About ULAP
The Union of Local Authorities of the Philippines (ULAP) is the umbrella organization of all leagues of local government units (LGUs) and locally elected government officials, and was formed in 1998, registered in 1999, and further endorsed through Executive Order 351, series of 2004. Prior to its creation, ULAP was called the “League of Leagues”, which played an important convening role for the local governments to lobby and develop the Local Government Code of 1991. ULAP was created to convene and represent its member leagues and local governments to national and sub-national policy and program committees in continuous pursuit of strengthening and capacitating LGUs for local autonomy and good governance. PROJECT BACKGROUND Philippines and the Open Government Partnership
Open Government Partnership (OGP) is an international initiative launched in 2011 to provide an international platform for domestic reformers committed towards making their governments more open, accountable and responsive to citizens. The Philippines is one of the eight founding members of OGP and one of the 65 participating countries to the initiative to date. In all of these countries, government and civil society are working together to develop and implement open government reforms.1 Through the Philippine government’s membership in the Open Government Partnership, it continues to commit and uphold reforms for good governance. The 2013-2015 Action Plan of the country builds on the gains from the previous OGP commitments in 2012. It is composed of six (6) continuing commitments and three (3) new commitments2. The OGP Action Plan is aligned with the programs in the Philippine Development Plan and the Action Plan of the Cabinet Cluster on Good Governance and Anti-Corruption.3 These nine commitments4 are the following: Sustain transparency in national government plans and budgets; Support for the passage of legislations on access to information and protection of whistleblowers; Engage civil society in public audit; Enhance performance benchmarks for local governance; Enhance the government procurement system; Strengthen grassroots participation in local planning and budgeting; Provide more accessible government data in a single portal and open format; Initiate fiscal transparency in the extractive industry; and Improve the ease of doing business. 1

These commitments are overseen and implemented through the Philippine Open Government Partnership (PHL-OGP) Steering Committee, which is composed of the Department of Budget and Management (DBM), Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), the Union of Local Authorities of the Philippines (ULAP), three representatives from civil society, and two representatives from the business sector.
Identifying the Need to Build Local Capacities for Technology for Transparency and Accountability
In support of the OGP Commitments, the PHL-OGP Steering Committee, with DBM and ULAP as key project implementers and with the support of USAID and Development Alternatives Incorporated, conducted the nationwide Good Governance Dialogues from August to November 2014 as an outreach activity to local governments and civil society organizations. Through the dialogues, the importance of innovative platforms for data generation, access to information, and evidence for policy-making was highlighted. This direction is in line with the growing trend in the international OGP community wherein countries are continuously using technology as platform for transparency and accountability. The attention given to technology platforms is reflected in the PHL-OGP Commitments, for instance: Open Data Portal: Through data.gov.ph, the public can access, search and use national government data, allowing the users to find specific information from public data sets; Philippine Government Electronic Procurement System (PhilGEPS): a web-based/internet infrastructure that acts as a central portal of all government procurements; OpenBUB.gov.ph: a web-based portal wherein all the status reports of the BuB projects are posted; and,
However, local capacities to fully maximize the potential of these technologies have yet to be continuously developed, amidst a growing population of internet users. In a 2014 report of the Internet and Mobile Marketing Association of the Philippines (IMMAP)5 , 38 million Filipinos out of a population of 100 million are internet users, but with the main usage focused on social media. The gaps, based on the Good Governance Dialogues, are lodged with issues such as available of reliable internet facilities in poor, far-flung areas, local capacities to engage the platforms for meaning engagement for monitoring and evaluation of government services, and performing evidence-based policy making.
In this regard, ULAP, as the umbrella organization of the leagues of all local government units and locally elected officials, launched the Innovative Solutions to Open Government Partnership (ISOGP) project, which seeks to network local governments with technology providers from the private and civil society sectors, with hopes to facilitate partnerships that will address the gaps identified. ULAP partnered with PHL-OGP Steering Committee, and other organizations from the civil society and private sector: Galing Pook Foundation, Sanofi Philippines, Microsoft Philippines, PLDT Alpha Enterprise, Ayala Foundation, Civika Foundation, and Access Health International-Philippines, to conduct regional fora that aims to frame and explain innovations in LGUs and align these with international practices.

The first two regional fora were held at Sanofi Aventis Philippines, Feliza Building, Rufino St., Makati City on November 28 which was attended by over 150 participants from Luzon LGUs; and Cebu Grand Convention Center, Cebu City on December 4 which was attended by around 60 Visayas and Mindanao LGU participants. The participants were composed of local chief executives (LCEs) and/or their representatives with their Administrators, Planning Officers, ICT/MIS Officers and other local government non-elective officials. In summary, 24 local elective officials attended event. By bringing private partners to the LGUs, possible partnerships where fostered, thus giving the LGUs projects and programs for a clearer approach in achieving a local government that is more open, transparent and accountable.

With the success of the two earlier ISOGP fora in November to December 2014, ULAP conducted another run of ISOGP, offering more solutions to the LGUs. This forum was conducted in partnership with Microsoft Philippines and in support of the national government, other private sectors and CSOs - Lee Kuan Yew School of Public Policy National University of Singapore (LKYSPP NUS), PLDT, Galing Pook Foundation, Open Data Philippines, Ayala Foundation, Access Health International-Philippines, Civika Foundation, 162 to 52 Coalition for Health, Department of Budget and Management and Department of Science and Technology- Information Communication Technology. The forum was called “Innovative Solutions on Open Government Partnerships ver. 2.0”, held on February 27, 2015. With the experience of establishing a coalition of government agencies, private sector and CSOs, ULAP also launched the “Innovative Technologies Coalition for OGP in Local Governments” during the forum in order to unite the efforts of the partners in helping the LGUs for a more transparent, accountable, effective and efficient local governance.
A total of 150 participants and partners were in attendance (Please see Annex A), 86 of which are from the local government units of Regions III, IV-A, IV-B, V and NCR. Participants are local chief executives (LCEs) and/or their representatives with their Administrators, Planning Officers, ICT/MIS Officers and other local government non-elective officials.

PROGRAM PROPER Opening Remarks
Mayor Hubert Dolor of Puerto Galera, Oriental Mindoro, read the Opening Remarks of Governor Alfonso Umali, Jr., ULAP President.
Governor Umali, in his message, said that ISOGP v.2.0 is a continuation of efforts of ULAP to help mainstream OGP commitments in local governments. He stressed the concept of the forum, which is to help the LGUs network with the national government agencies, private sector and civil society organizations to assist and capacitate them with technology-based and innovative solutions for the achievement of the OGP commitments in the local and also improve their delivery of social services. He also expressed his gratification to the LGUs present for their openness to work together for noteworthy partnerships for transparent, accountable and inclusive governance. He also noted that a total of 1307 or 78% of LGUs that passed the Good Financial Housekeeping of the Seal of Good Local Governance will be awarded and will have the chance to avail projects and programs from the Bottom-up Budgeting. Out of the 369 LGUs which did not receive the award, 254 of them did not pass because of Full Disclosure Policy Compliance. Governor Umali recognized the problems that the LGUs are facing when it comes to access and capacity to implement available technologies. He added, “…it is only imperative that make networking platforms, such as our ISOGP today, happen, so that LGUs can gain access to technologies and capacity-building projects from different potential partners.” Lastly, Governor Umali thanked all the partners and their current projects and programs, especially the partners who will be part of the coalition. He said that by uniting all efforts, they will be able to help LGUs overcome the problems and challenges in the local implementation of OGP.

Message of Support Department of Budget and Management (DBM), Galing Pook Foundation and Microsoft gave their messages of support to ISOGP and the Innovative Technologies Coalition for OGP in Local Governments. DBM sent a formal message of support signed by Undersecretary Richard Moya for ISOGP and for the commitment signing of the Coalition, which was read by ULAP Technical Officer, Genixon David. In the message, DBM said, “… (It) holds in high regard, the initiative of the Union of Local Authorities of the Philippines to help strengthen capacities of local governments to contribute to the achievement of the country’s OGP commitments.” DBM also signified its commitment as ULAP’s strong partner for policy support and guidance on ensuring that local governments’ implementation of the technologies and innovations respond to specific needs on the ground. DBM also valued and looked forward to feedback from ULAP, the local governments, and the partners, on issues that are encountered on the ground when implementing their projects for OGP commitments. Dr. Eddie Dorotan, Executive Director of Galing Pook Foundation, gave the message of support as one of the partners in ISOGP and lead convener in the Coalition. He discussed the importance of Information Technology in the implementation of efficient and effective delivery of services to the people, specifically in the health sectors. Likewise, he mentioned that to make Information Technology as an ultimate enabler to better serve the public, the technology should be accurate, real time and fast, integrated, analytic, transparent and open, client friendly for the members and providers, effective as a management tool, and secure, dynamic and innovative. For Microsoft, Atty. Raul Cortez, Legal Affairs Head, believed that the economy will progress by harnessing technology. Hence, to achieve maximum good results, there is an urgent need to develop a people-centric environment. The most valuable resource in any institution is people. According to him, this is where Microsoft City Next comes into place. Microsoft City Next empowers governments, businesses, and citizens to create more sustainable, prosperous, and economically competitive cities—with a people-first approach. He further emphasized that Cities worldwide are already using Microsoft CityNext.

Lastly, he pointed out that there are a number of different things that technology can facilitate. It is all about focusing on what kind of technology is appropriate and is needed by the institution and the public, and what Microsoft and their partners can do is to help the community, particularly the LGUs, to transform, to engage and to accelerate.
Overview and Networking Objectives
Ms. Czarina Medina-Guce, Executive Director of ULAP, presented the overview of OGP and the objectives of the ISOGP. She first discussed the Open Government Partnership, its objectives and current efforts of the country in OGP. She elaborated the Philippine OGP Plan from 2013-2015 and what the country has achieved so far. Ms. Medina-Guce said that for the years 2015-2017, the Philippine-OGP Steering Committee is gearing towards developing a Co-Created Plan in which the LGUs and the local CSOs are more involved, through empowering the communities for better development outcomes and sustainable partnership between LGUs and CSOs. She also discussed the importance of ISOGP in achieving and passing the Good Financial Housekeeping, which is a component of Seal of Good Local Governance. She showed the tables of recipients and non-recipients of the seal per region and the reason for not passing GFH. Most of the LGUs were not able to comply with the Full Disclosure Policy of DILG because of the web portal. After presenting the OGP and the future plans of the country in the alignment of our commitment to the international consortium, Ms. Medina-Guce, informed the participants about the objectives of the forum and what activities are in stored for the day and how they will be conducted. The partners give a brief introduction and background about their innovative solution/s. The LGUs conduct demand identification by identifying OGP problems in their locality and looking at possible solutions based from the presentation of the partners. The LGUs go to each booth of the partners and “inquire” about the solutions. Sixteen (16) projects were presented as innovative solutions to the participating LGUs. After the presentations, the LGUs had a small workshop wherein they are tasked to identify the OGP challenges in their locality and matched them with the “best” innovative solution/s to these challenges and problems. The LGUs were able to know more about the projects presented by the partners on the solutionsoriented networking event in the afternoon. The participants went to each booth of the partners and conducted initial consultations on the possible innovative solutions that can be implemented in their locality. Attached with this document is the list of the participants and the projects and/or solutions that they are interested to implement in their LGUs. (Please see Annex B)

Launching of the Innovative Technologies Coalition for OGP in Local Governments
Partners from the national government, local government units, private sector and civil society organizations signed a commitment to help LGUs localize and achieve the Philippines’ OGP commitments by providing technology-based and innovative solutions. The commitment also signified the creation of a coalition, Innovative Technologies Coalition for OGP for Local Governments, in order to unite the efforts of the partners in helping the LGUs for a more transparent, accountable, effective and efficient local governance. Under the RA 9184 or Government Procurement Reform Act, all government agencies, including Local Government Units (LGUs) are mandated to register and use the website for publication of bid opportunities and activities. As of the ISOGP reporting, a total of 24,001 out of 24,856 government procuring entities are actively using the system, 13,487 of which are LGUs (79 out of 80 Provinces, 136 out of 136 Cities, 1,441 out of 1498 Municipalities, and 11,831 out of 41,995 Barangays).

MOVING FORWARD The ISOGP is pegged as a start of the facilitative work that ULAP will do for the local governments and its partners in the private, civil society, and national government agencies, towards building local capacities to meet OGP commitments. In the ISOGP v.2.0, the Innovative Technologies Coalition for OGP in Local Governments was launched. The coalition seeks to do two things: First, to continue the bridging function between innovative solutions and local governments who may have the need for them; and, Second, through the experience of facilitation and regular conversations with the partners, identify further outreach strategies, and policy inputs to DBM, DILG, among other national government agencies for guidelines and decisions that will develop local environments capable of venturing into innovative platforms for transparency and accountability in governance. In the larger scale, ISOGP will continue to be treated as an outreach activity for the PHL-OGP initiative. It is ULAP’s goal, shared with the members of the PHL-OGP Steering Committee, those more local governments and locally-based civil society groups will have ownership of the Open Government Partnership principles and commitments.
Thus in moving forward, ULAP invites more local governments to get in touch with the Secretariat, so that we can facilitate partnerships with you and the technology providers that can respond to local technology-related concerns. Evaluation Survey Explanatory Note on the Evaluation Survey for ISOGP The participants and stakeholders were generally satisfied with the outcome of the Innovative Solution to Open Government Partnership (ISOGP) networking event dated on the 27th of February, 2015. With around 78 participants, 45 participants or 58% gave the highest rating of five (5) for the overall rating of the event. 31% or 40% of the participants found it satisfactory and two (2) or 3% of the participants gave a neutral rating for the event. It is important to note that there was no unsatisfactory rating for the overall score of the event. Among the participants, there were 59% of whom who found the project to be significantly relevant, 38% found it relevant, and 3% found the event to be neutral in relevance. 45% of the participants believed that the composition of the event covered the solutions needed for Local Government Units (LGUs), while 12% gave a neutral rating. Around 50% found the activity fruitful and 47% of the participants felt that the atmosphere of the event encouraged them to pursue the partnerships. On the other hand, only 1% of the participants believed that the partners were unaccommodating and unresponsive and found the atmosphere of the networking activity to be discouraging. Thirty-six percent (36%) to 59% of the participants felt that the event was helpful in further understanding Open Government Partnership (OGP). While 41 to 46% of the participants feel that they will be able to follow-through with the partnerships found during the event. Sixty-four percent (64%) of the participants found the secretariat to be helpful and responsive to their queries during the event. Overall, the general opinion for the event was that it was helpful and successful in gathering and engaging LGUs and other stakeholders in OGP. It should still be noted that several comments requested for a larger venue for the event as well as more time for the presenters as the presentations felt rushed. It should also be noted that there was also a request for more partners to be present in an event.
