Ukraine’s President focuses on sustainable energy in General Assembly address Next year will mark the 20th anniversary of Ukraine’s accession to the Treaty of NonProliferation of Nuclear Weapons as a nonnuclear weapon State. By ridding the world of its third largest nuclear arsenal, Ukraine made an unprecedented contribution to the global nuclear disarmament.
A
new, inclusive approach to the sust ai nabl e development of energy is needed to ensure the efficiency and safety of all energy sources, Ukrainian President Viktor Yanukovych told world leaders attending the United Nations General Assembly on September 24. Addressing the General Debate of the Assembly’s the 68th session, he said the new approach must ensure comprehensive consideration of security, social and environmental aspects, particularly in priority areas such as ecological safety, comprehensive environmental conservation and prudent management of water resources. “Only such approach will facilitate sustainable development of energy, especially as regards efficiency and safety of its nuclear sector,” said Mr. Yanukovych, whose country experienced what is considered the worst nuclear accident in history at the Chernobyl Nuclear Power Plant in 1986. The President noted that next year will mark the 20th
anniversary of Ukraine’s accession to the Treaty of Non-Proliferation of Nuclear Weapons as a non-nuclear weapon State. “By ridding the world of its third largest nuclear arsenal, our country made an unprecedented contribution to the global nuclear disarmament,” he added. He added that Ukraine will initiate the holding of a thematic conference on nuclear non-proliferation during the current session. “We keep insisting: security assurances for the States which gave up their nuclear arsenals and countries which do not make part of military unions must be reflected in a legally binding international document,” said Mr. Yanukovych.
European aspirations are determining vector for Ukraine’s development Among the ways to raise the welfare of Ukrainian citizens, Ukrainian President Viktor Yanukovych noted, is the signing this November of the Association Agreement between Ukraine and the European

Union, including the creation of a Deep and Comprehensive Free Trade Area. “In the light of sustainable development we also view European integration aspirations of Ukraine, which are determining vector for the country’s development. Ukraine makes its contribution to the project of the Greater Europe that unites interests and development goals of the countries from the West to the East of our continent,” he said at the general debate of the 68th session of the UN General Assembly in New York. “I strongly believe that signing in the coming November of the Association Agreement between
Ukraine and the EU, including the creation of a Deep and Comprehensive Free Trade Area, will become an important tool in raising the welfare of Ukrainian citizens and will duly assist our country in achieving Millennium Development Goals,” Yanukovych added. Notably, on September 24, 2013, EU member states agreed to offer provisional application of the EU-Ukraine Association Agreement, which would become possible immediately after the document is signed. This decision, however, does not in any way alter the conditions the EU set before Ukraine in December 2012 for signing the Association Agreement.

Changing Ukraine in the Changing World: Factors of Success “Ukraine is currently the centre of attention of the EU and all Europeans. Europe is at the centre of Ukrainian politics. The Ukrainian President has made it clear that an association with Europe is the strategic choice for Ukraine. ... We are witness to decisive support of Ukraine’s aspirations towards Europe by both the EU and all Europeans”
Dalia Grybauskaitė, President of the Republic of Lithuania
“Ukraine has never been as close to the EU as it is now. Now we are not speaking of a year, two years, a decade, until we sign an agreement, we are speaking of days, weeks. The Vilnius Summit will take place in less than two months and you [Ukraine - ed.] will finally enjoy the opportunity to be associated with the European Union”
“We never contradistinguish integration processes West-East. We want to merge them. Ukraine is moving the way of modernization confidently. It creates conditions for business, eliminates barriers for trade. This process must unite us in order to establish a common economic space from Vancouver to Vladivostok”
“Something very exciting and significant is happening in Ukraine – a kind of consensus is emerging in the Verkhovna Rada. The number of votes cast for the recently adopted European legislation is unprecedented. I hope this points to a future in which the European agenda will always take precedence over partisan interests”
Štefan Füle, European Commissioner
“We, the USA, are for Ukraine’s integration into Europe. Closer relations between Ukraine and the European Union will be of benefit both for Ukraine and Europe, and the whole world. The Association and Free Trade Agreement will mean modernization of trade relations between Ukraine and the huge global market”

“Ukraine is a country possessing astonishing economic and geographic potential that is already oriented to Europe in its thinking. I hope you can consolidate all these things... I would like it [the Association Agreement - ed.] to be signed, and for the Ukrainian President to be sitting at the table in Europe in the near future”

Ukraine Helps US Launch New Spaceship Ukrainian rocket scientists helped U.S. launch a spaceship to deliver the cargo to the International Space Station
A
new kind of commercial spaceship took to the air for the first time, with the launch of Orbital Sciences Corp’s Cygnus cargo craft toward the International Space Station from a Virginia launch pad on September 18. The unmanned Cygnus capsule rode atop the Antares rocket into outer space, bringing about 1,300 pounds (590 kilograms) of supplies to the orbital outpost. While the main developer of the spacecraft was a private U.S. company Orbital Sciences Corporation, Ukrainian state design bureau Pivdenne (Southern) developed the basic design of the first stage of the Antares rocket. The stage was manufactured at the Southern machine-building plant in Dnepropetrovsk in cooperation with other Ukrainian enterprises in Chernihiv, Kharkiv, Kyiv and Zaporizhzhia. Throughout the years Ukraine has continued to
consolidate its world’s top positions in the field of space industry and rocket engines production. Thus, in March 2013, Ukraine and India stated about the ongoing joint project Jasmine, which involves the development of rocket engine for Indian rocket carriers. In December 2012, the European Space Agency announced that it would equip the upper module of its Vega rockets with Ukrainian liquid-fuel RD-869 rocket engine. “So far we have not had such a small class rocket. So we have high hopes for it. With its help, we will launch both scientific and commercial satellites. Ukraine’s role is very important in launching Vega,” – acknowledged the director general of the European Space Agency Jean-Jacques Dorden. In addition to rocket engines production Ukraine has been advancing in launching its rockets into space. In 2011 Ukraine joined China, the EU, Russia, and the USA becoming one of the top five space rocket launching countries in the world. Ukraine owns the complete rocket production cycle. It occupies one of the top positions in the global industry of rocket

Sailing-rowing brig “Sebastopol” was built in Sebastopol in 1819-20 years for patrol service. During Russian-Turkish war, on 14 May 1829 near the Bosphorus it was attacked by two 100-gun Turkish ship, demanding the surrender. The crew, led by 28-year-old captain Kazarsky decided to fight, and under the threat of imprisonment to blow up the brig. Skillfully maneuvering and firing, having 22 holes, “Sebastopol” forced the enemy to retreat. The entire crew was awarded orders and double salary for lite, the brig St.George flag, second in its history. “Sebastopol” served for the Black Sea Fleet until 1857 and was dismantled due to despair having its name saved in the list of the fleet. A film director Sergey Paradjanov creates brilliant films. His nonconformist behavior conflicts with Soviet System. He is committed to prison for being eccentric. His indestructible love for beauty allows him to withstand the years of imprisonment, isolation and oblivion.
U
kraine has nominated a biopic on Soviet-era director Sergei Paradjanov for the Academy Award in the foreign language film category. Paradjanov, directed by first-time feature directors Olena Fetisova and Serge Avedikian, who starred as the renowned director, was made as a co-production between Ukraine, Georgia and Armenia – the three countries in which Paradjanov worked – and France. The €2 million biopic had its world premiere as part of the Karlovy Vary Film Festival’s program East of West last July. It was later screened at the Odessa International Film Festival and collected

the Golden Duke award for the best Ukrainian film. It had a general Ukrainian release on September 12. “I believe that Paradjanov is more than a worthy Ukrainian entry in the Oscar race,” Denis Rzhavsky, a member of the Ukrainian Committee, said in a statement. “However, what made me glad was not the selection of that film, but the quality and quantity of its competitors. It is already clear that in 2014, we will have premieres that will change audiences’ perceptions of the Ukrainian cinema.” Paradjanov, an ethnic Armenian born and raised in Georgia, came to prominence with his 1965 historic drama Shadows of the Forgotten Ancestors, which collected the Critics Grand Prize and the Special Jury Award at the Mar del Plata Film Festival and was released in more than a dozen countries. However, despite the international success, Paradjanov was soon banned from filmmaking by Soviet ideologues and later thrown into prison on what is widely believed to be fabricated charges and spent several years behind bars. After being released, he made three more features, Ambavi Suramis tsikhitsa (The Legend of the Suram Fortress) and Ashug-Karibi (The Hoary Legends of the Caucasus), and died in 1990. On January 16, 2014, the Academy of Motion Picture Arts and Sciences will announce the nominees for one of the most outstanding awards in the cinema industry.
