DEAN’S LETTER

Serving as the interim dean for the UC College of Nursing for two years has been a privilege and an exciting stage of my career. During this period, I focused the college’s efforts on POPS – partnerships, opportunities, performance, support –and diversity and inclusion. In my final dean’s message, I’d like to highlight some of the successes the college achieved in these areas.

• For partnerships, we signed a formal agreement in February with Hubert Kairuki Memorial University in Dar es Salaam, Tanzania. Under this agreement, we will conduct joint research, grantsmanship, publications and online teaching.

• For opportunities, we expanded our focus in the development of virtual reality simulations, launched the Master of Science in Nursing in nursing education program and continue to move towards the approval of two new programs: health equity concentration of the Bachelor of Science in Public Health and the Bachelor of Science in Health Care Coordination program, in collaboration with the College of Allied Health Sciences.

• For performance, I am excited to state that once again the college has begun generating a net profit, which allows us to reinvest in our infrastructure by hiring more full-time faculty members. Our awarded research funding and scholarship amounts are at an all-time high. We have also increased the percentage of faculty, staff and students who self-identify as underrepresented by race and/or ethnicity.

• For support, we established a staff governance structure and reorganized all faculty – who previously reported to the dean – into three departments.

• The college’s efforts in diversity and inclusion make me most proud, especially our shared governance and college-wide initiative to review the 700 pages of student-related policies and procedures from an equity lens. Since the formal review was completed in December 2023, we have conducted focus groups with faculty, staff and students to discuss and implement proposed changes. We hosted training sessions on equal opportunity, Title IX and religious bias. Student inclusion and belonging efforts have included establishing a multicultural lounge, providing a student kitchen and suspending standardized test requirements for prelicensure applicants. As my time as the interim dean comes to a close, the college is preparing for the arrival of Dr. Alicia Ribar as our 19th dean, joining us from the University of South Carolina. I look forward to seeing her vision come to fruition over the ensuing years.

PARTNERSHIPS

Building a future workforce that effectively provides equitable, quality health care requires an education system that better prepares nurses for practicing in a variety of communitybased settings with diverse populations. With this in mind, we have expanded our practice and research partnerships.

In 2022, the college launched a partnership with The Little Clinic, which operates retail clinics inside select Kroger, Fry’s, JayC, Dillons and King Soopers stores in multiple states. This has increased the number of sites offering clinical placements for our advanced practice nursing students across the country.

Four instructors from Hubert Kairuki Memorial University (HKMU) in Dar es Salaam, Tanzania, are now students in our PhD in nursing program. Once they graduate, they will become leaders at HKMU and serve as partners on international research projects and coinvestigators for extramural grant applications.

OPPORTUNITIES

As pioneers in experiential learning, we have increased access to handson opportunities, so our students graduate ready to provide quality, safe care to all. Faculty and leadership have focused on developing opportunities to strengthen the financial status of the college and reinforce our position as a national leader in nursing academia.

Experiential Learning

At the core of the university’s curriculum, real-world experiences promote professional maturity and enhance career opportunities after graduation. The college continues to nurture strong partnerships with local and global health care systems and educators to offer innovative and enriching experiences for our students.

• Dedicated Education Units (DEU): Participating undergraduate students are paired one-on-one with a staff nurse for a semester in units at University of Cincinnati Medical Center and Cincinnati VA Medical Center. In FY ‘23, 56 DEU placements were offered to students.

• Co-op Program: Bachelor of Science in Nursing (BSN) students are paired one-to-one with experienced preceptors at University of Cincinnati Medical Center and Cincinnati Children’s Hospital Medical Center for a paid mentorship opportunity. In FY ‘23, the college offered 76 co-op positions in areas including med/surg, float pool, ED, ICU, step-down units, PACU, OB, OR and cardiovascular recovery.

• International Program: Undergraduate and graduate students earn course credits while enhancing their cultural sensitivity and challenging their understanding of global health issues and disparities. In December 2022, the college resumed traveling with a clinical rotation in Thailand and, in 2023, students traveled to London and Tanzania. In early 2023, nurse anesthesia students experienced clinical practice in Belize and nurse practitioner students joined a global health brigade in Tanzania.

Program Launches

To better meet the needs of the health care industry and community, the college launched and re-designed several programs. With these new or newly formatted programs, we endeavor to produce graduates who will lead in solving some of nursing’s most pressing issues.

• Nursing Education Master of Science in Nursing: In response to the nursing shortage, the college designed a master’s level degree that prepares nurses for roles in academic and clinical settings. The program’s curriculum includes curriculum design, hands-on skills teaching, in-person and online classroom management, critical thinking, clinical work and using technology for teaching, including simulations and other learning tools.

• Advanced Public Health Nursing Doctor of Nursing Practice (DNP) and Post-Bachelor’s Certificate: Due to the increasing frequency of environmental disasters and public health emergencies, climate change, an aging population, and growing awareness of health disparities, the need for public health leaders will grow significantly in the coming decade. To meet this need, the college launched a DNP and post-bachelor’s certificate in Public Health Nursing, which prepare professionals to use evidence from research to design, implement and lead population-based interventions and improve public health.

• Occupational Health Nursing DNP: In response to the need for doctorally prepared nurses, the college’s Occupational Health Nursing Master of Science in Nursing (MSN) was re-designed as a DNP. The program prepares nurses to lead in corporate, industrial, governmental or academic settings by using evidence from research to plan, implement and evaluate health and safety programs and services for employees, worker populations and association groups.

Holistic Admissions

A pioneer in using a holistic admissions process, the college looks beyond test scores to evaluate applicants for BSN and select graduate programs to form a student body that is empathetic and diverse in thought, background and life experiences. In fall 2023, 39% of students admitted to the BSN program would not have received an offer based on quantitative criteria only.

Collaborative Opioid Response Expansion (CORE II) Project in Highland County, in partnership with Highland District Hospital, Highland District Health Department, Family Recovery Services, Inc. Treatment Center, R.E.A.C.H. for Tomorrow, Inc., Highland County Probation Department

RECIPIENTS: Jennifer Lanzillotta (PD), John Stem Highland County, in southwestern Ohio, is a rural, Appalachian, medically underserved, mental health provider shortage area. It is ranked on the list of the top counties identified by the Centers for Disease Control and Prevention as being at risk for HIV and hepatitis C infections due to injection drug use. The goal of this three-year program is to address gaps in prevention, recovery and treatment services by bringing entities together and coordinating care; implementing evidence-based practices; leveraging state, federal and local resources; decreasing stigma; increasing access to care for those suffering from opioid use disorder; and decreasing fatalities through naloxone distribution.

Systems in Holistic Innovation and Inclusion for Transformation (SHIIFT)

Nursing faculty shortages across the country are limiting student capacity at a time when the need for professional registered nurses continues to grow. In addition, as the U.S. struggles with primary health care provider shortages, an uneven distribution of workers means shortages are often more profound in rural

and disadvantaged areas. The purpose of this program is to support the educational expenses of advanced degree nursing students on the nurse educator pathway, with priority for candidates in the PhD and DNP programs so the college can address the nurse faculty and primary care provider shortages.

Eliminating Structural Racism in Nursing Academia: A Systems Change Approach to Anti-Racist Nursing Education

The national, multisite project builds upon the American Association of Colleges of Nurses (AACN) “Leading Across Multidimensional Perspectives” (Lamp™) Culture and Climate Survey, deployed to 50 nursing schools – including UC – to better understand the culture of inclusion and belonging, particularly among students and faculty of color. The program will build a learning collaborative composed of eight to ten schools that were part of AACN’s original 50-school cohort to develop projects addressing structural racism and promoting anti-racist nursing education in their respective institutions. A plan for sustainability and growth at individual schools, as well as a plan for replicability and spread to the broader cohort of nursing schools nationally is part of the project’s goals.

UCVS Increasing Patient Access to Care for Tomorrow (ImPact) Scholarship, 2023

Family Nurse Practitioners (FNPs) have potential to provide high quality, cost-effective primary care services to aging populations and the millions of newly insured in the United States. Clinical experiences are an integral part of educating competent FNPs and the college has developed academic-practice partnerships with over 300 local clinical sites to provide students flexible and diverse clinical experiences. The goal of this program is to support educational expenses of FNP students as they participate in CVS Minute Clinic’s clinical training program.

Research Grants

A Unique, Co-Designed Family-Based Therapy for Marginalized Women with Opioid Use Disorder and Justice-Involvement

Given well-documented risks associated with the sex trade and opioid use, as well as a lack of interventions prospectively designed to address challenges experienced by this population, the study represents a critical next step towards promoting the health and well-being of women in the sex trade. The award will provide Dr. Murnan training opportunities in communitybased participatory research; ADAPT-ITT substance use intervention adaptation methodologies; and research within the criminal justice system to evaluate the feasibility and acceptability of co-designed family-based intervention offered as an adjunct to treatment diversion programming.

Let’s K-Talk: A Storytelling Intervention Leveraging Chatbot Technology to Prevent HPV and HPV Associated Cancers for Ethnic Koreans Living in the U.S.

Human papillomavirus (HPV) is a sexually transmitted infection affecting mostly young adults. Although the HPV vaccine is safe and effective at preventing related infections and cancers, a preliminary study has shown that only 19% of English-speaking, college-educated Korean American women aged 18 to 26 in the Northeast U.S. had received the HPV vaccine. The purpose of this study is to leverage a video-based intervention using AI chatbot technology (K-Talk) to promote HPV vaccination among Korean Americans age 18 to 26, as well as to conduct a pilot trial to assess feasibility, acceptability and preliminary efficacy of K-Talk.

Oral Self-Care to Reduce Oral Health Disparities in the Population with Diabetes

People with diabetes have increased risk for oral diseases yet are less likely to practice adequate oral self-care and utilize preventive dental services than people without diabetes, resulting in them losing twice the number of teeth than their non-diabetic peers. Untreated chronic periodontal inflammation also induces insulin resistance, thereby jeopardizing glycemic control and increasing risk of having other diabete complications. This study aims at developing content material and testing the usability and feasibility of a technology-assisted oral health education and self-care intervention for a racially and socioeconomically diverse population with diabetes mellitus.

Black people living with HIV have worse health outcomes than their white counterparts, yet remain underrepresented in HIV clinical research. Informed consent documents often use complex language designed primarily to agreement to participate rather than educate patients and ensure they understand the proposed research. This study focuses on assessing what Black people living with HIV understand about informed consent and their preferences related to the process, developing a patient-centered tool and determine its acceptability and feasibility for use in the informed consent process in HIV clinical trials.

Artificial Intelligence to Predict Outcomes in Patients with Acute Kidney Injury on Continuous Renal Replacement Therapy (CRRT)

In 2020 alone, Ohio had more than 5,000 opioid-related deaths. Addressing the overdose crisis requires partnerships to develop, coordinate and implement targeted strategies to prevent harm and link individuals with a substance use disorder to clinical and community supports. This initiative aims to identify people with opioid use disorder (OUD) who are receiving services in the emergency department and refer them to a treatment facility within 72 hours. Strategies include increasing screening for OUD, connecting individuals with a peer supporter, identifying other co-occurring social needs, and providing suboxone or other medications to manage withdrawal symptoms until admission into treatment facilities.

SUPPORT

From encouraging award applications to creating scholarships to attract, retain and graduate a culturally sensitive student body, we believe in supporting and empowering faculty, staff and students by creating an environment that fosters inclusivity, collaboration, and personal growth. The college’s leadership is intentional about ensuring all feel welcome and the support for diversity, equity, and inclusion (DEI) efforts is woven throughout the four Nursing POPS! priorities.

Creation of department chair positions to decentralize decision-making and better meet faculty needs.

• Kim Mullins, DNP, APRN-BC, AOCNP: Department of Advanced Practice Nursing, housing the college’s nurse practitioner, nurse midwifery, nurse anesthesia, and post master’s DNP programs.

• Melanie Kroger-Jarvis, DNP, CNS, RN: Department of Population Health, housing the college’s organizational leadership, nurse educator, advanced public health nursing and occupational health nursing programs.

DEI Strategic Plan Progress

Guided by the vision, “To inspire, influence, engage, and guide the College of Nursing, the University of Cincinnati and the larger community to build a sustainable model of inclusive excellence that embraces and reflects the diverse population we serve,” the college’s DEI strategic plan has four strategic goals with corresponding action items and measurements to ensure accountability. Accountability groups have been assembled and meet on an ongoing basis to make progress in bringing each one of the goals to life.

As part of these efforts, initiatives such as a monthly DEI Teaching Tidbits newsletter to faculty and staff and a tool for incident reporting have been implemented.
