Organizational Background: The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. The responsibility of UNIDO’s Environment Department (ENV) is to contribute to inclusive and sustainable industrial development by improving the environmental performance, resource productivity and safety of existing, as well as by supporting the creation of new industries providing environmental goods and services. Project Context: The proposed project on low-carbon development for productivity and climate change mitigation through the Transfer of Environmentally Sound Technology (TEST) methodology aims to reduce the long-term risks of climate change and to support Cambodia in its efforts to achieve the objectives outlined in its Intended Nationally Determined Contribution (INDC). In this regard the current project preparation phase seeks to complete the project document for CEO Endorsement to the Global Environment Facility (GEF). The intended project will combine policy and advocacy elements with technology transfers in the areas where most manufacturing industries are located and present major negative environmental impacts. The TEST approach will be introduced and implemented in close consultation with the government in Phnom Penh and its surrounding areas including Kandal, Kampong Speu, Kampong Chhnang and the other industrialized provinces of Cambodia, mainly, Battambang, Siem Reap and Preah Sihanouk. As the garment industry dominates Cambodia's manufacturing sector, the project will focus on this industrial sector. Nevertheless, other sectors will also be involved as the TEST methodology can be applied to and adopted by all types of industries.

Scope of Work The project preparation phase seeks to finalize and submit the project document. As such the project document needs to include a detailed gender analysis for the mainstreaming of gender into the design and formulation of the project. These Terms of Reference (TOR) were developed in order to recruit a qualified National Gender Expert. Under direct coordination with the National Project Coordinator and supervision of the Project Manager based in UNIDO HQ, the National Gender Expert will be responsible for the following duties: MAIN DUTIES

1.1 Review relevant UNIDO documents on the requirements for gender mainstreaming, including UNIDO’s Policy on Gender Equality and the Empowerment of Women (2009) as well as the GEF Policy on Gender Mainstreaming. Conduct a detailed gender analysis as guided by GEF and UNIDO Guides to Gender Mainstreaming, particularly emphasizing gender issues in the area and region of intervention (e.g. gender vision of labour, access to an control of resources and technologies, women’s and men’s needs and preferences, opportunities for and constraints on women’s participation other/or other issues relevant to Cambodia).

indicators, timelines, assigned responsibilities and implementation arrangements. Based on this plan provide a budget plan. Integrate relevant gender components from the plan of action for gender mainstreaming in the project document, including cost estimates for the implementation.

Organizational development and innovation MINIMUM REQUIREMENTS Education: Advanced university degree (Master or above) in social sciences, women studies or other directly related field is required. Professional Experience: A minimum of 5 years professional experience in the field of gender equality and gender mainstreaming is required. Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes, especially in specific are of intervention is essential. Thorough understanding of the gender context in Cambodia and experience working with government institutions and international or non-governmental organizations supporting gender and development work in the specific area of intervention is important. Familiarity with gender analysis tools and methodologies is desired. Strong communication skills and ability to liaise with various stakeholder including government officials is required. Languages: Fluent written and verbal communication skills as well as ability to write precisely and clearly in Khmer and English are required.
