EXECUTIVE SUMMARY The Innovative Solutions to Open Government Partnership (ISOGP) is a follow through event to the Good Governance Dialogues Regional Fora, which was held from August to November, 2014. One of the objectives of the Good Governance Dialogues is to localize and mainstream the country’s commitments to OGPs. The ISOGP focuses on the gap in achieving the LGU’s role in mainstreaming the reforms which is the lack of innovation and technology-based solutions, specifically on capacity and resource on the ground. With this in regard, the Union of Local Authorities of the Philippines (ULAP) partnered with Philippine Open Government Partnership (PHL-OGP) Steering Committee, Galing Pook Foundation, Sanofi Philippines, Microsoft Philippines, PLDT Alpha Enterprise, Open Data Philippines-DBM, Ayala Foundation, Civika Foundation, and Access Health InternationalPhilippines to conduct the ISOGP regional fora that aim to frame and explain innovations in LGUs and aligned these with international practices. In addition, the forum is also conducted to network LGUs with different partners that can provide projects and programs for OGP. The two regional fora were held at Sanofi Aventis Philippines, Feliza Building, Rufino St., Makati City on November 28 which was attended by over 150 participants from Luzon LGUs; and Cebu Grand Convention Center, Cebu City on December 4 which was attended by around 60 Visayas and Mindanao LGU participants. The participants were composed of local chief executives (LCEs) and/or their representatives with their Administrators, Planning Officers, ICT/MIS Officers and other local government non-elective officials. This document provides information on what transpired during the ISOGP fora and outlines directions for furthering the development of and support to innovative tech-based solutions in achieving OGP commitments for local governments. In particular, the ISOGP events surfaced the opportunity for solutions providers covering different fields of engagement (systems development, health, education, community engagement) to come together in a more structured approach to develop joint programs and reach more LGUs who may be in need of the projects. Moreover, the lessons from the engagement of the providers with local governments may be compiled and framed as policy inputs to national government agencies and local governments to create a more conducive space for innovative technologies to be mainstreamed into government work.

OVERVIEW Context and Objectives Open Government Partnership (OGP) is an international initiative launched in 2011 to provide an international platform for domestic reformers committed towards making their governments more open, accountable and responsive to citizens. The Philippines is one of the nine founding members of OGP and one of the 65 participating countries to the initiative to date. In all of these countries, government and civil society are working together to develop and implement open government reforms.1 Through the Philippine government’s membership in the Open Government Partnership, it continues to commit and uphold reforms for good governance. The Philippine OGP Action Plan have committed the government to implement initiatives that address the challenges of (1) improving public services, (2) increasing public integrity, and (3) more effectively managing public resources. These initiatives are aligned with the Aquino administration’s Social Contract through the platform of fighting corruption and patronage, anchored on the core principles of Transparency, Citizens’ Participation and Accountability. The 2013-2015 Action Plan of the country builds on the gains from the previous OGP commitments in 2012. It is composed of six (6) continuing commitments and three (3) new commitments2. The OGP Action Plan is aligned with the programs in the Philippine Development Plan and the Action Plan of the Cabinet Cluster on Good Governance and Anti-Corruption3. These nine commitments are the following: 1. Sustain transparency in national government plans and budgets; 2. Support for the passage of legislations on access to information and protection of whistleblowers; 3. Engage civil society in public audit; 4. Enhance performance benchmarks for local governance; 5. Enhance the government procurement system; 6. Strengthen grassroots participation in local planning and budgeting; 7. 8. Initiate fiscal transparency in the extractive industry; and 9. Improve the ease of doing business. Adopting the OGP platform, the Office of the President, DBM, Phl-OGP Steering Committee, ULAP,the United States Agency for International DevelopmentFacilitating Public Investment (USAID-FPI) and INCITEGov conducted a series of regional foracalled Good Governance Dialogues. The Good Governance Dialogues focused on the following key areas and activities in the duration of the two-day forum: DDGovernance and Budget Reforms under the Aquino Administration, with follow up presentation on the Highlights of the 2015 National Budget DDGood Governance Cluster Reform Initiatives: Zero-Based Budgeting or ZBB and breakout sessions on selected ZBB studies conducted by Philippine Institute of Development Studies or PIDS DDTalakayan Sessions: Panel discussion with speakers from National Government Agencies and Local Governance champions onhow good governance can be done and achieved at the national and local level DDFormulation of Co-created Plans (as organized per region)
Technology as a means to achieve Phil-OGP’s Commitments Technology helps the government delivers public service effectively and efficiently. It also plays an important role in open government partnerships. With people getting more connected through technology, there is a growing demand for the government to be more transparent and accountable through providing access to information, providing citizens with a way to see plans for services and infrastructures, spending, and involvement in public policy. Through technology, civic engagement and participation in government is maximized. Although the national government has made significant achievement on reforms toward public transparency, accountability and good governance through technology, the challenge of sustainability and localization of reforms need to be addressed. The LGUs’ role in mainstreaming the reforms is important in order for the people on the ground feel the real benefits of the effects of having an open government. Innovations need to be institutionalized, especially in the local governments. However, there are still issues and gaps that need to be resolved, especially on the capacity and resources of the LGUs in implementing reforms in their governments.
Innovative Solutions to Open Government Partnership To complement the result of the previous Good Governance Dialogues regional fora, the Union of Local Authorities of the Philippines (ULAP), in partnership with the Philippine Open Government Partnership (PHL-OGP) Steering Committee, Galing Pook Foundation, Sanofi Philippines, Microsoft Philippines, PLDT Alpha Enterprise, Open Data Philippines-DBM, Ayala Foundation, Civika Foundation, and Access Health International-Philippines conducted the Innovative Solutions to Open Government Partnership. The objectives of the said forum will be: 1. Frame/explain innovations in local governments aligned with international OGP practices; and, 2. Network LGUs with partners who may provide programs and partnerships for Open Government, particularly: • Present technology-based innovative solutions to help the LGUs in the local implementation of the OGP; and, • Provide technical assistance to the LGUs.

PARTICIPATING LOCAL GOVERNMENTS The two regional fora were held at Sanofi Aventis Philippines, Feliza Building, Rufino St., Makati City on November 28 which was attended by over 150 participants from Luzon LGUs; and Cebu Grand Convention Center, Cebu City on December 4 which was attended by around 60 Visayas and Mindanao LGU participants. The participants were composed of local chief executives (LCEs) and/or their representatives with their Administrators, Planning Officers, ICT/ MIS Officers and other local government non-elective officials. In summary, 24 local elective officials attended event. The table below provides the list of the local elective officials present during the forum.

PROGRAM PROPER Opening Remarks
ULAP President Governor Alfonso Umali, Jr., delivered the opening remarks of the two regional fora. He first thanked the partners of ULAP for the Innovative Solutions to OGP. He also thanked the LGUs, who attended the fora, for stepping up to the commitment they have signed during the Good Governance Dialogues. He discussed the importance of the regional fora as a follow-through event for the LGUs “to frame and explain innovations that are of international benchmark and can be implemented in the local governments. “ He added that the “innovative solutions”, which are technology-based, will help localize OGP and improve their capacities in delivering effective and efficient social services. Governor Umali talked about the speech of DILG Secretary Mar Roxas during one of the Good Governance Dialogues, wherein he recognized the part of the LGUs in the current reforms of the government but also challenging each and one of them on how they can institutionalize, continue, and make reforms irreversible and think strategically. He then recognized that the regional fora, Innovative Solutions to OGP, are one of the ways where doable and strategic reforms can be implemented in the LGUs through the partners and their innovative solutions to OGP. “I envision our President that the next time he will report to the Open Government Partnerships, tayong mga LGUs ang bida. At naniniwala ako na hindi malayong mangyari iyon,” said Governor Umali. He believes that the LGUs are gearing towards a more open, transparent, and accountable LGUs, thus becoming champions of reforms.
Message of SupportGaling Pook Foundation
Galing Pook Foundation has become a leading resource institution continuously promoting innovation and excellence in local governance. It proactively searches and recognizes best local government practices and facilitates their adoption in more communities in the country. As one of the main partners and the institution that promotes innovation and excellence in local governance, Galing Pook Foundation gave the message of support to the partners and participants of the two regional fora. Governor Victor Yap who was present during the ISOGP Luzon Leg and Vice Governor Humerlito Dolor who was in ISOGP Cebu leg, read the message of support of the Galing Pook Foundation. Galing Pook, in its message, strongly supported ULAP and Phil-OGP in localizing open government commitments through reforms and innovations that will make the LGUs more open, transparent and accountable. Galing Pook also emphasized that “a local government that is open and participatory is an innovation amid the current system in the government.”In addition, they believed that the LGUs are moving forward to being more transparent, accountable, efficient and effective despite the challenges on the ground. Galing Pook thanked the partners who attended the fora and for helping the LGUs in bridging solutions in localization of OGP. The message also challenge the LGUs who participated to step up their game and that the institution is optimistic that it is possible to achieve open government, given the number of awards they have already given over the years, changing the landscape of local governance in the Philippines.

OVERVIEW AND NETWORKING OBJECTIVES ULAP Executive Director Ms. Czarina MedinaGuce gave an overview of OGP and the objectives of the networking forum. She first discussed the Open Government Partnership, its objectives and current efforts of the country in OGP. She elaborated the Philippine OGP Plan from 20132015 and what the country has achieved so far. Ms. Medina-Guce said that for the years 20152017, the Philippines is gearing towards a co-created plan in which the LGUs and the local CSOs are more involved, through empowering the communities for better development outcomes and sustainable partnership between LGUs and CSOs.

* From the OGP Good Governance Dialogues Co-Created Plan Session After the discussion on OGP and the future plans of the Philippine government in leveling up its commitments, she presented the objectives of the fora and how the activities for the day will be conducted. These activities are the following:
The partners give a brief introduction and background about their innovative solution/s.
The LGUs conduct demand identification by
identifying OGP problems in their locality and looking at possible solutions based from the presentation of the partners. The LGUs go to each booth of the partners and “inquire” about the solutions. The partners and their solutions are categorized into: 1) capacity improvement of the LGUs, 2) LGU’s capacity improvement in data generation and evidence-informed policy making (EIPM), and 3) improvement of LGUs’ social services delivery for education and health.

Each partners presented their innovative solutions to the participating LGUs. After the presentations, the LGUs had a small workshop wherein they are tasked to identify the OGP challenges in their locality and matched them with the “best” innovative solution/s to these challenges and problems. After the fora, the LGUs are expected to build potential partnerships with the partners and a concrete follow through will be ensured. Also, the LGUs are expected to have a clearer approach to localize OGP and eventually plans and programs to implement it in their locality.

(1) The first group of projects and programs are for capacity improvement of the LGUs, specifically developing their systems to be more effective and efficient. These are the Microsoft Citynext Partners (Office 365 from PLDT Alpha, Geographical Information System & Document Management System for Paperless Trail, Office 365 & Microsoft Azure of Ng Khai Development Corporation and Hospital Information System of Bizbox) and Civika Foundation’s Open Govenance Tech Innovation Voucher.

(2) The second set of projects and programs are intended to improve the LGU’s capacity in data generation and evidence-informed policy making (EIPM). These are from Microgenesis’ STEE Public Safety and Emergency Management System (STEE), 311 Citizen Services (Avepoint) and Social Media Monitoring (Signal) and Open Data Philippines (OPS, DBM, PCDSPO).

The primary platform is data.gov. ph, which serves as the one-stop shop for all government datasets.

LGUs may submit their datasets (but only those in open formats) for publication through data.gov.ph. LGUs may also choose to build their own local open data portal. LGUs may also receive training on how to open up their government data provided that the LGUs that wish to receive such training take preparatory actions such committing to release key high-value datasets of their LGU.

(3) The last set of projects and programs are for the improvement of LGUs’ social services delivery for education and health. These projects are the Text2Teach from Ayala Foundation and e-Aksyon para sa Kalusugang Pangkalahatan (e-AKaP) from Access Health International-Philippines.

To make a significant contribution to the quality of teaching and learning in grades 5 and 6 in underserved public elementary schools and communities in the Philippines. Its objectives are to: • Use advanced mobile communications technology for education; • Encourage cooperation among the public, private and civil society sectors at the local levels; and • Complement the indigenous curriculum with high quality educational content delivered through a mobile network, and with integrated teacher training.
Ayala Foundation is a non-stock, nonprofit organization and social development arm of the Ayala Corporation that envisions communities where people are productive, creative, self-reliant, and proud to be Filipino. AFI seeks to achieve this through programs in education, youth leadership, sustainable livelihood, and arts and culture.
ACCESS Health International is a nonprofit think tank and advisory group dedicated to improving access to high quality, affordable healthcare in low, middle, and high income countries.
DESCRIPTION
e-Aksyon para sa Kalusugang Pangkalahatan (e-AKaP)
Assists Community Health Teams in delivering high quality health services and health education at the community level. The project trains and equips Community Health Teams using an integrated web based mobile health application. The application increases the capacity of Community Health Teams to perform crucial frontline functions in the health system.
Each partners presented their innovative solutions to the participating LGUs. After the presentations, the LGUs had a small workshop wherein they are tasked to identify the OGP challenges in their locality and matched them with the “best” innovative solution/s to these challenges and problems.

MOVING FORWARD
In relation to the Good Governance Dialogues and the continuing support of the LGUs in helping the national government in attaining its Action Plan for 20152017, the Innovative Solutions to Open Government Partnership (ISOGP) was able to attain its aim of presenting and providing innovative solutions to LGUs and help them accomplish their commitment and efforts to localize OGP. By bringing private partners to the LGUs, possible partnerships where fostered, thus giving the LGUs projects and programs for a clearer approach in achieving a local government that is more open, transparent and accountable. Moreover, the ISOGP helped and equipped LGUs on how innovations can be implemented in the local governments by using technology as a means. Nowadays, wherein technology is used by most of the people, the LGUs should be able to cope with the demands of its constituents, and technology is one of the tools to be more effective and efficient in delivering
social services and also to empower citizens through participation in government. In other countries, technology is being utilized for accomplishing their OGP commitments. The purpose of the ISOGP is to help the LGUs realized the importance of technology and how can it be possible to implement technology-based OGP projects and programs in their locality. This objective has been achieved. As part of the plans to move forward, ULAP, as the representative of the LGUs in the Philippine Open Government Partnership Steering Committee, will continue to partner with private sector to provide innovative solutions and technical capacities to the LGUs in order for them to localize OGP. Also, ULAP will coordinate with the project partners to identify the LGU participants who have signed up their problem statements and OGP challenges to the corresponding solutions that they want to pursue.
