At the city scale, Big Bazaar Road is located in the Town Hall Area, named after Coimbatore Town Hall, a neo-classical municipal building built in 1892 in honour of Queen Victoria. Context Neighbourhood scale At the neighbourhood scale, Big Bazaar Road is located west of the Coimbatore railway station and east of the city’s commercial hub. In terms of its urban structure, it is a compact mixed use neighbourhood and this is also the reason why it has retained its importance despite the city growing outwards in the northern direction from this core. It is also home to the Coimbatore City Municipal Corporation, Public Works Department, District Library and Town Hall.

Connections to wider networks Big Bazaar Road serves as the shortest connecting spine between the Coimbatore Railway Station and the city’s commercial/ trade district and is hence a primary arterial road in the city’s street network. However, over the years some of the traffic volume crossing east-west through Big Bazaar Road has been dispersed onto the Ukkadam Sungam Bypass road which runs almost parallel to Big Bazaar Road in the southern side. This is especially the case for commuters who may not have a need to come to the core city areas but are moving towards Ukkadam or other neighbourhoods in the south-western side of the city.

The study and intervention plans for Big Bazaar Road presented in this report is the stretch measuring approximately 500 metres with the Clock Tower on one end and the Town Hall on the other end. This stretch forms one side of a triangular block with Raja Street and Nawab Hakim Street. 18

The programming of the ground floor plane along Big Bazaar Road is dominated by commercial building uses especially on the Clock Tower side of the street. A further classification of commercial uses reveals a higher percentage of clothing and accessories based retail as well as food and beverage outlets. This becomes a draw for pedestrian traffic along this stret. 20

Building frontages & access Stretch A is comprised mainly of institutional buildings with large plot areas and therefore has a lower frequency of pedestrian entry points. The large plots however have parking within them and therefore all the properties on this stretch have a vehicular entry point. The large plot configuration on this stretch also entails stretches with compound walls between entry gates that allow for other activities such as vending, bus stops and pause points for pedestrians.

In contrast, stretch B has smaller plot configurations for commercial uses and hence many pedestrian entry points very close to each other. Most often, the entire frontage of the plot is a storefront or counter for sales and this results in no opportunties for any stationery activities to take place between any two entry points.

In terms of massing, close to 80% of the buildings on Big Bazaar Road are not more than 2 storeys tall. Coupled with the wide rightof-way of the street, the level of enclosure is not so intimate as the other streets in the neighbourhood. Given that this stretch is also home to the Town Hall and major public buildings, it is distinctively different and indicative of a more stately street character. 28

Big Bazaar Road’s orientation is the reason there is very less shading from the buildings on the street; the street runs in the east west direction. As revealed by the shade analysis, 4 PM is the only time when the buildings cast a shadow on the footpath on the Clock tower side of the road. Also, since the building heights are 30

also mostly ground or ground + 1 floors high, there is less chance of shading the entire right-of-way even at this time of the day. There is hence a higher need for trees on the street for providing shade to its users.

Intersection study There are two intersections that mark the study stretch of Big Bazaar road and both are signalized. The intersection outside Town Hall, referred to in this report as the Town Hall junction, is the point where the two one way roads cross each other i.e. Big Bazaar Road and Nawab Hakim Road. The intersection outside the Clock Tower, referred to in this report as the Clock Tower junction, is a more complex intersection as this

is where Big Bazaar Road changes from being a two-way road to a one- way road. It also channels one-way traffic from Raja Street onto Big Bazaar road at this intersection. There is a significant volume of steady traffic that cuts through both these junctions as Big Bazaar Road is the shortest route from the railway station to the core city commercial area.

Traffic speed
Although there is on-street parking along one side of the street and continuous pedestrian movement, the one-way traffic arrangement results in vehicular speeds of over 30 km/ hr especially during offpeak times. This is a matter of concern because in the absence of safe crossing points, the risk of pedestrian fatalities can rise exponentially with collision speeds beyond 30 km/ hr.

A rapid assessment of pedestrian volume during peak and off-peak times revealed a broad pattern of movement along Big Bazaar Road i.e. a high volume of pedestrians come into the Town Hall area during the day and leave the neighbourhood in the evening 40

indicating a high volume of floating population. This can be attributed to the presence of large number of schools, offices and the city’s oldest commercial core in this area. 50 metres 41
Public transport Big Bazaar Road has 9 bus shelters along the Town Hall side of the street and is a major bus route which high bus route density. Buses heading towards various neighbourhoods of Coimbatore pick up passengers heading home from schools and workplaces in the vicinity. On working weekdays, during the evening rush hour i.e. 4 to 7 PM, each of the 9 bus shelters is filled with close to 100 people.

Public transport Big Bazaar Road being a one-way, the bus traffic on this road too is unidirectional. Raja Street which adjoins Big Bazaar Road at the Clock Tower Junction serves as the drop-off point for passengers arriving into the Town Hall area. As a result, peak bus volume is high on Raja Street in the mornings and correspondingly high on Big Bazaar street in the evenings.

Emergency and service vehicles There are no clear lane demarcations for emergency vehicles on Big Bazaar Road. There also appeared to be no regulated zones and timings for loading and unloading of vehicles servicing businesses along Big Bazaar Road.

Planting While there are no trees within the street right-of-way, several mature trees exist within the compond walls of public buildings along Big Bazaar Road. These trees with their large canopies provide much needed respite from the heat for pedestrians and especially those waiting at the bus stops along the street.

Materials In terms of the material palette for the streetscape of Big Bazaar Road, except for the carriageway which is uniformly asphalt, the sidewalks are comprised of several material compositions. As many as 4 different tile pavers were spotted within a 500 metre stretch.

The age and gender mapping at Big Bazaar Road was conducted at two points- one near the Town Hall and another near the Clock Tower. There were three recordings at the Town Hall and two recordings at the Clock Tower. All recordings were conducted on a weekday. All recordings revealed that male and female adults formed the majority on the street. This was followed by male senior citizens and female senior citizens. During weekdays, the start and end of school sessions brought a large number of children to the street but at all other times, children were mostly absent on the street. 50 metres 63
Activity mapping Although there is high turnover of pedestrian traffic on Big Bazaar Road, there is very less variation in the stationery activities on the street. Most people who were spotted on the street were waiting for transport or were resting while they waited to enter an office, restaurant or temple.

Vendors on Big Bazaar Road Vendors flock to pedestrian hotspots and are therefore a sign of a walkable neighbourhood. With sufficiently wide sidewalks and high pedestrian volume through the day, Big Bazaar Road has a fare share of vendors especially along the compound walls outside Town Hall, CCMC and PWD offices.

The higher concentration of vendors along the Town hall side of the street is also because the stretch along the Clock tower is comprised of narrow plots with continuous building access points and thus is non-conducive for vendors to locate themselves. 66

After a preliminary assessment, the nature of possible interventions on Town Hall Road have been conceptualized under two types-
• Tactical Urbanism interventions and • Permanent interventions The concepts are presented in the subsequent spreads as ‘mood images’ and address several factors that are being considered to enable the successful implementation of NMT infrastructure along the stretch. Some of the interventions may be specific to the stretch under consideration while some may be replicable across a wider network at the neighbourhood scale.

AN NMT ROADMAP FOR COIMBATORE Phase 1 • Express existing modes of movement that are - Promoted - Provided for - Expressly permitted - Neither expressly permitted nor expressly prohibited - Expressly prohibited • Express existing street types in terms of the above modes of movement, and assumptions about speed and transit orientation, and allowable frontage access • Express existing road hierarchy explicitly in terms of arteriality and access constraint in terms of constitutional archetypes (for individual route types and the whole hierarchy). This exercise can promote thought on what types are actually being used, how and why • Express existing land use compatibility and urban design relationships Phase 2 • Switch priority of arteriality to public transport • Enforce speeds to meet requirements of street and junction type • Legislate for speciation of vehicle category, to split the car into two or more classes • Provide streets and lanes for diversity of modes (human-powered streets, streets for clean/ compact vehicles, slow streets etc.) • Apply network coarsening for fossil-fuelled modes • Apply land use regulation (or liberalization) with respect to street types Phase 3 • Ban unclean vehicles from urban areas altogether.
