degree completion plans of students • Development and implementation of an annual program for assessment of student outcomes • Student retention term-to-term and year-to-year; number of entering students at UCF Regional Campuses completing baccalaureate and advanced degrees over specified time intervals • Number of students engaged in activities outside of the classroom that support and reinforce retention • Number of semesters required to earn a bachelor’s degree after transfer or a graduate degree upon initial enrollment • Mapping and Tracking (how do we measure…excess credit hours or publication of degree road map, number of CRM contacts)

GOAL THREE BECOME THE PARTNER OF CHOICE FOR UNDERGRADUATE LEARNERS IN CENTRAL FLORIDA UCF Regional Campuses through DirectConnect to UCF and the Division of Continuing Education will become the primary conduit in the Central Florida region to postsecondary and professional education for learners transferring from Florida colleges, and returning and working adults seeking to purse new career pathways or enhance their technical or professional skills. CRITICAL ACTIONS We will: • Identify market segments that are candidates for admission and use comprehensive and targeted marketing techniques to reach prospective learners • Collaborate with college partners in program and service delivery to encourage more students to transfer and matriculate at UCF • Partner with consortium colleges to reach out to Central Florida high school students to raise educational aspirations through increased awareness of programs and services offered • Match programs and services with the identified needs of learners in different service areas through a program of continuous assessment • Attract and engage adult learners in programs and services through customized recruitment and retention programs

KEY PERFORMANCE INDICATORS • Number of graduating partner college students annually transferring to UCF as a proportion of the total number of graduates • Number and proportion of Central Florida high school students indicating an awareness of DirectConnect to UCF • Number of students identifying the UCF Regional Campuses as their first choice as a proportion of each entering transfer student cohort • Number of students identifying themselves as DirectConnect students upon admission to the partnering institution. • Number of students annually enrolling in UCF Regional Campuses continuum of academic, professional education and training programs

GOAL FOUR BECOME A HIGHLY VISIBLE AND ACKNOWLEDGED LEADER IN THE COMMUNITIES WE SERVE UCF Regional Campuses will become a visible and active leader in all of the communities we serve. We will tell our story through an active marketing and branding program, by building and maintaining a strong regional presence through business and civic engagement, and by actively sharing the results of our work through multiple avenues of communication with key stakeholders. CRITICAL ACTIONS We will: • Leverage UCF assets to contribute to the growth of high-skill, high-value jobs and address critical shortages in targeted professions • Collaborate with employers and community groups to develop and deliver programs and services that will attract and grow targeted industry clusters • Engage community leaders from business and industry, local government, education and civic organizations for the purpose of gathering and sharing information about community needs and expectations, and current and planned regional campus programs and services • Develop and execute clear and compelling branding and marketing strategies to increase awareness of UCF Regional Campuses in the communities we serve and provide salient and engaging information about programs, services and performance • Maintain membership in, and actively contribute to, key organizations engaged in community development

KEY PERFORMANCE INDICATORS • Increased awareness of UCF Regional Campuses programs and services among employers and other community leaders • Number and type of employers annually engaged in program planning and other academic pursuits with UCF Regional Campuses to ensure that current and emerging workforce needs are met • Enrollment growth in programs supporting growth industries and areas of acute community need • Extent (evidence) of membership in, and contribution to, key community organizations • Measurable evidence of general community awareness of programs, services and performance outcomes of UCF Regional Campuses • Number of profit and nonprofit partners working with the UCF Regional Campuses • Evidence of favorable perceptions held of UCF Regional Campuses by community stakeholders

GOAL FIVE ACHIEVE OPERATIONAL EXCELLENCE UCF Regional Campuses will establish an organizational infrastructure comprised of processes, systems, policies and administrative practices that is recognized as a model of operational excellence and efficiency.

CRITICAL ACTIONS We will: • Provide exceptional, constituent-centered services that are embedded in the culture of UCF Regional Campuses • Identify and pursue initiatives that make UCF Regional Campuses a place to work • Develop standards of operational excellence and efficiency that can be used to measure the performance of UCF Regional Campuses • Develop consistent practices, policies and procedures throughout the regional campus system and provide ongoing training and support • Use evidence to support decisions, and deploy resources in a fiscally responsible manner KEY PERFORMANCE INDICATORS • Evidence of written and measurable standards of operational excellence and efficiency • Number of status sessions conducted annually with key stakeholders inside and outside of UCF, and actions taken as a result • Improvements in student, faculty, staff and other stakeholder perceptions of operational excellence and efficiency over time • Annual budget that reflects strategic priorities, anticipates changing fiscal conditions, and ensures sustained fiscal stability

We will serve students of diverse backgrounds with programs of the highest quality and personalized service to help them reach their full potential.
