FEATURES OF BABEȘ-BOLYAI UNIVERSITY

B

abeş-Bolyai University displays a number of particular features which make it stand out among the other European universities.

It is the university with the longest academic history in Romania, a history which begins with the founding of the Jesuit College in 1581 and continues with the university designs of Maria Theresa and of Joseph II, with the Hungarian university established at the time of Franz Joseph, with the Romanian university created during the reign of Ferdinand I of Romania, and then with the Babeş and the Bolyai universities established here after the Second World War. The University can take pride in an academic tradition that includes innovative contributions to European science and culture, as it played a significant part in the development of early American philosophy, published the first review of comparative literature in the world, devised the logic of interrogations, contributed to the mathematics of space flight, played a part in the creation of bio-speleology, in the research of multiple telephony, etc.

The University is a trilingual institution, as since the adoption of the 1995 Charter complete studies are provided in three languages (Romanian, Hungarian, German). Besides, we must also mention the programs that deal with the history and the culture of the Jewish people, as well as the study programs in English, French, Italian, in the Slavic languages, Norwegian, Finnish, Ukrainian, Chinese, and Japanese. Babeş-Bolyai University is a multicultural institution, operating in keeping with the European practices of multiculturalism, and it guarantees academic freedom and decisional autonomy to the language-based programs, faculties, and departments, in a manner consistent with the current EU regulations. Babeş-Bolyai is the university which introduced in Romania the systematic physical education of students. It is also a university which, after 1993, efficiently and competently turned to good account American programs (setting up, among other things, the Faculty of Political Science and Public Administration, in 1995) and the programs of the European Union (with the establishment of the Faculty of European Studies, in 1995, of the Faculty of Business, in 1996, of numerous degree courses, departments, programs).

FEATURES OF BABEȘ-BOLYAI UNIVERSITY than just the internationalization of organizations and solutions: it also compels one to devise and adopt structures and solutions capable of ensuring a competitive level of performance on the largest conceivable market. On the basis of these premises, Babeş-Bolyai University has recently adopted its Strategic Program (2007-2011), entitled A High Performance and Competitive University, which lays out the objectives of the institution for the coming years. The major objectives could be summed up as follows: implementation of the Bologna restructuring in order to improve activities and outcomes and increase their competitiveness; increase the positive impact of the University upon the country’s technology, administration, politics, and culture; a significant participation in the dynamics of knowledge, in the transfer of knowledge, and in the development of skill that are indeed competitive on the global market. What lies ahead for Babeş-Bolyai University is a period of self-analysis, a search for new solutions meant to consolidate the process of scientific research, which in the long run conditions all the other academic achievements.

A SIGNIFICANT HISTORY

luj University is, to a great extent, the story of the establishment of higher education in Transylvania.

Under the Ceauşescu regime, studies in Hungarian were reduced, although not totally eliminated. Significant features of this history, mainly religion and language, had discernable consequences, including an agenda for transformation in many spheres of the University’s existence. In December 1989, students and academic staff mobilized to re-institute the professional and democratic traditions of the University and reform the institution. Their objectives were stated in “For a New University of Dacia Superior.” Actions of many Romanian, Hungarian, German, and Jewish academics, who were driven by their desires to re-establish a high degree of professionalism and to integrate the University in the world of democratic values, provided the impetus for transformation. University’s developments can be illustrated best by the presentation of key statistics from 1938, 1971, 1989, 1992, and 1999. In 1938, Cluj University had 3094 students in four faculties, trained by 115 members of the academic staff (4 honorary professors, 84 full-time professors, 29 associated professors, senior lecturers, and assistants and 245 lecturers, and teaching assistants). At that point, the Central University Library, Academic College, the University Office, the Publishing Office, the University Extension, the Institute for Experimental Psychology, and the Sports Park existed. In 1971, a major change occurred. After its post-war development; the University had 14,438 students in 8 faculties, and 36 specializations under the guidance of 648 members of the academic staff. During this period, the University built the dormitories in the Haşdeu Complex. After 1971, as a result of the Ceausescu regime, the enrollment at Babeş-Bolyai University was dramatically reduced. In 1989, the number of students dropped to 5,940 in 7 faculties and 19 specializations under the supervision of 626 academic staff. In 1992, BabeşBolyai University recreated the units it had during its previous peak period. The number of students reached 12,247, studying in 11 faculties and 55 specializations, assisted by 826 academic staff. Since 1993, the most comprehensive and the most meaningful transformations in the history of the Cluj University have occurred. The University is now the most diversified (in terms of subject matter), the most complex and most well-established higher education institution in Romania. Coupled with changes in political, economic, cultural, technological and social structures, the University views itself as an agent of its own future, as well as the future of Romanian citizens. In 1996 the building of the new campus started, and in 1999 the construction of new student housing began.

The year 2004 witnessed the University’s greatest development in its entire history. Babeş-Bolyai has gone through many crucially important decisions and radical new initiatives regarding the organization of studies, including the development of scientific research, the expansion of the community services, the modernization of infrastructure, the creation of a state of the art communication network, and the involvement of Babeş-Bolyai University in the democratization of Romania. The decisions of transforming Babeş-Bolyai University into a prestigious university of Central and Eastern Europe (1994); making intellectual, civic, and moral commitments to the democratization of Romania and Euro-Atlantic integration (1993); massively expanding the infrastructure investments (1996); organizing along multilingual and multi cultural lines (1995); becoming a relevant member of the international system of universities (2000); and confronting the conditions of globalization with new initiatives (2003) have been among the crucially important decisions affecting the linking of knowledge to an open society. However, the processes of change are far from complete not that they can or should ever be so. Quality Assurance Quality assurance and performance measurement have been undertaken in Babeş-Bolyai University through the auspices of the Strategic Development Program of the Babeş-Bolyai University 2003, the European University Association (EUA) Quality Assurance Policy Paper 2001 and the follow-up of the EUA Quality Policy Paper 2002. University operations are linked to the Charter of the Babeş-Bolyai University (2000) and to the Strategic Institutional Development Plan, which is divided into several Annual Operational Plans. The Quality Assurance program assesses the activities within the Babeş-Bolyai University according to European criteria. Recommendations for improving performance and building capacity are generated and acted upon at all levels. Quality Assurance activities are supervised by the Department of Human Resources and the Center for University Development.


ACADEMIC PROGRAMS

T

he University offers a wide range of programs. The basic forms of academic education are the undergraduate studies, provided in Romanian, Hungarian and German. Upon completion graduates receive a university diploma. Undergraduate programs offer both theoretical and practical training, enabling graduates, who are awarded degrees, to enroll in postgraduate programs or to take jobs. Courses are offered in Romanian, Hungarian and German. In order to complete students have to sustain a graduation exam and present a graduation thesis to obtain a university diploma in the respective field of study and specialization. Curricula Each curriculum includes mandatory disciplines (offering basic student training), electives (students can choose according to the pursued degree) and supplementary classes, chosen from among the general university course offerings. A course usually lasts for one semester, but there are some which cover the duration of a full academic year. Curricula are structured so as to provide students with both theoretical and practical knowledge and skills. Courses have been designed or are being revised to fit into European Union’s academically solid and highly respectable educational frameworks. Practical Training The curricula include internships in various institutions (media, banks, private firms, central and local government organizations, and the non-profit sector) and practicum in fields such as biology, geography, history, archaeology, etc. Transferable Credits The University has introduced the transferable credits system whereby each course corresponds to a set number of credits. The minimum number of credits required per semester is 30. Credits obtained by students benefiting from scholarships in European Union countries are accepted.

Pedagogic Module Students seeking to pursue didactic careers must complete a module relating to the art and science of teaching. The latter is provided by the Teacher Training Academic Department offers classes in psychology, pedagogy and teaching methodology. Foreign Languages The University places considerable stress on foreign language classes (English, French, German, Spanish and Italian) and sponsors several educational programs in widely spoken languages. Computer Literacy Computer skills have also become a necessity for every student; because they fill a multitude of functions including collecting, analyzing, storing and retrieving information, computer education is mandatory for all students. POSTGRADUATE PROGRAMS Masters’ Programs Masters programs are open to the students who have received diplomas and last for 2, 3 or 4 semesters. Dissertations are required and graduates are awarded Masters’ degrees. The masters’ programs are designed to extend both personal and professional reaches of graduates and improve their quality of life in fundamental ways. Doctoral Programs Doctoral programs are the highest stage of academic training. Full time doctoral programs imply academic duties including organization of seminars or laboratory activities, as theory-based research, and preparation of written dissertations. Admission to doctoral programs requires acceptance by a scientific supervisor, mastery of two widely spoken languages and a master’s diploma. Doctoral students teach classes and seminars; conduct scientific research, and contribute to technological advances. Doctoral committees consist of at least three supervisors from the Babeş-Bolyai University, who are recognized for their academic achievements. The Senate of the Babeş-Bolyai University approves the founding of doctoral programs and selects staff in charge of them.

ACADEMIC PROGRAMS Advanced level studies The advanced level studies cover the complete offer on professional skills of the university. They are organized on demand of governmental institutions, nongovernmental organizations, companies and citizens. The participants gain knowledge on present-day issues, as well as practical skills, necessary for their field of activity. The duration of these studies is correlated with the level of skills the participants have to acquire and at the and of the program they receive a certificate of graduation from the university. Continuing education, distance learning and the promotion of social and community partnership The strategy of Babeş-Bolyai University in the field of lifelong learning is based on the regulations and suggestions of the European Commission, of the European University Association and of its own regulations specific for university reform. Babeş-Bolyai University encourages and stimulates the involvement of faculties in the development of lifelong learning programs and initiatives in the field of continuing education and contributes to the presentation of a competitive educational offer at university level by articulating the strategies and proposals coming from the faculties. The continuing education programs of the university imply the articulation of flexible offers made by the faculties (represented by post high school courses, graduate classes, executive training classes, summer schools, thematic courses, scientific research projects) aimed at: the development of scientific knowledge and professional skills, cultural development, development of the active citizen skills, personal development, career development, as part of policy and strategy for continuing education at the university. Continuing this policy, Babeş-Bolyai University sets forward the following objectives:

• guaranteeing the access to education in order to obtain different competencies and in order to improve existing ones • increase investments in human resources • the development of strategies and methods of learning and teaching to support permanent education • valuing learning • guidance and counseling • opening the universities to the community. The continuous training programs offer: • specific offers of continuing education (post- high school and postgraduate level) • community-specific offers (target groups specific for the profile of each faculty) • specific offers for the staff of Babeş-Bolyai University • training package offers for the providers of continuing education programs (academic staff members, pre-university staff, other trainers or trainers in the field of adult education) • offers of open courses addressed both to the university students and to any person who wishes to improve the skills in a certain field. Faculties can work in partnership with economic agents to come up with new occupational profiles and new professional competencies adequate to the changes in the labour market and to the technological process – the development of these competencies can be an exceptional competitive advantage for out university. Starting with the 2005-2006 academic year the study programs of Babeş-Bolyai University are offered according to the premises of the Bologna-Declaration (1999) and to the spirit of the present legislation in Romania. The Bologna-Declaration sets forward the creation of a European Higher Education Area by means of harmonizing the higher education systems in the participant countries, while the Law 288/24.06.2004 sets forward the premises for the integration of the Romanian higher education in the European Higher Education Area.

hrough its study programs in Romanian, Hungarian, German and English, the faculty offers the students the possibility to develop skills in the fundamental fields of Mathematics and Computer Science, as well as abilities required to teach such knowledge. The students benefit from programs of academic cooperation with European and American universities, and from cooperation projects developed in partnership with companies active in these fields. Worth mentioning are, also, the available research opportunities, as well as the possibility to continue the studies, especially for the graduates of the specialzation of Mathematics and Computer Science, with the purpose of obtaining a second degree in the field of Computer Science.

he Faculty of Letters trains teachers for secondary, college and higher education, researchers (linguistics and literary critics), editors, translators, interpreters, PR specialists. The research activity of this faculty is centered around linguistic, literary and ethnological matters and it involves the teaching staff of the various departments, groups of departments, interdisciplinary teams, national and international research teams. tudying theology is learning to find one’s place with respect to God and people in a pluralist universe. It is not only about learning the Christian foundations of our society and culture, but also about acquiring the general human values of our contemporary world. We are offering an opportunity to study theology in a high level academic environment and in the multicultural and multireligious setting of the Babes-Bolyai University. With an impressive stock of publications (ca. 4,300,000 volumes), the library is the largest university library in Romania, as well as one of the most important cultural institutions in Central and South-East Europe. Together with the libraries within the faculties and the cultural centres, the main building of the CUL provides its users with 2,177 seats in more than 60 reading rooms. Qualified personnel offer modern, high quality services that are tailored to the needs and requirements of the library’s users. The library accommodates a set of valuable pieces belonging to the national and worldwide cultural patrimony: collections of old Romanian and Hungarian books, art albums, engravings, paintings, maps and coins. From among the rare valuable publications, we mention the incunable Codex Iustinianus (Nürnberg, 1475) and the Coresi Tetraevangelium (Braşov, 1561). In the course of time, the Central University Library managed to enlarge its stock by means of book donations with rare publications, manuscripts, letters and personal archives. Among the most representative donations are; the donation made by the Trasylvanian Museum, by Gheorghe Sion, Iuliu Marţian, Gaal Gabor, Alexandru Lapedatu, Ion Agârbiceanu, Coriolan Suciu, Mircea Carp and Adrian Marino.

CULTURAL CENTRES The „John F. Kennedy” American Studies Centre 22, I. C. Brătianu Street Founded in 1994 by the Central University Library, the subsidiary of American studies has developed due to the support granted by institutions, such as the U.S. Embassy, the American Cultural centre in Bucharest, the Fulbright Commission and the Arizona State University. In 1999, Prof. Marvin Fisher from the Arizona State University made a substantial donation. At present, the library functions as a satellite of the American Studies Department from the Faculty of European Studies, opening its doors to all categories of Users of the CUL. C. Brătianu Street no. 22 The French Cultural Centre of the Babeş-Bolyai University is supported by the French Embassy and other bodies of Francophony, contributing to the dissemination of French language and culture in the academic and extra—academic sphere of Cluj. The French library was founded in 1991; it provides a reading room featuring 36 seats, a stock of over 18,000 volumes, 1,500 CDROMs, 1,400 audio and video cassettes, 40 DVDs. The Italian Cultural Centre Universităţii Street no. 7-9 Founded in 2002, the Italian Cultural Centre is the result of cooperation between the Babeş-Bolyai University and the Italian Embassy in Bucharest. One may find a large stock of literature, art, history, geography, and Italian culture and civilisation books here. Furthermore, the library offers a collection of Italian periodicals and multimedia files. The Italian cultural centre also hosts Italian languages courses as well as conferences and exhibitions of Italian art.


CONTINUING EDUCATION AND DISTANCE LEARNING

T

he evolution of the number of students enrolled in distance learning shows the dynamics of the field and the growing interest of the public for this form of education: in the academic year 1997-1998, there were 200 students enrolled in the postgraduate level and in the academic year 2005-2006 there were 6469 students enrolled within the distance learning programs.

he University “Babeş-Bolyai” considers its scientific research as fundamental issue in its existence. The quality of the scientific research in “Babeş-Bolyai” University is recognized at the national and international level. The evaluation of the scientific research done by the National Council of University Scientific Research (Consiliul National de Cercetare Stiintifica in Invatamantul Superior – CNCSIS) places always “Babeş-Bolyai” University among the first four research universities of the country. In 2005, “Babeş-Bolyai” University was considered to be the second in performance at the national level and the first as number of grants and funds attracted. The international recognition is materialized in different forms of collaboration and joint scientific programs ( joint research programs, joint doctorates, participation in international consortia of research etc.) Among the universities with which “Babeş-Bolyai” university cooperates scientifically, one can mention Eidgenössische Technische Hoschschule Zürich, London School of Economics, Institute Politéchnique de Grenoble et Institute Politéchnique de Toulouse, University of Münster, University of München, University Eötvös Lorand from Budapest, University of Lund, Technical University of Sofia, University of Barcelona, University of Pisa, University La Sapientia Roma. Integration through religion and culture Therefore, laboratories and research centers of internationally scientific relevance have been created during the last period: Laboratory for Nano-photo-bionics NS Laser microscopy (2005), Center of Excellence in Solid state physics (2001), Center for molecular structure and dynamics (2002), Center for molecular biology (2001), Institute for European research (1999), Center for research in Computer Aided Process Engineering (2001), Institute for cultural anthropology (1997), Romanian-Italian Institute of Historical Studies (2002), Center for Applied cognitive psychology (2001), Center for Biblical studies (2003) etc. The interest for interdisciplinary research is demonstrated by establishing the Interdisciplinary Experimental Research Institute (Institutul de Cercetari Experimentale Interdisciplinare – ICEI) in 2001 as a research and technological transfer unit with the objectives to conduct interdisciplinary research and studies in areas such as

The Institute has its own building with a total surface of more than 3000sqm, upgraded to international standards with appropriate auxiliary facilities and laboratories structured according to the needs of the abovementioned interdisciplinary research. ICEI is a research unit where 11 university professors have scientific activity (of which 9 are also leading doctoral programs), together with 12 other teaching and technical staff, and more than 40 doctoral students. The students come from various departments such as Chemistry, Chemical Engineering, Physics, Biology, Geography, Mathematics and Informatics, and Environmental Sciences. ICEI has recently obtained funding of 1.5 mil EURO in the competition of the national program of Platforms/ laboratories of multidisciplinary research. The funding of the research in the university comes through the following categories of programs: I. National programs • National RDI Plan (65 contracts in coordination and 110 as partners in 2006, with attracted funds of 11.000.000 RON equivalent of 3.150.000 EURO) • CNCSIS programs (182 de grants in 2006 with a total of attracted funds of 5.000.000 RON equivalent 1.425.000 EURO) II. Through participation at different competitions for funding the research programs in 2006, “Babeş-Bolyai” University attracted approximately 7,000,000 EURO, making an average of 4,700 EURO per personnel involved in research activity (teaching staff, researchers, full time doctoral students). According to the Operational Plan of implementation of the Strategy of Research of the University “BabeşBolyai” (2005-2010), the goals of the activity of scientific research are focused on: • strengthening of the partnerships with the social-economic environment at the local, regional and national level • development of the scientific production (publications, invention patents, projects of technical assistance) through special policies in all faculties, either with tradition in research or newly established • doubling of the number of publications abroad (publications /year /researcher) • inclusion of the university’s scientific journals in ISI classification • increasing the number of dedicated qualifies researchers • increasing of the number and value of the international contracts • promotion of the multi and interdisciplinarity as a prerequisite of the assurance of excellence in research • development of centers and networks of excellence to contribute to the excellence in the European research • re-insertion of the researchers after long stages abroad, by increasing the attraction of the research career in the university. All these measures and actions are destined to contribute to the achievement of the strategic goal of placing the University “Babeş-Bolyai” among the first 500 universities in the world starting with 2012. The Center for Biblical Studies is organized as a department of scientific research of Babeş-Bolyai University.

The development of international relations is one of the main strategic options of BabeşBolyai University. The Centre for International Cooperation (2000) ensures the flows of mobility based on academic exchanges (academic staff, students, researchers, administrative staff) and offers guidance to anyone interested. At present, Babeş-Bolyai University has agreements with over 190 prestigious universities in the Euro-Atlantic area. Thus, Babeş-Bolyai University has organised a network assisting the students, academic staff and researchers of the university, network supported by the Centre for International Cooperation.

The purpose of the Institute is that of researching open issues, highlighting the problem of the necessary changes in Romania and expanding the internationalization of research. The Institute develops interdisciplinary approaches, conducting relevant research in the European area, on which action decisions can be based. The European Research Institute enjoys the cooperation – based on principles of autonomy and of not repeating the existent effective research – with the research institutes operating in Babeş-Bolyai University.

FACILITIES The Expert Centre for Psychological Counselling and Career Guidance (2002) A centre for psychological counselling established within Babeş-Bolyai University and offers services to students, pupils, all categories of individuals and legal persons. The EXPERT Centre was established in order to complete the offer of services for the Babeş-Bolyai University students, to answer the needs of counselling reported by the students and to offer an alternative to the traditional psychological services in the psychiatric clinics. The Astronomical Observatory The activity in the field of astronomy conducted in the university has a long tradition, the first such observations being done in the first astronomical observatory of the university built between 1920 and 1934. Since 1982, the observatory has carried out its activity in a new building situated south of the Botanical Garden. The staff of the observatory is made up of academic staff members from the Department of Mechanics and Astronomy of the Faculty of Mathematics and Computer Science, from researchers from the Institute of Astronomy within the Romanian Academy and of students preparing their PhD thesis in the field.
