From the Director’s Desk

I am excited and delighted to share highlights of the 2015-2016 academic year at the University of Nebraska at Omaha’s School of Public Administration. The School has earned a global reputation for preparing students for public and nonprofit careers through its outstanding scholarship, excellent teaching and community engagement. This was affirmed again this year with the 2017 U.S. News and World Report rankings showing we remain in the top ten percent in the nation. We remain dedicated to strengthening this reputation by continuing to build upon traditional public sector values and principles while encouraging innovation. I hope you enjoy reviewing the accomplishments of the School over the last year. I’m sure you will find the work we do impactful for scholarship and public service both domestically and abroad. Emergency Services Program The Bachelor of Science in Emergency Management from the Emergency Services Program is interdisciplinary in nature with core coursework focusing on emergency services and management. The program is intended to academically prepare students for employment in the public sector at the local, state, or federal level of government, in numerous agencies, as well as certain nonprofit and private organizations performing emergency planning, mitigation, response, recovery, and prevention. Students will gain a thorough understanding of interagency cooperation, coordination, and communication as well as administrative issues involving policies and procedures, labor relations, and fiscal matters.

Plan & Respond with the Best The UNO Emergency Services Program continues to reach new heights in program development and reputation. Here is just a snapshot of the many highlights from the program this academic year. • A new concentration and minor in Tribal Management and Emergency Services was added. • This May, our largest graduating class will earn their degrees. • The first-ever Emergency Management-focused doctoral student will begin coursework this fall. • New courses and a new instructor will be joining the ranks come fall, including a new course focusing on disasters and vulnerable populations.

• The Emergency Services Program’s Academic Advisor, Lyndsey Rice, received UNO’s Employee of the Month award. • The program also host the Bill Anderson Fund Workshop this April in Omaha! Other partners in this effort included the University of Nebraska-Lincoln, University of Nebraska Medical Center, Nebraska Emergency Management Agency, Nebraska Voluntary Organizations Active in Disaster, Army Corps of Engineers, Kansas Wesleyan University, and University of Southern Mississippi.


Aviation Institute UNO is home to one of the nation’s best-kept secrets in the sky: its Aviation Institute. Since its inception in 1990, the Institute has soared to great heights, offering students flight instruction and education in the many other facets of aviation such as air traffic control, airport management, ground operations and security. How far can you soar with a degree in aviation? The faculty, students and graduates of the Aviation Institute will tell you—the sky’s not even the limit.

See how high they fly As the Aviation Institute celebrates its 25th Anniversary, enrollments within the program are skyrocketing. Enrollments rose 10.9% from Spring 2015. There are also some exciting new additions to the team, including Lowell “Skip” Bailey as the new Flight Training Coordinator, and Dr. Scott Tarry as the new Director.

SPA PROFESSIONAL PROGRAMS Nebraska Certified Public Manager® Program

The Nebraska Certified Public Manager® (CPM) program offered by the School of Public Administration at the University of Nebraska at Omaha is a nationally-accredited, comprehensive management, development program. It is specifically designed for current and aspiring managers in federal, state, local government and nonprofit organizations. The CPM Program is based on the assumption that well-trained public managers provide better service to the public.

Nebraska Municipal Clerk Institute & Academy The Nebraska Municipal Clerk Institute and Academy is an annual continuing education professional training and development program held in Nebraska during March of each year for municipal clerks in Nebraska. This training program is one of a few accredited programs in the country. The program was initiated in 1976 by the Department of Public Administration at the University of Nebraska at Omaha, in conjunction with the League of Nebraska Municipalities and the Nebraska Municipal Clerks’ Association section of the League of Nebraska Municipalities.

Supervisory Leadership Certification Program Whether you are an aspiring supervisor in a public or nonprofit agency or you just want to refine your already-in-practice supervisory skills, the new UNO Supervisory Leadership Certification Program (SLCP) is designed just for you. Presented by the University of Nebraska at Omaha (UNO) School of Public Administration, this flexible program offers options to help you meet your personal and professional goals, all at an affordable rate.


Professional Programs Recap 2015-2016 Village Clerk, Kim Neiman was awarded the title of Outstanding Public Administrator of the Year by the American Society for Public Administration -- Nebraska Chapter. Kim has been the clerk/treasurer for Pilger, Nebraska, since March of 1998. Kim graduated with an Associate Degree in Business Administration from Northeast Community College in May of 2007 and received her Master Municipal Clerk designation in July of 2008. Kim was recognized for her leadership and direction in the community during its initial and continued response to the devastation of the June 16, 2014, tornado in Pilger. In May 2016, she will be presenting a session at the International Institute of Municipal Clerks on her work during the Pilger disaster. The Nebraska Clerks Institute and Academy will host the 70th International Institute of Municipal Clerks Annual Conference May 22-25th, 2016, at the CenturyLink Center in Omaha. It is predicted to have the largest attendance in the past ten years with over 1,000 in attendance.

Another initiative coordinated by the School of Public Administration is the Nebraska Certified Public ManagerŽ (CPM) Program. Dr. Mary Hamilton, Founder and Director Emeritus of the Nebraska CPM Program was elected Chair to the National Certified Public Manager Consortium, and serves as past chair for 2016 CPM alumna Erin Reinders (2010), from Unalaska, Alaska, was promoted to Assistant City Manager. Previously, Erin was the City Planning Director. Dan Esch (2010) was appointed to complete the term of Tom Cavanaugh as Douglas County Clerk, Dan is officially running for the position in 2016. Finally, Kevin Willis (2014) was appointed as Chief deputy with the Washington County Sheriff’s Office, in addition to this he also serves as Councilman on the Blair City Council, representing Ward 3.

The 2016 Nebraska Municipal Clerk Institute and Academy was once again offered at the Ramada in Kearney, Nebraska. There were over 233 clerks in attendance, (a total of 245 registered) with 48 being new to their positions; for one clerk who was attending her first conference, this was her first week in the position!

Master of Public Administration

New (and Higher!) Rankings

A master’s degree in Public Administration from the University of Nebraska at Omaha is more than just a professional degree. It’s a gateway to transforming society through a career in public service. It’s a chance to develop your own intellectual identity. It’s a way to gain exposure to people who are already guiding communities, operating nonprofit agencies or helping others in emergency services.

The MPA Program received exciting news when U.S. News and World Report announced its 2017 university rankings. UNO’s MPA Program is now ranked 25th and in the top 10 percent of all public affairs programs in the country! Faculty work hard to provide excellence in teaching so that our students graduate ready to lead and manage government and nonprofit organizations. Dr. Ethel Williams said, “These rankings…indicate that our dedication to high quality public service education has not gone unnoticed by our peers.”


MPA Student Represents SPA at Graduation and NASPAA Competition Jody-Ann Coore (pictured right, middle) was selected as the College of Public Affairs & Community Service flag-bearer at graduation. She represented the college at the graduation ceremony on Friday, May 6, 2016. Jody-Ann completed her bachelor’s degree at UNO and graduated with her MPA. Jody-Ann also had an opportunity to represent UNO at the NASPAA Annual Simulation Competition at the University of Indiana in February 2016 (her team won). The competition featured a world-class simulation in which students tested different scenarios and negotiated with others to minimize the impact of global warming. Jody-Ann is a Community Engagement Fellow. When we first met Jody-Ann, she told us she wants to make a difference by creating schools for children so that they may have better lives through opportunities that may not exist without schooling. The doors that opened for Jody-Ann at UNO have built her character and interests. She will certainly make her mark on the world in more ways than one.

Alumni Involvement in Capstone Projects Never sitting idle, the MPA Committee agreed it was time to step up the Capstone Presentation experience. Alumni from UNO’s MPA and Urban Studies Programs were invited to be panelists at student presentations. The role for the alumni is to provide constructive feedback from a professional standpoint. Their involvement ties into the Program’s learning outcomes. We had over 80 of our alums positively respond to the offer to serve as Capstone panelists! Twenty-one alumni attended the Capstone Presentations on Friday, April 29, 2016. We appreciate their insights and feedback about our graduates.

Master of Science in Urban Studies The Master of Science in Urban Studies (MSUS) is the degree for individuals desiring to make a difference in urban areas. This professional degree trains leaders to critically analyze urban problems and to engage residents in the creation of innovative solutions to conditions in the human community, built environment and natural systems.

Program Review The Master of Science in Urban Studies Program is revamping its mission and curriculum. Be on the lookout for exciting new updates this summer! The Chair of the Urban Studies Program, Dr. Robert Blair, and Jerry Deichert, Director of UNO’s Center of Public Affairs Research, are leading the efforts to better the community of Hastings and Columbus, Nebraska, through a UNO-lead study. The project is funded by the Rural Futures Initiative Grant, totaling $150,000. Dr. Blair was also an integral component in the Urban Thinkers Campus Conference that was held on UNO’s campus in November 2015.


PhD in Public Administration We foster a culture of openness where the process of knowledge creation among students is a common enterprise. As our students move through the PhD program, they have opportunities to teach and to work hand-in-hand with faculty. When they graduate, they are prepared to understand and help solve public problems whether as an academic or as a practitioner.

New Initiatives Bring Big Cohort This was the year of the recruitment task force! We developed strategies to reach within UNO and beyond the campus to recruit excellent doctoral students. The efforts are paying off. Seven students will begin the doctoral program in the fall 2016 semester. This will be our largest cohort in many years! In addition to recruiting, we worked on developing our current students. Dr. Bryce Hoflund orchestrated the teaching workshop. Our doctoral students spent two days learning how to be effective instructors. They created and presented lecture materials, facilitated discussions for class, and constructed syllabi. The goal of the teaching workshop is to prepare our students to be excellent instructors in the university classroom— on-campus and online.

Excellent Placements Graduates of the PhD in Public Administration Program include practitioners, leaders, and faculty locally and abroad. PAVING THE WAY IN PUBLIC SERVICE Over 1,800 Volunteer Hours Our faculty and staff who make up the School of Public Administration are not only rock stars at work -- they are well-known leaders in the community. In the 2015-2016 academic year alone, our faculty and staff served our community as board members of the American Society for Public Administration, both locally and nationally; as mentors to Big Brothers Big Sisters; local school board members; Mode Shift Omaha; Women in Aviation; Community Crops; UNO Alumni Association Board of Directors; Omaha Public Library Foundation Board; and many, many organizations in between.

Leaders in the Classroom and the Community In all, SPA faculty and staff are leaders of over 35 national organizations. Here’s a sneak peek to just name a few. Nonprofit Leadership Alliance The Nonprofit Leadership Alliance believes that nonprofit organizations with a dedicated and prepared workforce are better able to serve their communities and fulfill their missions. We help nonprofits accomplish this by connecting them with Certified Nonprofit Professionals (CNPs) prepared and certified here at UNO. Since its inception in 2001, UNO has awarded 54 CNP credentials and have completed 18,149 internship hours. Our impressive students continue to reach their dreams by becoming certified to change the world.


Ask Me Why I Care Another initiative driven by SPA’s Dr. Mary Hamilton, to show today’s youth that government offers huge, rewarding opportunities to tackle the most daunting issues in our society and make a difference in people’s lives. In today’s anti-government environment, young people who want to make a difference in the world are turning their backs on government as a career option and choosing nonprofit organizations or even the private sector instead.

A collection of stories from 23 public servants showcase the impact one has on the lives, hopes and dreams of citizens. The videos are then made available to middle school, high school, college/university faculty, students, and guidance counselors. The goal: To show students and others looking for a meaningful career that public service is not only worth their consideration, but may be the best way for them to make a real difference in our world.

Emergency Services Program Finds New Collaboration

Dr. Angela Eikenberry won the Award for Distinguished Research or Creative Activity (ADROCA) this spring, which recognizes and honors preeminent achievement in research or creative activity by faculty members of the University of Nebraska at Omaha.

The Emergency Services Program, under the direction of Dr. Patrick O’Neil, hosted a conference this year with the Bureau of Indian Affairs – more collaborations are on the horizon.

Creation of New Lab UNO to Host IIMC UNO is hosting the International Institute of Municipal Clerks (IIMC) in Omaha, May 22-25, under the efforts of Ellen Freeman-Wakefield.

Best Presentation Dr. Carol Ebdon was awarded Best Presentation on Local Government Transformation at the 4th International Scientific-Practical Conference in Lithuania this year.

Elected as Fellow Dr. Craig Maher was elected as a Fellow in the Center for Great Plains Studies.

UNO Alumni Association Board Appointment Scott Vlasek was voted to serve on the UNO Alumni Association Board of Directors.

The Nebraska State and Local Government Finance Lab was created this year under the direction of Dr. Craig Maher. The Lab was established for the purpose of collecting, analyzing and presenting fiscal information to Nebraska state and local officials. With the support of Dean Bartle and receipt of a CPACS Urban Research grant, we have collected budget data for all Nebraska municipalities, counties, school districts and special purpose districts. We hope to provide our first round of summary information for policy makers by the end of the summer.

William Averette Foundation Workshop at UNO The William Averette Anderson Fund Workshop drew students from a diverse set of backgrounds to campus for professional development and networking. This year’s event was co-organized by UNO Emergency Services Program Professor, Dr. DeeDee Bennett.
