Kemp Earns All-State Honors For Immediate Release: April 8, 2009
SALISBURY – JaToya Kemp was onee of only two sophomores named to thee 2008-09 college division all-state women’ss basketball second team the North Caro-lina Collegiate Sports Information Asso-ciation (NCCSIA) announced Monday. Kemp, an Elizabethtown native and Eastt Bladen High School product, led UNCP in n scoring and rebounding averaging 10.7 pointss and 7.5 rebounds per game, which ranked d 20th and seventh in the Peach Belt Confer-ence, respectively. She also ranked third in n the PBC for her 3.56 offensive rebounds perr game. Throughout the season, Kemp shott 47.5 percent from the floor while postingg 0.70 blocks per game, numbers which ranked d her 10th and 12th in the PBC, respectively. In only her second year playing in the col-legiate ranks, Kemp set personal bests in n nearly every category for the Black and d Gold. On the season, she recorded career-highs in points (24), rebounds (16), assistss (3), blocks (2), free throws made (11), min-utes (41) and double-doubles (5). Kemp also o recorded double point figures in 15 gamess and double rebound figures in seven games.

NCAA Recruiting
UNC Pembroke is committed to abso-
lute compliance with all NCAA and Peach Belt Conference rules and regulations. Institutional control of athletics is a fundamental principle of NCAA legislation. It requires each institution to conduct its intercollegiate athletics programs in accordance with the rules and regulations of the NCAA. This responsibility includes ensuring that coaches, staff, and other groups representing the institution’s athletics interests comply with all applicable rules. As a result, it is important for prospects, fans, and alumni to have some understanding of the principles governing college athletics. Below are a few definitions and rules that apply to all athletic boosters.
NCAA DEFINITIONS REPRESENTATIVE OF ATHLETICS INTERESTS (BOOSTER)
A “representative of athletics interests” (booster) is any individual or group that has ever: •Been a member of an organization promoting UNC Pembroke athletics. •Contributed to the Athletics Department or its booster organizations. •Assisted in evaluating or recruiting prospective student-athletes. •Provided benefits (e.g. employment) to prospective student-athletes, enrolled student-athletes or their family members. •Otherwise promoted the UNC Pembroke athletics program. Keep in mind that it is very easy to meet one or more of these criteria and once you become an athletics representative, you retain this status FOREVER!
PROSPECTIVE STUDENT-ATHLETE
A “prospect” is a high school student that has started classes for the ninth grade and also any junior college student. A student that has not started classes for the ninth grade becomes a prospect if the student receives any benefits that the institution does not provide to all prospective students in general. An individual remains a prospect until he or she starts classes at UNCP or reports for practice, whichever occurs first.
STUDENT-ATHLETE
A “student-athlete” is a student whose enrollment was solicited by an athletics staff member with the expectation that the student would participate in intercollegiate athletics.A student not solicited by an athletics staff member becomes a student-athlete when he or she joins an intercollegiate team or reports for practice.
RECRUITING
“Recruiting” is any solicitation of a prospect or the prospect’s family by an authorized institutional staff member for the purpose of securing the prospect’s enrollment at UNCP and participation in athletics. Athletics representatives may not be involved in the recruitment of prospects except

as outlined in the following section.

CONTACT
A “contact” is any face-to-face encounter between a prospect or the prospect’s parent or legal guardian and an institutional staff member or athletics representative during which any dialogue occurs.
GUIDELINES AND REMINDERS FOR BOOSTERS
•A booster may not contact a prospect, prospect’s family, friends, coach or school administrator in an attempt to evaluate or recruit the prospect. •A booster may not expend funds to entertain or provide transportation for a prospect or the prospect’s family or friends. •A booster may not write, make phone calls, or otherwise communicate with a prospect or the prospect’s family or friends for recruiting purposes. •A booster may not contribute funds to a prospect’s high school or club team as a form ofrecruiting inducement or if solicited to do so by a collegiate coach. •A booster may attend a prospect’s athletic events without contacting the prospect or his/her family. •A booster may send recommendation letters and newspaper clippings about a prospect in their area to UNCP’s coaches. •A booster may continue a pre-existing relationship with a prospect and his/her family as long as the relationship pre-dated the prospect’s recruitment or notoriety as an athlete and the nature of the relationship is not enhanced after his/her notoriety as an athlete. Such a relationship may not be for recruiting purposes. •A booster may host a current student-athlete or an entire team in their home for a meal, but only on an occasional basis. •A booster may provide a job for a student-athlete, but the job responsibilities must be legitimate and the pay commensurate for the task.
GUIDELINES FOR EXTRA BENEFITS
An “extra benefit” is any special arrangement by an institutional employee or athletics representative to provide a prospect, a student-athlete or his or her family with a benefit not expressly authorized by the NCAA. Boosters may not provide any special arrangement considered to be an extra benefit. Examples of extra benefits include, but are not limited to: •Gifts of money, awards or other tangible items. •Use of vehicles or payment of transportation costs incurred by prospect, prospect’s relatives or friends. •Free or reduced housing arrangements. •Promise of employment after graduation or employment of prospect’s relatives or friends. •Special discounts or payment arrangements.

PHONE CALLS •Prospect Calling: A coach may receive a call initiated by a prospect and paid for by the prospect at any time, including the prospect’s freshman or sophomore years. Prospects may call coaches collect at any time. •Football: Coaches may call a prospect at their discretion during a contact period after June 15 in the summer preceding his senior year. •Men’s Basketball: Coaches may call a prospect at their discretion during a contact period after June 15 in the summer preceding his senior year. •Women’s Basketball: Coaches may call a prospect at their discretion during a contact period after June 15 in the summer preceding her senior year. •Other Sports: Coaches may call a prospect at their discretion during a contact period after June 15 in the summer preceding his or her senior year.
UNOFFICIAL VISITS
There are no limits on the number of unofficial (unpaid) visits to UNCP a prospect may make and no age restriction on who may make unofficial visits. At each unofficial visit, a prospect may receive three (3) complimentary admissions to a home athletic event. No other expenses may be paid by UNCP. At certain times of the year, unofficial visits are prohibited so please coordinate your visit with the coaching staff.
OFFICIAL VISITS
A prospect may only make a total of five official (paid) visits and only one official visit to UNCP. A prospect may not make an official visit until the first day of classes of their senior year (January 1 of junior year for men’s basketball prospects). t was the flying wedge, football’s major offense in 1905, that spurred the formation of the NCAA. The game’s rugged nature, typified by mass formations and gang tackling, resulted in numerous injuries and deaths and prompted many institutions to discontinue the sport. Others urged that football be reformed or abolished from intercollegiate athletics. President Theodore Roosevelt summoned college athletics leaders to two White House conferences to encourage such reforms. In early December 1905, Chancellor Henry M. MacCracken of New York University convened a meeting of 13 institutions to initiate changes in football-playing rules. At a subsequent meeting December 28 in New York City, the Intercollegiate Athletic Association of the United States (IAAUS) was founded by 62 members. The IAAUS officially was constituted March 31, 1906, and took its present name, the NCAA, in 1910. For several years, the NCAA was a discussion group and rulesmaking body; but in 1921, the first NCAA national championship was held: the National Collegiate Track and Field Championships. Gradually, more rules committees were formed and more championships were held. A series of crises brought the NCAA to a crossroads after World War II. The “Sanity Code” - adopted to establish guidelines for recruiting and financial aid - failed to curb abuses involving student-athletes. Postseason football games were multiplying rapidly. Member institutions were increasingly concerned about the effects of unrestricted television on football attendance. The complexity and scope of these problems and the growth in membership and championships demonstrated the increasing need for full-time professional leadership. In 1951, Walter Byers, who previously had served as a part-time executive assistant, was named executive director. A national headquarters was established in Kansas City, Missouri, in 1952. A program to control live television of football games was approved, the annual Convention delegated enforcement powers to the Association’s Council and legislation was adopted governing postseason bowl games.
The Association’s membership was divided into three legislative and competitive divisions - I, II and III - in 1973. Five years later, Division I members voted to create subdivisions I-A and I-AA (subsequently renamed the Football Bowl Subdivision and the Football Championship Subdivision) in football.
The NCAA began administering women’s athletics programs in 1980 when Divisions II and III established 10 championships for 1981-82. A year later, the historic 75th Convention adopted an extensive governance plan to include women’s athletics programs, services and representation. The delegates expanded the women’s championships program with the addition of 19 events. On August 1, 1997, the NCAA implemented a change in its governance structure that provides greater autonomy for each membership division and more control by the presidents of member colleges and universities. Walter Byers retired October 1, 1987, after 36 years as the Association’s executive director. He was replaced by University of Virginia Athletics Director Richard D. Schultz, who resigned in 1993. Schultz was replaced by University of Arizona Athletics Director Cedric Dempsey, who led the Association beginning in 1994 and served as president until December 2002. Dempsey was replaced by Indiana President Myles Brand, the first university president to serve as the Association’s chief executive. Brand led the Association beginning in 2003 until his death from pancreatic cancer in September 2009. Today, the national office staff of more than 380 employees is led by Interim President Jim Isch. Isch was named interim president in September 2009 after serving as the Association’s senior vice president for administration and chief financial officer
CORE IDEOLOGY The NCAA’s core ideology consists of two notions: core purpose - the organization’s reason for being - and core values essential and enduring principles that guide an organization.
CORE PURPOSE Our purpose is to govern competition in a fair, safe, equitable and sportsmanlike manner, and to integrate intercollegiate athletics into higher education so that the educational experience of the student-athlete is paramount.
CORE VALUES The Association - through its member institutions, conferences and national office staff - shares a belief in and commitment to: • The collegiate model of athletics in which students participate as an avocation, balancing their academic, social and athletics experiences. • The highest levels of integrity and sportsmanship. • The pursuit of excellence in both academics and athletics. • The supporting role that intercollegiate athletics plays in the higher education mission and in enhancing the sense of community and strengthening the identity of member institutions. • An inclusive culture that fosters equitable participation for student-athletes and career opportunities for coaches and administrators from diverse backgrounds. • Respect for institutional autonomy and philosophical differences. • Presidential leadership of intercollegiate athletics at the campus, conference and national levels.

2009-10 Season Preview The University of North Carolina at Pembroke’s basketball program enters the 2009-10 campaign with five year coaching veteran John Haskins at the helm, and more height to speak of than they have been able to boast since the program’s beginning.

The Lady Braves finished up their 2008-09 season with a 1216 overall record and an 8-12 record in the Peach Belt Conference – one of Division II’s premier basketball conferences. Team came away with PBC Sportsmanship Award
division all-state women’s basketball second team announced by the North Carolina Collegiate Sports Information Association (NCCSIA). Kemp led UNCP in scoring and rebounding, averaging 10.7 points and 7.5 rebounds per game, which ranked 20th and seventh in the Peach Belt Conference, respectively. She also ranked third in the PBC for her 3.56 offensive rebounds per game. Throughout the season, Kemp shot 47.5 percent from the floor while posting 0.70 blocks per game, numbers which ranked her 10th and 12th in the PBC, respectively.

The 2009-10 squad will look to Kemp as their leader as she was one of only two sophomores named to the 2008-09 college
sophomore year at Kaskaskia College where she earned all-region and all-conference honors. As a team captain and starter, Ray averaged 12.6 points and 9.3 rebounds per game while scoring a career high 29 points and grabbing 15 rebounds against Olney Community College. The Lady Braves have also picked up Raleigh native Anya Knower who signed her name to become a member of the 2009 recruiting class for the Lady Braves basketball team after redshirting at year at Appalachian State. As a senior and team captain at Ravenscroft High School, Knower earned allconference laurels and was nominated for McDonalds’ All-American honors while leading the Ravens to a conference championship and third place finish at state. As a reclassified junior, she averaged 9.8 points and 8.5 rebounds per game, but did not finish the season due to injury.

The PBC has added two new schools to the conference, Montevallo and Flagler. - Montevallo: competed as a member of the Gulf South Conference during 2008-09 season. - Flagler: competed as an independent during the 2008-09 season. With the addition of both teams, the PBC will return to divisional play for the first time since the 2006-07 campaign, parting the 13 conference squads into an ‘East’ and ‘West’ division. This could prove fruitful for the Lady Braves who saw their last winning clip in league play amidst the 2006-07 campaign - two years following taking home the PBC North Division title in 2004-05.

JOHN HASKINS HEAD WOMEN’S BASKETBALL COACH 6th Year: 68-72 UNC Wilmington, 1987
J
ohn Haskins took over as head coach of the women’s basketball program in March 2004 and enters his sixth season as the women’s basketball head coach. Haskins, who headed up the men’s program for 10 seasons, had served as head golf coach for two years prior. He also enters his sixth year as Assistant Athletic Director for Internal Affairs.
PERSONAL
As assistant director of athletics, his duties include issuing contractual agreements, overseeing summer camps and special programming, staffing of home athletic events, serving as director for all conference championships hosted by UNC Pembroke, and coordinating selected fund raising projects.
EDUCATION
Haskins arrived at UNCP in 1989 and served as Lecturer in the Health, Physical Education and Recreation department, assistant basketball coach to current A.D. Dan Kenney, and head tennis coach until he was appointed head basketball coach in 1992. Before stepping down in 2002, Haskins was named CoCoach of the Year for the Peach Belt Conference. During his stint as skipper of the men’s team, Haskins tallied a 105-164 record.
PLAYING EXPERIENCE
In 2005, Haskins was again named PBC Coach of the Year, but this time he earned the honor as the Lady Braves’ skipper. He also led UNCP to a first place finish in the Peach Belt’s North Division and coached the school’s first Peach Belt Player of the Year in Danielle Richardson. Over the past five seasons, the Lady Braves are 43-49 in conference play and boast a home court record of 40-21.

apica Davis enters her fourth season as assistant women’s basketball coach at the University of North Carolina at Pembroke. After a two-year stint with the Lady Braves as a graduate assistant, Davis completed her Master of Arts degree in Physical Education at UNCP in May of 2004 and has remained an important asset to the program. Alongside women’s coach John Haskins, Davis helped lead a 2004-05 UNCP squad to an 18-10 overall record, including a 10-6 mark in the highly competitive Peach Belt Conference. In just her first year as a full-time member of the Pembroke staff, the Lady Braves captured the program’s first-ever PBC North Division championship and produced two all-conference performers, including the conference player of the year. The Pittsboro, Ind., native is a 2002 graduate of DePauw University, receiving her bachelor’s degree in Health and Physical Performance with an emphasis in Sports Science.

Beginning his first year as a member of the UNC Pembroke athletic training staff, Michael Blackburn is a nationally-certified and state-licensed trainer who oversees the athletic training department at UNCP. He is specifically responsible for, and handles the day-to-day operations of, the prevention and care of injuries for the Braves football and wrestling teams. Blackburn has spent the previous two seasons as an assistant athletic trainer at Western Illinois University where he was responsible for the daily medical healthcare of the men’s basketball and men’s and women’s golf teams. He was charged with overseeing one of WIU’s athletic training rooms, while also serving as a mentor for six graduate assistant athletic trainers. He also served as an instructor in the Department of Kinesiology at WIU. A native of Medford, Wisc., Blackburn first got involved in athletic training as an undergraduate at Winona State (Minn.), where he completed a CAATE-accredited athletic training education program. While with the Warriors, Blackburn undertook athletic training responsibilities with the women’s soccer, men’s basketball and baseball programs. In serving in those capacities, he assisted with the treatments and rehabilitation of other Winona State student-athletes as well. Following his graduation from WSU, Blackburn applied for and received a graduate assistant athletic training position at East Tennessee State University where he was responsible for the daily medical coverage of the Bucs women’s soccer, women’s track & field and cross country squads. He also assisted with the implementation of a comprehensive medical healthcare program for all 16 Division I sports. His longest-tenured job would come under the auspices of Ferris State (Mich.) where he was charged with the management of eight intercollegiate sports, including both men’s and women’s basketball, volleyball and the track & field programs from 2002-07. While in Big Rapids, he managed the daily operations of one of FSU’s athletic training rooms and directed student-athlete orthopedic clinics and vision screening schedules. He also coordinated medical coverage for the 2005 NCAA Great Lakes Regional Cross Country Championships, as well as the 2006 GLIAC Outdoor Track & Field Championships.
Skye Livermore is in her second year as an assistant athletic trainier at The University of North Carolina at Pembroke. She has been charged with the day-to-day responsibilities of women’s soccer, women’s basketball and tennis. Livermore has been in Pembroke working as a graduate assistant since 2005. As a G.A. for the Braves, Livermore has worked with softball, track and field and volleyball. Prior to her time in Pembroke, Livermore spent two years at Fayetteville State University (2003-05) as an assistant athletic trainer. She has also logged an additional year in the training room at Methodist College (now Methodist University) as an assistant athletic trainer. Livermore completed her undergraduate double major in athletic training education and French at New Mexico State University in 2002 where she earned Crimson Scholar honors. In 2007, she earned her master’s degree from UNC Pembroke in public administration with an emphasis in healthcare. Originally from Albuquerque, New Mexico, Livermore currently resides in Fort Bragg with her husband of six years SFC James Brasher.

In addition to his duties at the college and university levels, Blackburn also logged time as the certified athletic trainer at the USA Bantam Hockey Camp in 2003, as well as the coordinator of medical coverage for the 2004 Michigan High School Sports Association Basketball Regional in 2004. A board certified athletic trainer by the National Athletic Trainers Association, Blackburn is certified in CPR, as well as in American Red Cross First Aid. Blackburn received his bachelor’s degree in exercise science from Winona State in 2000 and his master’s of arts certificate in physical education from East Tennessee State in 2002. He currently resides in Lumberton.
