H

onoring the values of tzedakah and tikkun olam, the Tidewater Jewish Foundation is dedicated to creating permanent resources to meet the challenges and needs of the Jewish community. The Foundation educates individuals, families and its Affiliates on the rewards of philanthropy and facilitates the philanthropic process through planned giving and endowments. Foundation grants and distributions serve the needs of Hampton Roads, the United States, Israel and nations worldwide. Donors partnering with TJF and its Federataons and other Affiliates can achieve their philanthropic goals and create their legacy for future generations.

We recognize the value of providing services to individuals that address their physical, emotional as well as spiritual needs. Jewish Family Service is the local organization whose mission best exemplifies these goals of healing. Their dedicated and caring staff reach out to those most vulnerable and in need. Repairing the world one person at a time is the principal they strive to achieve. Our family is honored to support them with this fund.


Chairman’s Message: I’m pleased to report that your Foundation accomplished great things this year. 2014 marks the 30th anniversary of the Tidewater Jewish Foundation. At the end of the fiscal year, assets reached a historic, all-time high exceeding $105 million, with approximately 800 active funds. Philip Rovner retired from his role as President and CEO as of June 30th, making it a year of great transition and preparation for the next leader who will take the Foundation to new levels. I am handing the reigns over to Jerry Miller, who assumes the role as Chairman of the Foundation’s Board of Directors for the next two years. We are both excited about what the future holds for our Foundation and our community. Evolution is defined as the development of something from a simple to a more complex form, with synonyms such as advancement, growth and progress. Together, we not only envision the continued evolution of the Foundation, but we are confident that our next generations of leaders will make this continued evolution a reality. Having been involved in Jewish sponsored non-profit health care facilities since 1973, we have observed the many changes and challenges associated with our being able to care for our elderly, Jews and non-Jews alike. With this in mind, we have committed to the endowment believing in the necessity of building an alternative funding source for the Beth Sholom Village. Grants 2013-2014 – Total Granted: $142,605

he following are grants that were awarded to organizations locally, nationally and internationally, supporting efforts that fall in line with your Foundation’s mission and vision. These grants are the result of the Foundation’s Grants and Distributions Committee’s due diligence process: Department of History at Old Dominion University: Holocaustthemed Study Abroad Program

This grant funded a scholarship at Old Dominion University (ODU) for a Holocaust-themed Study Abroad course that explored the French experience of the Holocaust/Shoah. The course

took students to Paris, France and Auschwitz, Poland and compared French and Polish denial of the Holocaust from the vantage points of Paris and Krakow. Hebrew Academy of Tidewater: Konikoff Center of Learning Alumni Program

This program served as a way to grow the Konikoff Center of Learning, enhancing it through a new and inspirational educational resource for not only HAT Alumni (adults and teenagers) but the Tidewater Jewish community as a whole. The program consisted of a series of courses held on Campus that focused on strengthening Jewish pride, identity, communal responsibility, commitment to the State of Israel and leadership. Hebrew Academy of Tidewater: Walking Israel

Hunger Feast Committee 6

The Virtual Israel Touring with Walking Israel increased and reinforced the student connection with Israel by virtually bringing Israel to life in the classroom. A main focus of the Hebrew Academy of Tidewater Konikoff Center of Learning’s Judaics program is to provide students with the foundation for life-long commitment, connectedness and dedication to the State of Israel. Virtual Israel Touring served as a “Judaics Lab,” enhancing the study of Bible, Tanach, and the ancient Land of Israel as well as

the modern State of Israel. Hillel at Virginia Tech: What is “Exploring my Jewish Self?”

Hillel at Virginia Tech offered eight modules designed to help students dive deeply into classic Jewish ideas from a Hillel perspective: pluralistic, with a focus on our rich tradition, with challenge and without mandate. The specific program objective was to create follow through engagement after the Taglit Birthright Israel trip. IJIU at Old Dominion University: Contemporary Israeli Literature Study Abroad Program

This grant enabled students to participate in the Israel through the Eyes of Writers study abroad program. This course familiarized students with Israeli history, society and identity. The students followed the history of the State of Israel through various lectures given by an Israeli guide and other experts in the field of Israeli studies. Israel Guide Dog Center for the Blind: Partnerships Program

In the Center’s core Partnerships program, funds are used toward equipment and supplies for the puppies, e.g., harnesses, food, veterinary medicine, etc. and Mitzvah Education and other special initiatives that support matching guide dogs with blind Israelis, many of whom are disabled veterans.


Jewish Family Service: Health Care Consultant

Home

TJF awarded this grant, in partnership with UJFT, to fund the engagement and evaluation of a Home Health Care Consultant. The Consultant played a key role in assessing JFS’s staffing and retention efforts for their Home Health Care program as well as client recruitment for the Skilled Care program. Jewish Family Service: Hunger Feast

The goal of this hunger awareness event was to raise funds that will go toward the global fight against hunger. During the dinner event the participants were randomly assigned a class. These classes (lower, middle and upper) were directly represented by the food served to each individual during the event. The idea was to raise awareness by allowing the participants to experience firsthand what a meal, or lack thereof, is like for poverty stricken individuals. Mother Seton House: Emergency Shelters and Crisis Counseling

The grant for Emergency Shelters and Crisis Counseling supported two residential youth shelters at Mother Seton House. These shelters offer a safe haven and help to meet vital needs of youth who are disconnected from their families and without resources to survive on their own. These youth shelters are available 24 hours a day, 365 days a year without charge for at risk youth. Each night, the two residential shelters provide housing for an average of 15

boys and girls who are also receiving crisis intervention counseling designed to help them resolve conflicts with parents.

Additionally, the Foundation granted funds to the United Jewish Federation of Tidewater, supporting the Annual Campaign.

Tallwood High School: GSWLAAIFL Student Exchange

This grant enabled the Academy students to continue their participation in the America-Israel Friendship League exchange program. The Academy participated for the 5th year in this program. Tallwood began participating in this exchange with schools in Israel so that Israeli and Virginia Beach students could experience life in the other’s country and in their homes. University of Virginia Hillel: Passover Meals

Each year the University of Virginia Hillel has provided Passover meals to their students. However, due to budget cuts the Hillel would have not been able to provide these meals this year. This grant allowed the center to continue this time-honored tradition.

Israel Guide Dog Center for the Blind

United Jewish Federation of Tidewater: Jewish News Archival Project

The goal of the Jewish News Digital Archive Project was to create a complete digital copy of every issue of the Jewish News, since 1946. These important, historical materials will be available to the Jewish community of Tidewater (and outside of Tidewater) for future generations.

Donor Perspective from Denise and Jason Hoffman:

I’ve grown up believing that a person falls into one of two categories, those who let things happen and those who make things happen, and that I needed to figure out which one I wanted to be. Denise and I are raising Summer and Logan to live both by that statement and the statement of “show me how you do anything and I will show you how you do everything.” Therefore we felt that in was our obligation to the global Jewish world to help support its longevity beyond our children’s lives, so we set up a fund and a life insurance policy. We chose to be part of the “make it happen” category.

Investment Report for the Year Ended June 30, 2014 Investment Review – Global Equity Markets continued

a strong run of performance as all major stock market sectors recorded double digit returns for the fiscal year ended June 30, 2014. Domestic equities led the way with the Standard and Poor’s 500 Composite Index rising 25% for the one year period. Small cap stocks were almost as strong, increasing 24%. Developed foreign stocks matched US small caps, but emerging markets stocks lagged at 14%. The most surprising performance of the year were bonds as interest rates declined in the second half of the fiscal year despite facing the specter of the end of bond purchases by the Federal Reserve in October of 2014. The Federal Reserve became more confident in the sustainability of the expansion in the United States. Despite a weak GDP report for the first quarter of 2014, likely caused by severe weather, the economy rebounded strongly in the second quarter. The Fed’s guidance continued to show confidence that the end of bond purchases by the central bank, a strategy known as QE3, would not derail US economic expansion. Inflation pressure was non-existent however, which provides significant flexibility as to when the central bank will embark on tightening of short-term rates. Most observers project the first round of rate increases to begin in the middle of calendar year 2015. The Tidewater Jewish Foundation’s diversified pool returned 11.3% for the fiscal year, leading its index target by 0.6%. The Foundation benefits from its partnership in the Jewish Community Endowment Pool/Combined Jewish Philanthropies of Greater Boston (JCEP). JCEP structures its portfolio with a keen focus on capital preservation, minimizing declines during weak equity markets while capturing a significant percentage of the positive returns during strong equity markets such as those of the last five years. Nowhere is this more clearly illustrated than its performance over the last five years where JCEP captured over 100% of returns relative to its index target when its index target was positive, but only captured 60% when the index target declined. During the financial crisis of 2008-09, JCEP outperformed 91% of the 264 Foundations and Endowments tracked by InvestorForce during calendar year 2008, the worst period of

the crash. InvestorForce is a major provider of performance monitoring services to non-profits. CapGroup has become increasingly confident in the durability of the economic expansion in the United States. Real Gross Domestic Product should grow in the 2.0% to 2.5% range for the rest of calendar year 2014 with further strengthening in 2015. Job growth has been impressive with the economy on pace to create over 2 million jobs in 2014 and by June 30, 2014, the unemployment rate had declined to 6.1%. Other developed economies are not as strong, as Europe and Japan continue to grapple with weakness and the very real possibility of damaging deflation.

Economic and Market Outlook–

While the economic prospects for the US are bright, we are skeptical that returns in equity markets over the next five years can match those of the last five. While not expecting major declines in stock prices, US stocks are now fully valued and further increases will depend upon earnings growth. As the economy continues to strengthen, interest rates will likely rise, limiting returns on bonds. J. Donor Perspective from Richard and Laure Saunders: We grew up in Temple Israel where we attended nursery and religious school together with many of our lifelong friends. We were married in the Temple and raised our children, Jason and Rachel, there. We feel it is incumbent upon us and others in our generation to continue to support the Temple to insure its long term survival as a vibrant and integral part of the larger Jewish community. Our commitment to the Temple’s Endowment Fund will help insure that the Temple remains strong for the generations to come.
