Investment in Western Heights has already begun — KCDC, the City, Knoxville-Knox County CAC, Knox County Schools, and partners are already starting to implement parts of the Transforming Western Plan.

Western Heights Plan will be realized over a 10-year-plus timeframe, depending on market conditions and funding sources.
However, residents already see changes in the neighborhood.
Their young children will have a brand new Head Start by the end of 2022 and will see further renovations to the exterior of the 1930s buildings in the coming year as well. Additionally,
KCDC and CAC have enhanced programs and opportunities for residents. These signs of hope signal that Western Heights is a neighborhood of choice and that positive change is coming for the housing, neighborhood, and people.
EARLY ACTION COMMITMENTS
• The new $5.4 million Head Start is under construction and will be opening in Fall 2022. • KCDC is applying for financing for the renovation of the 1939 housing at Western Heights.
