The Tidewater Jewish Foundation (TJF) has always been dedicated to securing a vibrant Jewish future, but this mission has never been more critical than it was during the challenges we faced together in 2024.

The attacks on Israel on October 7th shook us all to our core, but they also ignited a profound sense of solidarity and resilience within our community. We witnessed an outpouring of support from each of you, our fundholders, who answered the call to help when it was needed most.

Through your generosity, TJF swiftly administered more than $3 million in emergency funds, including a $100,000 match initiated by our board. Your contributions were not just financial but acts of love and commitment to our shared heritage and values.

Our Principles in Practice. Bringing Tzedakah to Life

At Tidewater Jewish Foundation (TJF), our work is built upon the fundamental principles of tzedakah (charitable giving) and tikkun olam (repairing the world). Collectively, we focus on securing, cultivating and growing assets that support a strong, vibrant, sustainable, and connected Jewish community. We provide the resources, guidance, and support necessary to promote philanthropic giving throughout each stage of life, serving as a vital educational resource for individuals seeking to invest in the growth, long term sustainability, and well-being of the Jewish community.

From birth to bar/bat mitzvah, retirement and beyond, there are truly so many ways we partner with members of our community to create a lasting impact and direct their charitable giving towards Jewish organizations, educational initiatives, and community development projects.

Beginning with our B’nai Tzedek program for Jewish youth, we’re able to intervene early, engaging young people in the act of giving and educating them about the importance of philanthropy. Through this program, we can empower young minds to make informed decisions about charitable giving, enabling them to support causes that align with their values.

Then, as those young leaders progress into different life stages, TJF grows with them, providing guidance on donor advised funds, charitable life

insurance policies and other planned giving strategies to simultaneously support the Jewish community, and secure its financial future. We also serve as philanthropic advisors as a part of our donors’ comprehensive estate planning teams, including legacy giving and charitable bequests, ensuring their commitment to the Jewish community endures beyond their lifetime.

Honoring the values of tzedakah and tikkun olam, the Tidewater Jewish Foundation is dedicated to creating permanent resources to meet the challenges and needs of the Jewish community.

The Foundation educates individuals, families, and its affiliates on the rewards of philanthropy and facilitates the philanthropic process through planned giving and endowments.

THE JOURNEY

At TJF, we believe that The Journey of philanthropy can begin at any stage of life— whether at birth, during a bar or bat mitzvah, retirement or at any milestone along the way. This journey is a lifelong commitment to giving back and ensuring that the lessons and legacies of our ancestors live on. Each gift you make is a step in this journey, and each step creates ripples of impact that will be felt for generations.

Board Member Spotlight

Adoring her childhood pediatrician, Betsy grew up wanting to marry someone who was that caring. That “someone” happened to live just down the street from her in West Hartford, Connecticut– Ed Karotkin. Friends through grade school, Betsy invited Ed to be her date for her senior high school prom. That evening began a romantic relationship that has lasted almost 63 years. From friends to sweethearts, partners in marriage, to parents, and eventually, grandparents. Through it all, Betsy and Ed remained deeply committed to giving back—a value rooted in their upbringing and life experiences.

Ed’s career as a neonatologist with Children’s Hospital of The King’s Daughters (CHKD) brought them to Tidewater almost 47 years ago. The Karotkins were warmly welcomed by the Jewish community and soon became engaged in meaningful ways. While Ed was working and volunteering in the medical field, from several trips with Physicians for Peace and the Joint Distribution Committee, where he provided medical expertise in third-world countries, Betsy quickly engaged in the community. She began working for the United Jewish Federation of Tidewater (UJFT), where she worked for 14 years, serving in community relations, donor cultivation, and an overall ambassador within the region and beyond.

Their dedication to giving has inspired their community and their family. Their children have also chosen careers that focus on helping others. Their eldest daughter, Jennifer, works with StandWithUs, a nonprofit organization dedicated to educating college students about antisemitism and Israel. Their second daughter, Hallie, is the Human Resources Manager for the National Marine Sanctuary Foundation in Washington, D.C., and their son, Jesse, is the National Intelligence Manager for Russia, Europe, and Eurasia, addressing critical global issues and striving to make the world safer.

Through the Tidewater Jewish Foundation, Betsy and Ed, as part of their legacy, set up individual charitable funds to instill the value of philanthropy in their eight grandchildren. This will be a hands-on opportunity for each grandchild to learn about and practice giving. “Through our legacy planning, we created accounts for them to manage, allowing them to explore causes that align with their own values,” Ed explains. By empowering their grandchildren to make charitable decisions, they’re helping cultivate a lifelong commitment to service.

Ed’s role as a Life Trustee on the Tidewater Jewish Foundation (TJF) Board allows him to actively contribute to shaping the

foundation’s philanthropic vision and ensuring a lasting impact on future generations. Ed shares, “Serving on the TJF board is a way for me to give back to a community that has given us so much. It’s incredibly rewarding to help strengthen Jewish life here and create a legacy for those who come after us.”

Betsy currently chairs Women’s Philanthropy for the United Jewish Federation of Tidewater (UJFT), a role through which she hopes to inspire and empower the next generation of Jewish women leaders. As chair, Betsy emphasizes the importance of staying active in community life and setting a solid example for younger women. “It’s vital to show that our commitment doesn’t end as we get older,” she explains. “I want younger women to see that involvement in the community is a lifelong journey and that their leadership can make a difference.”

Reflecting on their life together, Betsy and Ed’s journey has taught them that giving is not just about financial contributions; it’s about being role models, embracing community at each stage of life, and using their resources to make the world a better place.

“Tikkun Olam—it’s not just words,” says Ed. “It’s our life’s mission.”

Donor Spotlight

For the Glasser family, philanthropy and community engagement are not just actions—they are values taught and mirrored across generations. Inspired by their grandparents and parents, Bern, Jake, Ross, and their partners continue this legacy with the same passion and dedication.

Michael and Lori Glasser were intentional in passing on the values of giving and community engagement to their sons. As Lori shared, “From a young age, we made sure the boys were involved in our community— whether it was through school, the temple, or volunteering. It wasn’t just about telling them what to do but showing them by our own actions.” Michael added, “We always emphasized that being Jewish means caring for others. That’s how we raised our boys, to understand that they are part of something bigger than themselves.”

They were influenced by their paternal grandmother, Rose Frances Glasser, whose community involvement set a powerful example. “She was a force of nature,” Bern recalled. “Her dedication to the Jewish community, from helping establish local programs and organizations to volunteering in Israel, showed us that true leadership means selflessly serving others.”

After the passing of their maternal grandmother, Sally Hyman, the Glasser brothers were surprised to learn the extent of her quiet but impactful involvement in various Jewish organizations in the community. “We didn’t fully realize how deeply she was engaged until after she was gone,” Ross shared. “Her behind-the-scenes dedication was inspiring and reminded us that giving back doesn’t always need to be in the spotlight—it’s about the difference you make, no matter how quietly.”

These lessons took root. Bern, now based in Virginia Beach with his fiancée Jolyn, remembers the countless hours his parents dedicated to community boards, including Jewish Family Service and Israel bonds.

Continuing a Legacy: The Glasser Family’s Next Generation

“Seeing them involved so deeply, it became natural for us to want to contribute in our own way. They weren’t just telling us to give back— they lived it,” Bern reflected.

Each of the Glasser sons, now with families of their own, has taken these lessons to heart. Jake and his wife Jessica, who converted to Judaism, live in Hampton Roads and are active in local community efforts. Jake recalls, “We want to ensure that the values our parents instilled are passed down to our children. We hope they see how important it is to give back, just as we did growing up.” Jessica added, “For me, joining this family opened my eyes to the importance of building a strong community around us and ensuring that traditions are preserved.”

Ross, now living in Denver with his fiancée Caroline, shared how moving to a larger Jewish community gave him perspective. “Growing up in Hampton Roads, we didn’t realize how much effort went into keeping the Jewish community vibrant. Now that I’ve lived in bigger cities, I understand the importance of the work our parents did to sustain the community. Caroline and I are finding ways to get involved in Denver, but we continue to support the community back home because that’s where my roots are.”

A key part of their commitment is establishing donor-advised funds through the Tidewater Jewish Foundation (TJF). Jake explained, “Setting

up a donor-advised fund was our way of making sure that we could continue supporting the causes we care about, even when life gets busy.

It’s a way to give back now and plan for the future.” Ross echoed this sentiment, “There’s a peace of mind knowing that we’re contributing to something lasting, just as our parents did before us.”

As they look toward the future, Bern and Jolyn, Jake and Jessica, and Ross and Caroline hope to inspire others in their generation to step up. Ross reflected, “Our parents always told us that a strong community doesn’t happen on its own—it’s built by the people who care enough to get involved. That’s a legacy we hope to carry forward.”

Partnering to Preserve Principles and Practices

The relationship between TJF and B’nai Israel is a partnership of preservation to secure the future of Jewish practices, principles, and observances. Under the leadership of Rabbi Shlomo Eisenberg, rabbi of B’nai Israel Congregation, and Rabbi Gershon Litt, who serves as its President, B’nai Israel recently endowed the community Mikvah, securing a sacred space used by Jews across Hampton Roads for generations to come. This shared commitment reflects TJF’s dedication to supporting community resources and B’nai Israel’s vision of leaving a legacy serving the entire Jewish community.

Over the years, B’nai Israel has grown steadily, attracting individuals and families drawn to its commitment to tradition and inclusivity. This growth reflects the congregation’s deep engagement with members across diverse backgrounds, strengthening B’nai Israel as a vibrant hub for Jewish life. Rabbi Eisenberg emphasized the significance of the Mikvah, calling it “not just a resource but a pillar of spiritual life that connects individuals to the core of Jewish observance.” Used for ritual purification, the Mikvah is an ancient tradition essential for many aspects of Jewish life—whether marking life milestones, celebrating personal growth, or preparing for Shabbat and holidays. Through an endowment housed at TJF, B’nai Israel has ensured this sacred resource will remain accessible, sustainable, and open to everyone in the region, regardless of affiliation.

Last year, this commitment to community resources extended

further with the dedication of the Low Family Playground, made possible by TJF’s support through the Community Impact Grant program. The playground, a safe and inviting space for children and families, embodies Bnai Israel’s spiritual and social vision of community growth through connection. “This playground symbolizes the power of a community coming together to create something truly special,” remarked TJF’s President and CEO, Naomi Limor Sedek, during the dedication. The playground represents B’nai Israel’s dedication to building bonds that strengthen the Jewish community.

B’nai Israel’s inclusive approach reaches members across the spectrum of Jewish observance. Rabbi Litt highlighted the congregation’s openness. “Our community at B’nai Israel is truly diverse. We welcome individuals with deeply rooted observance and those exploring Judaism in their own ways. The Mikvah and the playground reflect this inclusivity—spaces where everyone can connect with something larger than themselves.”

Both the Mikvah endowment and the playground project are central to B’nai Israel’s broader legacy-building approach, which seeks to preserve and grow for future generations. “Leaving a legacy,” Rabbi Eisenberg explained, “is about ensuring that our children and grandchildren will have a place in our traditions and inherit opportunities to engage and grow in their faith.”

The partnership between B’nai Israel and TJF is a model for legacybuilding that strengthens Jewish identity and community bonds. By preserving traditions like the Mikvah and providing gathering spaces like the Low Family Playground, B’nai Israel stands as a cornerstone of Jewish life in Hampton Roads.

As with B’nai Israel, TJF aims to build solid relationships with Jewish organizations, schools, synagogues, and causes across our community. Together, we are creating lasting legacies that will educate and inspire the next generation about the importance of our heritage and culture.

The Stein Family Scholarship was established to honor Arlene Shea Stein’s legacy of compassion, altruism, and love for learning. The Feldman Family Scholarship, established by Dr. William and Mary Feldman, supports Jewish students pursuing a healthcare career. The scholarship alleviates financial burdens, enabling recipients to focus on their education and ultimately contribute to the community’s well-being.

Discovering Connection in Israel: Zipporah’s Journey Simon

Passport Israel

Zipporah Goldberg’s trip to Israel through the Simon Family Passport to Israel program was not something she initially sought out. In fact, she preferred to stay home, focusing on her college studies in automotive technology. But when her father encouraged her to apply, she gave it a shot, not expecting how transformative her journey would be.

Once in Israel, Zipporah was struck by the diversity within the Jewish community. “It was incredible to meet people from so many different backgrounds. I saw a side of Jewish culture that I had never experienced before,” she reflected. Her time in seminary allowed her to connect deeply with her heritage, and she developed lifelong friendships with her roommates from various parts of the world. Despite her initial apprehension, Zipporah embraced the new and vibrant community around her.

Her stay in Israel coincided with the terrorist attacks of October 7, but even in the face of unrest, she felt safe. “There were sirens and noises, but I trusted the people around me. It didn’t feel scary because we were all taken care of,” she shared. The resilience of the Israeli people and the protection provided made her feel secure even during uncertain times.

Israel’s cultural richness left an impact on Zipporah. She appreciated every moment, from experiencing the history of places like Masada to the simple pleasure of walking down streets lined with kosher restaurants. As she put it, “Being in Israel gave me a sense of connection I didn’t expect. It’s a place where history comes alive.”

Now, back in the U.S., Zipporah encourages other young Jews to take advantage of the Simon Family Passport to Israel program. “If you get the chance to go, take it. You’ll learn things about yourself and your culture and make friends you never expected to have.”

For young Jewish students in Tidewater, the Simon Family Passport to Israel is an opportunity of a lifetime. It offers a chance to explore the land of Israel, deepen their connection to Jewish culture, and form lasting bonds.

A Memorable Evening with the Simon Family Legacy Society

The room buzzed with joy and community spirit during the Simon Family Legacy Society Celebration. This special evening honored those who have committed to securing the Jewish future through legacy giving.

The celebration invoked meaningful connections and joyful reunions. Kim Simon Fink, representing the Simon family, welcomed guests and emphasized the family’s dedication to philanthropy.

Acclaimed author and comedian Joel Chasnoff entertained the audience with his uplifting Jewish humor, reinforcing the themes of legacy and community. TJF Development Strategist, Amy Weinstein, closed the evening by reflecting on the power of legacy giving: “Together, we can secure a future filled with hope, compassion, and endless possibilities for generations to come.”

Through a careful and fiscally responsible selection process, donor dollars are invested in initiatives that inspire growth, education, and cultural enrichment. Each grant tells a story of progress and dedication, reflecting our commitment to investing today to shape vibrant Jewish tomorrows.

United: We Are Still Standing

On October 7, 2023, the global Jewish community was reminded of Israel’s ongoing struggle against terrorism. In response to the brutal attacks in Gaza Envelope communities and at a music festival by Hamas terrorists, the Tidewater Jewish community came together with strength and resolve.

The community’s support for Israel has been remarkable, from organizing rallies and sending care packages to soldiers, to making impactful donations. This outpouring of generosity moved the Tidewater Jewish Foundation (TJF) Board to take further action. They introduced a matching grant of $100,000. This program encouraged additional giving and amplified the community’s impact in support of Israel.

Through donor-advised funds and grants, the community has provided crucial relief to Israel’s most vulnerable citizens. One donor remarked, “I directed my fund toward emergency medical services. There’s no greater cause than supporting life saving efforts.” Another shared, “Knowing our community stands with Israel fills me with pride.”

TO DATE, MORE THAN $3 MILLION

has been granted through TJF to Israeli crisis relief, supporting organizations like UJFT’s Israel Emergency Fund, JDC, JAFI, United Hatzalah, and Magen David Adom.

This is what it means to be part of the Tidewater Jewish community —strong, compassionate, and always ready to stand with Israel.

INVESTMENT REPORT FOR THE YEAR 2024 BY THE NUMBERS

Ended June 30, 2024

The fiscal year that ended June 30, 2024 began with declining equity markets after strong performance in the second quarter of 2023. Inflation began to decline marginally but the Federal Reserve’s Open Market Committee (FOMC) maintained high interest rates that weighed heavily on the markets. The S&P 500 declined 3.3% and no major equity index was positive for the quarter. Bonds were no help as interest rates continued to rise and the Bloomberg Aggregate was down 3.2%.

Fortunately, large tech companies began to rally in the 2nd fiscal quarter due to optimistic expectations for Artificial Intelligence. Companies such as Microsoft, Google, Nvidia and Apple were beginning to incorporate AI in their product offerings. The S&P 500 was up 11.7%. All major global equity indexes were also up. Investors became more optimistic about inflation and the potential for rate cuts and the future path of interest rates. The Bloomberg Aggregate rallied 6.8%.

Optimism continued in the 3rd fiscal quarter as the S&P 500 companies rallied

by 10.6%. The other major equity indices also increased. Bonds, however, failed to maintain their price increases from the previous quarter as the Bloomberg Aggregate declined almost 80 bps.

The S&P 500 rallied in the 4th fiscal quarter, up 4.3%, and growth stocks were up 8.3%.

The major tech companies continued to stand out and, due to increased market capitalization, dominated the performance of the S&P 500. The only other positive equity index was emerging markets due to strong returns in India and China. Bonds were flat for the quarter. The S&P 500 finished a very strong year marked with heightened geopolitical tensions, up over 24.6%.

The Tidewater Jewish Foundation’s main pool invested through its partnership with the JCEP, LLP, returned 13.1% for the fiscal year. Performance led 73% of the Endowment and Foundation Universe with assets greater than $50 million. Returns were strong on a risk-adjusted basis also, as performance for the last 5 years captured 112% of the index when it was positive and

only 92% when the benchmark was negative.

The investment markets and economy have shown resiliency despite the high interest rates maintained by the FOMC. The FOMC has indicated that a higher unemployment rate and improvement in inflation will likely allow the committee to begin reducing rates at their September meeting. Continuing rate cuts will be data dependent.
