ADMISSION PROCEDURES FOR INTERNATIONAL STUDENTS 2010


I.

WHY UBB?

Dynamism and

Our University is a dynamic, but also traditional institution, with deep roots in Central Europe

tradition

and strong international academic ties. Its origins date back to 1581, which makes it the oldest institution of higher education in Romania. It was named after two prominent Transylvanian scientists – the Romanian biologist Victor Babeş and the Hungarian mathematician János Bolyai. Located in Transylvania, a European province with a complex history, Universitatea Babeş-Bolyai is the crowning achievement of a long series of attempts to establish here a higher education institution. Thus, the University’s international acknowledgment is materialized in different forms of collaboration and joint scientific programmes with other well-known universities from all around the world.

It is the largest Romanian university (approximately 50,000 students and 1,700 faculty staff), situated

In addition, the University lays considerable emphasis on foreign language skills and on educational

programmes

programmes in widely spoken languages; therefore it provides a wide range of internationally competitive BA, MA and Ph.D. programmes in English, French or Italian. Also, in order to allow all students to study at least one foreign language, the University offers a wide variety of courses in language centres (Lingua Language Centre and Alpha Language Centre) and various cultural centres (Italian, Austrian, French, Polish, American, German, Korean, Institute for Turkish and Central Asian Studies, Confucius Institute).

We also provide high quality support services, 14 dormitories (with a total capacity of 5,000 places), eateries (2 restaurants and 4 cafeterias), museums (Academic Museum, Mineralogical Museum, Zoological Museum, University Memorial Park, Museum of Paleontology and Stratigraphy), cultural centres, language centres and other facilities, such as the Botanical Garden, or the Sports Park.

Cluj-Napoca is genuinely a university city animated by a vivid and colorful cultural life and

It provides both students and its long-life standing residents various museums (History, Art, Ethnography, Pharmacy, Linguistics, Romanian National Opera House and Hungarian Opera House, Puppet Theater), leisure parks, movie theatres and movie complexes, malls (Julius Mall and Polus Mall) and shopping centres (Central, Sora). Annually, our city hosts international and European film festivals (Transylvanian Film Festival, Night of Ad Eaters) and various music festivals (Musical Autumn in Cluj), thus uniting people from different parts of the world in one sole multiethnic and multicultural gathering.

Substantially lower While belonging to the European Union area, the education costs for studying at UBB are yet education costs

substantially lower. The average tuition fee per 10 months at our University is around 2200 – 3000 EUR, for students from non-EU Member States. For students from countries within the EU, the tuition fee is the same as for Romanian students. Furthermore, in order to assist international students, our University gives average information concerning the living costs in Cluj-Napoca. Accommodation

ADMISSION PROCEDURES

A. Romanian Government Scholarships for foreign citizens a) Foreign students who want to get a Romanian Government scholarship must directly contact the Romanian Embassy in their respective country. After being accepted by the Romanian Ministry of Education, Research, Youth and Sports, they should contact the Centre for International Cooperation of UBB in order to get more information about their scholarship and accommodation. For each scholarship holder a Preparatory Year of Romanian Language is also financed by the Romanian State. b) Scholarships awarded on the basis of bilateral agreements or on the basis of unilateral offers on the side of the Romanian State. Beneficiaries receive a monthly grant, the exemption from paying the tuition fees and free accommodation at the University’s campus. C. Self-Sponsored Non-EU Students Foreign applicants who want to enroll at Universitatea Babeş-Bolyai as self-sponsored students have two choices: 1. Enrollment Conditions Foreign citizens can enroll at Universitatea BabeĹ&#x;-Bolyai based on the letter of acceptance delivered by the Romanian Ministry of Education, Research and Innovation without having to pass an admission exam. If they want to attend courses such as sports, they must prove that they have the necessary skills. Doctoral students need the scientific coordinator's agreement. Foreign citizens who want to enroll at Universitatea BabeĹ&#x;-Bolyai and attend courses taught in Romanian, have to be proficient in Romanian. If not, they have the possibility to enroll for the Romanian Language Preparatory Course. The examination of Romanian/English/French language skills for foreign students that ask for instruction in one of these languages without preparatory year, will take place according to the Methodology approved by the Institute of Romanian Language (www.ilr.ro). Exception from taking the test: students who prove with certificates that they have studied Romanian for at least four years, or citizens from a country whose official language is the same as the required language of instruction.

220 EUR/month - for the Faculties of: Letters, Law, History and Philosophy, European Studies, Psychology and Education Sciences, Sociology and Social Work, Theology, Business.

270 EUR/month – for the Faculties of: Mathematics and Computer Sciences, Physics, Chemistry and Chemical Engineering, Biology and Geology, Geography, Environmental Sciences, Political, Administrative and Communication Sciences, Physical Education and Sports.

300 EUR/month – for the Faculty of Economics and Business Administration.

750 EUR/month - for the Faculty of Theatre and Television – Theatre Specialization

950 EUR/month – for the Faculty of Theatre and Television – Film Specialization

Note: The above-mentioned fees do not include board and lodging costs.

D. Foreign citizens of Romanian ethnic origin, Romanian citizens with permanent residence abroad They may enroll at Romanian universities without passing an admission exam (except if they have chosen to attend the courses of a sports, arts and architecture institution; in this case, they will have to prove their skills), if: - they hold a scholarship granted by the Romanian Ministry of Education, Research and Innovation (according to the yearly methodologies issued by the Ministry). - they are scholarship holders of the Romanian Ministry of Foreign Affairs - they hold a scholarship granted by international foundations or organizations - they pay for their school, board and lodging.

Note: Foreign citizens of Romanian ethnic origin who enroll as non-EU citizens (paying the fees mentioned above) can benefit from a reduction of 1/3 of the tuition fees, according to the law. In order to get the discount, they must submit a request and supporting documentation (birth certificate/passport copy; notarial affidavit concerning their Romanian ethnic origin) to the Department of International Students within the Romanian Ministry of Education, Research, Youth and Sports.

D. EU citizens 1. Admission information

Self-sponsored EU citizens follow the same admission procedures as Romanian citizens. Admission for the academic year 2010/2011 at Bachelor’s level will take place in July 2010. A second session will be organized by each faculty in September . The admission exam consists mainly of a file contest. Admission at Master’s level will take place in September 2010, and will consist mainly of a motivation interview. A precondition for application at the faculty is the prior recognition of the study certificates (high-school, BA) by the Romanian National Centre for the Recognition of Study Certificates (www.cnred.edu.ro) The Centre for International Cooperation can assist EU citizens (except Romanian citizens with studies abroad) in getting this recognition, by collecting and sending their files further to the Ministry of Education, Research, Youth and Sports. The application file must comprise the following documents: For Undergraduate level: 1. High-school Graduation Diploma - certified copy 72

After the recognition of the foreign degrees is issued by the Romanian Ministry of Education, the candidate follows the same calendar and admission conditions as Romanian citizens (including subscription at the Faculty, documents, and possible exams or file contests). After the admission exam, the candidate can confirm their position by submitting the original study certificates and other required documents at the Faculty. Foreign citizens who wish to study in Romanian without a preparatory year of Romanian language will have to take an examination of their language skills, according to the methodology approved by the Institute of Romanian Language (exception to taking this language test are foreign citizens who prove with certificates that they have studied Romanian language for at least four years, or citizens from a country whose official language is the same with the language of instruction required by the applicant). For Doctoral Studies Admission at Doctoral level takes place in September, in the same period as for Romanian citizens. 2. Fees

According to the Law no. 316/2006, tuition fees for EU citizens are the same as those established for Romanian citizens: 2000-4500 lei/academic year (500-1125 EUR). More details on http://admitere.ubbcluj.ro/taxe-scolarizare.html

E. Free mover students NOTE: this regulation may subsequently be completed or modified, based on the regulations which are to be transmitted from the Romanian Ministry of Education, Research and Innovation as an answer to the address no. 586/ 15.01.2009 issued by the Rector’ Office (UBB).

1. Defining the category of free mover A free mover student is a student enrolled at a foreign university or a foreign citizen who graduated from secondary-school or the university and who wishes to participate in one or more of the courses offered by Universitatea BabeĹ&#x;-Bolyai, for a period of time equivalent to a semester or an academic year, without the benefit of the rules of the existing bilateral agreements between UBB and the foreign higher education institutions, and without receiving a study diploma. Free mover students are not compelled to attend a complete educational cycle (Bachelor, Master, and Doctorate). 2. Enrolling procedure Deadline for candidate file application

- August 30th: for the first semester or for the entire academic year; - January 30th: for second semester courses; - For citizens who wish to attend one or more courses, without accumulating 30 ECTS: the same deadlines. - The candidate file for application will be submitted at the Centre for International Cooperation of UBB. - Students enrolled for a semester do not need the approval of the Romanian Ministry of Education, Research and Innovation. 75

Master’s level: - application form (available on the website of the Centre for International Cooperation) - translated and certified copy of the secondary-school diploma (into English, French, or German, if it isn’t already issued in one of the above-mentioned languages) - translated and certified copy of the Bachelor’s degree (into English, French, or German, if it isn’t already written in one of the abovementioned languages) - letter of nomination from the home university - simple copy of the ID card or passport - medical certificate - each student will be enrolled at the faculty based on the address signed by the Director of CIC and by the Vice-Rector responsible for international cooperation. - students may attend the courses offered by all faculties within the university, by filling in a learning agreement at each faculty (after the student passes an exam/the exams, each faculty with which the student has signed an agreement will issue a registration certificate). - the student will pay the tuition fees based on the CIC address, after the university has given its acceptance. Only after paying the tuition fees will the student be enrolled at the faculty (EU citizens may pay on installments, as the Romanian citizens; non-EU citizens must pay the tuition entirely, in advance). - the student will fill in a learning agreement at the faculty and will receive a student book. - the study period will be certified by the university based on the study certificate and an attached transcript of records, issued by the faculty. - free mover students can receive accommodation as far as the available rooms of the faculty they’re enrolling at, based on an application submitted personally to the Social Service. 77


3. Tuition fees: a) one-semester mobility - EU citizens, according to the Law no. 316/2006: 50% of the annual tuition fee, the same as that for Romanian citizens (fees have been approved by the Senate on July 14th 2008) - non-EU citizens, according to the Law no. 1/2010: 50% of the annual tuition fee. b) one academic year mobility - EU citizens, according to the Law no. 316/2006: the annual tuition fee is the same as for Romanian citizens (approved by the University Senate on July 14, 2008) - non-EU citizens, according to the Law no. 1/2010: the annual tuition fee. c) for one or more courses: the fee is calculated according to the number of ECTS per course.
