Now in its seventh year, the union professional development programme is regularly reviewed and evaluated to ensure its relevance to union professionals. As a result the entire programme has been updated by TUC tutors for 2011. And there are new courses in the core and bespoke programme available to support the professional development of union staff. In addition, the TUC’s interactive union professionals website, the only website exclusively devoted to the needs of people who work for unions, offers further information and support. Foreword Much of the union professional development programme training takes place in London, as in previous years, but regional programmes are running in Scotland, the Midlands, the South West, Yorkshire and the Humber and the North West, making the prospect of an expanded, regional offer – which can be accessed close to home – a reality. With huge challenges facing unions in the near future, the programme this year is published in two parts to ensure it is up to date and that it meets the needs of union professionals. The first programme runs from January to July 2011. A second programme will be published in late spring covering the period from September onwards. The courses are complemented by online support for union professionals through an interactive website www.unionprofessionals.org.uk. This site is an essential tool for busy union officials and we welcome suggestions for improvements. Welcome to the 2011 TUC Education programme for union professionals, bringing quality, accredited education to union officers through the very best of our partnership with further education. Training and development for union officers been a priority for TUC Education since the closure of the National Education Centre in 2005. The programme has grown steadily since then, with 983 professionals from 34 unions participating in training courses in 2009. Women make up 53 per cent of course participants. The Union Women Professionals’ Summer School, now in its seventh year, will also be offered in 2011. The week-long course is designed to develop the next generation of women trade union leaders, and has established itself as a unique development opportunity for women working in the trade union movement.

Choosing a course Course outlines

Accreditation

Each course has an outline which covers who the course is for, how long it is, and what key elements of knowledge and skills are covered. If there is a cost – usually the courses are free – this is also stated.

The TUC programme is now established within the Qualifications and Credit Framework (QCF) with new arrangements for qualifications. All learners registered on TUC Education programmes will be eligible to work towards qualifications.

Dates and locations

This means that all credits achieved on courses will build towards awards, certificates and diplomas, issued through our awarding body, NOCN. Tutors will advise how to build credits into a recognised trade union qualification.

Course dates are shown for each region, by date, on pages 17–20.

‘On request’ courses The programme also lists ‘on request’ courses. These courses are not scheduled within the programme but may be run where a union has a requirement for the course and enough participants to make it viable. To make a request contact the national or regional unionlearn/TUC Education office – contact details are on page 22.

Course tutors and materials The professional development programme brings high quality, accredited education and training to union officers locally, through the best of the TUC’s partnership with further education. The programme is delivered by TUC trained tutors who are experienced trade unionists and professionally qualified. Unionlearn/TUC Education develops and provides materials for all courses and materials are regularly reviewed and revised with input from tutors, policy experts and unions.

Costs The majority of courses offered here are free of charge to unions. Where it has been necessary to pass on costs (as with the Union Women Professionals’ Summer School, or the Lights, Camera, Action course for example) this is clearly indicated in the course descriptions. Online courses for union professionals TUC Education is again offering online courses for union professionals in 2011. These are designed to provide a more flexible way to allow union officers and staff to access high quality diploma courses. All TUC Education’s online courses are delivered through a web-based learning environment called Moodle. Group activities take place using an online learning environment that learners can log onto whenever convenient. The course is run in a similar way to the classroom, involving a mixture of discussion-based activities, workplace tasks and individual project work. Discussions are based around the activities and involve sub-groups of the class, and they are facilitated by experienced online tutors.

Course costs All online courses are free for union professionals from unions affiliated to the TUC.

Diploma courses The TUC Diploma is accredited by the National Open College Network and is divided into several units – three core units and four study skills units. These courses are delivered over 36 weeks spread over three terms and will commence in September 2011.

This course has been adapted from the TUC Diploma course and is designed to help union professionals to broaden their knowledge of the past, present and future role of trade unions.

Running a Workshop Running discussions and participative workshops is an essential part of union work. Effectively run workshops can help to build union teamwork, develop union reps’ confidence and skills, and plan and organise campaigns.

Who the course is for All union officers and staff who are involved in planning and running discussion sessions and workshops. The course is useful as a starting point for trade union tutors. The course is also helpful to officers and staff working on campaigns and organising strategies. No previous knowledge of discussion leading or workshop planning is assumed.

Whilst the course is not intended to give the participants the skills to become professional filmmakers, learners will develop their ideas for a video, learn about equipment and film grammar, practise filming and editing techniques and end up with a ‘professional looking’ video.

Who the course is for All union officers and staff who want to take advantage of the powerful communication tool provided by video media and understand the ease with which it can be transmitted electronically via video sharing websites such as YouTube.

Reading Financial Accounts

Union Professional Officer

The ability to read and interpret information contained in financial accounts is crucial for union professionals to carry out their work. Financial accounts contain vital information, if you can recognise the clues to tell you what is really going on. This course will introduce union professionals to reading company accounts and understanding how to interpret the information they contain.

The role of the union professional officer is a complex and varied one. This course looks at the varying demands and pressures on union professional officers and the resources and facilities they must utilise to meet those demands.

Who the course is for All officers and staff who have to deal with financial accounts. No previous knowledge of reading financial accounts is assumed.

Who the course is for This course is particularly suitable for newly appointed officers but will also be of use to experienced officers seeking to refresh existing skills or learn new methods of organising their office, duties and workload.

Handling Casework

Unions reflect the diversity of the communities they represent. They also have responsibilities as employers. Recent test cases have shown that fairness at work is a key union issue. Union officers and staff need an understanding of employers’ legal duties in order to ensure that the union benefits all members through effective representation, structures and policies.

Handling casework for members is a key union function. This course is the essential foundation for developing your approach to handling casework in a professional and effective way.

Who the course is for

Who the course is for

All union officers and staff with a responsibility for handling cases referred by members. The course is particularly suitable for recently appointed officers and casework administrators and support staff.

Pensions

A working knowledge of employment law is essential for most union officers and many staff. This course covers the fundamentals and goes on to show you how to keep up to date.

Pensions issues are climbing the agenda as the workforce gets older. Changes to and pressures on pension schemes mean union officers need to be alert to the issues and understand union strategies.

Who the course is for This course is particularly suitable for newly appointed officers and staff extending their range of duties. More experienced officers will find it useful as an update.

No previous knowledge of pensions is assumed. Participants are asked to collect essential information about schemes they deal with and use this information on the course. OA courses

Welcome to the TUC Organising Academy 2011 programme Since 1998 the Organising Academy has made a significant contribution towards the development and practice of key organising concepts and techniques with the UK trade union movement. The Academy has trained some 370 specialist organisers who between them have been involved in campaigns that have resulted in the recruitment of tens of thousands of new union members, the identification and development of thousands of new workplace union representatives and the establishment of a union presence for the first time in hundreds of workplaces. Unions have used Academy Organisers as an additional resource for existing campaigns and to breathe new life into union approaches to recruiting and organising new reps and members in workplaces where recognition already exists or is sought. Through our accredited training programme, we can deliver courses to unions providing tutors, materials and resources. These can often be delivered for free. Through our consultancy we provide short briefings, facilitate sessions for groups of paid and elected union leaders and develop strategic planning sessions. Most of this work attracts a charge from unions to cover costs.

Certificate in Organising As part of the rewrite of the Organising Academy materials, the structure of the training and schedule has been changed to better suit the development of union campaigns. This programme is delivered in four separate modules spread over six months. Participants must attend all four modules to achieve the full qualification. All participants are required to complete a portfolio of evidence during the course of their training that will meet the requirements of our academic partners, as well as providing a useful reference tool for participants. The philosophy of this programme is to provide analysis of the relationships and key stakeholders in union campaigns, focusing especially on reps and members to ensure that organisers and officers are equipped to operate effectively in modern workplaces. Beginning with essential skills such as communication and project management, the course runs through the critical elements of research, campaign planning and tactics before finishing with aspects of issue-based organising, campaign analysis and international perspectives. Certificate in Organising (Level 2) As part of the rewrite of the Organising Academy materials, the structure of the training and schedule has been changed to better suit the development of union campaigns. This advanced programme is delivered in three separate modules which can be attended individually to gain a short qualification, or participants can attend all three modules to achieve the full qualification. The philosophy of this programme is to provide in-depth analysis of the relationships and key stakeholders in any union campaign and to ensure that organisers and officers are equipped to operate effectively in modern workplaces. Beginning with the development of the union team and training techniques, the second week moves on to analyse relationships with employers and representative-based bargaining structures including recognition and facilities. This module concentrates on giving organisers the specific skills and knowledge to train and mentor reps and activists in both formal and informal settings. Organising and Bargaining

This module develops organisers’ and officers’ understanding of key elements that affect union relationships with employers. Starting with statutory and voluntary recognition, it covers organising during and beyond recognition as well as understanding negotiating styles and their impact on bargaining objectives. The four main objectives are to: 1. develop understanding of the process of recognition and methods for building capacity during campaigns 2. increase skills and awareness of the opportunities presented for building capacity during negotiations 3. consider individual negotiating styles and their impact on relationships with employers 4. evaluate relationships with employers.

Strategic Campaigning

This module develops organisers’ and officers’ understanding of campaigning methods that build coalitions beyond the workplace and develop the role of members and activists in communities. The course also covers the elements required to make strategic decisions about union resources and campaigning objectives. The four main objectives are to: 1. increase skills and awareness of modern strategic corporate research techniques 2. analyse the role of stakeholders in developing campaigning leverage and building coalitions including supply chains and wider communities 3. acquire new skills and techniques for increasing participation in campaigns beyond the workplace 4. develop understanding of the process of strategic decision-making for union campaigns.

Union Women Professionals’ Summer School The seventh annual Union Women Professionals’ Summer School will take place again in London this year. Last year’s summer school was a real success, involving women from many unions in work on trade union priorities in a supportive classroom setting. This year’s course will have particular focus on organising, leadership and women’s participation in the work of unions. Guest speakers, visits and social events will make for a fun and hard-working week.
