Meeting Administration

Attendees will come away with an understanding of various agenda layouts, proper timing on posting of public hearing notices or regular notices, and how to handle that closed session. There will also be ideas for working with board members, new or old.

Tax Increment Financing (TIF)

The course will cover what Tax Increment Financing is, how it’s used, and how to perform financial calculations for project proposals. Participants should have a basic understanding of the benefits of using TIF, how a deal is structured and administered, and many technical details of the process.

Municipal Bond Financing Basics

The attendee should expect to have a better understanding of the use of borrowing through bond issuance for capital projects. Overall goal is to provide insight and practical understanding of the process of planning for bond financing of projects and administering the on-going process of repayment and reporting requirements.

Change Leadership

The course provides strategies to better understand personal responses to change as well as how to play a role in effective change leadership. Understanding why changes are needed and the use of a change model to visualize the change helps to clarify what is needed to be successful. Emphasis is on making responses to change understandable and workable. This course will identify their personal orientation response to change and provide some strategies to understand how to address the organizational changes they are facing. The emphasis is on how they can maximize opportunities to play a strong leadership role in these changes. Being adaptable is one of the critical characteristics of today’s successful leader.

Understanding American Government: The Impact on Nebraska Municipalities

This course will provide an overview of the basics of American national government and how the federal structure impacts the functions of municipal and local governments. This includes topics of the relationships of governance, the nature of federalism, constitutional and democratic values, and the role of municipalities.

Record Management, Electronic Records, and Durable Medium

With the knowledge gained from this course you will be able to identify the rolls and responsibilities each person has in managing agency records. You will learn the proper steps and procedures to ensure digital records are being properly maintained. You will also learn how to manage email in a manner that encourages agency wide compliance.

Shaping your Team

To become a great team you need a solid framework that shapes the path to healthier team dialogues and choices. Effective communication (being understood not just heard) is hard work. A strong framework is the foundational tool for achieving teamwork that works and is sustainable! Developing the habit of building relevant, meaningful team unity starts with a structure that will enable vigorous interpersonal communication that leads to better solutions for your team, your department and will impact your entire organization. A working model and a usable Team Unity framework to gain team clarity. Clarity is concentrated thought that is expressed via crisp and clear communication. This session will equip the attendees to set the proper Framework and Context so their team members can achieve team unity via deeper understanding. We only hear what we understand and this model (and experience) will enable team members to commit to the team’s goals, achieve buy-in, and shape the path toward team unity.

Expenditure of Public Funds

This will be a discussion regarding the expenditure of public funds and the rules the municipalities are required to follow when preparing budgets and expending funds. The session will include a discussion of municipal and public purpose; the constitutional provision relating to the credit of the state; the expenditure of public funds for economic development and the Chamber of Commerce; the expenditure of keno revenue; the provision of the Miscellaneous Expenditures Act and the Nebraska Accountability and disclosure Commission Laws and opinions on the expenditure of public funds.

Pilger: The Little Community that Wouldn’t Die

Available prior training (NIMS); debris management; volunteer management; how to handle donated “stuff” from material items to money; taking FEMA around on their initial Public Assistance, Individual Assistance, and Small Business Administration scouting; declaring a disaster—what does it mean; documentation—very important from the start; employee time spent on disaster related projects; volunteer people and equipment time documentation; supplies needed to handle all the documentation; controlling press releases and possible over-talking board or council members; communications with residents; handling lost and found items; asking

NDEQ Programs Impacting Villages and Cities

NDEQ will provide information on programs dealing with publicly owned wastewater plants, emphasizing grant programs; the ramification of various open burning activities; waste management grant activities; and possible permitting requirements for new businesses coming into communities. NDEQ speakers will address issues associated with the financing and operation of publicly owned wastewater treatment plants, the ramifications of conducting various types of open burning activities, and the benefits offered by the Land Division’s waste management grant programs. Attendees will have the opportunity to learn of the potential benefits of NDEQ grant programs. Additionally, the requirements for applying for the various grant programs will be explained. Speakers will discuss NDEQ’s One-Stop Permitting program for new businesses. Open burning activities may be allowed if certain conditions are met. Attendees will be informed of related requirements.

Come Thirsty for Knowledge about the Liquor Control Commission

The Nebraska Liquor Control Commission will provide an update on current laws and regulations pertaining to the state. This session will also offer an overview of how these rulings relate specifically to your municipalities. Come prepared with questions!

Clerks will learn basic elements of financial control that are important in government organizations. They will also understand the purpose and types of audits, how audits are conducted, and how to work with auditors and respond to audit findings.

FLSA & the Overtime Final Rule: Family and Medical Leave Act

FLSA – This is an overview of the Fair Labor Standards Act pertaining to salary exemptions and the changes in regulation due to the new Final Rule. FMLA – This is an overview of the Family & Medical Leave Act including coverage, types of leave entitlements, employer and employee rights and obligations, and record keeping requirements. Participants will understand the FLSA changes to the salary level and the automatic updates and will be able to administer the three tests for exemption (salary level, salary basis and job duties). The student will understand FMLA coverage and how to determine FMLA leave entitlements and employer/employee obligations for notices and certifications

An Overview of Nebraska’s Public Records Law and Open Meetings Act This session will provide general information with respect to the Nebraska Public Records Law and Open Meetings Act. Practical tips regarding the production of public records will be outlines. Common mistakes identified in the course of the Attorney General’s enforcement authority over these laws will also be discussed.

What’s The Value of Your Attitude? There is an old saying that “attitude is everything”. Is that true? I think Attitude is the START of everything! Attitude determines your thoughts and ultimately your actions. In this program you will find that being positive as often as possible helps you be more successful at what you do. You’ll leave this program with practical take-a-ways and the motivation to implement them.

From the day you were born, you’ve depended on the ability to communicate. A soft touch, that warm gentle hug from your family and somewhere between that first cry for breath and yesterday’s long winded lunch, the process has changed. You now live in a world full of clutter, confusion, and information overload. With each step forward in technology, you seem to take a step back from personal connection and then are forced to catch up. Success comes to people not because they are smarter or more talented than you, but because they can communicate their ideas clearly and thus gaining buy-in from staff and co-workers. Virtually every facet of your personal and professional life hangs on your ability to communicate.

Remote Control Attitude

Too often, we act like we have a remote for life. Sit on the sofa, watch, complain, click. Sit, watch, complain, click. Sit, watch, complain, click... and wish...wish for better health, better spouse, better product, better job, better house, a better life. You are the only one who can make those changes. There are no short cuts. There is only effort, failure, and repetition. Your life will only change when you get up off your butt and start changing it.

SPEAKE Chris Anderson

Chris has been in the city management profession for 22 years with the cities of Aurora, Stanton, Ashland, and Central City. He’s been the City Administrator in Central City for 14 years. Chris has a BA from UNL and an MPA from UNO. He’s served on the board of directors of numerous organizations and companies, including the League of Municipalities, the International City/County Management Association, the National Public Gas Agency, and American Public Gas Association.

Matt Booth

Matt grew up on a farm in Southwest Wisconsin in the heartland of America. He lives in Dubuque, Iowa on the banks of a small creek that feeds into the mighty Mississippi with his lovely wife Joie and their sons Carter and Graham. He received his undergrad at University of Wisconsin and then graduated with his Master’s Degree in Communication from University of Dubuque.

Pam Buethe

Pam began her public service career with the City of Gretna where she served as the Deputy City Clerk and then City Clerk/Treasurer from 2000 to 2006. In November of 2006 she was appointed to the position of City Clerk for the City of La Vista. Pam has a Bachelor of Science Degree in Business Administration from the University of Nebraska - Lincoln, and a Master’s Degree in Public Administration at the University of Nebraska at Omaha.

Lanette Doan

Lanette was appointed Deputy Clerk/Treasurer of Ansley in January 1981 and served in that role until she was appointed Clerk/Treasurer in 1984. She has served in that capacity since that time. Lanette attended the University of Nebraska at Lincoln, and has received her CMC designation.


ER BIOS Leslie Donley

Leslie received her undergraduate degree from Creighton University and her law degree from The John Marshall Law School, Chicago Illinois. She joined the Nebraska Department of Justice as an Assistant Attorney General in the Legal Service Bureau in 2003. She is one of the attorneys assigned to handle public records and open meetings matters for the office, and also handles public records requests directed to the office.

Dr. Carol Ebdon

Carol Ebdon is the Regents/Foundation Professor of Public Administration at the University of Nebraska at Omaha. Her research interests are in the areas of public budgeting and financial management. She also served as the Finance Director for the City of Omaha for five years.

Andy Forney

Andy is an investment banker specializing in taxable and tax-exempt issues for schools, cities, counties, hospitals, and power districts. In addition to holding his Series 7 and Series 63 licenses, Forney holds a Bachelor’s Degree in Finance with a minor in Real Estate Finance from the Neeley School of Business at Texas Christian University, as well as a Series 50 license as a registered municipal advisor. Forney, a Scottsbluff native, currently lives in Elkhorn with his wife Leigh and their four children. Prior to joining the Public Finance banking team, he worked on the Nebraska Institutional Trading.


SPEAKE Steve Houston

Stephen is currently an Instructor at UNO and an Executive Business Coach for private clients. He earned two degrees from UNO including an MBA in Finance. For the first 10 years of his career he worked in Finance at several large Omaha firms including CFO of a Printing firm. His second 10 years included numerous Business Development roles in Nebraska. The last decade he has been Teaching and Coaching. He coaches numerous executives and has built a rich team-unity program that he will share today. He resides in Omaha with his wife Marla, has 4 children and competes as a Triathlete. He volunteers for his son’s Boy Scout troop and is an active member of the Business Ethics Alliance organization in Omaha.

Dr. Christian Janousek

Christian is an instructor and researcher at the UNO School of Public Administration, where he teaches courses in public administration and urban studies. Dr. Janousek has presented research at several national and regional conferences, has published multiple peer-reviewed articles on professional local government management, and is currently co-authoring a book on Nebraska politics and government. He has been involved with the Nebraska Municipal Clerks Institute for seven years and also teaches in the Nebraska Certified Public Manager Program. Dr. Janousek received his Master’s degree and Ph.D. in public administration from the University of Nebraska at Omaha, with specializations in urban management, local government, and public policy.

Brenda Jennings

After 12 years working as a probation officer inspiring not only her clients toward positive behavior change, but also training her colleagues, Brenda formed her own company, Motivate 2 Communicate, LLC. She offers tailored certified trainings and curriculum development in behavior change, evidencebased practices, risk/needs assessments, motivational interviewing, case planning, personality assessments, and leadership enhancement. She is a highly sought trainer and guest speaker amongst the human services and criminal justice industry and contracts with several local, state, and federal agencies nationwide.


ER BIOS Gary Krumland

Gary is the Assistant Director and Legal Counsel, League of Nebraska Municipalities for 25 years (retired December, 2016). Graduate of University of Nebraska Law School and member of the Nebraska Bar Association.

Philip Lorenzen

Philip has 45 years of experience in tax-free bond underwriting and structuring. His community activities include roles on boards of directors for several not-for-profit organizations and extensive involvement in fraternal groups. Philip’s financing emphasis includes both short-term and permanent debt structures for multiple forms of governmental entities, including city, village, county, school district, fire and public safety, and special taxing districts. Airport financing is an area of specialization for him, where he has been involved in several new money and refinancing transactions for Omaha’s Eppley Airfield. Philip also has broad experience in initial project planning, budgeting and cash flow modeling for utility revenue and sales tax revenue debt issues.

Kimberly Neiman

Kimberly was appointed village clerk/treasurer for the Village of Pilger in March of 1998. After on EF4 tornado ripped thru Pilger on June 16, 2014, she was heavily involved with the immediate workings of the disaster by serving on a three-person unified incident command team. Kim has been and continues to be the direct contact with NEMA, FEMA, and other agencies during the recovery phase. She has received many local, state, and national awards due to her actions taken immediately after the tornado and her actions in the aftermath. Kim became a Master Municipal Clerk in July of 2008. Soon after the tornado she was selected to be a member of the FEMA Region VII Regional Advisory Council. She is an active member of Pilger Volunteer Fire & Rescue Department as a firefighter/EMT, and Public Information Officer. She is a member of the Stanton County Emergency Management Team, the Nebraska Fire Instructor Society, the American Legion Auxiliary, and St. John’s Lutheran Church. Kimberly is encouraged and supported by husband Ted, her three sons, two daughters-in-law, three grandsons and two granddaughters.


SPEAKE Rita Paskowitz

Rita Paskowitz’s mission statement is “to connect people to others and to themselves through storytelling.” Using her background in acting, writing, improvisation and comedy, she does just that on a regular basis. Rita teaches grad students in UNO’s College of Education, cohorts in UNO’s Certified Public Manager’s Program as well as in UNMC’s Great Plains Public Health Leadership Institute. She created and leads a weekly arts program—The Creative Workshop—at the Siena/Francis House Shelter and Miracles Treatment Center. Rita is a Teaching Artist for both the Nebraska Arts Council and Arts Are Basic for Doane University. She does a lot of other stuff, too, but what are the two TRULY important things you should know? Her hair is really that curly…and she loves her job.

Austin Rhodes

Austin Rhodes serves as the Records Information Management Specialist and Document Imaging Service Center Supervisor with the Nebraska Secretary of State Records Management. Austin Graduated with a master’s degree in Public History from Wichita State University. He has been in the field of Records Management for 5 years working in State, Local, and Private Records Management. Austin is also a member of State Historical Records Advisory Board.

Tammy Tisdall

Tammy started working for the City of Gretna in December of 2007 as a part time receptionist. In September of 2008, she became a full time employee for the City of Gretna. Tammy was appointed as the Gretna City Clerk in February of 2011. She is currently submitting her material to receive the CMC designation.


ER BIOS Dan Wheeler

Dan is professor emeritus of leadership studies at UNL where he taught and studied leadership with a research specialty on servant leadership. Courses taught included: Experiential Leadership (in Boundry Waters of Minnesota), Cross-cultural Leadership, Spiritual Leadership and Leadership in Organizations. For 3 years he has taught the capstone course in Union College’s Leadership Minor. Dan has written and consulted extensively on leadership and change, leadership development and organizational development both in the U.S. and abroad. He is married with six grown children and twelve grandchildren (soon to have a great grandson). Dan continues to consult (especially in leadership development and servant leadership), is active in the leadership and teaching in OLLI at UNL (lifelong learning for those 50 and over) and providing leadership in his neighborhood association (just became a Nebraska State-wide Arboretum Affiliate).

Melissa Wright

Melissa is the Community Outreach & Resource Planning Specialist for the Des Moines District of the US Department of Labor’s Wage and Hour Division. She is responsible for all community outreach and strategic enforcement planning for the district, which encompasses all of Iowa and Nebraska. Melissa was an Investigator for five years prior to this position and conducted many complex investigations relating to the Fair Labor Standards Act, Family Medical Leave Act, Davis Bacon Act, and more. She graduated from Drake University and earned both her Bachelor’s and Master’s Degrees in Public Administration.

PUBLIC MANAGER The Certified Public Manager® Program is a nationally accredited comprehensive management development program specifically for managers in federal, state, and local government and in non-profit organizations. What is the Certified Public Manager® Program? The program’s primary goal is to foster and encourage the highest possible levels of performance and ethical practice of public and non-profit sector managers in order to continuously improve the performance of state, local and federal government and of the non-profit sector. Curriculum The curriculum is driven by the seven competency clusters required by the National Certified Public Manager® Consortium. These clusters are: • • • • • • •

How to Apply?
