Materials – Scott Andrus a. When submitting HMA mix designs to the RME’s, indicate whether or not Warm Mix will be used. Federal Highways wants UDOT to keep track of how many tons are being used annually. UDOT is creating a system query so we can see the quantities being used on a job. This is only beneficial if the mix designs indicate the use of Warm Mix methods. b. Status of Precast Specification Cure Spec - A timeline from the Precast group was given today. Scott Andrus looked it over and it looks reasonable. He would like to invite a few more people to discuss the specification revisions. If you would like to be part of the group to review the spec, please let Scott Andrus or Bryan Lee know. UDOT is hoping to have the revisions done by the end of November, reviewed internally by December and taken to Standards Committee meeting in February. Contractors had concerns with the 7-day cure on paving and how that will affect the time aspect and commitments on accelerated projects. UDOT to look closer at this prior to advertising and asked Contractors to contact the Department where they identify time conflicts with the limitations of operations (or elsewhere) on projects. 4. Revision of Spec 515 – Michelle Page a. Additional 5 days added – Change from 15 to 20 days A Special Provision was needed in order to change the time frame criteria for UDOT Heavy Highway Contractors to return the awarded, signed contracts prior to Notice to Proceed. The previous supplemental required them back in 15 days, the new Special Provision allows them to be returned in 20 days.

** Action Item: Michelle to cross check form/award letter against spec. Check NTP, NOA and Contract letters. Michelle found one error in the Notice of Award letters where the 2008 Standards were referenced rather than the 2012 Standards. Please let UDOT know if there are any other conflicts identified so they can be fixed.
5. RE Rating Form – Rob Wight UDOT only received 6 RE Rating Forms in the past year. These forms provide valuable feedback on what can be improved upon. The form is being updated to include who you should return it to. Contractors don’t feel they are getting valuable ratings and feedback. They are seeing 2’s being given across the board. ** Action Item: Randy suggested that comments be mandatory and if the efforts aren’t good we could send them back for revision. Rob will meet with Aaron Watson to update form and require that comments be made on form and require this be part of the final packet. ** ** Action Item: Rob discussed making a summary of the contractors scores and giving these to the contractors to review. ** 6. 3d Modeling – Michelle Page a. Survey Special Provision (AMG details) UDOT is working with consultants on ways to increase the accuracy of preconstruction surveys so they are more valuable. b. Projects in Design being identified for full 3D Modeling Preconstruction in the Regions are currently identifying projects for “full” (as much as possible, depending on the type of project) 3D modeling on projects. If you are interested in being part of the committee to review and assist with 3D modeling, please let Rob know. ** Action Item: Once these projects have been identified and confirmed, Michelle will report these. c. FAQ’s Handout A handout was distributed and discussed. This is also on the UDOT website and where Contractors can look for upcoming announcements on the 3D PreConstruction Modeling efforts as well. 7. Report on DRB Committee – Rob Wight Update: The group has met once as a brainstorming discussion. They discussed adding another step in the escalation process for the DRB. After a lengthy discussion, it was left for further input as to where the appropriate level for the DRB involvement, possibly a recommendation to the DE/PM level once things are escalated beyond the RE. This keeps the change order negotiation at the Region level. More to come as the committee continues to meet . . .
9. Subcontractors Certified Payroll Issues – Open Discussion Discussion: Contractors are having issues with Certified Payroll and it being submitted electronically and timely. Contractors have no idea if they are submitted or correct and have a hard time being accountable when they have no way of controlling the process. They cannot see the information through PDBS when it is entered by a subcontractor. Michelle stated that Contractors should have access to the subcontractor information. If they do not have access, this will need to be reviewed as to why it has not been granted; possibly due to employee social security numbers and security concerns around who has access to those. Contractors are responsible for reviewing the information to ensure title matches position, etc as per the Code of Federal Regulations (CFR). **Action Item: Stacy Frandsen to grant Prime Contractor access to PDBS for Certified Payroll screens (If possible). Or review other options for Contractors to be informed prior to an audit as to what information is being entered in the system. ** 10. TC14B Pilot Car Reduced Speed Specification – Josh Van Jura A handout was distributed and discussed. The idea is to eliminate the TEO’s (Traffic Engineering Order). The goal is to provide a stepped down speed drop in the Standard Drawing and eliminate the need for a TEO. The new Standard was reviewed with the group and is on the agenda for the November Standards Committee meeting. 11. 12. Miscellaneous Items? Variable Speed Limits - Josh Van Jura VSL is being used on Richfield Slab project (I-70). The original posted speed was 75 mph. The speed was dropped by 10 mph 1 mile before the active work zone. The speed limit was dropped 30 mph in the active work zone. The average speed was calculated at 51 mph in the 1 mile before active work zone area, and 48 mph in the active work zone area. Success! 13. Next meeting: November 12th @ 2:30 p.m.
