The Foundation educates individuals, families and its Affiliates on the rewards of philanthropy and facilitates the philanthropic process through planned giving and endowments. Foundation grants and distributions serve the needs of Hampton Roads, the United States, Israel and nations worldwide. Donors partnering with TJF and its Federation and Affiliates can achieve their philanthropic goals and create their legacy for future generations.

A Message from the Chairman & President We are proud to report that the Tidewater Jewish Foundation (TJF) has embarked upon a new journey this past year as we enter our fourth decade of planning for and strengthening our community. After Philip Rovner retired at the end of fiscal year 2015, Scott Kaplan started in the fall of 2015, assuming the helm as only its third head of the Foundation in its rich 30+ year history. Thanks to a smooth transition of leadership, TJF is poised to continue its growth trajectory and build upon its successes and mission to strengthen the Jewish community for future generations. We are working in partnership to set a vision and path for the future. We are both energized by the strength and generosity of our community and the tremendous potential we still have to cultivate. As we continue to work with senior leaders of our community who helped to build our strong foundation, we are also working to solidify the bridge to the next generation of leaders stepping up to secure our future.

When asked what brought the couple to the Tidewater area, Denise said that she was ready for a change of scenery from Brooklyn to the “burbs.” They have found the Tidewater community to be welcoming and now have two children: Summer (10), and Logan (7). “They know the difference between good and bad. They know the difference between right and wrong. They see us act as a unit regardless of the fact that we both come from different backgrounds. Everything we do, we do collectively,” Denise says of her kids. Jason adds, “I think what we’ve taught them is ‘how you get there’ becomes your business.” As for his own viewpoint, “Struggle promotes self-reflection and introspection. Denise forces me to ask why. I credit her with my being committed in the community. The question of why helps you to find your passion.” A huge turning point for both Denise and Jason occurred in 2011 when they participated in the UJFT’s Tidewater Couples Project and the Tom Hofheimer* Young Leadership Mission to Israel. “The Federation staff made time on the trip for me, as the only Christian in the group, to visit holy sites from my perspective. It was very profound,” Denise recalls. “Just about the entire group joined me. The fact that time was built in for me was wonderful, and that there was that kind of acceptance on a Jewish mission. We are definitely cut from the same cloth,

Grants 2014-2015 T
he Tidewater Jewish Foundation (TJF) has a grants process that supports local, national and international programs that fall in line with its mission and vision. For example, during the fiscal year 2015, TJF’s grants pool provided partial support for the following organizational programs/projects: B’nos Yisrael Norfolk Academy (BINA): Remote Learning Classrooms BINA strives to continuously enhance the education provided to its students. As a small school with limited staff, video teleconferencing allows the school to offer multiple learning opportunities that would otherwise be unavailable. Tallwood High School: Global Studies and World Languages Academy – America Israel Friendship League (AIFL) Student Exchange Program

The AIFL program encourages the understanding between students and cultures and helps students to develop an appreciation for the lives, concerns and issues of others around the world. It is life-changing for students who participate, and helps the students to develop the awareness that the strength of democracy rests in the diversity of its people. Toras Chaim, the Rabbi Chaim Shereshevsky Institute of Mesorah Learning: Two projects (1) 21st Century Classrooms; (2) Emergency Security Updates (1) It is a goal of Toras Chaim to not only remain competitive, but to be on the cutting edge of technology, pedagogy and methodology. This technology allows their teachers to provide individualized instruction, give immediate feedback, and it can also be a vehicle for alternate assessments. (2) Priority safety & security upgrades were identified and implemented at the school, which includes cameras and a closed-circuit television system to monitor the campus. United Jewish Federation of Tidewater (UJFT): Young Adult Division (YAD) Enhanced Outreach and Engagement YAD aims to cultivate relationships, build networks and develop and hone highly-skilled leaders to assume the responsibility of ensuring the future of the Jewish community. The overall goal of this enhanced outreach initiative is to increase the number of YAD-aged Jews (below age 45) in our community who are meaningfully engaged, by instituting tracking mechanisms

and metrics, increased communications (social media), and through increased solicitations and programming efforts. Jewish Museum and Cultural Center: Jewish Immigration Exhibit This Exhibit will preserve the history of Jewish immigrants to the Tidewater area, telling their unique stories and how they contributed to the economic and cultural structure of its cities. The Museum hopes to educate future generations on the history and contributions of a people that will soon be forgotten, unless documented and preserved. United Jewish Federation of Tidewater: Annual Campaign TJF’s local Federation’s Annual Campaign raises over $4.5 million to provide support to organizations locally, nationally and worldwide, meeting the challenge and securing the future.

Investment Report I
nvestment Review – After three years of strong equity returns, increases were modest for the fiscal year ending June 30, 2015. The S&P 500 composite index returned 7.4% for that period. Returns for the various industrial sectors within the index were widely divergent. Small caps were up 6.5%. Developed non-US stocks declined 4% for the year but strength in those markets was obscured by the appreciation of the dollar. Currencies were also a big story in emerging markets as the MSCI Emerging Markets Index dropped 5% in dollar terms but was up 6% in native currencies. The story at the end of the fiscal year, however, was the boom and subsequent bust in the Chinese stock market. Bonds were up modestly during the year as the Barclays Aggregate Bond Index was up 1.9%. The increase in rates during the second calendar quarter of 2015 returned much of the positive returns of the previous three quarters. The Tidewater Jewish Foundation’s (TJF) diversified main investment pool returned 0.6% for the fiscal year, lagging its index target of 2.5%. TJF benefits from its partnership in the Jewish Community Endowment Pool, LLP, managed by Combined Jewish Philanthropies of Greater Boston (JCEP). JCEP strives for stable support for programming over long-term horizons and structures its portfolio with a keen focus on capital preservation, minimizing declines during weak equity markets while capturing a significant percentage of the positive returns during strong equity markets such as those of the last five years. Nowhere is this more clearly illustrated than its performance over the last five years where JCEP captured over 97% of returns relative to its index target when its index target was positive, but only captured 62% when the index target declined. During the financial crisis of 2008-09, JCEP outperformed 91% of the 264 Foundations and Endowments tracked by InvestorForce during calendar year 2008, the worst period of the crash. InvestorForce is a major provider of performance monitoring services to non-profits. Economic and Market Outlook – There is little indication that a recession is imminent, but growth will likely continue to be modest. Market participants are focused on when the expected first rate increase by the Federal Reserve will occur. TJF has been awarded a certificate of conformance to the Best Practices under the Global Fiduciary Standard of Excellence as assessed by CapGroup. The Advisory Process is modeled after the Fiduciary Quality Management System, as established by the Center for Fiduciary Excellence, to facilitate ongoing conformity with the Standard. In the execution of CapGroup’s four-step Process, TJF documents and recordings were reviewed, including: Investment Policy Statements and Asset Allocation Analyses, Investment Committee Meeting minutes, bylaws, as well as other investment governance records maintained by TJF.
