EXECUTIVE DIRECTOR / CEO On behalf of the national governing body for our sport in the United States, we would like to welcome you to the 2021 USA Baseball National Team Championships! Although the past year has presented many challenges, we are thrilled to be returning to play and once again enjoying a full calendar of programming this summer, including the National Team Championships and baseball’s return to the Olympic programme. Team USA will also be returning to the Olympics after going undefeated earlier this month in the World Baseball Softball Confederation (WBSC) Baseball Americas Qualification Event for the Games of the XXXII Olympiad Tokyo 2020 to secure a spot in the Tokyo 2020 Olympic Games. Now, the 2021 National Team Championships kick off USA Baseball’s 2021 calendar of events and we are proud of our track record in developing youth players into premier athletes, beginning at events just like this one. USA Baseball alumni and MLB stars, including Clayton Kershaw, Bryce Harper, Eric Hosmer, Alex Bregman and many more, have participated in this event and later became a part of the USA Baseball family on their path to the major leagues. This unique event began in 1996 as the Junior Olympics in Fort Myers, Florida, and served as an identifying event for the former 16U National Team. The event has experienced tremendous growth over the last 20 years, with more than 320 teams participating in the 2021 tournament; allowing athletes to compete against the very best teams from all across the country. More importantly, the National Team Championships continues to provide the opportunity for individuals to represent the United States as members of the 15U National Team, as well as take part in our 13U/14U Athlete Development Program (ADP), and our 16U/17U National Team Development Programs (NTDP). We are committed to bringing first class competition to the players, coaches and fans of the participating teams. As you begin play, we wish all of the players and teams good luck as they strive to win a championship, as well as a spot on a USA Baseball national team or development program roster this year. THINGS TO KNOW ABOUT THE NATIONAL TEAM CHAMPIONSHIPS IN NORTH CAROLINA

The National Team Championships is almost ten years older than all of its participating athletes. The event began in 1996 as the USA Junior Olympic Baseball Championships in partnership with the then-United States Olympic Committee.

This isn’t the first – or even second – time the National Team Championships has expanded its reach across the U.S. The tournament moved with USA Baseball when the organization relocated its headquarters from New Jersey to Arizona in 1998 before being split between Arizona and Florida in 2001. Now, North Carolina becomes the fourth state to host the illustrious event.

In 24 years as a primary identification event for Team USA, the National Team Championships has seen its fair share of exceptional talent. MLB All-Stars like Bryce Harper, Alex Bregman, Clayton Kershaw, Manny Machado, Freddie Freeman and Justin Upton all made their way to playing for the red, white and blue through this tournament.

The National Team Championships may have started small, but it hasn’t stayed that way. In 2019, 374 teams from 18 different states participated in the event, giving more than 7,500 athletes the chance to showcase their talents for a chance to play for Team USA.

The list of stars who have played at the National Training Complex goes on and on, and now every 2020 National Team Championships North Carolina participant can add their own name to it. The best athletes are defined – and strengthened – by more than just what they can do in-game. All participants at the National Team Championships North Carolina will undergo PDP Performance Assessment testing to assess their baseball and athletic skills with state-of-the-art technology so they know exactly where they stand and where they can improve.
More age groups, more chances to have the best talent in the country battling for gold. In 2021, the National Team Championships North Carolina will kick off with its first-ever 14U tournament after the inaugural event in 2020 featured just the 15U, 16U, and 17U age groups. R E N O VAT E D AND READY FOR BUSINESS USA BASEBALL TEAM STORE WELCOMES FANS BACK IN 2021 by CRAIG SPELL

mprove efficiency, expand functionality, enhance facilities, but most importantly, upgrade the customer experience. These were the goals in mind when USA Baseball set out to renovate its Team Store at the National Training Complex in Cary, North Carolina. After the summer season in 2019, the decision was made to move on from the previous store and create something even better. The plan was to expand during the offseason and be open for events in 2020. But things don’t always go according to plan.

Not long after that, the COVID-19 pandemic put the world on hold and along with that, it put a halt on the new Team Store. Now though, a year later, the store’s doors are finally ready to be open. So, what can fans expect when they visit the new Team Store for the first time this summer? Well, first and foremost, an even better experience. “Our ultimate goal in renovating the Team Store was to create a more enjoyable shopping experience for everyone visiting the NTC,” said USA Baseball Senior Director of Retail Carrington Nicholson. “When we
renovated, we changed the layout of the store to make the shopping experience more practical.” Shoppers will appreciate this firsthand when they visit the renovated store, starting with where they’ll purchase their new gear. In the previous iteration of the store, the registers were in the middle of the store, causing some backup in areas where customers were entering and shopping. Now, the checkout counter has moved to one side of the store to help improve the flow of traffic around the merchandise. But it’s not just the design and layout that’s changed, the renovation also expanded the entire footprint of the Team Store. During the makeover, a wall was knocked down to create even more retail space – meaning more space for new and exclusive gear and more room for shoppers to browse all the best USA Baseball styles from their favorite brands. “The need to expand the Team Store is a reflection of the organization’s continued growth at retail and its successful long-term relationships with outfitting partners and licensees including Baseballism, New Era, Nike and Panini America,” said USA Baseball COO, David Perkins. With a larger Team Store, shoppers that visit the National Training Complex will have a wider variety of merchandise available from those brands that goes beyond anything the store has had before – including exclusive looks and styles not even available on USABaseballShop.com. The store’s constantly growing
collection features apparel for men, women, and kids of all sizes as well as unique accessories and gifts. “The completion of the expansion and remodel of the USA Baseball Team Store at the National Training Complex is the first step in the organization’s vision to provide enhancements throughout the facility which will benefit players, coaches, families and fans,” says Perkins. In typical USA Baseball fashion, there is always a forward-thinking mindset as the National Training Complex and the organization’s impact continues to grow. And the renovation of the Team Store is just the beginning of an exciting future at the home of Team USA in Cary.

W
hen Andy Painter toed the rubber in the gold medal game of the 2018 World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup, it was an experience unlike anything he
had seen before. A packed Estadio Kenny Serracín in David, Panama, was full of eight thousand “screaming Panamanians” -as Painter describes it -- rooting for Panama to defeat Team USA and win the world championship. Painter, who had never pitched in front of the type of crowd surrounding him, knew he had to lock in and ignore the noise. It was the biggest game of his life, and there was no other option. The righthander found a zone that he’d never been in before, tossing 5.1 innings and allowing just one run in Team USA’s historic 7-1 win over Panama. It was a game that Painter said changed him as a player and a person. “That game kind of built me,” Painter said. “It showed me how to deal with outside noise and how to block it out.

Obviously, I was nervous before the game, but after that, stuff doesn’t really get to me.” Since that start in Panama in 2018, Painter has become one of the most highly-touted pitchers in the 2021 MLB Draft Class. Standing at 6 foot 7, the Pompano Beach native ranks as the 18th-best prospect according to MLB. com. Not to mention the seventh-best pitching prospect. Also prominent on those lists are some of his teammates from that 2018 World Championship team. Top prospects Brady House, Josh Hartle and Cal Lansville are just some of the names that are seen on top prospect lists, and playing with those guys not only helped Painter succeed on the diamond, but off it as well. “It was just amazing to be surrounded by all that talent,” he said. “It kind of held me to a higher standard. I was like, ‘alright, this is the way I carry myself now.’” Painter, a University of Florida commit, has built on that summer to turn himself into a top prospect. The mental toughness that is required to play baseball - commonly referred to as a “game of failure” - is something that Painter works on every day.
Not focusing on the highs and lows is something he has learned himself, but also from teammates and those around him. “It’s all just part of the game,” Painter said. “When you get to the lows, you just have to use it as motivation. It’s how you come back that’s more important than past performance.” He exemplified that trait at the 15U National Team Trials, where he was competing for a spot on Team USA and the first batter he faced hit a home run. But Painter bounced back and put together a strong performance to earn his place on the roster. A year after the championship run, Painter added a slider to his repertoire. He had relied heavily on his curveball in years past, but decided he wanted a faster, more deceptive strikeout pitch. The addition has only made Painter even harder to hit. After allowing two runs in his first start of the 2021 high school season, Painter did not allow a run the rest of the way. He finished the season with a 0.30 ERA and 91 strikeouts in 47 innings. Jason Maxwell, who spent six years in the major leagues before coaching Painter and the 2018 15U National Team, noted Painter’s ability to lock in as soon as he stepped on the mound. “What impresses me the most about him is his unique ability to be a great teammate to all, but when he steps on the mound, he turns the switch into as competitive a pitcher as you will see,” Maxwell said. “Andrew is highly respected by everyone, but what separates him is his drive and motivation to be the best.” Baseball has brought a lot to Painter. There has been plenty of success, like winning the gold medal game against Panama. There have been some failures, like giving up a homerun to the first batter he saw in trials. But for Painter, it’s important to take a step back and gain some perspective, regardless of the highs and the lows that come with playing the sport. “It’s just a game of baseball,” he said.

he road to play for Team USA features multiple stops and exciting development opportunities for players in the 13U through 17U divisions. Through its series of identification events, which includes the National Team Championships, USA Baseball offers a select group of players the opportunity to represent their country on the diamond via the 15U National Team, as well as develop their skills on and off the field at the 13U/14U Athlete Development Program (ADP) and the 16U/17U National Team Development Program (NTDP). USA Baseball’s development paths own a track record of sustained success on the professional and international circuits and present players with unmatched competition, exposure and advancement opportunities both on and off the field.

USA Baseball’s Athlete Development Program invites 40 of the top 13U and 14U players to its National Training Complex in Cary, North Carolina, for an unparalleled four-day experience, which features advanced skill development clinics, evaluation from national team coaches and educational guidance regarding recruiting, wellness and leadership. 12

The National Team Championships represent the epicenter of talent identified as potential selections for the 15U National Team. The annual event is an opportunity for players to capture the eyes of USA Baseball’s task force of scouts and earn the chance to represent the red, white, and blue at the highest level of the sport in this age group. Following the postponement of the 2020 World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup last summer, USA Baseball will once again put together a 15U National Team in 2021. The 2018 15U National Team captured the program’s first-ever gold at the 2018 World Cup after it defeated host nation Panama by a 7-1 final in the championship game. The 2019 edition of the team then earned
automatic qualification to the next World Cup with its gold medal-winning finish at the WBSC U-15 Baseball World Cup Americas Qualifier. Jared Halpert, head coach at Harvard-Westlake School, will serve as manager of the 2021 15U National Team. The former Fresno State outfielder and NCAA champion brings a wealth of experience from the USA Baseball coaching ranks and worked on the staff of the 2019 15U National Team, 2018 15U National Team Trials and 14U National Team Development Program. Halpert also joined USA Baseball’s task force at the National Team Championships and National Team Identification Series. Steve Butler, former Boston Red Sox draft pick Rob Shabansky and Jeff Sherman round out the staff for this year’s team.

sessions, off-field educational seminars and plentiful exposure to professional, collegiate, and USA Baseball scouts and recruiters, as well as an intrasquad series featuring Stars vs. Stripes teams. The NTDP offers athletes a chance to gain instruction from USA Baseball staff to better prepare for future experiences on the path to playing for Team USA, which includes the 18U National Team and the Prospect Development Pipeline (PDP), a joint operation with Major League Baseball. USA Baseball developed its NTDP branch in 2012 with a 17U squad which featured Los Angeles Angels righthander Griffin Canning, Boston Red Sox infielder Bobby Dalbec and 2014 No. 1 overall draft pick Brady Aiken. The 16U age group was added to the program in 2018 and overall, 22 NTDP participants were selected in the 2020 MLB Draft.

FORGED IN FIRE 2021 15U NATIONAL TEAM MANAGER JARED HALPERT by JASON LOWENTHAL
A
competitive fire runs deep within Jared Halpert. Even when faced with a literal fire. You see, Halpert, who was named manager of the 2021 USA Baseball 15U National Team, was a firefighter for three years in Northern California between his playing and coaching careers. “It was a way for me to continue to compete,” Halpert said. “I got to stay in a fraternity of competition and physical prowess, so that was big for me. After (playing) baseball I wasn’t done pushing myself physically, and it was a way for me to help people.” But when baseball came calling back, Halpert didn’t hesitate to return to the game he loves. He launched his coaching career as an assistant at renowned high school baseball powerhouse HarvardWestlake (Los Angeles, Calif.), a program which has produced big league stars like Chicago White Sox right14

hander Lucas Giolito, St. Louis Cardinals right-hander Jack Flaherty, and Atlanta Braves southpaw Max Fried. “My best friend (Joe Guntz), who is now my pitching coach at Harvard-Westlake, as soon as he was done playing he knew coaching was his path,” Halpert said. “And in our conversations, he knew someday I would get back in it too and he was right.” Now in his sixth year as the head coach of the Wolverines. Halpert also had a hand in shaping HarvardWestlake’s latest first-rounder — but not just on the high school diamond in California. Pete Crow-Armstrong, whom the Mets selected 19th overall in the 2020 MLB Draft, also has a long history with USA Baseball. Halpert got to see the young prospect play with the best in the country at the National Team Championships and compete against the world as a member of Team USA.
“We got the fortune of watching him develop not only into one of the best baseball players in the world, arguably, at that time in his life, but also a phenomenal young man,” Halpert said. “It’s a mark I hope to leave on all these kids.” Halpert joined Crow-Armstrong and his family on draft night and enjoyed a celebration not only for the standout outfielder, but for the program, as well. “It was so much fun to be able to vicariously go through what any athlete of any sex and any sport can go through in terms of dreaming about the opportunity to play the game you love professionally,” Halpert said. “To be on hand to see that was really special.” Halpert is no stranger to USA Baseball’s road map and brings a wealth of experience to the 15U National Team. He served on the staffs of the 2019 15U National Team, 2018 15U National Team Trials, and 14U National Team Development Program. The former Fresno State outfielder and NCAA champion has also joined USA Baseball’s task force at the National Team Championships and National Team Identification Series. Now he hopes to parlay those experiences into another gold medal for the 2021 15U National Team, which is set to return to the World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup as the defending champions. Across all the stops in his career — whether club, high school, national or international — Halpert has tried to instill a guiding mental approach for all his players, and he’ll work to keep that tradition going in 2021 with the 15U National Team. It’s a mindset built on finding and appreciating the small successes often overlooked in the beautiful game of baseball. “If you can get into the idea of developing the kid, along with some of those small successes in the journey, those bigger and last attributes you’re looking to achieve — gold medals and championships — usually find a way to fall on the right side,” Halpert said. The road to another gold in 2021 for the 15U National Team begins at the National Team Championships, where teams will battle for the title of tournament champions and each athlete will be playing for a chance to show they have what it takes to represent Team USA. And Halpert will be on-site to evaluate the plethora of elite talent in the age group. “Having an opportunity to go play against teams that are filled from top-to-bottom with some of the best athletes in the world at this age group in the National Team Championships in Arizona is challenging and fun,” Halpert said. “A ton can be learned.” And Halpert knows better than anyone else how much can be learned from exceptional competition in the sweltering summer heat. After all, he’s forged in fire.

LOOKING BACK BEFORE DEFENDING GOLD by JOSH SPITZ When the 15U USA Baseball National team’s plane took off for Panama and the 2018 World Baseball Softball Confederation (WBSC) U-15 Baseball World Cup, it was carrying 20 players looking to make history. And when it returned to the United States just two weeks later, the plane had an extra passenger: the first World Cup trophy in program history. Led by manager Jason Maxwell and a roster full of future top prospects, Team USA won its first-ever world championship in August 2018. The group got off to a hot start in the Opening Round, using an offensive outburst to beat China, 27-0. Led by Christian Little in game two, Team USA pitched its second-consecutive shutout to top Germany, 10-0. Team USA ran into its first adversity in game three of the Opening Round against Chinese Taipei. Josh Hartle tossed five innings and allowed just two earned runs, but a go-ahead walk in the bottom of the sixth gave Chinese Taipei the winning run in Team USA’s 2-1 defeat.

But the red, white, and blue bounced back quickly against Panama in the next game. Behind a strong twohit outing from Cale Lansville, Team USA beat the hosts, 4-1, and then followed with an 8-0 shutout win over Brazil heading into the Super Round. The stars and stripes got off to a slow start in their first Super Round game, as the Dominican Republic put together a three-run first inning. But the U.S. battled back quickly, scoring a run in the second inning before rallying for a five-run third. They scored 12 runs in the middle three innings of the game, led by Luke Leto’s three-hit, two-RBI performance, to secure the 13-7 victory. The U.S. left no doubt in the second game of the Super Round against Cuba. Hartle put together five shutout innings and the team had its second-consecutive fiverun third inning en route to a dominant 10-0 win over the event’s defending champions. In the final game of the Super Round, Japan held the Team USA offense at bay early on. The U.S. trailed by a pair of runs entering the bottom of the fourth before putting together a three-run frame. Cody Schrier opened the scoring with a solo homer and Ryan Spikes gave the U.S. a lead with a two-run double. The stars and stripes expanded the lead in the following innings, topping Japan 8-2 and earning a spot in the gold medal game. Then, on August 19, 2018, Team USA took on Panama for the title of World Champions. In front of a packed stadium at Estadio Kenny Serracín, the
U.S. put together its final and most important offensive outburst of the tournament. Knocking two pitchers out before they even recorded an out, Team USA capitalized and scored six runs in the bottom of the first inning to take control of the game early. And never looked back. Andy Painter took the lead and ran with it, allowing just one run over 5.1 innings. Leto closed the door with 1.2 hitless innings and the U.S. was crowned the WBSC U-15 Baseball World Cup champion for the first time in program history. It was a team that built relationships with each other under Maxwell, which he credits as one of the top reasons why it was able to win gold - and in dominant fashion. When the skipper thinks about accomplishments in his career, winning the WBSC U-15 Baseball World Cup is at the top of the list. “Winning a championship for Team USA is number one on my list and I don’t think anything as a player or a coach can ever top that,” Maxwell said. “Getting that gold medal draped around your neck is something you can never forget. You can win other championships, state championships and whatnot, but winning a gold medal with ‘USA’ across your chest and the national anthem playing at the end, that is something you will never forget.” But the story doesn’t stop there. The first step toward repeating as champions began in 2019, when a new 15U National Team traveled to Mexico for the WBSC U-15 Baseball World Cup Americas
Qualifier. With eyes on qualifying for the 2020 WBSC U-15 Baseball World Cup, the team put together a strong week at Unidad Deportiva Riviera Maya. Team USA beat Brazil, 5-1, in the first game of the Opening Round before putting together three-consecutive double-digit scoring outputs in wins over Honduras, Colombia, and the Dominican Republic. A 3-1 win over host Mexico propelled the U.S. to the Super Round. After opening the Super Round with a 7-6 win over Venezuela, the U.S. suffered its first loss of the tournament, falling 9-7 to Panama. Then, with their backs against the wall against Cuba, Team USA won a 6-5 thriller to secure a meeting with Panama in the gold medal game – a rematch of not only the U.S.’s only loss in the 2019 qualifier, but also of the 2018 World Cup gold medal game. And the U.S. once again came out on top, knocking off Panama to claim the gold medal. Tournament MVP Luis Rodriguez earned the win in the 3-1 victory as the U.S. won its fourth-consecutive U-15 Pan-Am Championship and secure its berth to defend its title as World Champions at the next WBSC U-15 Baseball World Cup. And now, two years later, the journey to gold picks up once again at the National Team Championships where the process of identifying the 2021 15U National Team that will look to earn the program’s second World Cup title begins.

EVENT RULES The National Team Championships North Carolina will follow the National Federation of State High School Associations’ (NFHS) baseball rules. The following rules and guidelines are provided in addition to, in substitution of, or in place of the rules provided in the NFHS Baseball Rule Book.
ELIGIBILITY
• To be eligible for the 14U National Team Championships North Carolina, players must be born on or after May 1, 2006, or players with an expected graduation date of 2025 or later. Only players born Jan 1, 2007 or later are eligible for selection to the 13U/14U Athlete Development Program. • To be eligible for the 15U National Team Championships North Carolina, players must be born on or after May 1, 2005, or players with an expected graduation date of 2024 or later. Only players born Jan 1, 2006 or later are eligible for selection to the 15U National Team Trials. • To be eligible for the 16U National Team Championships North Carolina, players must be born on or after May 1, 2004, or players with an expected graduation date of 2023 or later. Only players born Jan 1, 2005 or later are eligible for selection to the 16U/17U National Team Development Program. • To be eligible for the 17U National Team Championships North Carolina, players must be born on or after May 1, 2002, or players with an expected graduation date of 2022 or later. Only players born Jan 1, 2004 or later are eligible for selection to the 16U/17U National Team Development Program. PENALTY: If physical evidence is presented to USA Baseball, or a team admits to using an illegal player, all games in which the illegal player participated shall be forfeited.
FACILITY GUIDELINES
USA Baseball tournaments utilize the following field dimensions: • 13U+: 60.6’ mound, 90’ bases
TOURNAMENT FORMAT
14U, 15U, and 16U • The 14U, 15U, and 16U tournaments will feature 16 teams. • The first day of the tournament for each age group will feature USA Baseball’s Testing Day, an opportunity for athletes to participate in Prospect Development Pipeline Performance Assessments and on-field athletic assessments for the Task Force. • Every team will be placed into a pool of four (4) teams and will compete in round robin play in its pool, playing one game on Day 1 and two games on Day 2 of the tournament. Teams will play in a fourth game against a team with a similar record from another pool. - Teams will be seeded following pool play using the “Standings Tie-Breakers” rules below. - Teams seeded #1–#8 will begin a single-elimination bracket-style playoff. 18

- Teams who lose in the first round of the single-elimination playoff will play in one additional consolation game. - Teams seeded #9+ will play in two consolation games. - The semifinals, third place, and championship games will be played on the final day of the tournament. 17U • The 17U tournament will feature 12 teams. • The second day of the tournament will feature USA Baseball’s Testing Day, an opportunity for athletes to participate in Prospect Development Pipeline Performance Assessments and on-field athletic assessments for the Task Force. • Every team will be placed into a pool of four (4) teams and will compete in round robin play in its pool, playing two games on Day 1 and one game on Day 2 of the tournament. • The three (3) pool winners and one (1) wild card team will be seeded #1–#4 following pool play using the “Standings Tie-Breakers” rules below. • Teams seeded #1–#4 will begin a double-elimination bracket-style playoff. • Teams seeded #5+ will play in two consolation games. • The semifinals and gold medal games will be played on the final day of the tournament.
GAME PLAY
General Rules • All team rosters must have a minimum of 15 players and 2 coaches. Rosters should not exceed 25 players. • A “mandatory play” rule will not be enforced at the National Team Championships North Carolina. However, it is encouraged that all healthy players on the roster participate in the tournament. - In an effort for fair play and competitive balance, USA Baseball recommends that each athlete participate in a minimum of eight (8) innings or five (5) at-bats for position players, and/or a minimum of three (innings) or nine (9) batters-faced for pitchers throughout the event. • The USA Baseball Tournament Director will predetermine all home and away team assignments in all pool play games. The higher seed will serve as the home team throughout all bracket-round and consolation match-ups (E.g., #6 vs. #1; #1 is the home team). Lineups • A maximum of 10 players are allowed in a lineup. • A tenth hitter, or extra hitter, hereby known as the “EH,” may be utilized by any team. The use of an “EH” is optional. If one team elects to use an “EH,” the opposing team is not required to do so as well. The extra hitter must be indicated in the line-up as the “EH.” The “EH” will be treated as any other starter and cannot be eliminated during the course of the game. The “EH” can exchange positions with other defensive players in the lineup. The starting batting order must be followed in order; the changing of the “starting batting order” once the game begins is strictly prohibited.
Run-Rule The following run-rule scenarios will be enforced in all games at the National Team Championships North Carolina: • If a team is losing by 15 or more runs after having batted in at least three (3) innings, 10 or more runs after having batted in four (4) innings, or eight (8) runs after having batted in five (5) innings, the game will be called due to the run rule. Extra-Innings/Tie-Breakers • All pool-play, consolation, and third-place games at the National Team Championships North Carolina shall be Seven (7) innings or two hours and fifteen minutes (2:15). No new inning can begin after time has expired. • If a pool-play, consolation, or third-place game is tied after seven (7) innings and time permits, teams shall continue the game using the international tie-breaker rule until a winner is decided or time has expired. If a game that exceeds the time limit ends in a stalemate, the game will be recorded as a tie. • A time limit will not be enforced in quarterfinal, semifinal, and championship games. International Tie-Breaker Rules • The international tie-breaker rule dictates that a runner will be placed on first and second base with no outs to begin the inning. The batter must be the player deemed next-up in the batting order following the previous inning and the two players preceding the batter will be placed on first and second base, respectively. Forfeits • In the event a team must forfeit a game, a 7-0 loss will be assigned to a team’s record.
STANDINGS TIE-BREAKERS
If, at the end of pool play (if applicable), two or more teams finish with identical records, the following procedures will be used to break standings ties for bracket-play seeding: 1. Pool play overall record 2. Head-to-head result; provided all tied teams have played each other 3. Fewest runs allowed (overall) 4. Overall run differential 5. Coin flip
EJECTIONS/SUSPENSIONS
• Any ejection of a participant (player, coach, or fan) during a game will receive an automatic one-game suspension. The incident will then be reviewed by the USA Baseball Technical Committee, consisting of the Tournament Director, Umpire-in-Chief (if available), Site Supervisor, and a member of the USA Baseball Task Force. The Technical Committee will assess the ejection and then determine an additional penalty, if any, for the participant. • Penalties may include suspension for a subsequent game(s), suspension from the tournament, or a team forfeiture resulting in a 7-0 loss. • Any participant who is ejected from a game a second time during the event shall receive an immediate suspension for the remainder of the tournament.
INCLEMENT WEATHER
• In the event inclement weather occurs during the tournament, the bracket-round games will be given priority in rescheduling. USA Baseball will do its best to ensure that all teams participating in consolation games will play in an even number of games; however, cannot guarantee an even number of games for all participating teams. • Games rescheduled due to inclement weather may be played at an off-site facility at the discretion of USA Baseball.
UNIFORMS & SAFETY
• Coaches must wear a helmet in order to be on the field. A hard helmet is required; no flap, single flap, and double flap helmets are permitted, while “skullies” and cap inserts are strictly prohibited.
BAT GUIDELINES
All teams are required to adhere to the USA Baseball Bat Guidelines below (Bat Guidelines can be found at USABaseball.com/Bats/Guidelines). • 11U, 12U tournaments bat requirements: - There are no specified weight/length ratio limits for bats in the tournament. - Bats may not exceed 32” in length and barrel diameters may not exceed 2 5/8. - Non-wood and multi-piece wood bats must be USABat certified in order to be used in the tournament. * • 13U tournaments require bats to be any wood or metal BBCOR (-3) bat OR an approved USABat. • 14U and 15U tournaments require bats to be any wood or metal BBCOR (-3) bat. • 16U and 17U tournaments require bats to be any solid (one-piece) wood bat or an NFHS approved BBCOR wood barrel baseball bat. • *USABat certifications are reflected in the Washington State University Sports Science Lab and the NCAA and NFHS BBCOR approved baseball bats list
PITCHING RULES In accordance with USA Baseball’s assimilation of Pitch Smart guidelines, the National Team Championships North Carolina will use a hard pitch count as the standard for setting pitcher-use limitations for the tournament. The 2021 Pitch Smart guidelines can be found on page 2 of the rules document. • Pitchers may not pitch three consecutive days regardless of their pitch counts in the two previous days (e.g., if a pitcher throws 10 pitches on day one and 15 pitches on day two, they are still ineligible to pitch on day three) • If a pitcher exceeds a pitch count threshold in a single game that requires a mandatory rest day, they are ineligible to pitch in an additional game in the same day regardless of their daily pitch count total.

PENALTY FOR VIOLATION OF PITCHER USE LIMITATION RULES
• If a pitcher is found to have exceeded their allowed numbers of pitches during a game, the illegal pitching situation will be rectified immediately and the incoming pitcher will be permitted as many warm up pitches as the umpire deems necessary prior to resuming the game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next game if the infraction is deemed a purposeful breach of the rules. The Technical Committee will be comprised of the Tournament Director(s), Umpire-inChief, Site Supervisor, and a member of the USA Baseball Task Force. • If a pitcher is found to have exceeded their allowed pitches for a game after the game is completed, the manager may be suspended for the next tournament game. The Technical Committee will review the infraction and reserves the right to suspend the manager for the next tournament game plus one additional game if the infraction is deemed a purposeful breach of the rules. • In either case, the pitcher in question will not receive any direct penalty, but will be made to adhere to the prescribed days of rest based on the number of pitches at the time of the infraction. The team in question will not receive any direct penalty (beyond penalization of the manager), but will continue to be required to adhere to the prescribed pitch count rules for the remainder of the event.
TOURNAMENT PITCHER USE LIMITATION RULES
• If a pitcher reaches the daily max pitches in a game threshold (75 [10U], 85 [11U-12U], 95 [13U-16U], 105 [17U-18U]) while facing a batter, the pitcher may continue to pitch until any one of the following events occur: 1. That batter reaches base; 2. That batter is retired; 3. The third out is made to complete the half-inning. • A pitcher’s required rest is based off a hard pitch count of actual pitches thrown and does not reset to the pitch count tallied at the beginning of the last batter faced. If a player has thrown 29 pitches and, after facing the last batter of the inning, has thrown 34, then that pitcher’s pitch count for the day is 34 (not 29) and they are required to take one day of rest.
REPORTING
• USA Baseball official scorers will be responsible for the official pitch count at each field. • An aggregate pitch count report for all teams in the tournament will be distributed electronically at the completion of each day’s games to the team contact on record. The pitch count is monitored and kept in the tower, and is the only official pitch count that will be used. Managers or coaches pitch counts are NOT official, but they are welcome to periodically check with the official scorer to ensure their count is correct. The 20

official scorekeeper will communicate the pitch count at the beginning of each inning or as needed. • Should a pitch count be protested, the protesting team must present an official score book or digital score keeping application to the Site Supervisor and Tournament Director(s). • The pitch count kept by the tower can be overturned if both the Site Supervisor and Tournament Director conclude that a mistake was made on behalf of USA Baseball’s scorekeeper. The new pitch count will be recorded and reflected in the following day’s pitch count report.
SUSPENDED GAMES (PITCHING)
For purposes of applying the pitcher-use limitations in the event a team plays twice on a single day (because a prior game was either postponed or suspended), the following rules apply: • A pitcher’s per-game total pitch maximums (but not mandatory rest) shall be deemed to be “reset” in a resumed game. However, pitchers are still restricted to per-game and daily pitch maximums set forth by the Pitch Smart Guidelines prior to and after suspended and resumed games. • The pitcher of record at the time a game is suspended becomes subject to a mandatory rest day if they exceed a pitch count threshold (20+ [10U-14U], 30+ [15U+]) and will not be eligible to pitch in the resumed game if it takes place during their required rest time, including a resumed game occurring at a later time on the same day. • A pitcher who is required to rest for a day must rest for all games on that day (I.e., resting during the resumption of a postponed or suspended game shall not satisfy a mandatory rest day, even if there is a subsequent game on that same day). • Doubleheaders • The second game of a scheduled doubleheader will not serve as a rest day for pitchers having thrown in the first game of the day (E.g., a pitcher who has thrown 20 [10U-14U], 30 [15U+] or more pitches in the first game of the day may not pitch in any subsequent game that day and is subject to the appropriate number of rest days based on the total pitches thrown). • A pitcher who has thrown 1-20 [10U-14U], 1-30 [15U+] pitches is eligible to throw in any subsequent game that day; however, they will still be limited to the daily max of 75 [10U], 85 [11U-12U], 95 [13U-16U], 105 [17U-18U] pitches for the day. • Due to the nature of the tournament format, the USA Baseball Operations Staff will provide each coach with an updated pitch count sheet as soon as possible prior to the start of their second game of the day on days where a doubleheader is scheduled.
2021 PITCH SMART GUIDELINES Many players were limited in how much baseball they could play over the last year due to COVID-19. As players return in 2021, they should make sure to do so safely by following all applicable COVID-19 guidelines and the following return-to-sport recommendations: 1. Because many players missed seasons, they should be careful to ramp up slowly to avoid injury; we know players are excited to get out there and compete, but it’s important to gradually increase the intensity and frequency of your playing to avoid injury. 2. Players should ramp up their strength and conditioning program in advance of resumption of throwing. 3. As much as possible, players should aim to lengthen and not shorten their standard pre-competition throwing progression timelines. An example throwing program is shown here (link). 4. Pitchers should account for all types of throws when systematically building up in preparation for game competition. The stress on the throwing arm from any long-toss, flat ground throws, weighted ball exercises, and bullpen pitches should be considered. Weighted ball programs should not be used to accelerate pre-season throwing progression. 5. Players with reduced workloads last year should consider gradually building up their pitch counts, more rest between outings, and a lower overall workload this year.
Suggested Annual Workload: For players with reduced workloads in 2020
6. Proper nutrition and sleep go a long way in maximizing baseball performance and reducing injury risk. 7. As always, it is important that players avoid pitching with arm fatigue or injuries to other body regions; being proactive about your health will help keep you healthy for the long-term. 8. It’s beneficial for amateur athletes to take time off from baseball each year and play multiple sports to further athletic development.

After the inaugural National Team Championships North Carolina took place in 2020, the elite championship event returns to Cary, North Carolina and the USA Baseball National Training Complex in 2021. This year marks the 25th overall for the National Team Championships after the event originally began in 1996 and it continues to serve as an integral identification event for USA Baseball. In 2020, the best of the best converged on the home of Team USA and champions were crowned at the 15U, 16U, and 17U levels:
After going 6-2 overall at the event, Team Elite claimed the 15U championship at the 2020 National Team Championships North Carolina. After falling in their first game, the team bounced back to win two straight before dropping an 11-2 decision to Canes National. From there though, they would not look back, winning four straight en route to claiming the gold medal at the 16-team tournament. After its 11-2 loss, Team Elite responded in dominant fashion, winning 10-2 the next day – its largest margin of victory of the week. Brysen Nepute led the way with three hits in the game while three different players had multi-RBI games. Team Elite would win its quarter and semifinal match ups by two runs each to reach the gold medal game against Elite Squad. Elite Squad came ready to play, taking a 6-1 lead after a three-run fourth inning, but like they had all week, Team Elite responded with resilience. The squad mounted a six-run bottom half of the inning to take a 7-6 lead. Cade Arrambide sent a two-RBI double into right to tie the game before Nazzan Zanetello brought him home for the go ahead run one batter later. Jake Mcghee would then enter the game on the mound and keep Elite Squad at bay to earn the save and secure the championship for Team Elite. Across the complex, Empire Baseball claimed the bronze medal in the tournament with a 3-1 win over Team GA Baseball, all four runs coming in the first inning of the game. Ten of the 16 competing teams were represented on the All-Tournament Team, led by champion Team Elite, Elite Squad, Empire Baseball, Canes National, Richmond Braves Platinum, and 5 Star National Dobbs who each had two players earn All-Tournament honors.

An undefeated 8-0 run in the 16U National Team Championships North Carolina led to the East Cobb Astros being crowned the 2020 champions. The Astros arrived in Cary, N.C., ready to play, winning their first two games 10-3 and 5-0 before facing their tightest competition of the week. In its game against US Elite National, East Cobb escaped with a narrow 3-2 22

victory, the closest of the tournament. A 2-2 game going into the seventh, Dylan Lesko came across to score the go-ahead run on a passed ball. In the bottom half of the seventh, Radek Birkholz stepped onto the mound for a 1-2-3 inning that secured the win for East Cobb. From there, the East Cobb Astros went full steam ahead, outscoring their opponents 38-5 over their next four games – two of which were shutout wins – to reach the gold medal game. In a battle of undefeated teams, the East Cobb Astros squared off against Canes National, which also came into the game with a 7-0 record. Both teams struck early, scoring one apiece in the first inning. The Canes National’s run came from a solo shot off the bat of Xavier Isaac, who had three home runs in the tournament. The next three runs in the game would give Canes National a 4-1 lead, but a four-run fourth inning from East Cobb tied the game, and an inning later, the Astros took the lead as Alvin Keel’s second RBI of the contest made it 5-4. Another run in the fifth and two more in the sixth put the Astros on top, 8-4. Canes National would get one back in the bottom half of the seventh, but that was it as East Cobb finished the 8-5 victory and secured the gold medal. In the bronze medal game, six innings of no-hit work from Huston Wynne gave the Florida Burn a 3-0 win over Elite Squad. Nine of the 14 teams in the tournament were represented on the 2020 All-Tournament Team with the East Cobb Astros and Canes National leading the way with three selections each.
allowing just two hits and striking out nine batters, but the Astros offense could not find a run. East Cobb would win its next five games, capped off by a 6-0 victory over the Florida Burn in the gold medal game. The Florida Burn outscored its opponents 30-10 in five wins during the tournament but its only two losses in the tournament each came against East Cobb. In the championship game, three Astros pitchers combined for 13 strikeouts while Harry Ford led the way at the plate with four RBIs. The performance was good enough to land Ford a spot on the All-Tournament team alongside three of his teammates, the most of any team in the tournament. Nine of the 14 teams in the tournament had representatives on the All-Tournament team, including Bryan Loriga from Elite Squad, which won the bronze medal in the tournament. Besides East Cobb, 5 Star National and NEB also had multiple players on the All-Tournament team. NEB’s JD Jones led the entire tournament with a .636 (7-for-11) batting average while collecting two doubles, a triple, and four RBIs.

The 2020 National Team Championships North Carolina started out with the 17U tournament, and the East Cobb Astros took home the first gold medal of the tournament. The event kicked off with 14 teams and 35 games over four days at the National Training Complex, and the East Cobb Astros went 5-0-1 during the week to win the championship. The team’s only tie came in the first game of the tournament as the Astros and East Coast Sox played to a seven-inning scoreless tie. Andrew Armstrong threw seven shutout innings for the Astros,
