Restoration of FullDisability Protection:

I
t is with great pride and honor that I write this report as your UFA president. For the past 14+ years I have had the honor and privilege to represent you as your VicePresident, now I will serve out the remainder of this term as your President. While the timing may not be optimal with my recent election as the IAFF 1st District Vice-President, I can assure you I will work hard for you until my last day in office. This Executive Board is committed to fighting hard for all our members and their rights. It has taken many years for the UFA to build up great admiration and respect in the Halls of Albany and City Hall. This Executive Board has years of knowledge and experience that has made us successful in winning the fights to make sure our members get what they need. In 2017 we will celebrate the 100th Anniversary of the UFA. A full Gala will take place in the fall. Stay tuned for more details.
On September 8th, 2016, Governor Cuomo signed into law Chapter 398 of the Laws of 2016. Following a nearly two-year campaign more than 2,300 UFA members and all future firefighters gained disability protections. The NY State Assembly and Senate unanimously approved legislation granting New York City Firefighters, hired since June 2009, the same disability protections as more senior FDNY firefighters. The State Assembly approved the measure 113-0 and the State Senate voted 61-0. This followed the NY City Council also passing a unanimous home rule resolution, sponsored by City Councilmember Elizabeth Crowley, in support of the action. The bills, A10567/S08015, by State Assemblyman Peter J. Abbate, Jr. and State Senator Martin Golden and signed into law by the Governor restore disability protections for NY City Firefighters that were lost after former Governor David Paterson vetoed Tier II disability extender legislation for both New York City Firefighters and Police in June 2009. As a result of the 2009 veto, firefighters hired since June 2009 had been eligible for disability protections that were as low as $27/day if they were permanently disabled in the line of duty. It meant this was a must win fight for the UFA membership. As part of its August 2015 contract agreement with the City of New York, the UFA and Mayor Bill de Blasio agreed on the full restoration of disability protections for all current and future FDNY firefighters. During 2015 the UFA campaign to spotlight the true dangers this posed to our members and the public shook the political world and won over the media and editorial pages, but still the City dug in its heels. The campaign we led was not only successful, it was recognized as the top communications campaign of the year by the Public Relations Society of America for the impact it had in changing opinions. It also received First Place for the IAFF’s Best Affiliate Public Relations or Political Campaign. Best wishes to you and your families for a very happy and safe New Year!

2017 UFA Election Schedule
The 2017 UFA election cycle is just a few short months from now and we encourage active participation of the membership in both voting and seeking to serve. 2017 will be the 100th anniversary of the UFA, a landmark occasion for a labor organization that has had quite a sizable impact advocating for the health and safety of firefighters and the citizens and communities we are sworn to protect. Please be an integral part of our union’s second hundred years. Candidate nominations will take place at the February 9th member meeting. Ballots will be mailed on or about March 1st, pending confirmation by the American Arbitration Association. Election ballots will be counted on or about March 21st, pending confirmation by the American Arbitration Association. Those elected to the next UFA board term will take office on May 1, 2017.

5-5-5-5 Battalion Chief Michael Fahy
Battalion Chief Fahy Mourned by City and FDNY Members On Tuesday, September 27th, the FDNY and all of New York City suffered a tragic loss when Battalion Chief Michael Fahy was killed in the line of duty in the Bronx. Fahy, a 17-year veteran of the Department who started as a well-respected UFA member and rose through ranks, was described by Fire Commissioner Daniel Nigro as a “rising star” and was beloved by his fellow firefighters. He was killed by falling debris after responding to a call of a gas leak in the Kingsbridge neighborhood. The building where he was helping to investigate the leak exploded and police are investigating whether it was being used as a marijuana “grow house.” Fahy, 44, was married with three children and lived in Yonkers. An attorney who decided to join the Department after graduating law school, Fahy also had a master’s degree in homeland security from the Naval Postgraduate School. His father was a firefighter who served in the FDNY for 33 years, retiring himself as a battalion chief just months after 9/11. “He was widely respected by all who knew him and a friend who will be greatly missed,” said UFA President James Slevin. “This tragedy is yet another sad reminder of the enormous risks firefighters of all ranks face each and every day as they protect the citizens of New York.” Fahy was posthumously promoted to Deputy Chief, something his colleagues said was fitting, as it was clear he was a future top leader of the Fire Department. New York State Constitutional Convention On Election Day, November 17, 2017, a referendum will be on the ballot asking: Shall there be a convention to revise the Constitution of the State of New York and amend the same? The position of the Uniformed Firefighters Association is for you and your family members to vote NO! A NO vote defeating this referendum will mean there will not be a Constitutional Convention. Alternatively, if the majority of New York State citizens vote YES in favor of a Constitutional Convention, this timeline will be followed: -November 6, 2018 – New Yorkers elect delegates to convene a convention. -April 2, 2019 – The Constitutional Convention convenes and proposes amendments. -November 2019 – New Yorkers vote on every amendment and the new Constitution is either ratified or rejected. If the referendum does pass, retirees already receiving pensions, and anyone else hoping to collect a pension in the future, could find their pensions jeopardized and you and your family could be adversely affected. Generations of firefighters have fought hard to achieve the pension benefits and guarantees that are now enjoyed. Again, if there’s a Constitutional Convention, ALL issues are up for debate, discussion, and can be modified or abolished. The UFA will be monitoring this topic closely in the next 10 months and frequent updates will be posted on www.ufanyc.org and in other media. You’re encouraged to view the New York State Constitutional Convention Clearinghouse website www.newyorkconcon.info which details the Convention process. Together, we must prepare to defeat this referendum to protect the interests of active and retired firefighters and their families!
UFA Leadership Transition With the announcement by the Commissioner naming Steve Cassidy as the first Executive Director of the newly spun off New York City Fire Pension Fund on September 17, there was a rapid transition necessary at the UFA. In accordance with the UFA constitution, Vice President James Slevin (L-7) assumed the duties as President and will continue for the remainder of the current term of office which concludes on April 30, 2017. Mr. Slevin also announced that he will finish out his term but not seek a sixth term in office. He will continue to serve after that point as the 1st District Vice President of the IAFF. “I and the rest of the Executive Board are committed to making sure the members of the UFA continue to be represented in the manner they deserve, with their rights protected and their interests prioritized.” said Mr. Slevin. At its first meeting, the Monday following the disclosure, the UFA board voted to accept Mr. Cassidy’s resignation and determined that the transition should be immediate, rather than stretching out over the coming weeks. In addition the board voted to invoke the union’s constitutional clause regarding certain appointments with three years of current term of office. By the end of that same week, President Slevin announced that current Sargent at Arms/Health & Safety Officer Gerald Fitzgerald (E-318) would assume the position of UFA Vice President. Firefighter Mike Schreiber (L-116) was appointed the new UFA Sargent at Arms/Health and Safety Officer.

The Retired Firefighters Security Benefit Fund of the Uniformed Firefighters Association provides prescription drug, dental, optical, hearing aid, life insurance, supplemental health insurance, certain widows’ benefits and other benefits to eligible participants, which include retired firefighters, fire marshals, and uniformed wipers, pursuant to an Agreement and Declaration of Trust entered into between the Uniformed Firefighters Association of Greater New York, Local 94, I.A.F.F., AFL-CIO (the UFA) and the Trustees of the Fund. Such benefits are funded through employer contributions, which are established by collective bargaining agreements entered into between the UFA and the City of New York.

During the fiscal year the Fund experienced an increase in its net assets available for benefits of $773,515. Additions to the Fund totaled $25,649,837. These additions included investment income of $900,200, contributions of $17,938,441, and other income of $6,811,196. Deductions from the Fund totaled $24,876,322. These deductions included benefits paid to or for participants of $24,293,279 and administrative expenses of $583,043.
The value of Fund assets, after subtracting liabilities of the Fund, was $52,449,036 as of June 30, 2014, compared to $44,315,235 as of July 1, 2013. During the fiscal year the Fund experienced an increase in its net assets available for benefits of $8,133,801. Additions to the Fund totaled $30,302,624. These additions included investment income of $2,416,188, contributions of $17,929,426, and prescription drug subsidies and rebates, as well as other income of $9,957,010. Deductions from the Fund totaled $22,168,823. These deductions included benefits paid to or for participants of $21,547,668 and administrative expenses of $621,155.

ELIGIBILITY Retired Firefighters and Fire Marshals, who retired on or after January 1, 1971 (July 9, 1993 for Wipers), and their eligible dependents, including duly registered domestic partners and their dependents. Retired Marine Engineers and Pilots as of January 1, 2012.
DENTAL PLAN FOR RETIREES
When you call for dental plan info, please know which of the following three plans you have: 1) Dentcare; 2) UFA Reimbursement Plan; 3) Florida Plan (Healthplex 500) CHANGING DENTAL PLANS You may change dental plans each year between October 15th and December 15th. Most plan changes take effect on January 1st. U.F.A. SELFINSURED HEALTHPLEX Retiree is reimbursed in accordance with the R.F.S.B.F. Schedule of Fees. A dental form must be filled out. $1,500 Limitation per family member per calendar year. Orthodontic services for dependents under 19 years of age only. Cosmetic dental treatment and implants are not covered. HEALTHPLEX PPO Effective July 1, 2010 members enrolled in Healthplex will have access to the Healthplex Participating Provider Organization (PPO) panel. This panel has over 3,500 participating dentists who will provide services at a reduced fee schedule. You will only be responsible for the patient co-pays. $1,500 Limitation per family member per calendar year; exclusions apply. Cosmetic dental treatment and implants are not covered. DENTCARE PROGRAM A pre-paid comprehensive dental program. Provides the necessary dental care, including orthodontics, at no cost to the member except for elective general anesthesia, porcelain with metal crown, abutment or pontic, $50 co-pay per unit. Orthodontic services for eligible dependents under 19 years. Members must select a dentist from the DENTCARE panel of dentists. Cosmetic dental treatment and implants are not covered. Please note that members may be charged additionally for porcelain crowns/abutments/pontics on posterior teeth. HEALTHPLEX AMERICA 200 FLORIDA (This Plan Replaces Comp Benefits Fla.) Effective January 1, 2014, Retirees residing in Florida may elect Healthplex America Plan 200. This plan offers an open access network, with no need for pre-selection of a dental provider. The mail service program is designed for individuals on maintenance medications for treatment of chronic, long-term conditions. If you or an eligible family member regularly takes medication for chronic long-term conditions such as arthritis, high blood pressure, heart conditions, etc., you may receive up to a 90-day supply of maintenance medication through CVS / Caremark mail service pharmacy. 35% of the cost of the drug still applies to mail orders. Co-insurance of 35% of the cost of the drug still applies as well as minimum for Generic and Brand-name prescriptions..
MAINTENANCE CHOICE
Beginning January 1, 2015, the Maintenance Choice plan that was implemented in July provides you with additional flexibility. After two fills, you can continue to receive 30-day supplies of maintenance medications at any participating CVS network pharmacy. To do so, you must first call Customer Care at the number on your prescription card. Please note: In doing so, you will not enjoy the savings of 90-day supplies through your neighborhood CVS/pharmacy, since the higher retail copays will apply. If you continue ordering 30-day supplies of long-term medications without calling CVS first, you will pay the full cost of your prescriptions. PLEASE NOTE thatyou MUST CALL to opt out of the Maintenance Choice. Call Customer Care at 866-832-0563 and notify them that you do NOT wish to participate in the 90-day supplies.

The PICA Prescription Plan is administered by Express Scripts – This benefit is available to both active and retired members, as well as their eligible dependents. (Once on Medicare, PICA will no longer be available). There is an annual deductible of $100 per person for injectable and chemotherapy medications. This deductible is independent of any other deductible. PICA covers medications in two specific drug categories Injectable and Chemotherapy Injectable – Most self-administered injectables. MEDICARE REIMBURSEMENT FOR MEDICARE PART B When you (or your spouse) become eligible for Medicare at age 65, or before 65 because you received Social Security Disability, the City REQUIRES that you take Medicare Part A (Hospital) and Part B (Doctors).FAILURE TO DO SO COULD RESULT IN LOSS OF HEALTH COVERAGE. If you are in an HMO you must notify your health care carrier that you are going on to Medicare. Example: HIP Prime members become HIPVIP; Aetna members become Aetna Golden Medicare, etc. If you are receiving a City pension check and both you and your spouse are enrolled in a City health plan, you will be reimbursed for your Medicare Part B by the City of New York. You should send the following information to The NYC Office of Labor Relations Employee Health Benefits. MEDICARE PART D PRESCRIPTION DRUG PLAN – SILVERSCRIPT Effective January 1, 2010 the R.F.S.B.F. purchased a Medicare Part D Prescription Drug Plan, SilverScript, for all retired members over 65 years old, as well as those who are on Social Security Disability. This also applies to Medicare eligible spouse, dependent or domestic partner. This Plan has an up front annual individual deductible of $100. After you pay your yearly deductible, you pay the following until you reach your initial coverage limit (for 2016, the limit is $3,310): •35% of the cost of the drug with a $5 minimum for Generics •35% of the cost of the drug with a $20 minimum for Brand-name After you reach the initial coverage limit (for 2016, the limit is $3,310), SilverScript will continue to provide prescription drug coverage for some generics at the same co-payment/co-insurance until the yearly out-of-pocket costs (also known as True Out-Of-Pocket or T.R.O.O.P. costs) reach a maximum amount that Medicare has set. In other words, once you’ve reached the coverage limit, you will still pay 35% of the cost of a GENERIC drug, with a minimum of $5. For NAME BRAND drugs, you will pay 50% of the cost of the drug. When you reach the T.R.O.O.P cost limit you qualify for Medicare Part D Catastrophic Coverage. For 2016, the T.R.O.O.P. limit is $4,850. After your yearly out-of-pocket costs reach the T.R.O.O.P cost limit you pay a small co-insurance or co-payment. There is no annual “drug cap” or limit to this catastrophic coverage. When you become Medicare eligible check with your health care provider to see if Medicare Part D drugs are provided under their basic health plan. You CANNOT be enrolled in two Medicare plans. Some health plans stipulate that in order to remain in their health plan you must use their prescription drug plan e.g. HIP-VIP. ONCE ON MEDICARE PICA WILL NO LONGER BE AVAILABLE REMINDER – PLEASE PROVIDE RFSBF WITH A COPY OF YOUR MEDICARE CARD. ON THE COPY, ALSO WRITE DOWN THE NAME OF YOUR HEALTHCARE CARRIER (EXAMPLE HIP, GHI, AETNA, ETC) THE R.F.S.B.F. FAX NUMBER IS: 212-683-0693 NOTE: As soon as you or your eligible dependent(s) go on Medicare a copy of the Medicare Card MUST be mailed to the R.F.S.B.F. or if you prefer, fax it to 212-683-0693. You should also write down on the copy what your healthcare carrier is (for example, HIP, GHI, AETNA, etc.)
ADDITIONAL BENEFIT INFORMATION NOTIFICATION OF CHANGE IN STATUS The Retired Security Benefit fund must be informed of ANY changes in your status. For example: •When you get married, we need a copy of the marriage certificate and your spouse’s full Social Security number. •When you become a new parent we need a copy of the birth certificate and the child’s full Social Security number.. •If you get divorced we need a copy of the first and last page of the divorce decree. If your ex-spouseis awarded a portion of your Compensation Accural Fund (or CAF), it will be notes in either your divorce decree or in a document known as a Qualified Domestic Relations Order (or QDRO). If so, you must notify the UFA/CAF. Send a FULL copy of the finalized QDRO or Divorce Decree (where the award is stipulated) to the UFA/CAF. The Fax Number is: 212-683-0693

NOTIFICATION OF CHANGE IN STATUS (continued) When a spouse dies we need a copy of the death certificate. •When you move please update your address with the SBF. If you wish to add or remove a Domestic Partner, please contact SBF for instructions. Look on the UFA website for information (www.ufanyc.org) or call: 212-683-4723. For ANY change in status, you should update your beneficiaries with the UFA/SBF. Call the Security Benefit Fund at: 2126834723 and request a beneficiary enrollment card. Once you receive it, fill it out, sign and date it, and return it to the SBF as soon as possible. To change your address with the NYC Fire Department, or to make changes for direct deposit, please call FDNY Pension and Payroll at 718-999-2327.
CHANGING HEALTH PLANS
You can change health plans every other year during the even numbered years (2012, 2014, 2016 etc). The usual time to change is in November in order to take effect the following January. You may also change plans at any time if you move out of your health plan service area. A change can occur outside the normal change period “Once in a lifetime.” If this option is used, you can only change during the allotted change over period, or if you move out of your service area.

Effective July 1, 2016, Retirees and their eligible dependents are covered for one (1) hearing aid once every three (3) years up to a maximum of $1,000, upon referral of physician or audiologist. To file a Claim for reimbursement: When you have purchased the hearing aid, send the paid bill and the audiologist’s report to the SBF Office (keep copies for your records). DEATH BENEFIT Notification of a retired firefighter’s death is made to the NYC Fire Department by calling 718-999-2320 (after hours and on weekends, notifications can be made to FDNY Operations at 718-999-7900). If the deceased firefighter resided within the five boroughs of NYC, the Funeral Home or a relative may also call FDNY Operations to arrange for an honor guard. They can be reached at 718-999-7900. Lastly, notification should be made to the SBF by calling 646-839-6503. Retirees have a life insurance policy in the amount of $6,000 with the FDNY Life Insurance Fund. This is the $9 deduction on your earnings statement listed as Fire Life. Please update your beneficiaries with FDNY HQ – make sure they are up to date! Call 7189991205 to inquire about your beneficiaries. Members who have retired after January 1, 1971 have a death benefit with the Retired Firefighters Security Benefit Fund (RFSBF) in the following amounts. Up to Age 49 $10,000 Age 50 to 69 $ 5,000 Age 70 and over $ 2,500 A claim for this benefit will be sent to your beneficiary when we receive notification of death. Only the Retiree is covered for this benefit insured through the AIG Life Company. Payment is made to the designated primary or contingent beneficiary of the eligible deceased Retiree upon submission of a completed claim form with a certified death certificate. Again, it is important to UPDATE YOUR BENEFICIARIES – Call the UFA/SBF at 2126834723 (and press 2 for a benefits associate). Ask them to send you a new beneficiary enrollment card. COMPENSATION ACCRUAL FUND PLEASE NOTE that under the 20082010 Collective Bargaining Agreement, any members hired after 2010 will have to wait 5 years until they are eligible for the Compensation Accrual Fund account. The Compensation Accrual Fund (or CAF) is administered by Prudential. The CAF is a Money Purchase Pension Plan qualified under Section 401(a) of the Internal Revenue Code. Under this Plan, all contributions and earnings (or losses) credited to your individual account are for the exclusive benefit of you and your beneficiary(ies). You control how your account is invested among the funds available under the CAF. Your account is payable to you upon your retirement, resignation or dismissal and to your designated beneficiary(ies) in the case of your death. To inquire about your CAF (balance, investment, disbursal), you may contact Prudential directly at 877-778-2100. To update your CAF beneficiaries, you may request a new enrollment card from the UFA/SBF at 212-683-4723.
SURGICAL ASSISTANCE FUND R.F.S.B.F. pays the yearly dues for Members who were part of the fund for two years prior to their retirement. You have one year to submit a claim. Dependent must be unmarried, living at home and dependent upon retiree for support. Upon receipt of the health carrier’s confirmation that the dependent is handicapped, R.F.S.B.F. coverage will be continued while the criteria are met. CATASTROPHIC INSURANCE Direct payments from FDNY Payroll WILL NOT continue to be made to the Catastrophic Insurance Company upon your retirement. Retirees should notify the Catastrophic Insurance Company IMMEDIATELY upon their retirement. Direct payments from FDNY Payroll will not be continued once you’re retired, and to ensure you don’t have a lapse in coverage, you should contact the Catastrophic Insurance Company to set up direct payments. You can contact MERCER (formerly MARSH) Catastrophic Insurance at 800-503-9230. WIDOWS’ BENEFITS The R.F.S.B.F. provides benefits for widows and eligible dependents of retired firefighters, who retired after January 1, 1971 (July 9, 1993 for wipers or January 1, 2012 for Marine Engineers and Pilots) who become widowed after July 1, 1987; these widows and eligible dependents will be provided with a health plan and benefits under the R.F.S.B.F. for a period of ONE YEAR ONLY. The Trustees of the Fund reserve the right to modify or discontinue the benefits of the Fund at any time. Notification of changes in the benefits or procedures will be sent to your address as listed on the Fund records.

The Retired Firefighters Security Benefit Fund of the Uniformed Firefighters Association provides prescription drug, dental, optical, hearing aid, life insurance, supplemental health insurance, certain widows’ benefits and other benefits to eligible participants, which include retired firefighters, fire marshals, and uniformed wipers, pursuant to an Agreement and Declaration of Trust entered into between the Uniformed Firefighters Association of Greater New York, Local 94, I.A.F.F., AFL-CIO (the UFA) and the Trustees of the Fund. Such benefits are funded through employer contributions, which are established by collective bargaining agreements entered into between the UFA and the City of New York.
The Security Benefit Fund of the Uniformed Firefighters Association provides prescription drug, dental, optical, hearing aid, life insurance, supplemental health insurance, certain widows’ benefits and other benefits to eligible participants, which include firefighters, fire marshals, marine engineers, pilots, and uniformed wipers, pursuant to an Agreement and Declaration of Trust entered into between the Uniformed Firefighters Association of Greater New York, Local 94, I.A.F.F., AFL-CIO (the UFA) and the Trustees of the Fund. Such benefits are funded through employer contributions, which are established by collective bargaining agreements entered into between the UFA and the City of New York.
The value of Fund assets, after subtracting liabilities of the Fund, was $55,085,052 as of June 30, 2015, compared to $52,449,036 as of July 1, 2014. During the fiscal year the Fund experienced an increase in its net assets available for benefits of $2,636,016. Additions to the Fund totaled $28,598,168. These additions included investment income of $668,432, contributions of $18,257,074, and prescription drug subsidies and rebates, as well as other income of $9,672,662.
The value of Fund assets, after subtracting liabilities of the Fund, was $42,791,074 as of June 30, 2013, compared to $39,150,365 as of July 1, 2012. During the fiscal year the Fund experienced an increase in its net assets available for benefits of $3,640,709. Additions to the Fund totaled $15,457,247. These additions included investment income of $1,149,970, contributions of $13,019,549, and other income of $1,287,728.
Deductions from the Fund totaled $25,962,152. These deductions included benefits paid to or for participants of $25,284,450 and administrative expenses of $677,702. In compliance with Directive 12, Employee Benefit Funds – Uniform Reporting and Auditing Requirements, issued by the Office of the Comptroller of the City of New York, set forth below is a report of the financial condition and operations of the Fund for the fiscal year ended December 31, 2015. The Compensation Accrual Fund of the Uniformed Firefighters Association is a defined contribution pension plan that provides retirement benefits to New York City firefighters, fire marshals, marine engineers, pilots, and uniformed wipers pursuant to collective bargaining agreements between the City of New York and the Uniformed Firefighters Association of Greater New York, Local 94, I.A.F.F., AFL-CIO (the UFA). Participants are eligible to participate in the plan on the date they commence employment. Benefits are funded through employer contributions, which are established by the collective bargaining agreements. The value of Fund assets, after subtracting liabilities of the Fund, was $165,954,379 as of December 31, 2015, compared to $168,015,324 as of January 1, 2015. During the fiscal year the Fund experienced a decrease in its net assets available for benefits of $2,060,945. Additions to the Fund totaled $7,452,411. These additions included investment income of $534,420 and contributions of $6,917,991.
On September 8th, Governor Cuomo signed into law an improved disability bill for city Firefighters. The new legislation, which affects 2,300 firefighters hired since 2009, provides them with the same disability protections as more senior FDNY firefighters.
Deductions from the Fund totaled $9,513,356. These deductions included benefits paid to participants of $9,114,364 and administrative expenses of $398,992. FDNY 911 Garden of Remembrance in Ireland Located just outside the town of Kinsale in County Cork, Ireland, is a beautiful Garden of Remembrance dedicated to the memory of Fr. Mychal Judge and the 343 FDNY members who died so heroically in the line of duty on September 11, 2001. The garden was established by Kathleen Murphy a Kinsale lady who worked as a nurse in Lenox Hill Hospital in New York City for over 30 years. During that time she came to admire the work of NYC’s Bravest and was shocked at the deaths of 343 of their number who died on 9-11. As a result she decided to provide a memorial in Ireland, on her land at Ringfinnan, Kinsale with a tree for each of the firemen as well as one for FDNY Chaplin Fr. Mychal Judge who was a personal friend of hers. Each tree is marked by a nameplate with the firefighter’s name and company. A focal point of the garden is a reflecting area facing a 343 Maltese cross monument surrounded by benches overlooking the beautiful countryside. Among the benches is one in memory to FDNY Lt. James Curran and the 343 from the NYC Burn Center Foundation. Since the garden was planted, many relatives and friends have come to visit and leave prayers, photographs, and flowers. It has also been visited by many from across the US and Europe. The 10th anniversary of the Twin Towers disaster was commemorated on Saturday, September 10th, 2011 by civil and religious ceremonies with representatives from the Irish Government as well as town and country authorities attending a Mass in memory of 9-11. Unfortunately, Kathleen was not there as she died in March but family and friends honored her work with a tree planting ceremony to

remember the lady who helped preserve the story of the NYC firemen who died so tragically. Continuing her legacy, the garden is now looked after by her nephew John Murphy, and the keeper of the garden, Jeremiah Ahern who is a retired firefighter from Cork, along with many volunteers. More recently there was a wreath laying ceremony with the U.S. Ambassador to Ireland, Kevin O’Malley, Danny Manning, L-43 Ret, and Irish Government officials and representatives from the US Navy who were in Kinsale as part of a dedication for US Navy Seal Lt. Michael Murphy, Medal of Honor recipient. Also attending were many who traveled from the US and Europe as well as throughout Ireland. Down the road from the garden in the town of Kinsale is the White House Pub, restaurant and hotel. Along with it being the home of the Irish War Veterans Lt. Michael Murphy US Medal of Honor Post, it is also home to one of the largest FDNY 9-11 memorial displays outside of New York City. The Frawley family who own the pub established this memorial and oversee this fitting tribute to 9-11. Their Hall of heroes display cases are filled with pictures, prayer cards, and patches from FDNY 9-11 families and friends. The memorial continues to grow from the many visitors stopping in and leaving a memento in memory of their brothers. For anyone heading to the Garden of Remembrance, a stop at the White House Pub would put you on the right path and is a beautiful complement to our brothers up in the garden. As the FDNY celebrates its 150 Anniversary, the UFA is readying plans to celebrate its centennial in 2017. Below, the text of this historical document describes early unionization efforts in 1898 as “secret societies.” HEADQUARTERS FIRE DEPARTMENT, CITY OF NEW YORK No. 157 East 67th Street. BUREAU CHIEF OF DEPARTMENT January 21st, 1898 CIRCULAR. The following remarks of the Fire Commissioner, made while presiding at the trials of delinquent firemen, are hereby promulgated for the information and guidance of the force; Commissioner Scannell, upon the trial of delinquent firemen today, made an important statement. He ascertained from witnesses in the trial of Fireman Fitzgerald of Engine 26, that there exists among the Uniformed Force a secret society known as “The Firemen’s Mutual Benefit Association”. As far as the Commissioner could ascertain, this society is a detriment to the Department. One of its objects is to protect its members from the result of a violation of duty. Members are banded together, and when before the Commissioner upon charges for neglect of duty it is difficult to substantiate them, as they strive to corroborate each other. This society works directly against the interests of the public, and as such, he considers it subversive of the discipline of the Department, and injurious to the men. He stated that he had no prejudice in favor of the officers as against the men, or of the men as against the officers; that he would treat all fairly and impartially. Another secret organization exists in the Department which is composed of the officers. These societies are known as political bodies, and as such have taken an active part in elections, which in the judgment of the Commissioner tends only to demoralize the force, the real duty of which consists in protecting the lives and property of the people of the city from fire, rather than engage in politics.
