in downtown St. Petersburg and its focus on undergraduate research, civic engagement and small classes. Most faculty members hold the highest degree in their field and teach courses from the freshman to graduate level. USFSP retains its separate identity and mission while contributing to and benefiting from the associations, cooperation, and shared resources of a premier national research university. USF Sarasota-Manatee is the second regional institution in the USF System to earn an independent accreditation. USFSM strives to be a hometown, comprehensive university with ever-increasing national and global impact. The USF Sarasota-Manatee campus is located on U.S. 41 near Sarasota Bay, the Powell Crosley Mansion, the John & Mable Ringling Museum of Art, and the Sarasota-Bradenton Airport. USFSM offers over forty bachelor’s degree, master’s degree and certificate programs in four colleges: Arts & Sciences, Business, Education, and Hospitality and Technology Leadership. USFSM provides students with individualized attention from nationally and internationally recognized faculty while capitalizing on the resources of a major public research university. The USF System member institutions span the Tampa Bay region; however, true to their differentiated missions, the member institutions collectively provide educational services across the state of Florida and beyond.

ounded in 1956, the University of South Florida is a multicampus system comprising three separately accredited institutions, USF, USF St. Petersburg, and USF Sarasota-Manatee. The USF System has an annual budget of $1.8 billion, an annual economic impact of $4.4 billion and offers 232 degree programs at the undergraduate, graduate, specialist and doctoral levels, including the doctor of medicine. Serving nearly 48,000 students, USF is large and diverse with students from every state and nearly 160 different countries. More than 30 percent are African American, Hispanic, Asian American, Native American and other races and ethnicities. USF is the doctoral granting, research intensive member of the USF System and it includes the main campus in Tampa, its College of Marine Science in St. Petersburg and USF Health. USF is ranked 25th in the nation for research expenditures, among public U.S. universities and is also one of only 25 public research universities nationwide with very high research activity that is designated as community engaged by the Carnegie Foundation for the Advancement of Teaching. USF St. Petersburg offers master’s level and undergraduate programs in the arts and sciences, business and education within a student-centered environment. The first regional institution in the USF System with independent accreditation, USFSP distinguishes itself by its urban waterfront location

THE SYMBOLS OF LEARNING

M

odern academic regalia evolved from the kinds of apparel worn by monks and students in the 11th and 12th centuries to keep warm in the medieval castles and halls in which they studied. Academic life as we know it today began in the Middle Ages — first in the church, then in the guilds. The teaching guild was the Guild of the Master of Arts, and the Bachelor was the apprentice of the Master. Their dress was the outward sign of stature and responsibility. Academic regalia was thus a visible manifestation — in color, pattern and design — that unified those of common discipline and like purpose. In later centuries, to preserve the regalia’s dignity and meaning, universities set rules of academic dress. American universities agreed on a definite system in 1895, establishing a code of approved attire. In 1932, the American Council on Education revised this code, which, for the most part, governs the style of academic dress today. The principal features of academic dress are three: the gown, the cap and the hood. THE GOWN — The gown has become symbolic of the democracy of scholarship, for it completely covers any dress of rank or social standing. The sleeves of the gown indicate the level of the degree held by the wearer. A long, pointed sleeve indicates the bachelor’s degree. The master’s gown has an oblong sleeve cut in an arc, with a slit at either the upper arm or wrist. The USF doctor’s gown has bell-shaped sleeves and three black bars on the sleeve. The doctoral robe also has the seal of the university on the velvet facing.

honors society. International students may choose to wear a special sash honoring their home country. The colors of their sash reflect the colors of their native flags.

THE CAP — The freed slave in ancient Rome won the privilege of wearing a cap, and so the academic cap is a sign of the freedom of scholarship and the responsibility and dignity with which scholarship endows the wearer. Old poetry records the cap of scholarship as a square symbolizing the book, although other authorities claim that it is a mortar board, the symbol of the masons, a privileged guild. The color of the tassel on the cap denotes the discipline. The tassels on the caps (mortar boards) worn by the faculty may be black or a color indicating the degree. Those who hold a doctoral degree may wear a gold tassel. It is traditional for degree candidates to wear their tassels on the right and for those holding degrees to wear them on the left. Graduates transfer their tassels to the left after conferring of the degrees by the President.

THE COLORS — In regalia, academic disciplines are noted by color. These colors can be found on undergraduate and masters tassels and on master and doctorate hoods on the velvet edging.

THE HOOD — The hoods are lined with the official colors of the institution conferring the degree. They are edged and bound with velvet of the color appropriate for the degree. At USF, the lining of the hood is green with a gold chevron, representing the university’s colors.

THE MACE — The USF Mace, used during all Commencement ceremonies, is a ceremonial staff similar to those used by many institutions of higher learning to show the right of academic institutions to grant degrees to graduates. The USF mace is used during all Commencement ceremonies and is carried by the President of the Faculty Senate. Our mace includes a gold pine cone at its top to represent growth and continuity. Eight silver semicircles, which support the pine cone, stand for the eight colleges in existence at USF when the mace was commissioned in 1998. When not in use, today’s mace is displayed in the foyer of the President’s office. The original university mace is on display in the Alumni Center.

THE MEDALLION — The medallion worn by candidates for the bachelor’s degree identify those graduating with honors based upon GPA.

LYLE SCHWARTZ PRESIDENT’S FELLOW MEDALLION AWARD Lyle Schwartz is a professor in the USF Institute for Advanced Discovery and Innovation and retired director of the Air Force Office of Scientific Research. He was formerly a professor of materials science and engineering at Northwestern University for 20 years and director of Northwestern’s Materials Research Center for five of those years. He then became director of the Materials Science and Engineering Laboratory at the National Institute of Standards and Technology (NIST), where he served for more than 12 years. After NIST, Schwartz moved to the Air Force Office of Scientific Research, where, as director, he had responsibility for the entire basic research program of the Air Force. Schwartz has played a significant role in shaping government policies on many materials issues. He was elected as a member of the National Academy of Engineering for “leadership in materials research and in coordinating industry and government collaboration in materials engineering.” He is a recipient of the Presidential rank of Meritorious Executive of the government’s Senior Executive Service, the Gold Medal Award of the Department of Commerce, the National Materials Advancement Award of the Federation of Materials Societies, and the Leadership Award of the Minerals, Metals, and Materials Society. Schwartz’s current interests include government policy for R&D, particularly for materials R&D, materials science education (STEM) at K-12 levels, and enhanced public understanding of the roles and importance of technology in society. He is bringing his interests in K-12 education to bear in the Tampa Bay area as part of his commitment to the institute and to USF.

DAVID MEARNS PRESIDENT’S GLOBAL LEADERSHIP AWARD David Mearns is a chartered marine scientist, historical researcher, author, and expedition leader of deep ocean projects. He is one of the world’s most experienced and successful deep-sea shipwreck hunters having located 25 major shipwrecks with an overall 90% success rate, and has been awarded five Guinness World Records, including one for locating the deepest shipwreck ever found at 5,762 metres. Mearns’ most important discoveries include Lucona – a cargo ship at the centre of a sensational European murder trial; Derbyshire – a bulk carrier lost with all hands which led to new rules covering the survivability and structural requirements for bulk carriers; HMS Hood – the famous British battlecruiser sunk in an apocalyptic battle with the German battleship Bismarck; HSK Kormoran and HMAS Sydney – the combatants in a battle that led to their mutual destruction; AHS Centaur – an Australian hospital ship sunk by a Japanese submarine; and Esmeralda – a Portuguese East Indiaman in the 1502-1503 fleet of Vasco da Gama, which is the earliest colonial shipwreck ever found and excavated by archaeologists. Mearns was also a key member of Paul Allen’s team that located and filmed the iconic Japanese battleship Musashi in 2015, based on the research and search area analysis conducted by Mearns. In 2019 he led the privately funded search (on a pro bono basis) that located the wreckage of the Piper Malibu aircraft, that crashed in the English Channel off Guernsey, carrying the Cardiff City footballer Emiliano Sala. In 2010, Mearns was awarded an honorary Medal of the Order of Australia (OAM) for service to Australia for locating the wrecks of HMAS Sydney and AHS Centaur. In addition to his honorary OAM, David has been awarded a Distinguished Alumni Award from the University of South Florida, a prestigious Maritime Fellowship by the UK-based Maritime Foundation for an outstanding lifetime contribution, the 2015 Sir Robert Craven Award from the Britannia Naval Research Association, and a Seatrade Awards for a highly commended contribution to Safety at Sea for finding the wreck of the Derbyshire. He is the author of three books, including The Shipwreck Hunter: a career memoir, which won the prestigious Mountbatten Award for Best Book of 2018.
