ISO 14001 is an internationally recognised framework for the development, implementation and maintenance
of an EMS. Recent revisions have made significant changes to the 2004 standard. These include the role of top management, the business strategy, procurement, environmental design, demonstrating environmental compliance and the use of performance indicators. OUR EXPERIENCE EMS Support to a Major Highways Project URS has a key role in the delivery of one of the largest highway construction projects in the UK. It aims to improve the local area by relieving road congestion, improving accessibility, maximising local development and regional economic growth opportunities, improving public transport links and encouraging cycling and walking. URS is providing EMS documentation, supporting EMS development, advising on systems implementation, undertaking independent compliance audits, supporting the development and implementation of environmental management plans, developing a Construction and Operation Code of Practice for Environmental Management, monitoring site impacts, ensuring appropriate mitigation is identified and implemented, and providing support in obtaining environmental permits and consents.
EMS Compliance Support URS is providing environmental compliance support to a multi-national cement company. This work includes a gap analysis of the compliance status of operations at the client’s portfolio of bulk cement handling terminals. URS developed a bespoke audit checklist which interrogated the site’s compliance with environmental legislation, the site’s lease agreement and the client’s EMS. URS utilised this questionnaire during an audit of a pilot site, the findings of which were conveyed to the client during a feedback meeting and used to extend the audit programme to the wider portfolio of terminals.

Aspect and Impact Assessments Following a series of ISO 14001 certification audits, URS assessed the environmental aspects and impacts of 28 regional depots of a large electricity distribution company. The depots are located across the breadth of the United Kingdom and their operations include electricity network planning, design, control, administration and customer service, storage of equipment and materials and the operation of vehicles and plant. Each assessment comprised the visual observation of site operations, interviews with site personnel, the completion of a bespoke scoring matrix and assessing the significance of each environmental impact.
