EU PROGRAM ZA OPORAVAK OD POPLAVA U maju 2014. ogromne količine padavina uzrokovale su naglo i ekstremno izlijevanje većeg broja rijeka u Bosni i Hercegovini - Bosne, Drine, Une, Save, Sane, Vrbasa - i njihovih pritoka, kao i nastanak klizišta. Gradska, industrijska i seoska područja su potpuno potopljena, bez struje i komunikacija, a putevi i saobraćajnice oštećeni. Ogroman broj stambenih objekata je uništen, oštećen ili ostao pod vodom. Procjenjuje se da je ukupan ekonomski uticaj katastrofe dostigao iznos od 2,04 milijardi eura ili 15% BDP-a BiH u 2014. godini. EU Program za oporavak od poplava pokrenut je u augustu 2014. godine sa ciljem da se omogući normalizacija životnih uslova u poplavljenim lokalnim zajednicama i osigura da pomoć stigne do najugroženijih nakon razornih poplava. Vrijednost cjelokupnog Program iznosi 43.52 miliona eura, od čega je 42.24 miliona osigurala Evropska unija. Ova pomoć dio je finansijskih sredstava na koja se Evropska unija obavezala na donatorskoj konferenciji ‘Obnavljamo zajedno’ održanoj u Briselu ujulu2014. godine. Finansijska pomoć u okviru EU Program za oporavak od poplava se koristi za sanaciju objekata za javne usluge, infrastrukture, stambenih jedinica za najugroženije, i društveno -ekonomski oporavak lokalnih zajednica. Tokom prve godine provedbe, Program je u zajednicama pogođenim poplavama uspio ostvariti vidljive i konkretne rezultate i napraviti pozitivan uticaj na život ljudi.
Do sredine augusta 2015. godine, Program je ostvario sljedeće rezultate: 2.219 stambenih jedinica za najugroženije je sanirano, omogućavajući im da se vrate kućama; (planirana je sanacija ukupno 3.923 kuća). 114 javnih objekata, uključujući vrtiće, škole, zdravstvene ustanove, općinske zgrade, sanirano je i opremljeno, omogućavajući građanima obnovu ključnih javnih usluga; (planirana je sanacija ukupno 126 objekata). 91 objekat komunalne infrastruktureje saniran, uključujući mostove, ceste i sisteme za vodosnabdjevanje i kanalizaciju, omogućavajući obnovu prometnih veza i drugih ključnih infrastrukturnih usluga u lokalnim zajednicama; (planirana je sanacija ukupno 144 objekta). Grantovi za ekonomski oporavak su osigurani za 56 malih i srednjih preduzeća kako bi obnovili poslovanje, te zadržali i stvorili nova radna mjesta. Već u maju 2015. godine, broj zaposlenih u podržanim malim i srednjim preduzećima je povećan sa 1.861 na 2.125; Osigurana je podrška za 700 poljoprivrednih gazdinstava u oporavku njihovih proizvodnih kapaciteta, a najmanje 500 će biti integrirano u lokalne i regionalne sisteme za pristup tržištu. Program implementira Razvojni program Ujedinjenih nacija u BiH (UNDP) u saradnji sa Fondom Ujedinjenih nacija za djecu (UNICEF) i Međunarodnom organizacijom za migracije (IOM). THE EU FLOODS RECOVERY PROGRAMME In May 2014, huge amounts of rainfall caused sudden and extreme flooding of several rivers in Bosnia and Herzegovina - the Bosna, Drina, Una, Sava, Sana, Vrbas - and their tributaries, as well as landslides. Urban, industrial and rural areas were completely submerged underwater, cut off without electricity or communications and roads and transport facilities were damaged. A vast number of houses were destroyed damaged or left underwater. The total economic impact of the disaster is estimated to have reached 2.04 billion EUR or 15% of BiH’s GDP in 2014. The EU Floods Recovery Programme was launched in August 2014 to restore normal living conditions in flooded local communities and ensure that assistance reaches the most vulnerable people in the aftermath of the devastating floods. The value of the overall Programme is 43.52 million EUR, out of which 42.24 million EUR is provided by the European Union. This assistance is a part of the funds that the European Union pledged at the Donor Conference ‘Rebuilding Together’ in Brussels in July 2014. Financial aid under the EU Floods Recovery Programme is used for rehabilitation of the buildings for public services, infrastructure, housing units for the most vulnerable people and for socio-economic recovery of local communities. During its first year of implementation, the Programme has managed to bring about visible and concrete results in the flood-affected communities and make a positive impact in peoples’lives.
By mid-August 2015, the Programme had achieved the following milestones: 2,219 housing units for vulnerable people have been rehabilitated, enabling them to return home; (projected total 3,923). 114 public facilities, including kindergartens, schools, health care centres, municipal buildings, have been rehabilitated and equipped, enabling restoration of vital public services to the citizens; (projected total 126). 91 communal infrastructure objects have been rehabilitated, including bridges, roads and water and sanitation systems, allowing restoration of transport links and other key infrastructure services in local communities. 45 projects are ongoing (projected total 144). Economic recovery grants have been provided to 56 SMEs to help them get back to business and to retain and create jobs. Already in May 2015, the number of employees in the supported SMEs had increased from 1,861 to 2,125. 700 agricultural holdings are currently being assisted in recovering their productive capacities and no fewer than 500 will be integrated into local and regional systems to access markets. The Programme is implemented by the United Nations Development Programme (UNDP) in cooperation with the United Nations Children’s Fund (UNICEF) and the International Organisation for Migration (IOM).
