Let me begin by thanking you, the public and private investors who support the Upstate SC Alliance, for the opportunity to serve as your Chairman. Through your investment you enhance the global reach and competitive position of economic development in the Upstate. The idea of pooling our resources and marketing our tencounty region as one economy has played an important role in the business success of this region’s economy for twelve years. As a region of 1.37 million people, the Upstate is more globally competitive than some states. It is up to us to make sure site selection consultants and businesses seeking new locations know about our region. We know that it is not important where within the Upstate businesses locate—it is important that they locate in the Upstate. Rather than compete against each other we have learned that we have more to offer by packaging together our business and quality of lifestyle advantages and letting businesses choose what is important to them. It is a pleasure to see our economic development professionals, public leaders and private sector businesses come together so selflessly to create and fund the program of work for the Upstate SC Alliance. In 2012, we added new staff members and reorganized our work around our target industry sectors. We are becoming more effective and efficient at relating the message about what a unique and globally competitive place the Upstate is for industry, and that it is a satisfying and enriching place to live. Last year, in a recovering economy, we saw companies announce plans to invest more than $2 billion and create more than 4,000 new jobs in the Upstate. This is great news, but in this fragile and dynamic economy there are still companies closing and laying off workers as well. We need your help to keep the momentum building for growing the Upstate’s economy. If you are a current investor, I challenge you to raise your investment to a higher level. If you are not yet an investor in this important organization, please join the cause. the momentum is building in the upstate. can you feel it?
Last year, the Upstate accounted for about two-thirds of all exports for South Carolina. Just twelve days into January, Spartanburg County kicked off the year with a $900 million expansion from BMW expected to create 1,000 new jobs, followed by a $50 million project on January 31 by Amazon. Then on January 31, Uniscite, Inc. announced a $70 million project with 100 jobs for Laurens County. By the end of January we had already seen more than $1 billion of new capital investments announced. The year was off to a roaring start, and it kept going: Michelin announced a $750 million project that is expected to create 500 new jobs in Anderson and Lexington counties. JTEKT Automotive of South Carolina, Inc.; AVX Corp.; Gonvarri Steel; Drive Automotive—global companies based in Germany, Japan, China, France, Spain, the United States and others were announcing major investments in the Upstate. Why? The Upstate has become recognized worldwide as a globally competitive, high-value manufacturing region. A place where the resources, people, education, technology and infrastructure all intersect to create one of the most attractive places in the world to create products that move the world’s economy forward. And your Upstate SC Alliance traveled over 100,000 miles in 2012 and gave 389 presentations to outside audiences last year to spread the word that this is one hot place. When the calendar reached December 31, we stood at $2.193 billion in announced capital investment. While the rest of the country has been talking about a “manufacturing renaissance,” the Upstate has been building it.

2012 HIGHLIGHTS new faces In 2012, we restructured our team to provide a stronger focus on our target industries as well as a more dedicated research approach. The Alliance hired and trained 6 new staff in 2012 including: Elizabeth Feather in research, Aimee Redick and Erin Ford in business recruitment, Emelie Hegarty in marketing and public relations, Clay Andrews in investor and public relations and Patty Wills in office management.
STATEWIDE MARKETING CAMPAIGN Just Right is a state-pride brand developed by the Palmetto Partners, a venture of business, economic development and state groups in South Carolina. As a member of the Palmetto Partners, we have committed to providing a total of $100,000 over the next three years to promote the campaign.
AUTOMOTIVE MEDIA TOUR In May, we hosted 5 international media representatives for an automotive reporting tour that included BMW, Michelin, ZF, Proterra and CU-ICAR. The tour produced at least 7 articles in publications such as Le Monde, Nikkei, Sina Finance, Money Today and Jiji Press.
RESEARCH FOCUSED The hiring of Elizabeth Feather as Marketing Research Manager was the start of stronger dedication to research. In 2012, she responded to 189 requests, established an Upstate Researcher’s Group and contributed to such projects as the Economic Scorecard, the Abbeville Industrial Incubator Feasibility Report and a Wall Street Journal article.
NEW OFFICE The new state-of-the-art office space includes expanded meeting space and provides companies with a great first impression of the Upstate. Integral Solutions and Piedmont Natural Gas have secured naming rights for two of the rooms, but additional naming rights opportunities are still available. Contact Clay Andrews for more information.
NEW MARKETING MATERIALS A new presentation and printed overview were created to better sell the Upstate’s advantages. Additional target specific materials and presentations are scheduled to be completed in early 2013.
INVESTOR ROUNDTABLE CLUB A new initiative for 2012, the Investor Roundtable Club was created as a platform for our investors to network on a deeper level while gaining exposure for their organizations and the services they provide.

TARGET INDUSTRIES HIGHLIGHTS The Upstate SC Alliance continues to focus its efforts on the five key industries identified in the Target Industry Study. These five industries represent the highest growth potential for capital investment and job creation based on our region’s competitive advantages. In 2012, we strengthened our marketing efforts in these industries even further with the alignment of the new business recruitment team and the creation of industry task forces.
Advanced Materials

Regarding 2012 announcements, Advanced Materials was at the forefront. Michelin showed us that the Upstate is sustainable for business growth with another significant investment. The Upstate continues to attract a diverse mix of materials-related companies. From Uniscite to Gonvarri Steel, not only is our materials-based industry growing, but our foreign direct investment is thriving with international interest still very high.
Automotive continues to be a driving force for the Upstate economy. 2012 saw big expansions from automotive leaders such as BMW, Michelin and ZF. The automotive cluster continues to grow with success stories from Sage Automotive, JTEKT, Proterra and many others..
• Logistical efficiency will be a major driver for recruitment, especially the Port of Charleston. • The establishment of the inland port will give the region another advantage in providing cost-cutting measures for raw material management. • Clemson’s research will remain a compelling story as the region drives innovation for better materials. The ability to sustain a pipeline for both workforce and innovation will keep us on the path towards an industrial ecosystem.
• 2012 was a banner year for CU-ICAR with enrollment hitting a record number, the opening of the Center for Emerging Technologies and the opening of the Component Testing Lab. • The Automotive Task Force was formed and an agenda was established to help strengthen the automotive cluster and recruitment efforts to the Upstate. • The Upstate SC Alliance increased its involvement in automotive events and associations such as the SC Automotive Council, the Southern Automotive Conference and InnoMobility.

With the announcement of Airbus in Alabama, the Upstate is positioned to take advantage of the burgeoning aerospace cluster in the southeast. The region is surrounded by major aerospace companies to include Rolls Royce, Honda Jet, Boeing and now Airbus. Aside from traditional advantages, GSP’s completion of the land-use study will provide a truly unique real estate option for aerospace companies seeking to open operations in the southeast.
Biosciences is an emerging market for the Upstate, and is poised for growth. Personalized medicine has been at the forefront of this industry in 2012 and the region has assets that are key in that growth area including the Greenwood Genetic Center, ITOR and companies like Selah Genomics. Capsugel made headlines in November with the opening of a new quality control lab. The 9,600-square-foot facility, represents a $3 million dollar investment.
The overall low cost of energy is one of the factors that draws many businesses to the Upstate. The Upstate has a strong utility partner in Duke Energy, now the largest electrical power company in the US. In addition, the strong network of power cooperatives support the reliable energy sources in our area. In September 2012, GE announced nearly $1.2 billion in orders for 19 ecomagination-qualified natural gas turbines. All of these turbines will be built at GE’s plant in Greenville, the largest facility of its kind. The announcement of Sempra US Gas and Power’s regional headquarters in Greenville was another boost to the energy field in the Upstate.
• The Upstate SC Aerospace Task Force met quarterly to discuss recruitment strategies that will be executed in 2013. • The task force guided the Alliance toward new aerospace-related events to enhance its marketing efforts. • SCTAC, GSP and the inland port will be major drivers for recruiting companies to the region.
• The Biosciences Task Force will continue to help shape the Alliance’s marketing efforts. • The Upstate SC Alliance will have a strong presence at BIO in 2013 and with the SCBIO organization. • Focus areas for 2013 will be medical device manufacturing, pharmaceuticals, and companion diagnostics/clinical trials.
• The Energy Task Force will continue to help shape the Alliance’s marketing efforts. • The UA will participate in E4 to help further the Upstate’s position in the Carolina Energy Corridor. • Erin Ford will participate in E4’s Emerging Leaders program, and will help to bring classes to the Upstate.

5 year goal $4.5 BILLION IN CAPITAL & 18,000 NEW JOBS The Target Industry Study completed in late 2009 set forth a five year goal for the Upstate Region to recruit over 18,000 new jobs and stimulate over $4.5 billion in capital investment by 2015. The region has almost exceeded the goal in just three years, thanks to the collaborative efforts of the South Carolina Governor’s Office, the South Carolina Department of Commerce, each of our local economic development agencies across the region and many of our other partners, such as the South Carolina Ports Authority and the South Carolina Technical College System.

The 2012 U.S. Chamber of Commerce Enterprising States report ranks South Carolina #6 for Growth in Share of National Exports and #8 in Export Intensity Growth. The state also ranked #9 for STEM Job Growth, #11 in Short-term Job Growth, #11 in Export Growth, and #14 in Job Placement Efficiency.
Clemson University is ranked #7 for Up-and-Coming National Universities and #25 for Top National Public University by U.S. News & World Report, 2012. The Greenville Metro ranked #13 on the magazine’s 2011 list of The 15 Best Cities for Young Adults. A strong showing by South Carolina’s micropolitan areas earned the state a rank of #7 in the nation on Site Selection magazine’s 2011 Top Micropolitans list. Projects in the Upstate cities of Gaffney, Seneca and Union contributed to South Carolina’s high placement.

The statements represent grant and one-time funding activities incorporated into the overall revenues and expenses. This collective reporting provides a more comprehensive view of the scope of work completed by the Upstate SC Alliance in 2012.
