Beginning later this year, USA Gymnastics will initiate a process requiring all professional members to obtain a background check!.
MESSAGE
USA GYMNASTICS HAS MANY EXCmNG PROJEGS in the works, and we wanted to give you an update on recent developments. The first involves background checks. The U.S. Olympic Committee requires background searches on the official delegation staff to ensure a safe team environment at the Olympic and Pan American Games and other USOC events. USA Gymnastics and the other National Governing Bodies are complying with these policies. USA Gymnastics has joined forces with the National Center for Safety Initiatives (NCSI) to provide background screening services. Beginning later this year, USA Gymnastics will initiate a process requiring all professional members to obtain a background check. This policy is growing in importance given the ever-increasing priority of creating a safe environment for children . By emerging as a leader in this area, we create new credibility for clubs to promote the safe environment that they offer. More information will be provided to you on background checks and NCSI, with whom we are working on policy development. This service will be affordable and will help our industry keep predators at a distance from our children. Members will also be happy to know that we are moving forward with USA Gymnastics University, which will provide new educational opportunities for coaches, instructors, judges and club administrators. The new opportunities will include a certification program; several new courses, both live and online; and greater educational offerings at the National and Regional Congresses. The gymnastics community is in agreement about the need for more and improved education for all gymnastics professionals, and we are working to meet that need based on input from our members and gym club owners. Along with the launch of the USA Gymnastics University and the certification program, our top priority is the development of new courses. Currently in the works are two courses that are set to debut by the beginning of May: First Aid Basics and Preschool Fundamentals.The First Aid Basics course will be available online and focus on injury prevention; common gymnastics injuries and risks; the treatment of those injuries; and, general information on other life threatening conditions. This is essential training for all gymnastics professionals. The Preschool Fundamentals course will be composed of an online portion, which focuses on theory, and a live portion, which allows for hands-on training. The new course will replace the existing KAT and MELPD courses. The online portion of the course will be available this spring and the live portion will be conducted at Regional and National Congresses. The new preschool course is a fresh , updated course providing fundamental knowledge for all recreational instructors. Look for the grand announcement of USA Gymnastics University and new courses by the beginning of May 2007. Following the November Board of Directors meeting, a Safety Advisory Group was created with members who would represent the Board in any safety issues and work with equipment companies in this area. Representatives from the USA Gymnastics Board, Athletes' Council and Elite Coaches, along with representatives from AAI and the U.S. Gymnastics Suppliers Association, held the initial meeting of the Safety Advisory Group at the Tyson American Cup in Jacksonville, Fla. The group discussed exploring different ways to advise and assist USA Gymnastics, our members and our suppliers in an effort to maximize knowledge and athlete safety. Follow up meetings will be scheduled so the group can continue to address this important issue. We look forward to the implementation of these exciting programs and providing new benefits to the clubs and professional members. Stay tuned for more information on these pivotal programs.

Gymnasts are highly skilled athletes who have to balance, accelerate, decelerate and withstand very high stress loads and forces on the body. In order for them to perform at any level, they must engage in some type of strengthening program. The foundation for this program should begin with the hip musculature. The following article will discuss the importance of hip strength and its role in increasing knee stability. ~ APRIL 2007 • TECHHIOUE

The gluteus maxim us is the power and support behind all movements that require a person to move forward and backward. The muscles of the backside are the power muscles and play a very important role in deceleration. This is especially important in gymnastics wi th the high speeds reached during the acceleration portion of the vault, followed by a sudden stop on the dismount where the gluteus maxim us must decelerate and the gluteus medius must stabilize in order to have a perfect landing. The gluteus medius muscle is the primary stabilizer of the hip joint. It is located on the lateral side of the pelvis just behind the greater trochanter or hip socker. These two muscles, along with the core musculature if developed properly, may aid in the prevention of knee injuries and provide more stability at the knee joint. This is especially important in sports that require high speed acceleration followed by sudden deceleration, as is the case with most of the events in gymnastics. The floor exercise in gymnastics also requires proper hip strength to stabilize the hip joint during the constant change of direction involved in this exercise. When looking at athletes today many tend to be front side dominanr. The quadriceps are more developed than the hamstring and gluteus muscles. This can lead to instability in the knee joint when landing because all the force is transmitted through the front of the knee resulting in an anterior shift in the tibia. During deceleration activities the Hamstring muscle group, when engaged properly, pulls the tibia posteriorly to counteract too much pulling anteriorly by the quadriceps. The gluteus maximus works in conjunction with the hamstring muscle group to ensure an equal balance between the forces acting on the knee. If the glutes are weak and de-conditioned the hamstring muscle group bears the brunt of the load and is susceptible to

injury. Addressing glute strength prior to engaging in dynamic activity is the key to preventing injury and enhancing performance. Two simple exercises to strengthen the gluteus maximus are found above. They are the double leg glute bridge and the single leg glute bridge. Perform the double leg glute bridge for 3 sets of 30 seconds. The single leg glute bride is 3 sets of 10 repetitions. It's hard to talk about the glutes without talking about the hip flexors. The hip flexo rs counter
balance the glutes. While the glutes attach to the back side, the hip flexor finds its origin on the lumbar vertebrae L5 - Ll and inserts on the femur on the front side of the body. The hip fl exor is very important because it flexes the hip and enables people to move forward . However, because it is not properly trained, it can become weak. Remember

if yo u don't use it, you lose it! Below is a great exercise to not only strengthen the hip flexor but to also engage the lower abdominals. Lie on yo ur back with yo ur hip and knees flexed at 90 degrees. Place a resistance band around your feet. While holding one leg in, extend the opposite leg. Do not let the other leg move. This movement produces a dynamic contraction of the hip flexor and glutes on one side, while the opposite side hip flexor is engaged in a static contraction. This is essentially what is happening when a person runs or walks. Perform 3 sets of 10 repetitions on each leg. Since athletes tend to focus on the front side, and forget abo ut the back side, the leas t of their wo rries is the lateral side of the hip joint. This side is just as important as the backside for rwo reasons. The gluteus medius is the primary stabilizer of the hip joint. If it is weak or de-conditioned the result could lead to chronic conditions. The first condition is IT Band Syndrome. The IT band extends from the greater trochanter of the hip joint along the lateral side of the leg, crossing the knee joint and inserting on the lateral tibial plateau. When the gluteus medius does not fire or is turned off, the IT . band compensates for its movements. T his leads to undue stress on the knee joint, pulling the kneecap to the lateral side of the body. This is a very painful and debilitati ng condition. Secondly, and more pertinent to gymnastics, if the gluteus medius is weak and cannot fire, the knee is more prone to valgus stress (knock knees), which may resu lt in an ACL tear upon landing. The gluteus medius must also be strengthened to ensure that it can stabilize and handle the loads that are placed on it during a gymnastics competition. Two simple exercises to strengthen the gluteus medius are side lying leg lifts and band wal ks. In both exercises, the toes are pointed toward the shin and straight ahead . Perform 3 sets of 10 repetitions on each leg. Gymnasts are very flexible athletes but lack strength at the end ranges of motion. In order to perform at the highest level possible, it is necessary to incorporate static strengthening of the hip musculature. This will increase the efficiency of the muscles, decrease the risk of injury, and allow for improved performance. 1\

Th e Tyson Fitness Challenge, a joint in itiative of USA Gymnastics and Tyson Foods, has two goals: helping today's kids get more physically fit and raising money to help kids w ho are fi ghting illnesses through th e Children's Miracle Network. "There can be no greater cause than helping kids;' said Karolyi, who led the 1996 U.s. Women's Olympic Team to its irst-ever team Olympic gold medal. "Through the Tyson Fi tness Challenge, we are helping today's kids get off the couch and into the gym and those very kids are also helping kids in need by raiSing fund s for the Children's Miracle Network. State Games National Online Registration Now Open For the 2007 State Games of America in Colorado Springs; 10,000 Athletes From Across The Nation Expected For August 2-5 Event
ATIONAL ONLINE REGISTRATION is now available for the 2007 State Games of America, August 2-5, in Colorado Springs. More than 10,000 athletes from across the nation are expected to compete in the 29-sport event for amateur athletes of all ages and skill levels (including gymnastics) staged in the city which is the home of the United States Olympic Committee and some 50 national and international sports organizations and National Governing Bodies. The State Games of America (SGA) is the premier, national multi-sport event for athletes of all ages and abilities held every biennium. Medal winners from 49 state games nationwide earn the right to compete against other winners and match their skills and competitive desire in a national arena . In order to qualify for the State Games of America, participants must have won a gold, silver or bronze medal in a SGA sport in their local State Games in a qualifying year (2005 or 2006 Summer, 2006 or 2007 Winter), won a medal in the 2005 State Games of America or be residents of Colorado for at least 30 days prior to competition. "TALK ABOUT IT" Policies and Procedures Dear Jeff. I have many employees but only three on salary. Here's what two of them tried to do to me last payroll. They get two personal days and three weeks vacation time. One of them works a lot of hours overtime strictly by his choice. He got sick the last day of the pay period. He already had worked 40 hours by then, so he didn't take a personal day. I don't want him to work over time and have expressed this many times. Personal days are to be used for illness or personal needs. It states in our policies that time cannot be accrued and if they are taking a day off they need to ask for a personal or vacation day to cover it. Then another employee tried the same thing. He had worked a particular afternoon and then took a day off and then took just a few hours personal time instead of the "policy-stated" eight hours for a day off that he needed to get his 40. I want them here eight hours a day at the scheduled times I've assigned. Am I being too stringent on this? I've never had a job before and am always wondering if my policies seem unfair. Dear Bubba, My answer is based on a small slice of knowledge about these individuals so my assumptions may be wrong. In fa ct, I did not get much of a read on employee #2 so let me address employee #1 who apparently routinely works over 40 hours, which indicates to me that (1) his work ethic is high and (2) he genuinely cares about the company's needs . Assuming I am correct, I would discuss the problem with Employee #1, as would most leaders. However, the message I would share would likely be very different than what you may think. I would not address the 'day-off issue .. .! would address something I consider to be more important... the real problem. Here is the message I would seek to share with employee #1: "A business creates systems, procedures and policies to help it work smoothly, efficiently and in general take care of the greater good . But sometimes these systems fail to meet everyone's needs.

In a healthy company, folks who have the courage to TALK ABOUT things that need changing are problem-solvers and problem-solvers are heroes and every company needs more heroes. Is there anything unclear? Cool. .. now let's talk about our syste m and your ideas to make things better for all parties, you, your coworkers, the company." A critical leadership skill is to accurately define and address problems rather than symptoms. In this example, the problem was Employee #l's failure to TALK ABOUT IT; the sym ptom was the 'days-off issue: When leaders habitually address problems, alignment solutions and stro nger relationships are the result. When leaders habitually address symptoms, problems persist, new symptoms replace old, then strife and conflict are the order of the day. I would say that is a huge difference in outcome, all because of one teensy weensy oversight-the failure to accurately define the problem.

Whenever I think on this subject, the line from the Jimmy Buffet song , Off to See the Lizard, rings in my ears: "... time to seek some therapy or go on wa lkabout, answers are the easy part, questio ns raise the doubt." The leader who can accurately define the problem and separate it from the sym ptom will experience alignment and harmony and, conversely, the leader who fails here can expect strife and conflict. And what if Employee #1 was not accepting of the message? I believe that a reasonable person would find it difficult to disagree with the message. Therefore, if Employee #1 was to sta nd in disagreement, I would refer to a principle often used at Kids First-"reaso nable people, given the same information, are likely to come to the same conclusion"-I would have to conclude that this person is not reasonable. At that point, I wou ld have to decide if I was willing to suffer through having an unreasonable person on my team. (Hint: since the problem is 'u nreasonab leness' and that is a permanent condition, more painful sympto ms will be on the horizon.) Last, reread your question and you may see some phraseology that reveals beliefs
that may not be working in your favor. In particular: "Here's what two of them tried to do to me last payroll" and "Then another emp loyee tried the same thing." Did these folks really do this to you or were they merely trying to create a more desirable job situation and your policy kinda got in their way so they 'massaged' it without talking about it? "I want them here eight hours a day at the scheduled times I've assigned." Understandable, but do these words have a 'controlling ring to your ears' as they do mine? Also, perhaps a more flexible job situation is possible. At Kids First, all admin time is flexible and scheduled times are not 'assigned; they are negotiated, more than sema ntics in my world. Best of luck to all who read this and gleaned an idea worth considering. And to anybody who really had a Eureka moment, I'd love to hear about it. 1( Make it a great month! USA Women Dominate at USA vs. GBR A u.s. WOMEN'S TEAM OF EIGHT GYMNASTS
and their coaches traveled to Lisburn , Northern Ireland for a Friendly Dual competition with Great Britain, March 17-18. The u.s. women earned 15 of the possible 16 medals at the competition, including the team title scoring 238.50 to Great Britain's 218.10. Shawn Johnso n won the all-around with a score of 60.150, followed by Shayla Worley with a 59.650 and Samantha Peszek with a 58.650. In the all-around, the USA swept the top seven spots. Peszek grabbed two gold medals on va ult (14.900) and floor (14.900), and a silver medal on beam (15.35) during event finals. Worley won her favorite event bars (15.450), and Johnson took top honors on beam (16.050) and earned a silver medal on vau lt (14.750). Peszek led the U.S. team's medal haul at five, with three gold, one silver and one bronze. Johnson was a close second with four (three gold and one silver) to her credit. USA GYMNASTICS UNIVERSITY NEW COURSE OFFERINGS USA GYMNASTICS IS MOVING forward with USA Gymnastics University which will provide greater educational opportunities for coaches, instructors, judges, and club administrators. The new opportunities will include a certification program, several new courses, both live and online, and greater educational offerings at the National and Regional Congresses. There is now a new division at USA Gym nastics, Educational Services, which is working full time on the USA Gymnastics University initiatives, new course curriculums, and coaching certifications. Along with the launch of the USA Gymnastics University and the certification program, the top priority is the development of new courses. Currently in the works are two courses that are set to debut by the beginning of May. The Preschool Fundamentals course will replace the current KAT and MELPD certification program. The new course will phase out the existing KAT and MELPD courses beginning June 30, 2007. However, KAT and MELPD courses can be taken now through June 30, 2007, and attendees will still maintain their certifications. The Preschool Fundamentals course is comprised of an online portion, which focuses on theory, and a live portion, which allows for hands-on training. This course has a fresh, new look and feel and among the numerous benefits are the following: updated course content and materials, the ease and convenience of an online portion, and a greater emphasis on hands on training. Part 1, the online portion, will take approximately four hours to complete, and the user will be able to log in and out of the course. Part 2, the live portion, will be a four hour practical course. The second of the courses is First Aid Basics, an online course, teaches the basics of first aid with a focus on the sport of gymnastics. The course will take approximately two hours to complete, and the user will be able to log in and out of the course.

First Aid Basics
Below are the course descriptions for these courses: Preschool Fundamentals Part 1: Theory (Online) This course is a must have for preschool instructors. Part 1 covers young child development theory including teaching philosophy, stages of child development characteristics of a good teacher, class management safety considerations, skill deconstruction, lesson planning, and program assessment. This course will help instructors better understand their students and better prepare, organize, and run safe and successful preschool classes. Part 2: Hands on Training (Live) This is a live, hands-on training course designed for preschool instructors. Part 2 course topics include fundamental movement for children, class safety overview, games, activities to avoid, manipulatives, lesson planning, inclusion of music, thematic teaching, parent/child teaching, and the use of apparatus. This is a great hands-on follow-up to the theory course, with course instructors demonstrating practical examples
This course provides basic first aid information for all gymnastics professionals. It covers injury prevention, common types of gymnastics injuries and risks and the symptoms and treatment of those injuries. It also includes genera l information on other life threatening conditions. This course is essential for gym nastics coaches, instructors, and teachers as well as all gym employees. Part 1 of the Preschool Fundamentals Course and the First Aid Basics course are scheduled to be available by the beginning of May. Part 2 of Preschool Fundamentals: Hands on Training (H .O.T.) course will debut at the Regional and National Congresses this year. Jair Lynch Named to USOC 2016 Candidate City Evaluation Commission Jair Lynch, a two-time u.s. Olympian and silver medalist on the parallel bars at the 1996 Olympic Games, is a member of the USOC 2016 Candidate City Evaluation Comm ission. Lynch and the other 10 members of the commission will review the domestic bid books and conduct in-city inspections. Two cities are under consideration to become the U.S. Applicant City for the 2016 Olympic Games : Chicago and Los Angeles . Lynch has 10 years of experience in real estate development and construction. He was a 12-time All-American at Stanford University and captain of Stanford's two-time NCAA National Championship gymnastics team (1992-93) . He also competed in numerous international competitions while on the U.S. National Team (1990-1996) . Lynch served as an Executive Board Member of the Washington , D.C. Olympic 2012 Bid Committee and is currently a member of Washington, D.C. Mayor Anthony Williams ' Blue Ribbon Panel on Sports Commissions. He's a member of the USOC Board of Directors. 1\

Hunt ioins USA Gymnastics as Rhythmic Program Director Caroline Hunt of Redondo Beach, Calif., who was a member of the U.S. Rhythmic Gymnastics National Team from 1990-95, today was named director of the rhythmic gymnastics program for USA Gymnastics by Steve Penny, president of USA Gymnastics . As the program director for rhythmic gymnastics, Hunt is responsible for oversight of the rhythmic program, including the elite and grass roots levels. She will work closely with the rhythmic community to continue to grow the discipline in the United States . Hunt, who will be based in Indianapolis and begins on April 1, will report to Kathy Kelly, vice president of program for USA Gymnastics. " We look forward to having Caroline join our staff," said Penny. "Her passion and experience within the rhythmic program wil l be valuable assets to her role as program director." A rhythmic gymnast from 1983-96, Hunt has remained active in the sport as a judge and an athlete representative to the Board of Directors . She earned her national judging status in 2003 and achieved Brevet status in 2005. Hunt has served as an athlete rep on the Board since 2003, as well as on the Bylaws Committee and the Executive Committee (20061 . Her athletic accomplishments include competing in the 1992-93 World Championships, U.S. clubs champion in 1995 and U.S. junior national champion in 1990-9l. Prior to joining USA Gymnastics , Hunt taught in the California school system at Pacific Hills School in West Hollywood from 2001-07 . She also taught at Summit Preparatory High School in Redwood and was an assistant teacher for the Rassias Language Program . She was Pacific Hills School 's Teacher of the Year in 2005 . Hunt earned her Master of Arts in Education and the California Single Subject Credential in English in June 2006 from Stanford University. She graduated magna cum laude from Dartmouth College in 2000 w ith a Bachelor of Arts in English. X

countries and more than 27,000 gymnasts will participate in the 2007 Gymnaestrada in Dornbirn, Austria . This is more than double the amount of athletes competing in the Olympic Games. The USA is bringing a delegation of 400 ranging in age from 5 to 65 . Members of the USA delegation will participate in indoor group performances, outdoor "City Performances," as well as the Opening and Closing Ceremonies. Additionally, USA groups will perform in three special evening shows 1 the English National Evening with Australia, Canada, Great Britain, New Zealand, Trinidad and Tobago; 2 the Pan American Gymnastics Union Evening; and 3 the FIG Gymnaestrada Gala. The official days of the World Gymnaestrada are July 8-14, but most of the USA groups are adding European sightseeing excursions either before or after this incredible event.

All eight of the USA team members earned a medal, showing the depth of the strong USA squad. 2006 World Championships silver medalist Natasha Kelley earned a silver medal on bars (15.200) while Bianca Flohr grabbed the bronze (14.650). II. WOMEN'S PROGRAM SUMMIT The committee discussed the age nda for the Women's Program Summit and gave responsibility to members of the committee for the agenda items.
Plans wi ll be made to include educational sessions fo r the coaches with each camp. Kathy wi ll look into bringing the Dartfish Video syste m to the t rai ning center.

IV. FUTURE STARS RJOPC requested that a Future Stars testing be conducted following the Level 4 & 5 Championships on Monday, May 28, 2007 . A decision will be made as soon as possible.

The committee reviewed a proposal for "Judges Rules and Judges Behavior." It was decided at this ti me to table further discussion on the subject. The committee is pleased with the progress that has been made in this area with flashing of all judges' scores and a computer analysis of scores for all elite competitions. The concern at the JO level regarding judging behavior will be addressed at a later date.
Kathy Kelly thanked Jan Exner for her years of service. The program is appreciative of Jan's dedication and wishes her the very best for the future. Jan will be leaving the position of Program Director at end of February. We have received applications and will be conducting phone interviews next week. Hopefully, the new director can be identified as soon as possible.
The discussion from the January 30th RPC meeting regarding qualification to the National Team was revisited concerning having a two day all-around competition at the 2007 Championships in order to help emphasize consistency.
