South Carolina stands out as a top destination for foreign investment, ranking #1 nationwide in attracting jobs through foreign investment for the third year running, according to analysis by IBM-Plant Location International (IBM-PLI) in its Global Location Trends: 2015 Annual Report. South Carolina received a 2015 Gold Shovel award from Area Development magazine, in recognition of projects undertaken during the previous year that have created a significant number of high-value-added new jobs and investment. Global Trade Magazine selected Greenville, SC as one of America’s Best Cities for Export Assistance in its 2015 annual ranking of America’s Best Cities for Global Trade.

As I reflect over the last two years, I am reminded how great our region truly is and how enjoyable it has been to serve in a role in which I have been able to share our strengths with the world. The Upstate is a great place to live, work, and do business, and our 2015 economic development successes are just another reminder of that fact. To all of our investors, both public and private, thank you for the opportunity to be your Chairman. In 2014, the Upstate experienced a record-breaking $4 billion+ in capital investment. We knew it would be hard to follow a year of such colossal success, and yet 2015 proved to be another impressive year. A MESSAGE FROM OUR PRESIDENT JOHN LUMMUS Our region ended last year with $1.291 billion in capital investment, 76 total announcements and 6,471 new jobs created, making 2015 another tremendous year for economic development in the Upstate of South Carolina. The statistics for 2015 are impressive. The number of jobs announced was the highest number of jobs created in a single year since we began keeping records in 2007. The number of announcements was the second highest total since 2007; 30 of those announcements were from international companies, the highest number since 2007. Finally, every investor county in the Upstate Alliance had at least one announcement. Over the last ten years, the Upstate region has totaled $14.801 billion in new investment and 47,116 new jobs. We are very fortunate to have a number of resources that aide us in our economic development efforts including a strong existing industry presence from companies such as BMW and Michelin; a workforce that is productive and skilled; a low unionization rate; infrastructure assets including I-85 and I-26, the Greenville-Spartanburg International Airport, and the Inland Port Facility; and, an international presence that includes over 500 companies from 34 different countries. By far, our strongest asset is that our local developers, investors, the SC Department of Commerce, and the Upstate SC Alliance know how to work together as a team to push South Carolina forward. Our goals at the Upstate SC Alliance are fairly simple- to market our region to the world as the best place to do business, to support our investors, and to build collaboration in the region so we can speak and act as one Upstate. Our organization was formed in 2000 with the idea that we would market our counties as one region to improve our competitiveness in attracting global investment, and this remains our purpose. In order to build on our successes, we will continue our aggressive marketing and recruitment campaigns. It’s also equally important that we take the opportunity to look at economic development in the Upstate through a new lens, examining international trends and positioning ourselves for future investment. At last year’s Annual Meeting, we released a regional Export Plan that will guide the Upstate in efforts to connect existing businesses to global markets and boost awareness of the power of exporting. At the 2016 Annual Meeting, we are releasing a regional Foreign Investment Plan that will provide strategies and tactics to elevate our global competitiveness and connectivity. This initiative furthers our mission to attract investment by better positioning the Upstate SC region in the global economy. During my tenure at the Upstate SC Alliance, I have talked a lot about focus and value. Focusing on our goals and not straying from these is very important. We also want to make sure we are bringing value to our investors in everything that we do. We worked hard in 2015 to provide more opportunities for our investors, and we will continue to do so in the years to come. I want to thank our executive committee, our board, the local developers, and our investors for all that you do to support the efforts of the Upstate SC Alliance. The region is successful because we work as a team and celebrate our progress together.

2015 HIGHLIGHTS DEVELOPING LEADERSHIP WITHIN THE UPSTATE ALLIANCE Capitalizing on the growing wealth of experience of its team members, the Upstate SC Alliance implemented a restructuring plan that provides for greater collaboration and efficiencies across the organization. Alliance team members successfully took on new roles that allow the organization to focus on our mission of telling the Upstate’s story and providing a stronger value to all the investors we serve.
EXPANDING INVESTOR OPPORTUNITIES Through the Alliance’s work with the Global Cities Initiative, UA Investors had new opportunities to support and encourage global connectivity at local events. Investors discussed global economic policies in a Roundtable Forum with an international trade delegation from the European Union; gained insight on the intersection of FDI and exports from Javier Díaz dé Leon, the General Consul for the Carolinas for Mexico; and learned of business trends and opportunities in Chile from Ellen LennyPessagno, Senior Commercial Officer at the US Embassy in Chilé.
GROWING GLOBAL COMPETITIVENESS The Regional Export Plan was published and its initiatives launched in early 2015. As a continuation of the region’s participation in the Global Cities Initiative, the Alliance undertook a studied market assessment in order to develop a Regional Plan for Foreign Direct Investment. The assessment included a data-driven profile of the region, one-on-one interviews with foreign-owned companies, and a series of both large and small group discussions.
NEW RESEARCH CAPABILITIES 2015 saw the development and launch of a comprehensive industry database for the region that provides shared access with county and city economic developers, and serves as a critical support element for implementation of the Regional Export Plan. The Alliance hired a Research Specialist in the summer of 2015 to provide additional research support and to manage the industry database for the region.
STRENGTHENING RELATIONSHIPS WITH SITE CONSULTANTS Focused on building awareness of our region’s assets, the Alliance hosted a lunch in Atlanta with 16 centers of influence and local economic developers spotlighting the growth of the aerospace industry in our region; traveled to Chicago and Dallas with SC Department of Commerce to share updates and deepen relationships with site consultants; and, welcomed 8 site consultants to the region for the Upstate Fall Inbound Event with tours showcasing our Upstate communities.
EXPANDING THE UPSTATE’S MARKETING REACH Through a strong content creation initiative, the Alliance published 48 blog articles and had more than 750 posts on social media. This activity help drive more traffic to the Upstate SC Alliance website, increasing unique visitors’ to the website by 40% and International traffic by 36%.
TARGETING INTERNATIONAL MARKETS Building upon knowledge and relationships created during prior missions, the Alliance coordinated mission trips to the United Kingdom, Canada, and Spain and met with more than 20 companies interested in learning about the benefits of doing business in Upstate South Carolina. In coordination with SelectUSA, the Alliance also participated in marketing events in Scandinavia and Canada, connecting with more than 25 companies.

GLOBAL CITIES INITIATIVES UPDATE In late 2013, the Upstate SC Alliance applied for and was accepted to a new Exchange network of the Global Cities Initiative, a joint project of the Brookings Institution and JPMorgan Chase. The Upstate joins a group of twenty-eight diverse metropolitan regions that are working together over the next several years to establish new metro-to-metro relationships, share best practices in global economic development, and develop actionable plans to promote greater global trade and investment. The Upstate SC Regional Export Plan, representing the first phase of these efforts, was launched in early 2015. The plan’s strategic initiatives focus on aligning and strengthening the region’s export support system, driving participation in exporting, and heightening global awareness. An Export Task Force, made up of Upstate SC Alliance investors that are actively practicing in international trade along with partnering non-profit and governmental organizations, has been convened to oversee the plan’s implementation, which will occur over the next three years. Notable progress in 2015 includes:
n Establishment of the Export Task Force n Development of an in-house industry
database for the region,
accessible at regional, county, and city levels to build and maintain a list of exporting companies
n Participation in eleven trade outreach events n Momentum building for Export Roadmap production
The Upstate SC Alliance has also been hard at work developing the next phase of its Global Cities Initiative efforts, the Upstate SC Regional Foreign Direct Investment Plan. Throughout 2015, one-on-one interviews with local foreign-owned firms, small focus groups, and large stakeholder meetings were conducted to discuss the current state of the region’s foreign investment landscape and to develop strategies and tactics that could support the region’s growth in the world economy. The plan’s objectives are to:
n Expand its base of world-class, community engaged, and internationally oriented professional services sector firms that have the capacity to support industrial growth and global connectivity.
n Be recognized globally as a hot spot for material science innovations with highly collaborative companies and research universities, working together to produce more high-value exports and attracting more foreign firms.
n Increase its value and attraction as a hub in the global value chains of its target industries by growing the number of collaborative, competitive, globalized, and specialized companies in industry clusters.
n Earn
a reputation as one of the most desirable and welcoming communities in the southeastern United States to live, work, create, and play.
Plan strategies and tactics will be implemented over the next five years and will receive oversight from a Foreign Investment Task Force in the same way that the Export Task Force is overseeing the export plan.

The statements represent grant and onetime funding activities incorporated into the overall revenues and expenses.
