4th UCLG World Congress
Invitation The city of Rabat is preparing to host the second World Summit of local and regional leaders and the 4th Congress of our World Organization, from 1st to 4th October 2013. This event coincides with the one hundredth anniversary of the municipal movement across the world and we wish to make it a moment of sharing and assembly between Africa and the rest of the world.
World Summit of Local and Regional Leaders
Due to the high tension of the current context, marked by the economic crisis and the reduced resources at our disposal, we are pushed to imagine new ways of development for our territories with increased solidarity and sustainability. In view of this, topics such as improving the quality of life, managing diversity, solidarity between territories or generally mastering the urban future, will mark the debates and exchanges we wish to take place at this Congress. The Congress in Rabat will allow local and regional elected representatives, technicians, our institutional partners and all participants to take part in the work that will be launched on the future of the Millenium Development Goals (MDGs) at the end of their term in 2015 and the implementation of a new world urban agenda in the framework of Habitat III in 2016. In July 2012, UNESCO included the city of Rabat in its List of World Heritage. In true honor of this status, the Moroccan capital will welcome you with its traditional spirit of hospitality. We are looking forward to welcoming you in high numbers at our organization’s gathering in Africa.

Topics of the 2013 Summit Delegations from over 100 countries are expected at this Summit that will bring together local and regional leaders, international organizations, the public and private sectors, financial institutions and civil society. The Summit is a unique occasion to present and debate local concrete solutions to world problems. It is also the occasion to define policies and actions to support local and regional authorities contributions to the strategic objectives of the international development agenda. The 2013 World Summit will be structured around two main concepts: • The contribution of local and regional authorities to the wellbeing of communities and the role in the Post 2015 development agenda • The identification of the new challenges and models needed to answer the demand of an increasingly urban population as we work towards Habitat III in 2016 Other topics: • Fostering wellbeing • Managing diversity • Supporting new governance and the change in the Mediterranean • Promoting solidarity among territories • Shaping the urban future
